    FAA Will Review Boeing 787 Design and Production


    WASHINGTON – In light of a series of recent events, the FAA will conduct a comprehensive review of the Boeing 787 critical systems, including the design, manufacture and assembly. The purpose of the review is to validate the work conducted during the certification process and further ensure that the aircraft meets the FAA’s high level of safety.

    “The safety of the traveling public is our top priority,” said U.S. Transportation Secretary Ray LaHood. “This review will help us look at the root causes and do everything we can to safeguard against similar events in the future.”

    A team of FAA and Boeing engineers and inspectors wi
    ll conduct this joint review, with an emphasis on the aircraft’s electrical power and distribution system. The review will also examine how the electrical and mechanical systems interact with each other.

    “We are confident that the aircraft is safe.
    But we need to have a complete understanding of what is happening,” said FAA Administrator Michael P. Huerta. “We are conducting the review to further ensure that the aircraft meets our high safety standards.”

    The review will be structured to provide a broader view of design, manufacturing and assembly and will not focus exclusively on individual events. The review is expected to begin in Seattle, but may expand to other locations over the course of several months.

    FAA technical experts logged 200,000 hours of work during the 787 type certification and flew on numerous test flights. The FAA reviews 787 in-service events as part of our continued operational safety process.

    United Airlines is currently the only U.S. airline operating the 787, with six airplanes delivered. The worldwide in-service fleet includes 50 aircraft.

    FAA Shutdown

    All air traffic controllers and safety inspectors continue to work at full capacity during the shutdown, however:
    4,000 FAA employees are still furloughed
    70,000 construction workers commissioned for aviation-related projects out of a job.

    FAA Administrator Randy Babbitt has come out in support of a long-term reauthorization bill recognizing the safety priorities of the FAA. “We’re not going to budget safety.”

    219 STOP WORK ORDERS have been issued.

    Contractors have been told to stop work on critical airport modernization projects around the country after Congress failed to pass legislation giving the FAA the authority necessary for work to continue by last Friday’s deadline. Dozens of “stop work orders” have been issued for major projects designed to build and modernize control towers and other aviation infrastructure from coast to coast. Construction workers, engineers and planners were told not to come to worksites across the country after the FAA was forced to issue stop work orders on projects ranging from the construction of new air traffic control towers to the rehabilitation and modernization of air traffic facilities. Nearly 4,000 FAA personnel, many needed to oversee various aspects of these projects, were furloughed on Saturday. Stopping work on these projects could significantly increase the ultimate costs of construction for taxpayers. Affected contractors, airport managers, and local officials across America are calling for action.

    Boeing Confirms Success on 787 Wing, Fuselage Ultimate Load Test


    EVERETT, Wash., April 7 /PRNewswire-FirstCall/ — Boeing (NYSE: BA) announced today that all test requirements were successfully met during the 787 Dreamliner’s ultimate load wing and fuselage bending test. This follows a thorough analysis of the results from a test on the 787 static test airframe.
    “Successfully completing this test is a critical step in the certification of the 787. This is further validation that the 787 performs as expected, even in the most extreme circumstances,” said Scott Fancher, vice president and general manager of the 787 program for Boeing Commercial Airplanes.
    On March 28, loads were applied to the test unit to replicate 150 percent of the most extreme forces the airplane is ever expected to experience while in service. The wings were flexed upward by approximately 25 feet (7.6 meters) during the test and the fuselage was pressurized to 150 percent of its maximum normal operating condition.
    In evaluating the success criteria for the test, Boeing specialists have been poring over the thousands of data points collected during the test to ensure that all parts of the airplane performed as expected.
    “The airframe performed as designed and retained the required structural integrity. These results continue to validate the design of the 787 as we move toward certification,” explained Fancher.

    NASA AND ESA’S FIRST JOINT MISSION TO MARS SELECTS INSTRUMENTS

    WASHINGTON — NASA and the European Space Agency (ESA) have embarked on a joint program to explore Mars in the coming decades and selected the five science instruments for the first mission.

    The ExoMars Trace Gas Orbiter, scheduled to launch in 2016, is the first of three joint robotic missions to the Red Planet. It will study the chemical makeup of the Martian atmosphere with a 1000-fold increase in sensitivity over previous Mars orbiters. The mission will focus on trace gases, including methane, which could be potentially geochemical or biological in origin and be indicators for the existence of life on Mars. The mission also will serve as an additional communications relay for Mars surface missions beginning in 2018.

    “Independently, NASA and ESA have made amazing discoveries up to this point,” said Ed Weiler, associate administrator of NASA’s Science Mission Directorate in Washington. “Working together, we’ll reduce duplication of effort, expand our capabilities and see results
    neither ever could have achieved alone.”

    NASA and ESA invited scientists worldwide to propose the spacecraft’s instruments. The five selected were from 19 proposals submitted in January. Both agencies evaluated the submissions and chose those with the best science value and lowest risk.

    The selection of the instruments begins the first phase of the new NASA-ESA alliance for future ventures to Mars. The instruments and the principal investigators are:

    — Mars Atmosphere Trace Molecule Occultation Spectrometer — A spectrometer designed to detect very low concentrations of the molecular components of the Martian atmosphere: Paul Wennberg, California Institute of Technology, Pasadena Calif.
    — High Resolution Solar Occultation and Nadir Spectrometer — A spectrometer designed to detect traces of the components of the Martian atmosphere and to map where they are on the surface: Ann C. Vandaele, Belgian Institute for Space Aeronomy, Brussels, Belgium.
    — ExoMars Climate Sounder — An infrared radiometer that provides daily global data on dust, water vapor and other materials to provide the context for data analysis from the spectrometers: John Schofield, NASA’s Jet Propulsion Laboratory (JPL), Pasadena, Calif.
    — High Resolution Color Stereo Imager — A camera that provides four-color stereo imaging at a resolution of two million pixels over an 8.5 km swath: Alfred McEwen, University of Arizona.
    — Mars Atmospheric Global Imaging Experiment — A wide-angle, multi-spectral camera to provide global images of Mars in support of the other instruments: Bruce Cantor, Malin Space Science Systems, San Diego, Calif.

    The science teams on all the instruments have broad international participation from Europe and the United States, with important hardware contributions from Canada and Switzerland.

    “To fully explore Mars, we want to marshal all the talents we can on Earth,” said David Southwood, ESA director for Science and Robotic Exploration. “Now NASA and ESA are combining forces for the joint ExoMars Trace Gas Orbiter mission. Mapping methane allows us to investigate further that most important of questions: Is Mars a living planet, and if not, can or will it become so in the future?”

    NASA and ESA share a common interest in conducting robotic missions to the Red Planet for scientific purposes and to prepare for possible human visits. After a series of extensive discussions, the science heads of both agencies agreed on a plan of cooperation during a July 2009 meeting in Plymouth, England, later confirmed by ESA Director General Jean-Jacques Dordain and NASA Administrator Charles Bolden in a statement of intent that was signed in November.

    The plan consists of two Mars cooperative missions in 2016 and 2018, and a later joint sample return mission. The 2016 mission features the European-built ExoMars Trace Gas Orbiter, a European-built small lander demonstrator, a primarily-U.S. international science payload, and NASA-provided launch vehicle and communications components. ESA member states will provide additional instrument support.

    The 2018 mission consists of a European rover with a drilling capability, a NASA rover capable of caching selected samples for potential future return to Earth, a NASA landing system, and a NASA launch vehicle. These activities are designed to serve as the foundation of a cooperative program to increase science returns and move the agencies toward a joint Mars sample return mission in the 2020s.

    NASA’s Mars Exploration Program seeks to characterize and understand Mars as a dynamic system, including its present and past environment, climate cycles, geology and potential for life. JPL manages the program and development of the NASA-supplied instruments for the 2016 orbiter for NASA’s Science Mission Directorate in Washington.

    Frequent flyers vote Lufthansa top-of-class in two categories: Best Business Class in Germany/Europe and best Airline Website for Business Travellers

    Readers of the Business Traveller Deutschland magazine ranked Lufthansa in top place in two categories in 2010. In a magazine poll of around 2,000 readers, Lufthansa clinched the best marks for superb service from a majority of the respondents, placing the airline twice at the top of the scorecard.

    Besides winning in the “Best Business Class on German and European Routes“, the biggest German carrier left the competition trailing in the voting for the “Best Airline Website for Business Travellers” category”. This is not the first time the www.lufthansa.com homepage has been among the awards. Business travellers also value Lufthansa for its high security standards.

    Stefan Schuermann, Head of Lufthansa Product Management European Traffic, was presented with the award at the Hilton Hotel in Frankfurt am Main last Friday.

    The prestigious prizes in the business travel segment have been conferred for the past 20 years. In a yearly readership poll conducted by an independent market research institute for the Business Traveller Deutschland periodical, magazine readers evaluate companies from diverse sectors in the tourist industry.     NTSB Safety Recommendations A-10-159 through -168

    the National Transportation Safety Board recommends that the U.S. Forest Service:

    Develop mission-specific operating standards for firefighter transport operations that include procedures for completing load calculations and verifying that actual aircraft performance matches predicted performance, require adherence to aircraft operating limitations, and detail the specific 14 Code of Federal Regulations Part 135 regulations that are to be complied with by its contractors.     Require its contractors to conduct firefighter transport operations in accordance with the mission-specific operating standards specified in Safety Recommendation A-10-159. (A-10-160)

    Create an oversight program that can reliably monitor and ensure that contractors comply with the mission-specific operating requirements specified in Safety Recommendation A-10-159. (A-10-161)

    Provide specific training to inspector pilots on performance calculations and operating procedures for the types of aircraft in which they give evaluations. (A-10-162)

    Require a hover-out-of-ground-effect power check to be performed before every takeoff carrying passengers from helispots in confined areas, pinnacles, and ridgelines. (A-10-163)

    Review and revise policies regarding the type and use of gloves by firefighting personnel during transport operations, including but not limited to, compatibility with passenger restraints and opening emergency exits.
