    Who: 124 passengers 6 crew
    Why: While en route, the plane indicated there was a fire. The crew indicated there was no fire but returned to the airport. On landing (after burning off fuel, maintenance determined that the landing gear had been on fire.

    Something fishy in the state of Novosibirsk? Can a crew just decide “there’s no fire?” Obviously not, since they did return to the airport. Fortunately, they did, since the landing gear apparently was on fire.

    Chandigarh: Aborted Landing

    What: Chartered flight en route from Chandigarh to Shimla
    Where: Chandigarh

    Who: pilot, co pilot
    Why: The plane flew successfully to Shimla airport to pick up VIP passengers but could not land, so it returned to Chandigarh. The problem is reported to be an undisclosed problem in the engine–although the runway at Shimla has been damaged due to erosion and has shrunken from 4,100 to 3,800 feet. The crew made it safely back to Chandigarh for a safe landing

    Ultralight Fatality in Italy

    Why: The ultralight developed problems on takeoff, and crashed near an Artogne airstrip. Passenger Ivan Belotti, resident of Cevo Brescia died in the crash. The pilot, Alan Planeti of Esine Brescia has been hospitalized in serious condition.

    Helicopter Crashes in Atizapan, Mexico

    Why: On 11 Maple drive in the Hidden Valley golf club (el club de golf Valle Escondido), the Bell Helicopter crashed for unknown reasons. Pilot Gerardo Alberto Lujano González, and crew Eduardo Rodriguez Vértiz and Gabriel Brito Macías were taken to the Angels of Huixquilucan hospital with undisclosed injuries. The helicopter has been written off as damaged beyond repair but there were no fatalities.

  • NTSB INVESTIGATING NEAR MIDAIR COLLISION OF US AIRWAYS A319 AND CARGOLUX AIRLINES INTERNATIONAL 747 IN ALASKA

    The National Transportation Safety Board has launched an investigation into the near midair collision of a passenger jetliner and a cargo jumbo jet.

    On May 21, 2010, at about 12:10 a.m. Alaska Daylight Savings Time, an Airbus A319, operating as US Airways flight 140, and a Boeing 747-400, operating as Cargolux Airlines International flight 658, came within an estimated 100 feet vertically and a .33 mile lateral separation as the B747 was departing Anchorage International Airport (ANC) and the A319 was executing go-around procedures at ANC.

    The A319, with 138 passengers and crew aboard, was inbound from Phoenix (PHX) to runway 14 and the B747, with a crew of 2, was departing Anchorage en route to Chicago (ORD) on runway 25R. The incident occurred in night visual meteorological conditions with 10 miles of visibility.

    According to the TCAS report from the A319 crew, that aircraft was approaching ANC when, because of the effects of tailwinds on the aircraft’s approach path, the crew initiated a missed approach and requested new instructions from air traffic control. The tower controller instructed the A319 to turn right heading 300 and report the departing B747 in sight. After the A319 crew reported the B747 in sight, the controller instructed the A319 to maintain visual separation from the B747, climb to 3000 feet, and turn right heading 320. The A319 crew refused the right turn because the turn would have put their flight in direct conflict with the B747. The A319 crew then received a resolution advisory to “monitor vertical speed” and the crew complied with the descent command. During the descent, the A319 crew lost sight of the B747. At about 1700 feet above ground level, the A319 crew received a “clear of conflict” aural command.

    There were no reported injuries or damage to either aircraft.

    NTSB investigator Dan Bartlett, an air traffic control specialist based in Washington, will be traveling to Anchorage to begin the investigation.

  • FOUR RECENT UNCONTAINED ENGINE FAILURE EVENTS PROMPT NTSB TO ISSUE URGENT SAFETY RECOMMENDATIONS TO FAA

    Washington, DC – The National Transportation Safety Board today issued two urgent safety recommendations to the Federal Aviation Administration (FAA). The first recommendation asks that the FAA require operators of aircraft equipped with a particular model engine to immediately perform blade borescope inspections (BSI) of the high pressure turbine rotor at specific intervals until the current turbine disk can be redesigned and replaced with one that can withstand the unbalance vibration forces from the high pressure rotor. The second recommendation asks the FAA to require the engine manufacturer to immediately redesign the disk. The NTSB issued an additional recommendation for a requirement that operators perform a second type of inspection and another recommendation related to the engine manufacturer regarding the installation of the replacement disk.

    All four recommendations apply to the low pressure turbine (LPT) stage 3 (S3) rotor disk in the General Electric (GE) CF6-45/50 series turbofan engines that can fail unexpectedly when excited by high-pressure (HP) rotor unbalance.

    An uncontained engine event occurs when an engine failure results in fragments of rotating engine parts penetrating and exiting through the engine case. Uncontained turbine engine disk failures within an aircraft engine present a direct hazard to an airplane and its passengers because high-energy disk fragments can penetrate the cabin or fuel tanks, damage flight control surfaces, or sever flammable fluid or hydraulic lines. Engine cases are not designed to contain failed turbine disks. Instead, the risk of uncontained disk failure is mitigated by designating disks as safety-critical parts, defined as the parts of an engine whose failure is likely to present a direct hazard to the aircraft.

    In its safety recommendations to the FAA, the NTSB cited four foreign accidents, which the NTSB is either investigating or participating in an investigation led by another nation, in which the aircraft experienced an uncontained engine failure of its GE CF6-45/50 series engine.

    The date, location, and circumstances of these four events (none had injuries or fatalities) are as follows:

    On July 4, 2008, a Saudi Arabian Airlines (Saudia) Boeing 747-300 experienced an engine failure during initial climb after takeoff from Jeddah, Kingdom of Saudi Arabia. This investigation has been delegated to the NTSB.

    On March 26, 2009, an Arrow Cargo McDonnell Douglas DC-10F, about 30 minutes after takeoff from Manaus, Brazil, experienced loss of oil pressure in one engine. The pilots shut down the engine and diverted to Medellin, Columbia. This investigation has been delegated to the NTSB.

    On December 17, 2009, a Jett8 Cargo Boeing 747-200F airplane was passing through 7,000 feet above ground level (agl) when the flight crewmembers heard a muffled explosion and immediately applied left rudder. With one engine losing oil pressure, the airplane returned to land at Changi, Singapore. The NTSB is participating in the investigation that is being led by the Air Accident Investigation Bureau of Singapore.

    On April 10, 2010, an ACT Cargo Airbus A300B4 experienced an engine failure while accelerating for takeoff at Manama, Bahrain. The crew declared an emergency, rejected the takeoff, activated the fire suppression system, and evacuated the airplane. The NTSB is participating in the investigation that is being led by the Bahrain Ministry of Transportation – Civil Aviation.

    The four recommendations to the FAA are as follows:

    Immediately require operators of CF6-45/50-powered airplanes to perform high pressure turbine rotor blade borescope inspections every 15 flight cycles until the low pressure turbine stage 3 disk is replaced with a redesigned disk that can withstand the unbalance vibration forces from the high pressure rotor. (Urgent)
    Require operators of CF6-45/50-powered airplanes to perform fluorescent penetrant inspections of CF6-45- 50- low pressure turbine stage 3 disks at every engine shop visit until the low pressure turbine stage 3 disk is replaced with a redesigned disk that can withstand the unbalance vibration forces from the high pressure rotor.
    Immediately require General Electric Company to redesign the CF6-45/50 low pressure turbine stage 3 disk so that it will not fail when exposed to high pressure rotor unbalance forces. (Urgent)
    Once General Electric Company has redesigned the CF6- 45/50 low pressure turbine (LPT) stage 3 disk in accordance with Safety Recommendation [3], require all operators of CF6-45/50-powered airplanes to install the newly designed LPT S3 at the next maintenance opportunity.

    Boeing 787 First Flight Event Wins PRSA Silver Anvil

    SEATTLE, June 4, 2010 – The Boeing Commercial Airplanes Communications & Marketing team received a 2010 Silver Anvil award from the Public Relations Society of America (PRSA) Thursday for its work in planning and executing communications events surrounding the 787 Dreamliner first flight on Dec. 15, 2009.

    PRSA – the largest professional association serving the public relations industry – awards Silver Anvils each year to organizations that successfully address a contemporary issue with exemplary professional skill, creativity and resourcefulness. According to the PRSA website, this national award represents the “best of the best” in public relations practices.

    The Boeing Communications & Marketing team began planning a year in advance of the event, which drew more than 12,000 employees and guests. The team also facilitated the company’s first live webcast, allowing more than 1 million people around the globe to share in the historic first flight and landing of the Dreamliner.
    “This was a team of literally hundreds of volunteers who created a memorable event worthy of the 787 Dreamliner,” said Yvonne Leach, 787 Communications director, at the acceptance ceremony. “It was an honor to have led the team that planned and delivered this event.”

    The Silver Anvil award recognized the team for deploying new technologies to open the first-flight experience to employees, media, customers, government officials and other stakeholders. These innovations included hosting micro events around the world; providing audio feed between air traffic control and 787 first-flight pilots Mike Carriker and Randy Neville during the flight; and allowing Web visitors to track the flight live on Boeing.com.

    “Those who attended first flight in person or watched it on the Web will never forget the rush of emotion when that airplane left the ground and became airborne,” said Leach. “It was a great moment for Boeing, for our customer, our partners and employees – for our entire industry.”

    Air India Rejected Takeoff, IX-212 Nosedives, ETC…

    Why: One of the engine’s Exhaust Gas Temperatures rose too high according to indicators, prompting pilots to reject takeoff. Some of the tires popped, but the flight made a safe stop on the runway. The incident predated the Air India crash at Mangalore.

    Another incident
    Four days after the Mangalore crash, Air India flight flight IX-212 hit an air pocket (or perhaps this could be termed clear air turbulence) while on “auto pilot” while the pilot was apparently in the VC. The flight dived five thousand feet while over Mumbai (reported to be as much as 15,000 feet). 112 passengers and 6 crew members landed safely.

    Caution Air India: Hydraulic Leak

    easyJet Unveils Ash Detector to End Large-Scale Disruption

    easyJet, the UK’s largest airline, today unveils a ground breaking technology that will minimise future disruption from volcanic activity.

    easyJet will be the world’s first airline to trial a new technology called AVOID (Airborne Volcanic Object Identifier and Detector). The system, essentially a weather radar for ash, was created by Dr Fred Prata of the Norwegian Institute for Air Research (NILU). AVOID is a system that involves placing infrared technology onto an aircraft to supply images to both the pilots and an airline’s flight control centre.

    These images will enable pilots to see an ash cloud up to 100 km ahead of the aircraft and at altitudes between 5,000ft and 50,000ft. This will allow pilots to make adjustments to the plane’s flight path to avoid any ash cloud. The concept is very similar to weather radars which are standard on commercial airliners today.

    On the ground, information from aircraft with AVOID technology would be used to build an accurate image of the volcanic ash cloud using real time data. This would open up large areas of airspace that would otherwise be closed during a volcanic eruption, which would benefit passengers by minimising disruption.

    easyJet Chief Executive Andy Harrison, said: “This pioneering technology is the silver bullet that will make large-scale ash disruption history. The ash detector will enable our aircraft to see and avoid the ash cloud, just like airborne weather radars and weather maps make thunderstorms visible.”

    Dr Fred Prata, Senior Scientist at the Norwegian Institute for Air Research (NILU) and inventor of the AVOID system added: “AVOID enhances the theory around volcanic ash clouds with live data. easyJet is committed to bring our technology to life.”

    Commenting on today’s news Andrew Haines, Chief Executive of the Civil Aviation Authority said “It is essential that the aviation community works together to develop solutions to minimise disruption, should ash return. The CAA welcomes the fact that airlines are considering innovations such as this and we will do all we can to facilitate them.”

    The first test flight is to be carried out by Airbus on behalf of easyJet within two months, using an Airbus 340 test aircraft. Subject to the results of these tests, easyJet intends to trial the technology on its own aircraft with a view to installing it on enough aircraft to minimise future disruption from ash.

    Airbus delivers the 30th A380

    The 30th A380 to be delivered was handed over today to Emirates Airline, one of the launch customers of the Airbus double-decker aircraft. This is the tenth A380 Emirates has received out of its total firm order for 58 aircraft.

    This aircraft will be on display at the ILA Berlin Air Show which is taking place from June 8th to 13th. Lufthansa will also bring their recently delivered, first A380 to the show and from June 11th an Airbus flight test A380 will be on static and flying display.

    Airbus has already delivered seven A380s so far in 2010, three to Emirates Airline, two to Air France, one to Lufthansa and one to Qantas. Airbus is on track to deliver a total of at least 20 A380s in 2010.

    Today five major airlines, Singapore Airlines, Emirates Airline, Qantas, Air France and Lufthansa, operate 30 A380s on 20 routes linking 18 major international destinations. Together they have carried nearly five and a half million passengers on 15,000 revenue flights and have clocked up almost 140,000 revenue flight hours. These A380 flights have saved 640,000t of CO2 emissions by replacing journeys that would otherwise have been made with less fuel-efficient large aircraft. The A380 has the lowest fuel burn of any wide body aircraft, needing less than three litres of fuel per passenger per 100km.

    The A380 is also a proven profit generator. Delivering an impressive double-digit percentage reduction in cash operating costs, it allows airlines to either increase the number of seats offered at little or no extra cost or keep the same capacity at a much lower total cost. This is one of the reasons why seven of the 17 A380 customers have already placed repeat orders and over half the world’s top international carriers have ordered it.

    Airbus has received 202 firm orders for the A380 from 17 customers.

    Berlin – The International Air Transport Association (IATA) announced that Berlin will be world’s aviation capital as the city prepares to host 600 industry leaders for the 66th IATA Annual General Meeting and World Air Transport Summit from 6-8 June 2010.

    The official program starts at 0900 CET on 7 June with the State of the Industry address by Giovanni Bisignani, IATA’s Director General and CEO. “We are meeting as the industry continues its recovery from the global financial meltdown and turbulent decade of cycles and shocks that resulted in accumulated losses of nearly $50 billion.     FAA Proposes Civil Penalties Against Airlines, Shippers

    The Federal Aviation Administration (FAA) has proposed to assess civil penalties ranging from $50,000 to $150,000 against two airlines and three shippers for alleged violations of Federal Aviation Regulations or U.S. Department of Transportation (DOT) Hazardous Materials Regulations. The proposed penalties include:

    • $150,000 against Lion Mentari Airlines of Kuala Lumpur, Malaysia, for allegedly shipping a chemical oxygen generator inside an unmarked metal case from Kuala Lumpur to Dallas. DOT classifies chemical oxygen generators as a hazardous material, and they may not be shipped on passenger-carrying aircraft.
    • $53,000 against Stewart & Stevenson, LLC, of Houston, for allegedly shipping a box containing eight gallons of touch-up paint to FedEx Corp. for transportation by air when the package was not properly identified as containing hazardous materials and was not accompanied by the appropriate documentation. DOT classifies flammable materials as hazardous. The case has been settled
    • $121,000 against Trans States Airlines, Bridgeton, MO, for allegedly operating four flights from Norfolk, VA to Miami on September 2, Oct. 6, 18 and 20, 2008, that flew more than 50 nautical miles from the nearest U.S. shoreline. The FAA alleges the aircraft used did not carry required equipment for extended overwater operations, including life preservers, life rafts with a locator light for each occupant, a pyrotechnic signaling device for each life raft, an emergency locator transmitter, and survival kit attached to each raft.
    • $70,000 against Shanghai Fountainhead Electronics Co., Ltd., of Shanghai, for allegedly violating DOT hazardous materials regulations by offering 12 boxes of lithium-ion phosphate rechargeable batteries for shipment by air to the U.S. aboard a passenger-carrying aircraft, which is prohibited. The case has been settled
    • $50,000 against SOSGlobal Express of New Bern, NC, for violating DOT hazardous materials regulations by allegedly offering 15 boxes of lithium-ion batteries for shipment by air aboard a passenger-carrying aircraft, which is prohibited.

    The companies have 30 days from the date the civil penalty letter is received to respond to the agency.

    Jade Cargo Selects Boeing Airplane Health Management

    SEATTLE, June 4 /PRNewswire-FirstCall/ — The Boeing Airplane Health Management (AHM) system will monitor Jade Cargo’s fleet of six 747-400 Freighter airplanes, under an agreement announced today. AHM is an information-driven system that helps airlines improve the management of unscheduled maintenance events.

    Performance Monitoring will allow Jade Cargo to analyze airplane performance data to improve airplane fuel efficiency and flight planning.

    Custom Alerting and Analysis enables the airline to address developing airplane system issues by automatically monitoring, collecting, and transmitting service level information including tire pressure, oxygen pressure, hydraulic fluid, Auxiliary Power Unit and engine oil levels. Consumption trends are then used to facilitate maintenance planning and optimize service intervals.

    What: SAS Scandinavian Airlines McDonnell Douglas MD-82 on a ferry flight from Lourdes to Oslo

    Why: Over Washington state, the Airbus which was following a UA Boeing at at least the minimum approved distance was subjected to an interim of wake turbulence which seriously injured 3 and caused minor injuries to 8. Findings on this 2008 event included the cause as wake turbulence. The event brings to question trolley and storage security and rudder control input.

    Boeing, Canadian Industry Partners Launch Advanced Composites Manufacturing Research and Development Consortium

    OTTAWA, Ontario, June 1, 2010 — The Boeing Company and Canadian industry partners today announced the launch of a new research and development consortium aimed at strengthening Canada’s competitive position in the manufacturing of advanced composite materials for aerospace and other industries.

    The Canadian Composites Manufacturing Research and Development consortium (CCMRD) brings together major aerospace companies and small- to medium-sized enterprises to develop and transform the latest technical and academic knowledge into practical solutions that will enhance Canada’s global competitiveness.

    “A virtual R&D center of this type is much needed in Canada,” said Anoush Poursartip, CCMRD chairman and Research director for Convergent Manufacturing Technologies, a member company. “The CCMRD will help to advance the technological capabilities of Canadian industry whilst building stronger relationships between Canadian and international aerospace original equipment manufacturers, as well as Canadian material, equipment, component and software suppliers.”

    The CCMRD was formed in cooperation with the Composites Innovation Centre (CIC) in Winnipeg, National Research Council Canada’s Institute for Aerospace Research (NRC-IAR) in Ottawa, and The Boeing Company. Founding Canadian member companies include Bell Helicopter and Avior Integrated Products in Quebec; Comtek Advanced Structures in Ontario; Convergent Manufacturing Technologies and Profile Composites in British Columbia; and Bristol Aerospace, a division of Magellan Aerospace Ltd. and Cormer Group Industries Inc. in Manitoba.

    The CIC is responsible for CCMRD administration, with projects to be carried out at member companies across Canada. NRC-IAR will participate as a technology adviser, providing insight and direction based on its leading-edge knowledge of the composites aerospace industry.

    In addition to financial support, Boeing will provide technical expertise and project guidance through its central research, technology and innovation organization, Boeing Research & Technology. Boeing Canada Operations Ltd. in Winnipeg will take part in CCMRD projects along with other consortium members.
    “Boeing’s work with the CCMRD is part of our long-term focus of working together with industry, universities and research organizations to advance Canada’s role in providing high-technology, high-quality materials and components for the aerospace industry,” said Pete Hoffman, Global Research and Development Strategy director for Boeing Research & Technology.
    The CCMRD is in line with Canada’s Industrial & Regional Benefits (IRB) policy and an integral part of Boeing’s IRB program associated with the Canadian Forces’ acquisition of 15 CH-147 medium-to-heavy-lift helicopters. Canada’s IRB policy requires prime contractors, such as Boeing, to make investments in the Canadian economy as a result of winning defense and security contracts with the Canadian government.

    “Through CCMRD, we’re bringing together Canadian companies of all sizes to develop unique capabilities, enhance the skills of Canada’s work force, and increase competitiveness for continued growth in the global aerospace industry and into new markets,” said Gwen Kopsie, International Industrial Participation director for Boeing Defense, Space & Security.

    Air Tran Cautionary Landing in Wichita

    Why: While on approach to Winnipeg the flight encountered turbulence which injured four: two flight attendants and two passengers. After the Boeing made a safe landing, two of the injured were hospitalized, and two went home after treatment at the airport.

  • IATA Release: Global Traffic Falls 2.4% in April – Volcano Dents Recovery

    Geneva – The International Air Transport Association (IATA) announced international scheduled air traffic results for April 2010. Passenger demand slumped by 2.4% as a result of massive flight cancellations centered in Europe during the six days in April following the eruptions of an Icelandic volcano. The fall in traffic interrupted the industry’s recovery from the global financial crisis.

    International scheduled cargo traffic, less impacted by the cancellations, saw the pace of its recovery slow to 25.2% growth in April (down from the 28.1% improvement recorded in March).

    “The ash crisis knocked back the global recovery – impacting carriers in all regions. Last month, we were within 1% of pre-crisis traffic levels in 2008. In April, that was pushed back to 7%,” said Giovanni Bisignani, IATA’s Director General and CEO.

    “European carriers bore the worst of the volcano’s impact. Their 11.7% drop in passenger traffic could not have come at a worse time. Europe’s slow recovery from the global financial crisis and its currency crisis are already a huge burden on the profitability of its airlines. The uncoordinated and excessive cancellations and unfairly onerous passenger care requirements rubbed salt into the European industry’s wounds,” said Bisignani.

    The April drop in demand in Europe can be attributed to both the flight cancellations (two-thirds of the total decline) and follow-on cancellations due to uncertainty of the availability of air travel (one-third). Early indications for May show a rebound in travel from the disrupted levels in April.

    Looking ahead, Bisignani challenged Europe to reform its air traffic management. “The ash crisis was an embarrassing wake-up call for European governments. We need leadership to deliver the Single European Sky, fair passenger rights legislation and continent-wide coordination,” said Bisignani.

    The scale of the ash crisis saw global load factors drop to 76.9% from the 78.0% recorded in March. Freight load factors also dipped to 55.3% from the 57.1% recorded in the previous month. While March traffic was within 1% of pre-crisis levels for both passenger and cargo, this slipped to 7% for passenger and 3% for cargo in April.

    International Passenger Demand
    The ash crisis accentuated the asymmetrical nature of the economic rebound.

    European carriers posted an 11.7% demand drop in April (compared to a 6.2% increase in March). Uncertainty of service reliability in the aftermath of the ash cancellations and major unrest in Greece as a result of the currency crisis added to the weaker European demand during the month. Limited GDP growth expectations of 0.9% continue to dampen demand across the continent.
    North American carriers posted a 1.9% decline in demand, primarily as a result of the impact of the ash crisis on North Atlantic routes. This is a major step backwards from the 7.8% growth recorded in March. This fall in demand was less than half the 4.5% cut in capacity, pushing load factors to 80.2%.
    Asia-Pacific carriers saw their strong growth slow to 3.5% (from the 12.9% growth recorded in March). Robust GDP growth of 7% (Asia excluding Japan) is supporting the strong recovery.
    Middle Eastern airlines recorded the strongest traffic growth at 13.0%, which is about half the 25.9% increase of the previous month.
    African carriers also saw their recovery slow to 8.6% growth in April, down from the 16.9% growth recorded during the previous month.
    Latin American carriers posted a 1.2% increase for the month, a quarter of the 4.6% growth recorded in March, which was already a weak month as a result of the Chilean earthquake.
    International Cargo Demand
    Air freight was also impacted by the ash crisis, although less dramatically than passenger traffic. The global purchasing managers’ index rose to its second highest level ever in April, indicating that the fundamentals of the air freight business were not impacted by the crisis. We are, however, nearing the end of the inventory cycle and would expect freight growth to slow down over the rest of the year.

    European carriers showed the weakest growth at 8.3%, down from the 11.5% growth recorded in March. Poor economic performance prior to the ash crisis had seen European airlines lagging behind the rebound experienced by other regions.
    North American carriers recorded a 23.8% increase. While impressive, this was still below the 29.0% recorded in March.
    Asia-Pacific carriers, which make up 46% of international cargo operations, recorded growth of 33.2%, slightly below the 35.4% recorded during March.
    Middle Eastern carriers saw their growth rate slow to 25.9% from the 35.5% recorded in March.
    Latin American carriers saw the largest increase in cargo demand for the second straight month with a 63.0% increase – an improvement on the 47.9% recorded in March.
    African carriers also showed an improvement, from 51.4% in March to 54.6% in April.
    “The ash crisis was a shock. While there is always a danger of the consequences of renewed volcanic eruptions, the impact on passenger confidence should be limited. Unfortunately, we are trading ash for two additional uncertainties – strikes and a growing currency crisis – both of which are also focused on Europe,” said Bisignani.

    “The labor unrest plaguing Europe this year is unbelievable. It’s a tough competitive world. Airlines need to reduce costs to be competitive. Labor must realize that their pay checks are supported by the performance of the company. The middle of a very fragile recovery is not the time for striking. This mentality is divorced from reality,” said Bisignani.

  • FAA: Final Rule Represents Major NextGen Milestone

    WASHINGTON – The Federal Aviation Administration (FAA) announced the performance requirements for aircraft tracking equipment that will be required under the Next Generation Air Transportation System, or NextGen. The avionics will allow aircraft to be controlled and monitored with greater precision and accuracy by a satellite-based system called Automatic Dependent Surveillance – Broadcast (ADS-B).

    “Today we have reached a major NextGen milestone,” said U.S. Transportation Secretary Ray LaHood. “This technology represents another step forward in our ability to make America’s skies the safest in the world.”

    The final rule, developed with extensive input from the aviation community, requires aircraft flying in certain airspace to broadcast their position via ADS-B by 2020. The rule mandates that the broadcast signal meet specific requirements in terms of accuracy, integrity, power and latency.

    “This rule gives the green light for manufacturers to begin building the onboard equipment that will allow our air traffic controllers to know where aircraft are with greater precision and reliability,” said FAA Administrator Randy Babbitt. “That is one of the key elements of NextGen that will improve the safety and efficiency of flight.”

    Additional ADS-B services should allow pilots to view cockpit displays to see the location of other aircraft in the sky around them. ADS-B displays are envisioned that will show pilots where they are in relation to bad weather and terrain – even at night or in conditions with poor visibility – and provide flight information, including temporary flight restrictions, which allow pilots to plan safe, more efficient routes.

    Some of this information is now being broadcast free to aircraft equipped with ADS-B in the Gulf of Mexico, South Florida and in the airspace above Louisville, Philadelphia and Juneau, Alaska. Those areas were chosen as key sites to roll out ADS-B due to challenges presented by vast stretches of water, rugged terrain and traffic congestion. These areas also are populated by aircraft already equipped with ADS-B. The nationwide rollout of ADS-B ground stations will be complete in 2013.

    By 2020, the FAA will require ADS-B equipment for aircraft flying in airspace including Classes A, B and C, around busy airports and above 10,000 feet.
