    LIMITATIONS OF “SEE AND AVOID” CONCEPT AND DISTRACTED AIR TRAFFIC CONTROLLER LED TO MID-AIR COLLISION OVER HUDSON RIVER, NTSB DETERMINES

    The National Transportation Safety Board today determined that the probable cause of last year’s midair collision over the Hudson River that resulted in the deaths of all nine persons aboard the two aircraft were the inherent limitations of “see-and-avoid” concept and a Teterboro Airport air traffic controller’s nonpertinent telephone conversation at the time of the collision. The see-and-avoid technique of averting mid-air collisions was not effective because of the difficulty the airplane pilot had in seeing the helicopter until the final seconds before the collision. In addition, the Teterboro Airport local controller engaged in a personal telephone conversation, which distracted him from his air traffic control duties, including the timely transfer of communications for the accident airplane to the Newark Liberty International Airport (EWR) tower and correcting the airplane pilot’s incorrect read-back of the EWR tower frequency.

    The Safety Board met today in a five-hour public meeting to determine the probable cause of the accident and issued five recommendations to the Federal Aviation Administration for improving the safety of the national airspace, and in particular, the airspace over the Hudson River near New York City. The Safety Board noted that contributing to the cause of the accident were the ineffective use by both pilots of their aircrafts’ electronic advisory system to maintain awareness of other air traffic, FAA’s procedures for transfer of communications among air traffic facilities near the Hudson River, and FAA regulations that did not provide for adequate vertical separation of aircraft operating over the Hudson River.

    On August 8, 2009, a Piper PA-32R-300 airplane, N71MC, and a Eurocopter AS350BA helicopter, N401LH, operated by Liberty Helicopters, collided over the Hudson River near Hoboken, New Jersey. The airplane flight was operating under the provisions of 14 Code of Federal Regulations (CFR) Part 91, with a pilot and two passengers. The helicopter flight, which carried a pilot and five passengers, was conducting an air tour of the area under the provisions of 14 CFR Parts 135 and 136. No flight plans were filed or were required for either flight, and visual meteorological conditions prevailed at the time of the accident.

    “This collision could have been prevented,” NTSB Chairman Deborah A.P. Hersman said. “While traffic alerts go a long way in helping pilots “see and avoid” other aircraft, these technologies are not, in and of themselves, enough to keep us safe. Strong operating procedures, professionalism, and commitment to the task at hand – these are all essential to safety.”

    As a result of the accident investigation, the NTSB made recommendations to the FAA regarding changes within the special flight rules area (SFRA) surrounding the Hudson River corridor; vertical separation among aircraft operating in the Hudson River SFRA; see-and-avoid guidance; and helicopter electronic traffic advisory systems.

    FAA Reauthorization Critical to Civil Challenges

    ARLINGTON, Va., Feb. 9, 2011 /PRNewswire-USNewswire/ — The Next Generation Air Transportation System is at the nexus of accomplishing two significant goals facing the U.S. civil aviation industry today—expanding our national airspace system and addressing growing environmental and energy concerns, said AIA President and CEO Marion C. Blakey in testimony today.
    “Our industry has employed the people, developed the technology and manufactured the products that have helped make the U.S. air transportation system the world’s gold standard for more than half a century,” Blakey said at a hearing of the House Transportation and Infrastructure Subcommittee on Aviation. “But to remain so, we need to bring our system into the 21st Century.”

    One of the challenges to realizing the benefits of NextGen is establishing a sound business case for equipping aircraft with upgraded avionics systems. AIA recommends equipage-funding legislation that encourages private-sector investment capital and government-guaranteed loan arrangements, including outcome-based performance metrics to reduce investment risk. This will allow for innovative ways to incentivize retrofitting of commercial and general aviation aircraft with NextGen compatible equipment.

    “Equipping aircraft is, as I’ve said before, the long pole in the tent,” said Blakey. “It’s an expensive undertaking, but it’s as much a part of the infrastructure as GPS satellites. Quite frankly, without equipage there is no NextGen.”

    Blakey also recommended that the existing environmental review process—the National Environmental Policy Act or NEPA process—be streamlined. The certification of thousands of new terminal area procedures are required for full NextGen implementation and including procedure development and certification in the Vision 100 Aviation Streamlining process will simplify that process.

    Other areas addressed by Blakey in her testimony included establishing integration of unmanned aircraft systems into the national airspace system, commercialization of sustainable fuels and foreign repair station oversight. T

    Press Release-A400M, world’s most advanced airlifter, completes first flight

    11 December 2009The first Airbus Military A400M military airlifter has landed back in Seville, Spain today at 14:02 local time (13:02 UTC) after completing a successful maiden flight lasting 3h 47min following its take-off at 10:15 local time.

    Chief Test Pilot Military, Edward “Ed” Strongman, captained the flight supported by Experimental Test Pilot Ignacio “Nacho” Lombo. The engineering team on board included: Senior Flight Test Engineer Jean-Philippe Cottet who had responsibility for the powerplants; Senior Flight Test Engineer Eric Isorce with responsibility for the aircraft systems and performance; Senior Flight Test Engineer Didier Ronceray with responsibility for the handling qualities of the aircraft; and Test Flight Engineer Gerard Leskerpit.

    The crew confirmed that the aircraft, known as MSN 1 and its four Europrop International TP400D turboprop engines performed as expected.

    Ed Strongman said: “We have had a very successful first flight – the take-off performance was impressive, we explored a lot of the operational flight envelope, and it was a delight to operate in such a well-designed cockpit with its easy interface to all the normal and military systems. I’m sure our customer pilots are really going to like it – we certainly did.”

    Nacho Lombo added: “From the very beginning of the flight we were impressed by the ease of handling of the aircraft which was in line with what we experienced in the simulator.     For its first flight the aircraft took off at a weight of 127 tonnes, carrying 15 tonnes of test equipment including two tonnes of water ballast, compared with its maximum take-off weight of 141 tonnes. As planned, the six-man crew extensively explored the aircraft’s flight envelope in direct law, including a wide speed-range, and tested lowering and raising of the landing gear and high-lift devices at altitude. After checking the aircraft’s performance in the landing configuration the crew landed back at Seville.

    In the first half of 2010 MSN 1 will be joined by two sister aircraft, MSN 2 and MSN 3, followed by MSN 4 by the end of the year. A fifth aircraft will join the programme during 2011. This fleet will be used for some 3,700 hours of test-flying between now and first delivery to the French Air Force at the end of 2012. This will be followed by additional military development flying. The type will be certificated by both the civil and military authorities.

    A total of 184 aircraft have so far been ordered by Belgium, France, Germany, Luxembourg, Malaysia, Spain, Turkey and the United Kingdom,

    Goodrich and Royal Jordanian Airlines Sign Support Agreement

    Work will be performed through Prime Solutions(R) at the Goodrich Dubai campus

    Goodrich and Royal Jordanian Airlines Sign Nacelle Services Agreement for Support of Airbus A320, A340 and Embraer E195 Fleets

    CHARLOTTE, N.C., Jan. 31, 2011 -Goodrich Corporation has signed a nacelle services agreement with Royal Jordanian Airlines. The five-year Prime Solutions(R) agreement covers maintenance and support of nacelles and thrust reversers for the airline’s fleet of V2500-powered Airbus A320s, CF34-10E powered Embraer 195s and CFM56-5C- powered Airbus A340s. The agreement will be managed through Goodrich’s Dubai campus in Jebel Ali, United Arab Emirates, which will provide the regional support to this national airline of Jordan.

    Bob Gustafson, Goodrich Aerostructures vice president and general manager of Aftermarket Services said, “This agreement demonstrates the breadth of services we offer on different aircraft types that are in different stages of their lifecycles. From the newer E195 airplanes to the more mature A320s and the out-of-production CFM56-5C nacelles on the A340-200, Goodrich is committed to offering world-class nacelle maintenance services on all of these programs.”

    In addition to demonstrating the breadth of services and programs offered, Gustafson added that the agreement is another example of an airline recognizing the value of securing long-term nacelle services with a locally positioned nacelle MRO. “Goodrich’s Dubai campus is strategically located to provide local services to airlines so that they can achieve time and cost savings from having repairs performed on large components close to their main operating bases,” he said.

    Royal Jordanian president and CEO Hussein Dabbas agreed that the Goodrich strategic MRO location was an important factor in the airline’s decision. “We are pleased to put this Prime Solutions agreement into place and that the work will be performed at the Goodrich Dubai campus, which is close to the Royal Jordanian base in Amman, Jordan,” Dabbas said. “The A320s, A340s and Embraer 195s represent a significant portion of the airline’s fleet and we look forward to the maintenance work being performed by a well-known, renowned nacelle MRO.”

    Twin-Engine Plane Crash-Lands in Kentucky; 4 Injured

    A small plane crash-landed near the runway of Georgetown-Scott County Airport, Georgetown, Kentucky, on the night of August 1.

    The the twin-engine Beechcraft King Air plane was attempting an emergency landing when it crash-landed. All 4 people aboard sustained injuries and were taken to hospitals.

    The injured were identified as the pilot Mark Conrad and his pasengers Ron Absher, Aaron Conrad and Jonathan Absher.

    The FAA is investigating.
