    Hay pilots are being urged to attend an important air safety workshop next week.

    The workshop will give local pilots special training to improve their flying and safety skills.

    The Civil Aviation Safety Authority is holding the workshop to help make the skies over Hay even safer.

    Safety issues to be covered at the workshop include recent changes to procedures at local aerodromes. There will also be the opportunity for pilots to ask questions and raise issues about local flying.

    CASA’s Peter Gibson says the workshop is part of a national regional air safety campaign.

    “Giving pilots from Hay extra training will lift their safety skills to even higher levels,” Mr Gibson says.

    “All pilots receive comprehensive training but this workshop means they will be even better equipped to fly safely at all times and deal with emergencies.

    “Hay has a good air safety record but accidents do happen and everyone in aviation must work hard to keep local skies safe.”

    The workshop is being held at the Hay Golf Club on Wednesday 23 February 2011, starting at 6:00pm.

    CASA is providing free refreshments for everyone on the night.

  • Court Supports IATA in PaxIS Dispute

    Geneva – The International Air Transport Association (IATA) won a major court victory in a dispute with Travelport over PaxIS. On 1 October, the Amsterdam District Court denied an application by Travelport for an injunction to block IATA’s use of airline data stored in Travelport databases for PaxIS.

    “IATA has won an important legal battle to preserve competition for airline data transaction products. The Dutch court decision vindicates the rights of airlines to earn profits from commercializing their data,” said Giovanni Bisignani, IATA’s Director General and CEO.

    PaxIS is an airline business intelligence product based in part on data that it collects through its billing and settlement plans (BSP), some of which is stored in third party databases.

    In late August, Travelport sought a preliminary injunction against IATA’s use of BSP data in PaxIS. Travelport argued that the EC database directive gave it the right to control the use of data that it retrieves from its database and transmits to IATA’s BSP settlement systems on behalf of its airline clients.

    The 1 October decision of the Amsterdam District Court (Netherlands), denied Travelport’s application, ruling in favor of IATA on almost every significant issue.

    NTSB COMPLETES DATA COLLECTION FOR EXPERIMENTAL- AMATEUR-BUILT AIRCRAFT ACCIDENT Study

    Throughout the 2011 calendar year, the NationalTransportation Safety Board has been conducting a study ofExperimental Amateur-Built (E-AB) aircraft to evaluate thesafety of this growing and innovative segment of general aviation. In addition to using the information gathered during its accident investigations, the NTSB has been working with the Federal Aviation Administration (FAA), the Experimental Aircraft Association (EAA), and individual owners and builders to evaluate a range of issues unique to this popular segment of general aviation.

    “The cooperation we have received from EAA and the E-AB community has been tremendous,” said NTSB Chairman Deborah A.P Hersman. “Through this study, we hope that we’ll be ableto give the innovators and aviators in the community
    information about accidents that will result in a real and immediate safety payoff for them when they are flying these aircraft.”

    As part of the study, NTSB investigators have conducted in-depth investigations of 222 E-AB aircraft accidents that occurred during 2011. Fifty-four of these accidents resulted in 67 fatalities. Most of these accidents (93%) involved
    amateur-built airplanes, the remaining accidents involved gyroplanes (4%), helicopters (2%), and gliders (1%). These accidents occurred in 44 states, with California (18 accidents), Texas (16 accidents), and Florida (14 accidents)
    accounting for the most. More than half (53%) of the E-AB accidents investigated in 2011 involved E-AB aircraft that were bought used, as opposed to having been built by the current owner.

    The EAA has supported the study by conducting a web-based survey of E-AB owners and builders. More than 5,000 E-AB owners and builders responded to EAA’s survey, and 4,923 of these responses were sufficiently complete to use in
    analyses. Most respondents (97%) described E-AB airplanes, while gliders, gyrocopters, and helicopters were each described by slightly less than 1% of the respondents. Sixty-three percent of respondents had already built their
    E-AB aircraft, 13% were currently building their E-AB aircraft, and nearly 24% had bought used E-AB aircraft. More than 340 distinct makes of amateur-built aircraft were reported, although kit manufacturers accounted for more than 55% of the reported aircraft.

    “The NTSB is extremely pleased with the number of respondents who participated in the survey,” said Dr. Joseph Kolly, Director of the Office of Research and Engineering. “The survey data provides us with quantifiable, factual
    information that enriches our understanding of how E-AB aircraft are built and operated.”

    The safety study is scheduled to be completed in the spring of 2012.

    NASA LANGLEY SELECTS MARYLAND COMPANY FOR INFORMATION TECH SUPPORT

    HAMPTON, Va. — NASA has selected Stinger Ghaffarian Technologies of
    Greenbelt, Md., to provide the agency’s Langley Research Center in
    Hampton, Va., with computing support services for complex information
    technology (IT) systems and applications.

    The five-year maximum value of the Langley Research Center Information
    Technology Enhanced Services (LITES) task order contract is $183
    million.

    The systems supported include unique and high-end systems used by
    mission and mission-support staff at Langley. LITES provides a wide
    range of support functions including those for non-standard operating
    systems, for system interfaces, or for use within a dynamic
    environment such as a research laboratory or test facility.

    LITES provides integrated support that encompasses all activities
    necessary to develop, deploy, upgrade, operate and maintain a system
    that delivers an IT capability for research and development use and
    for business systems and applications. The contract provides support
    through Langley’s Office of the Chief Information Officer in the
    areas of science and engineering applications; project management
    applications; business management applications; and center
    infrastructure applications and data center support not provided as
    part of NASA’s Information Technology Infrastructure Improvement
    Program.

    FAA PR: Climbing Into Thin Air

    July 21–How does an airport suddenly go from being 2,000 feet to more than a mile high? Barring a “Hollywood-style” seismic event at your airport, the answer is density altitude; in other words, how high an aircraft “thinks” it is. When density altitude is high as a result of temperatures above standard at a given altitude, the air is less dense than normal. This means an aircraft will perform as if at a higher altitude with degraded climb performance and acceleration; two pretty important factors on a hot, humid day with a short runway and 50-foot pine trees looming at the end.

    The article “Climbing into Thin Air,” featured in the July/August issue of FAA Safety Briefing, offers more information on this “hot” topic.

    “Density altitude is not just a concern for flying in the mountains,” says FAA’s Bryan Neville. “Hot temperatures can have an affect at any altitude.” Neville, a former adjunct aviation professor and flight instructor with experience at both high- and low-elevation airports, suggests becoming familiar with the weight-and-balance and the performance and limitations sections of your pilot’s operating handbook (POH) or airplane flight manual.

    One the ways to keep your cool aloft on those hot summer days is to avoid takeoffs and landings at midday when temperatures are usually at their highest. Instead, take advantage of cooler mornings or evenings when the performance-robbing effects of high density altitude are not as pronounced.
