    NASA RESCHEDULES NEWS CONFERENCE ON STARDUST-NEXT COMET FLYBY

    PASADENA, Calif. — NASA has rescheduled the news conference about the Stardust-NExT comet flyby for 12:30 p.m. PST (3:30 p.m. EST) today.

    The briefing will release images and early data from the comet encounter and will be carried live on NASA Television and the agency’s website.

    The participants are:

    -Ed Weiler, NASA’s associate administrator, Science Mission Directorate, Washington
    -Joe Veverka, Stardust-NExT principal investigator, Cornell University

    -Tim Larson, Stardust-NExT project manager, NASA’s Jet Propulsion Laboratory, Pasadena, Calif.
    -Don Brownlee, Stardust-NExT co-investigator, University of Washington, Seattle
    -Pete Schultz, Stardust-NExT co-investigator, Brown University

    The news conference was originally scheduled for 10 a.m. PST (1 p.m. EST). The additional time will allow scientists to process and analyze data and images gathered when the spacecraft flew past comet Tempel 1, with closest approach at a distance of 112 miles. The mission team had expected the closest-approach images to be sent first. Instead, the images were downlinked in chronological order, starting with the most distant approach views.

    FAA Orders Inspections for Boeing 767 Pylons

    July 21 – The FAA is ordering U.S. operators of 138 Boeing 767 airplanes to reduce the initial pylon inspection time mandated in a September 22, 2005 Airworthiness Directive from 10,000 to 8,000 total flights. This inspection must be done within 400 flights after the most recent inspection required by the 2005 directive, or within 90 days, whichever occurs later.

    The FAA is also reducing the interval for repetitive inspections for cracking of the pylon midspar structural fittings and an adjacent structure from 1,500 to every 400 flights thereafter. There is also an option for replacing the fittings instead of conducting the inspections.

    Since the 2005 Airworthiness Directive (AD), the FAA has received two reports of cracking of the midspar structural fitting on Boeing 767 pylons. The pylon attaches the engine to the wing. Undetected cracking could lead to fracture of the structural components, damage to the pylon, and separation of the engine from the wing.

    The Immediately Adopted AD affects 138 U.S.-registered airplanes out of 314 worldwide. The total cost to U.S. operators is approximately $46,920. The AD affects only those 767 models that have the original pylon design. Boeing has improved the design of the 767 pylon and those aircraft with the improved pylon designs are not included in this AD.

    EASA proposes a new set of harmonised European rules to avoid crew fatigue

    EASA published today a Notice of Proposed Amendment (NPA 2010-14) on flight and duty time limitations and rest requirements (FTL) for commercial air transport by aeroplanes. FTL rules aim at avoiding crew fatigue by introducing limitations to the way crews can be scheduled by airlines. This NPA proposes a number of safety improvements and areas for European harmonisation.

    The European Parliament and the European Commission requested EASA to conduct a scientific and medical evaluation of the current regulation which allows national provisions in areas such as augmented flight crew, split duty, time zone crossing, reduced rest and standby, and to propose a set of fully harmonised rules. The new proposal is the result of the work of a rulemaking group that includes National Aviation Authorities, Airlines and Flight and Cabin Crew representatives.

    This proposal is the first step in a fully transparent public consultation process. Comments will be reviewed and a Comment Response Document (CRD) will be available for public consultation. At the end of the consultation process, EASA will present a final Opinion to the European Commission that will then launch the final process for adoption by the European Parliament and European Council in April 2012.

    As part of this exclusive agreement, Premier Turbines will offer heavy repair services, exchange engines and rentals, line replacement unit rotable pools and field service support to all existing and future M601 and H80 engines in the Americas region. GE Aviation will provide the necessary OEM parts to meet Premier Turbines’ needs. Premier Turbines will be ready to accept M601 engines for repair in the first quarter of 2010.

    GE AVIATION EXPANDING OPERATIONS IN BATESVILLE

    Governor Haley Barbour announced today that GE Aviation is expanding its operation in Batesville. The company’s Batesville plant produces composite components for the GEnx jet engine, which will power Boeing’s new 787 and 747-8 aircraft. The GEnx engine is the world’s only jet engine with composite fan blades, composite fan platforms and a composite fan case.

    With the expansion, GE Aviation will add an additional 350 jobs over the next few years. The facility currently employs more than 100 employees.

    “I am delighted that GE Aviation is expanding its operations in Mississippi and is adding 350 jobs at its Batesville facility,” Governor Barbour said. “This premier aviation company has become a valued corporate citizen in Mississippi, and I commend it for its continued commitment to the state and for creating additional high-wage, high-skill jobs for Mississippians.”

    The opportunity to expand these operations stems from the growth of advanced composites in jet engines, which can provide greater durability and weight savings over more traditional metal materials. GE Aviation is pursuing advanced technologies, materials and processes that will result in more efficient jet engines.

    “Our Batesville operation is involved in some of the most advanced manufacturing processes in the aviation industry,” said Jeanne Edwards, GE’s plant leader in Batesville. “Also, GE is very fortunate to have a strong order book for its new GEnx engine. Many of the technology advantages inherent in the GEnx engine are linked directly to the components produced in Batesville.”

    The expansion will represent a company investment of approximately $85 million. The Mississippi Development Authority provided $8.6 million in Momentum Mississippi incentives to assist with this project. In addition, Panola County provided $4 million to assist with the expansion.

    GE Aviation partnered with Mississippi State University’s Raspet Flight Research Laboratory to demonstrate the capabilities necessary for producing composite fan platforms in 2006. In 2007, the company announced it would locate a new manufacturing facility in the state. After its Batesville facility was completed in 2008, the company began production of these components there.

    In June of this year, GE Aviation announced a new research partnership with the University of Southern Mississippi in which researchers from both the company and the university are working together on technologies related to composite panels, which will also be produced in Batesville.

    “Mississippi is rapidly becoming known as a center for composite materials and technologies,” said Gray Swoope, executive director of the Mississippi Development Authority. “I am proud that GE Aviation is utilizing our available resources and developing these materials and processes here in Mississippi, and I am pleased the company is working with Mississippi universities to further refine these technologies.     NTSB ISSUES SECOND INVESTIGATIVE UPDATE ON SOUTHWEST AIRLINES ACCIDENT IN NEW YORK

    WASHINGTON – In its continuing investigation of the July 22 accident in which Southwest Airlines flight 345, a B-737-700, landed hard at New York’s LaGuardia Airport (LGA), the National Transportation Safety Board has developed the following factual information:

    • The captain has been with Southwest for almost 13 years and has been a captain for six of those years. The captain has over 12,000 total flight hours, over 7,000 of which are as pilot-in-command. In 737s, the captain has over 7,900 hours, with more than 2,600 as the pilot-in-command.

    • The first officer has been with Southwest for about 18 months. The pilot has about 5,200 total flight hours, with 4,000 of those as pilot-in-command. In 737s, the first officer has about 1,100 hours, none of which are as the pilot-in-command.

    • This was the first trip the flight crew had flown together and it was the second leg of the trip. The first officer had previous operational experience at LGA, including six flights in 2013. The captain reported having flown into LGA twice, including the accident flight, serving as the pilot monitoring for both flights.

    • The en route phase of the flight, which originated in Nashville, was characterized by the flight crew as routine. On approach into LGA, the first officer was the pilot flying and the captain was the pilot monitoring. SWA 345 was cleared for the ILS Runway 04 approach.

    • The weather in the New York area caused the accident flight to enter a holding pattern for about 15 minutes. The crew reported that they saw the airport from about 5-10 miles out and that the airplane was on speed, course and glideslope down to about 200-400 feet.

    • The crew reported that below 1,000 feet, the tailwind was about 11 knots. They also reported that the wind on the runway was a headwind of about 11 knots.

    • SWA 345 proceeded on the approach when at a point below 400 feet, there was an exchange of control of the airplane and the captain became the flying pilot and made the landing.

    • The jetliner touched down on the runway nose first followed by the collapse of the nose gear; the airplane was substantially damaged.

    At this point in the investigation, no mechanical anomalies or malfunctions have been found. A preliminary examination of the nose gear indicated that it failed due to stress overload.

    Investigators have collected five videos showing various aspects of the crash landing. The team will be analyzing these recordings in the coming months.

    Parties to the investigation are the Federal Aviation Administration, Boeing Commercial Airplanes, Southwest Airlines, and the Southwest Airlines Pilots Association.

    Southwest Airlines’ Pilots Begin Flying Required Navigation Performance Efficient Procedures at 11 Airports

    DALLAS, Jan. 11, 2011 — Now ready for departure—Southwest Airlines’ Pilots begin Required Navigation Performance (RNP) efficient flight procedures today at 11 airports nationwide. This major milestone to reduce environmental impact with a more efficient operation and to assist the Federal Aviation Administration (FAA) on NextGen initiatives is the culmination of a four-year project with partners Boeing, GE, and Honeywell. RNP is satellite-based navigation that brings together the accuracy of GPS (Global Positioning System), the capabilities of advanced aircraft avionics, and new flight procedures.

    “RNP sets the stage for Southwest to continue doing its part to conserve fuel, improve safety, and reduce carbon emissions and Greenhouse gases, while simultaneously taking advantage of the high-performance characteristics that exist in an airline’s fleet,” said Captain Jeff Martin, Southwest’s Vice President of the Operations Coordination Center. “The efficiencies RNP introduces help Southwest be a good neighbor while also maintaining our low fares.”

    The Company’s Pilots and Dispatchers now follow these new efficient flight procedures and enhanced avionics to fly specifically designed satellite-based navigation approaches to many Southwest airports. The primary airports with efficient RNP procedures include Amarillo*, Birmingham, Boise, Corpus Christi*, Los Angeles, Chicago Midway, Oakland, Oklahoma City, West Palm Beach, Raleigh-Durham, and San Jose.

    With RNP/NextGen procedures designed at 11 Southwest airports, the Company’s projected savings is $16 million a year, with an anticipated savings of more than $60 million per year once all Southwest airports have efficient RNP procedures.

    “RNP is a significant step in the future for the NextGen Air Traffic Control system,” said Mike Van de Ven, Southwest’s Executive Vice President and Chief Operating Officer. “This milestone culminates substantial efforts by our Company working with the FAA to position Southwest as a leading participant in a modernized air traffic control system.”

    In addition to modifying 345 Boeing 737-700s with new flight display software and ensuring that all new aircraft are RNP ready, this cross-company effort involving Technology, Maintenance & Engineering, and the Operations Coordination Center also featured intense training efforts to support achieving this milestone.

    “I am very proud of our Flight Operations Team for the design, training, and implementation of NextGen procedures, including training more than 5,900 Pilots to fly Primary Flight Display Navigation Display (PFD/ND) procedures,” said Captain Chuck Magill, Vice President of Flight Operations. “This extensive training allows us to capture RNP procedures as well as provide flexibility in any new aircraft platform we might use in the future.”
