FAA Proposes Safety Systems for Certificated Airports

The FAA has proposed requiring airports certificated under Part 139 to put in place safety management systems (SMS) for all airfield and ramp areas.

There are currently 553 airports in the U.S. that hold Part 139 certificates. These certificate holders serve scheduled and unscheduled air carrier aircraft with more than 30 seats. These certificate holders also may serve scheduled air carrier operations with air carrier aircraft with more than nine but less than 31 seats.

SMS is a formal approach to managing an organization’s safety through four key components — safety policy, safety risk management, safety assurance, and safety promotion.

This proposal will help airports enhance safety by developing an organization-wide safety policy; implementing methods to mitigate airport hazards; and analyzing and mitigating risks before they change airport procedures or infrastructure. The proposed rule requires that SMS be used for airport movement and non-movement areas which includes runways, taxiways, ramps, aircraft parking aprons, and fuel farms. The FAA believes that SMS will provide an additional layer of safety at airports and help reduce airport incidents and accidents. Airports will have the flexibility to implement a SMS plan that considers their unique operating environment.
While the proposed SMS requirement will not take the place of regular FAA Part 139 inspections, this proactive emphasis on hazard identification and mitigation will provide airports with robust tools to improve safety.
Airports are identified by four classes, depending on the type of air carrier service at the airport. The proposal states that Class I airports would be required to develop a SMS implementation plan within six months and implement within 18 months after the final rule is published. The remaining Class II, III, and IV airports would be required to develop a SMS implementation plan within nine months and implement within 24 months after the final rule is published. The FAA will review and approve the SMS implementation plans.

The NPRM is published in today’s Federal Register and open for a 90-day public comment period that ends on January 5, 2011. To view the NPRM, Economic Evaluation, and make comments go towww.regulations.gov using docket # FAA-2010-0997.

VANCOUVER, British Columbia, Nov. 15, 2010 /PRNewswire/ — S7 Airlines today became part of oneworld®, adding Russia’s leading domestic carrier to the world’s premier global airline alliance. Its subsidiary Globus joined at the same time, as an affiliate member of oneworld.

They now offer oneworld’s full range of services and benefits, joining an alliance of best-in-class airline partners from every region around the world – American Airlines, British Airways, Cathay Pacific Airways, Finnair, Iberia, Japan Airlines, LAN Airlines, Malev Hungarian Airlines, Mexicana, Qantas and Royal Jordanian and almost 20 affiliated airlines.

Customers benefit from expanded global network

S7 and Globus between them serve 90 destinations and 28 countries. They add 55 destinations in Russia and the Commonwealth of Independent States to the oneworld schedule, plus nine countries, in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan and Uzbekistan. It expands oneworld’s global coverage to a total of more than 750 destinations in almost 150 countries, served by 8,500 departures a day operated by a combined fleet of some 2,250 aircraft, carrying 300 million passengers a year, with annual revenues of more than US$85 billion. When oneworld member designates airberlin, Europe’s fifth largest airline, and Kingfisher Airlines, India’s leading carrier, join in the coming 18 months, that will grow further to some 900 destinations, served by 9,500 daily departures operated by 14 airlines and 20 affiliates, carrying 340 million passengers a year on a combined fleet of 2,500 aircraft, generating annual revenues of US$90 billion.

Press Release: Boeing Assembles First 747-8 Intercontinental Forward Fuselage

EVERETT, Wash., Sept. 14 — Boeing achieved another significant milestone for the first 747-8 Intercontinental Sunday night with the assembly of the airplane’s forward fuselage. The 89-foot, 2-inch (27.2 meters) fuselage section, featuring the airplane’s signature upper deck, was moved from the assembly tool for sealing and testing before beginning systems installation.
The 747-8 features a stretched fuselage compared to that of the 747-400. It is 18 feet, 4 inches (5.6 meters) longer than its predecessor. Much of the stretch — 13 feet, 4 inches (4.1 meters) — is located in the forward fuselage. The remaining additional 5 feet (1.5 meters) are located aft of the wing. The 747-8’s stretched fuselage provides for 51 additional seats to accommodate 467 passengers in a typical three-class configuration and 26 percent more cargo volume.

The Boeing 747-8 Intercontinental is the new, high-capacity 747 that offers the lowest operating costs and best economics of any large passenger airplane, while providing enhanced environmental performance.

    Alligator Airways is Suspended

The Civil Aviation Safety Authority (Australia) suspended Alligator Airways’ air operator’s certificate and certificate of approval on 3 May 2012 because the company’s conduct of operational and maintenance-related activities was seen to pose a serious and imminent risk to air safety.

On 18 May 2012, the Federal Court granted CASA’s application for an order to prohibit Alligator Airways from operating until 4 June 2012.

This prohibition order allowed CASA to finalise its investigations into a range of safety issues, including two recent serious incidents involving aircraft operated by Alligator Airways.

Under the Civil Aviation Act, once investigations are completed, CASA has up to an additional five working days from 5 June 2012 to issue a show case notice if CASA believes there would still be a serious and imminent risk to air safety if Alligator Airways was to resume operations.

If CASA does issue a show case notice the suspension will continue while the matters raised in that notice are addressed and a final decision made whether to vary, suspend or cancel the certificates. This could take up to 33 days.
