    NTSB MEETS TO CONSIDER SAFETY STUDY ON THE USE OF AIRBAGS IN GENERAL AVIATION AIRCRAFT

    The National Transportation Safety Board will hold a public
    Board meeting to consider a safety study on the
    effectiveness of airbags in general aviation (GA) aircraft.

    The NTSB initiated the safety study to 1) examine the
    effectiveness of airbags in mitigating occupant injury in a
    survivable GA accident, 2) identify any unintended
    consequences of airbag deployments, and 3) develop
    procedures to assist investigators in documenting airbag
    systems in future investigations.

    During the course of the study, investigators became aware
    of several potential issues that could compromise occupant
    safety associated with the use, adjustment and design of
    restraint systems. All of these findings will be presented
    to the five-Member Board for their consideration.

    The meeting will be held on Tuesday, January 11, at 9:30
    a.m., in its Board Room and Conference Center, 429 L’Enfant
    Plaza, S.W., Washington, D.C.

    NASA WANTS STUDENT INNOVATORS FOR 2011 GREAT MOONBUGGY RACE

    HUNTSVILLE, Ala. — Four decades after the first NASA lunar rover
    rolled across the surface of the moon, innovative students are
    preparing to design and build a new generation of wheeled wonders.

    Registration is open for the 18th annual NASA Great Moonbuggy Race,
    set for April 1-2, 2011, in Huntsville, Ala. Participating schools
    and institutions may register one or two vehicles and teams.

    NASA’s Marshall Space Flight Center organizes the races held at the
    U.S. Space & Rocket Center, both in Huntsville. The event challenges
    high school and college students to design, build and race
    lightweight, human-powered “moonbuggies.”

    The first rover was developed, built and tested at Marshall in just 17
    months. The rover’s inaugural trip across the moon’s surface took
    place on July 31, 1971. It was driven by Apollo 15 astronauts David
    Scott and James Irwin. Two more rovers followed, enabling expanded
    scientific exploration during the Apollo 16 and 17 missions in 1972.

    NASA Great Moonbuggy Race teams carry on the tradition of engineering
    ingenuity. The teams attempt to post the fastest vehicle assembly and
    race times in their divisions, while incurring the fewest penalties
    on a challenging course simulating the rocky, unforgiving surface of
    the moon.

    Prizes are awarded to the three teams in each division that finish
    with the fastest race times. NASA and industry sponsors present
    additional awards for team spirit, best newcomer, most memorable
    buggy wipeout and other achievements.

    In 2010, for the first time, the victors in the high school and
    college divisions were both from outside the continental United
    States. The International Space Education Institute of Leipzig,
    Germany, raced to a winning time of just 3 minutes, 37 seconds in the
    high school category. The University of Puerto Rico in Humacao, the
    only school to enter a moonbuggy every year since the races began in
    1994, won the college division with a time of 4 minutes, 18 seconds.

    Participation in the race has increased from just eight college teams
    in 1994 to more than 70 high school and college national and
    international teams in 2010. The high school division was added in
    1996.

    Boeing-built GOES-15 Weather Satellite Enters Service for NASA, NOAA

    EL SEGUNDO, Calif., Sept. 1, 2010 — Boeing [NYSE: BA] today announced that GOES-15, the company’s eighth Geostationary Operational Environmental Satellite, has completed on-orbit testing and has been accepted into service by NASA and the National Oceanic and Atmospheric Administration (NOAA).
    “GOES-15 completes the fleet of advanced meteorological satellites that Boeing designed, built and launched to provide enhanced weather monitoring over North America and refresh NOAA’s operational fleet,” said Craig Cooning, vice president and general manager of Boeing Space & Intelligence Systems. “The United States will have state-of-the-art satellite images on nightly weather telecasts, better weather monitoring and prediction, and more accurate data for climate studies because of these new GOES satellites. We thank our NASA and NOAA customers for the nearly 13 successful years of cooperative development that has enabled us to deliver the full GOES fleet.”

    “Clearly, this is a great day for NASA, NOAA and all of our team members,” said André Dress, GOES deputy project manager at NASA’s Goddard Space Flight Center, Greenbelt, Md. “We take great pride in knowing that all the years of hard work, late hours and diligence have paid off. GOES-15 will be a great addition to the constellation, and we look forward to seeing it in operation.”
    GOES-15 was launched on March 4 from Cape Canaveral Air Force Station, Fla. The satellite successfully completed five months of on-orbit testing and demonstrated operational readiness of its subsystems, spacecraft instruments and communications services. GOES-15 has already started to deliver high-resolution photos from space, including the first visible and infrared images of Earth taken by its imager instrument, and the first image of the sun taken by its solar X-ray imager instrument.

    The eight GOES satellites that Boeing has built for NASA and NOAA began with GOES-D, which launched in 1980. The on-orbit GOES constellation includes the three recently produced Boeing satellites known as GOES-13 (formerly GOES-N), GOES-14 (formerly GOES-O) and GOES-15 (formerly GOES-P). GOES-13 was activated as the operational GOES-East satellite on April 14, in time to monitor the 2010 hurricane season over the Atlantic Ocean. GOES-13 replaced GOES-12, which NOAA moved to 60 degrees west longitude to provide coverage for South America as part of the Global Earth Observing System of Systems. GOES-14 is currently in a storage orbit of 105 degrees west longitude, ready to become a primary operational satellite in the next two years. GOES-15 will be placed in an on-orbit storage location at 105 degrees west longitude.

    The mission of the GOES satellites is to provide space-based Earth observation and global environment-sensing activities, delivering enhanced weather forecasting that protects life and property. In addition to providing the familiar weather images seen on television newscasts every day, NASA and NOAA also recently released a six-minute video of the 2009 hurricane season. The video includes data and images supplied by the GOES satellites.
    In addition to the acceptance of GOES-15, Boeing also handed over a government satellite to the U.S. Air Force on Aug. 26. The delivery of two operational satellites to two customers in the same week marks only the second time this has occurred in Space & Intelligence Systems’ 47-year history, underscoring Boeing’s commitment to solid program execution.

    Revised Safety Rating for India

    India’s Directorate General of Civil Aviation (DGCA) has been notified that the US is downgrading its aviation safety ranking, based on failure to meet the standards of the ICAO. The International Civil Aviation Organization regulates technical, training, inspection, records, airworthiness, and operations standards. The safety downgrade is partially due to a September FAA audit which found 33 DGCA deficiencies including too few experts, maintenance deficits and poor documentation.

    India’s being lowered to safety category II means that there will be consequences affecting Air India and Jet Airways Indian flights.

    Press release: FAA Announces Revised Safety Rating for India
    The U.S. Department of Transportation’s Federal Aviation Administration (FAA) today announced that India has been assigned a Category 2 rating under its International Aviation Safety Assessment (IASA) program, based on a recent reassessment of the country’s civil aviation authority. This signifies that India’s civil aviation safety oversight regime does not currently comply with the international safety standards set by the International Civil Aviation Organization (ICAO); however, the United States will continue to work with India’s Directorate General for Civil Aviation (DGCA) to identify the remaining steps necessary to regain Category 1 status for India. With a Category 2 rating, India’s carriers can continue existing service to the United States, but will not be allowed to establish new service to the United States.

    India achieved a Category 1 rating, signifying compliance with ICAO standards, in August 1997. A December 2012 ICAO audit identified deficiencies in the ICAO-set global standards for oversight of aviation safety by India’s Directorate General of Civil Aviation (DGCA). Subsequently, the FAA began a reassessment of India’s compliance with ICAO standards under the FAA’s IASA program, which monitors adherence to international safety standards and practices. The FAA has consulted extensively with the DCGA and other relevant Indian government ministries during its evaluation, including consultations in India in September and early December, and meetings this week in Delhi.

    “U.S. and Indian aviation officials have developed an important working relationship as our countries work to meet the challenges of ensuring international aviation safety. The FAA is available to work with the Directorate General of Civil Aviation to help India regain its Category 1 rating,” said FAA Administrator Michael Huerta.

    The Government of India has made significant progress towards addressing issues identified during the September 2013 IASA assessment. On January 20, the Government of India took further steps to resolve outstanding issues when the Indian Cabinet approved the hiring of 75 additional full-time inspectors. The United States Government commends the Indian government for taking these important actions, and looks forward to continued progress by Indian authorities to comply with internationally mandated aviation safety oversight standards.

    Additional Background on the FAA’s IASA Program:

    As part of the FAA’s IASA program, the agency assesses on a uniform basis the civil aviation authorities of all countries with air carriers that operate or have applied to operate to the United States and makes that information available to the public. The assessments determine whether or not foreign civil aviation authorities are meeting ICAO safety standards, not FAA regulations.

    A Category 2 rating means a country either lacks laws or regulations necessary to oversee air carriers in accordance with minimum international standards, or that its civil aviation authority – equivalent to the FAA for aviation safety matters – is deficient in one or more areas, such as technical expertise, trained personnel, record-keeping or inspection procedures.

    Countries with air carriers that fly to the United States must adhere to the safety standards of ICAO, the United Nations’ technical agency for aviation that establishes international standards and recommended practices for aircraft operations and maintenance.

  • FAA RELEASE: The FAA is Working to Keep U.S. Runways Safe

    July 28 – Pilots can fly into Wittman Regional Airport this week for the EAA AirVenture Fly-In knowing that the FAA is working to keep U.S. runways safe.

    The U.S. aviation system continues to see a decrease in the number and severity of surface incidents and runway incursions. The FAA recorded a 50 percent decrease in the number of serious runway incursions in fiscal year 2009, compared to the previous year. Considering the amount of activity on U.S. runways — the many takeoffs and landings and the movement of vehicles and people across runways — this is great progress. But there is always more we can do. The FAA’s Runway Safety Program continues to work closely with domestic and international aviation stakeholders to keep improving runway safety and to reduce the number of incursions.

    The Next Generation Air Transportation System or NextGen already is playing a role in runway safety. Technology such as ADS-B, ASDE-X, and Runway Status Lights will continue to make runways even safer.

    The FAA is also keenly focused on working with general aviation pilots on runway safety issues, because GA pilots are involved in nearly 80 percent of runway incursions. The agency is working with the Aircraft Owners and Pilots Association (AOPA) to reach its more than 400,000 member pilots and flight instructors. It also has launched national runway safety promotional campaigns aimed at pilots and vehicle drivers. One is called “If You Cross the Line, You’ve Crossed the Line,” highlighting the dangers of unsafe taxiing or driving. The FAA and AOPA also have created online courses to educate pilots on runway safety.

    In 2007, after 25 serious incursions, the FAA launched a Call to Action with aviation leaders from airlines, airports, air traffic control and pilot unions, and aerospace manufacturers to address runway safety issues. As a result, the FAA agreed to expedite the installation of new technology at airports, the airlines developed better surface training programs for pilots, and the airports agreed to speed up improvements in signage and markings.

    The FAA also hosted the first International Runway Safety Summit with participants from 17 countries. In large part, the summit focused on improving communication between pilots and controllers, a significant factor in international runway safety. Soon after that, the FAA implemented new phraseology to align with International Civil Aviation Organization standards
