    PR: Boeing Test Flight


    EVERETT, Wash., April 20 — The U.S. Federal Aviation Administration (FAA) granted Boeing (NYSE: BA) expanded type inspection authorization (TIA) today, clearing the way for its personnel to fully participate in future test flights and for the collection of required flight-test data. Initial TIA was granted Feb. 11, which supported the collection of flutter certification data.
    The expanded TIA marks the FAA’s confirmation that the airplane and team are ready to collect additional certification data. Boeing achieved the expansion by demonstrating the readiness of the airplane throughout a variety of speeds, altitudes and configurations.

    “This TIA expansion is another significant step toward delivering airplanes to our customers. We remain on track to deliver the first airplane to ANA this year,” said Scott Fancher, vice president and general manager of the 787 program, Commercial Airplanes.
    In addition to receiving expanded TIA, Boeing finalized the aerodynamic configuration of the 787.

    “We have completed sufficient testing to decide that no additional changes to the external lines or shape of the airplane are required,” said Fancher. “Having an airplane match its expected performance with so few changes is rare and speaks to the maturity of the design.”
    The 787 flight-test fleet logged its 500th hour of flying April 16. On Sunday, ZA003, the flight-test airplane outfitted with interior elements, landed in Florida, where it will go through extreme weather testing at McKinley Climatic Laboratory at Eglin Air Force Base.

    Boeing released two videos highlighting flutter and ground effects testing. These videos feature commentary by the pilots and the chief project engineer and are available on www.boeing.com and www.newairplane.com.

  • In Jamaica, Half a Runway is Better Than None, Mon…

    One thing I feel is that someone out there in aviation (and I don’t know who it is)-the pilot in general, ATC, or the airline-does not respect Mother Nature. Weather happens. Sometimes very BIG weather happens. And people will just not be dissuaded by a little common sense. No matter what, if we want to go, we’re going to jump on our magical Boeing-Airbus-Embraer-McDonnell Douglas Sleigh like Santa Clause, the Postal Service or Fed Ex, and we will go. People want it, so the airlines are going to provide it, like the inscription on the James Farley post office in New York “Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds.” Or to more-or-less paraphrase David Farragut, “Damn the lightning, full speed ahead!”

    So my first point is that we should respect nature a little more. Sometimes discretion is the better part of valor.

    We commonly make assumptions here in all of our posts, because we’re using a who/what/where/when format. The “What” usually ends up as a synopsis of events, with just a little bit of why thrown in. But “why” is not a question we can take lightly. “Why” an incident happens is just too big for us to cover, especially since we try to get our posts up within hours of the event. Between you and me, if it takes a year for the whole NTSB research team made up of a federal building full of highly educated and experienced experts, thousands of pages of recorded documentation, video and concrete evidence, and the nation’s keenest analytical minds juggling all the permutations to figure out “why” a crash happened, then we don’t really think we can come up with the perfect “why” off the top of our heads fifteen minutes after the crash.

    That said, there’s an expert in Jamaica–Lt. Col. Oscar Derby, director general of the Jamaica Civil Aviation — who says that the aircraft touched down at 4,100 feet (assuming this is fact, since one can assume the director general of Jamaican aviation has access to all the facts) and that number isn’t referring to altitude, it’s referring to the plane’s wheels contacting mother tarmac halfway down the runway. I’m not going to talk about his decisions, or his inquiry because it is simply too soon.

    But if the plane landed halfway down the runway (if it is not internet gossip, but a fact that the plane did land halfway down the runway)…that is significant. It probably wouldn’t matter if the plane hadn’t bounced. Or if it hadn’t been raining. Or if the plane hadn’t hydroplaned. But ALL of those things happened too.

    I don’t know why the pilot landed halfway down the runway; but I do know there is always some point of no return where the pilot must commit to either fly by or land. I don’t know the factors that came into play with this pilot, on this day, on this runway, during this storm that affected the decision. Experts will be spending years looking at this pilot’s split second decision.

    The fact remains that in a harrowing rainstorm, after a turbulent flight, a bounce on landing, and hydroplaning, the American AIrlines crew still managed to come out of it with everyone aboard alive, and that is a job well done.

    NTSB PR: Jim Cash Awarded Sammie

    National Transportation Safety Board’s James Cash has been awarded a Samuel J. Heyman Service to America Medals for career achievement in public service.

    “Jim Cash is a humble and soft-spoken gentleman. But underneath that demeanor, there is a lion-hearted intellectual dedicated to investigation and committed to safety,” said NTSB Chairman Deborah A.P. Hersman. “Through his decades of work, his dogged determination and expertise, Jim has made significant contributions to accident investigations that have yielded the clues that led to important safety improvements. Because of that work, he has long been recognized by his colleagues around the world as a pre-eminent technical expert in accident investigation. He truly exemplifies the best of our NTSB staff and of public service overall. I am honored to work along-side him, to learn from him, and to share his passion and commitment to transportation safety.”

    Cash is the NTSB’s Chief Technical Advisor in the Office of Research and Engineering. He has spent nearly three decades deciphering information from electronic recording devices to help determine the causes of major aviation and other transportation accidents that, in turn, led to recommendations to advance transportation safety for the traveling public. Cash is one of world’s leading experts on cockpit voice recorders and flight data recorders, which help determine the system failures and human errors that cause airplane crashes.

    The Samuel J. Heyman Service to America Medals, or “Sammies,” honor outstanding federal employees. The winners were nominated by colleagues familiar with their work and selected by a committee that includes nearly 20 leaders in government, academia, the private sector, media and philanthropy. More than 400 nominations were submitted for medal consideration this year.

    MAK says the FlyDubai Pilots got into a fatal nosedive and couldn’t get out

    The Interstate Aviation Committee investigation of the Boeing 737-800 registered A6-FDN operated by FlyDubai has updated their report. The information below is directly from that report.

    Mak indicated in a press release that two dimensional aircraft mockups and selected assemblies and units were examined to check the longitudinal control system operability. The units were delivered to the Interstate Aviation Committee, their condition assessed. Operation reports of weather, wreckage, Air Traffic Control, avionics, powerplants, structures and systems were prepared and reviewed.

    Airport Weather

    The weather information examination has revealed that the actual weather at Rostov-on-Don Airport at the time of the accident was consistent with the weather forecast. The weather measuring equipment used for weather observations at Rostov-on-Don Airport was calibrated, operable and functional. The weather information service provided to the FlyDubai Boeing 737-800 registered A6-FDN conducting Flight FDB981 Dubai – Rostov-on-Don – Dubai that crashed while landing at Rostov-on-Don Airport was in compliance with the applicable regulations and manuals.

    Preliminary Flight Data Analysis

    Preliminary flight data analysis indicates the crew was approaching to land manually with autopilot disconnected, in difficult weather conditions; cloud base was at 630 meters, wind 230 degrees 13 meters per second maximum 18 meters per second, light shower rain, mist, severe turbulence on straight-on and moderate windshear.

    On the initial approach at 22:42 UTC at a height of 340 meters, after getting a windshear alert, the crew decided to go around, and then continued on holding pattern waiting for improved weather conditions.

    On a second, manual approach, the crew decided to go around again at a height of 220 meters 4 km before the runway, and initiated climb setting the engine to takeoff thrust. At a height of 900 m there was a simultaneous control column nose down input and stabilizer 5-degree nose down deflection, resulting in abrupt descent with negative vertical acceleration of -1g. The following crew actions to recover did not allow to avoid an impact with the ground. The impact occurred with a speed of over 600 km/h over 50 degrees nose down.

    The IAC is in the process of reproducing the circumstances of the accident. Airline pilots and test-pilots from the Russian Federation, the USA and the UAE have been engaged in the investigation to assess the status and actions of the crew. The involved pilots were holding valid pilot licenses and other pertinent papers, had undergone required training and had sufficient flight experience.

    Transcript of two hours of cockpit voice recorder data is being completed. The investigative team is planning to engage investigators from the UAE, the USA and Spain to proceed at the IAC laboratory with clarifying the content of the CVR transcript, translating it from English and Spanish and identifying the speakers.

    CASA Media Release – Moree aerodrome flight safety checks

    Special flight safety checks are being carried out at Moree aerodrome next week.

    There will be a series of low-level flights to make sure flight paths at the aerodrome continue to operate safely.

    A twin-engine Cessna Conquest aircraft will be used to conduct the safety checks within an area up to 35 kilometres from the aerodrome.

    The two pilots flying the aircraft will ensure navigation aids are operational and not suffering interference, as well as looking for any new obstacles that could be a danger to aviation safety.

    The Civil Aviation Safety Authority requires these checks to be carried out every three years to maintain a high level of air safety at Moree aerodrome.

    Low-level flying is an essential part of the safety exercise, with aircraft down as low as several hundred feet at times.

    Local residents may notice an uncommon flying pattern, but this is to make sure obstacles are accurately marked on charts and no new obstacles exist. Obstacles can be towers, trees, masts or buildings that can be a danger to aircraft.

    The checks are scheduled to be carried out on Wednesday 19 January 2011 and Thursday 20 January.

    If poor weather or other factors do not allow the safety checks to go ahead on the planned days they will be carried out as soon as possible.
