    Air India cataloguing yellow metal/gold of Mangalore crash victims

    The Angels of Air India have handed over identified personal items of the victims to the families as provided by M/s. Kenyon International, the agency appointed by Air India to identify the personal effects recovered from the crash site.

    The unassociated / unidentified items including yellow metal/gold recovered from the crash site by the police have been handed over to Air India. The catalogue for the same is under preparation by M/s Kenyon International. Once the catalogue is ready, the families of the victims will be contacted and requested to provide the details of yellow metal/gold items so that they can be matched with the catalogue. After proper identification, the same will be handed over to the families concerned in the presence of the police and Custom authorities. Air India would also request members of the Mangalore Air Crash Victims Families Association to help in identification of the yellow metal/gold items.

    NASA NAMES WALEED ABDALATI AS AGENCY’S NEW CHIEF SCIENTIST

    WASHINGTON — NASA Administrator Charles Bolden has named Waleed Abdalati the agency’s chief scientist, effective Jan. 3. Abdalati will serve as the principal adviser to the NASA administrator on agency science programs, strategic planning and the evaluation of related investments.

    Abdalati is currently the director of the Earth Science and Observation Center at the University of Colorado at Boulder. He also is an associate professor in the university’s geography department. Between 1998 and 2008, Abdalati held various positions at NASA in the areas of scientific research, program management and scientific management. His research has focused on the study of polar ice cover using satellite and airborne instruments. He has led or participated in nine field and airborne campaigns in the Arctic and the Antarctic.

    Abdalati will represent all of the scientific endeavors in the agency, ensuring they are aligned with and fulfill the administration’s science objectives. He will advocate for NASA science in the context of those broader government science agendas and work closely with the White House Office of Science and Technology Policy and the Office of Management and Budget.

    “We are excited to have Waleed return to the agency during such a critical transition period,” Bolden said. “His experience, wide-range of scientific knowledge and familiarity with NASA will greatly benefit the agency. He will be a true advocate for our many and diverse science research and exploration programs.”

    During his first tenure at NASA, Abdalati served as the head of the Cryospheric Sciences Branch at the agency’s Goddard Space Flight Center in Greenbelt, Md. He also managed the Cryospheric Sciences Program at NASA Headquarters in Washington.

    Abdalati is a fellow of the Cooperative Institute for Research in Environmental Sciences, a joint venture between the University of Colorado at Boulder and the National Oceanic and Atmospheric Administration. His research examines how and why the Earth’s ice cover is changing and what those changes mean for life on our planet.

    Abdalati received a Bachelor of Science in mechanical engineering from Syracuse University in 1986, a Master of Science in aerospace engineering sciences from the University of Colorado in 1991, and a doctorate in 1996 from the Department of Geography at the University of Colorado, where he was one of the first graduates of the university’s Program in Atmospheric and Ocean Sciences.

    He has published more than 50 peer-reviewed papers, book chapters, and NASA-related technical reports, with approximately 1,500 citations in the peer-reviewed literature. Abdalati has received numerous awards for his research and service to NASA, including the Presidential Early Career Award for Scientists and Engineers, a NASA Exceptional Achievement Medal, and two NASA Group Achievement Awards.

    FAA Pilot Training

    The Federal Aviation Administration’s new pilot training rule has been a long time coming, like the recommendation for simulator training for pilots in using TCAS that dates back to 1993, remedial training from 2005 for pilots with bad track records and training in aerodynamic stall recovery from the Colgan accident, and pilot monitoring. Just read FAA Administrator Michael Huerta’s discussion of the new Pilot training rule.

    I look forward to safer skies from the implementation of this additional training. Hopefully operators in foreign countries will follow the FAA’s suit and ramp up their pilot training. It will be interesting to hear what pilots think of the new pilot training rule.

    NTSB Release: TRANSPORTATION FATALITIES DROP IN 2009; PIPELINE AND MARINE DEATHS RISE

    Washington, DC – Transportation fatalities in the United
    States decreased by 9.2 percent in 2009 from 2008, according
    to preliminary figures released today by the National
    Transportation Safety Board.

    The data indicate that transportation fatalities in all
    modes totaled 35,928 in 2009, compared to 39,569 in 2008.
    Although highway, rail, aviation, deaths declined, pipeline
    and marine fatalities showed an increase.

    “While statistics show that transportation fatalities have
    declined this past year,” said NTSB Chairman Deborah A. P.
    Hersman, “we continue to see far too many accidents in all
    segments of the transportation community. There is still
    much work to do to prevent the loss of life on our roads,
    rails, waterways, and skies.”

    Pipeline fatalities increased by six (8 to 14), with an
    increase in both categories – gas pipelines and liquid
    pipeline operations.

    Marine deaths increased from 783 to 817, with the vast
    majority occurring in recreational boating (736). Other
    marine categories, including cargo transport and commercial
    fishing, showed increases as well, although commercial
    passenger vessels showed a slight decrease.

    Highway fatalities, which account for nearly 95% of all
    transportation deaths, decreased from 37,423 in 2008 to
    33,808 in 2009. In fact, highway fatalities decreased in all
    categories including motorcycle fatalities (down 16 percent)
    which had been on the rise in recent years.

    Aviation deaths decreased from 574 to 538. Nearly 90% of
    aviation fatalities occurred in general aviation accidents
    (471), but they still represented a decrease from the
    previous year (494).

    Rail fatalities decreased 4% from 781 to 751. The vast
    majority of these fatalities were persons struck by a rail
    vehicle.

    Aviation statistics are compiled by the NTSB. Marine numbers
    are provided by the Department of Homeland Security, and
    numbers for all other modes by the Department of
    Transportation.

    NTSB: CREW ACTIONS AND SAFETY EQUIPMENT CREDITED WITH SAVING LIVES

    Washington, DC — In addition to the decisions and actions of
    the flight crewmembers, overwater safety equipment likely
    saved lives that might have otherwise been lost to drowning,
    the NTSB said.

    Today the Safety Board met to conclude its 15-month
    investigation into the January 15, 2009, accident in which a
    US Airways A320 jetliner bound for Charlotte was ditched
    into the Hudson River after striking a flock of Canada geese
    shortly after departing New York’s LaGuardia Airport. All of
    the 150 passengers and five crewmembers survived.

    Investigators said that had the airplane not been equipped
    with forward slide/rafts, many of the 64 occupants of those
    rafts would likely have been submerged in the 41-degree
    Hudson River, potentially causing a phenomenon called “cold
    shock,” which can lead to drowning in as little as five
    minutes.

    The accident flight had the additional safety equipment
    available only because the particular aircraft operated that
    day happened to be certified for extended overwater (EOW)
    operations even though current FAA regulations did not
    require the flight from New York to Charlotte to be so
    equipped.

    Good visibility, calm waters, and proximity of passenger
    ferries, which rescued everyone on flight 1549 within 20
    minutes, were other post-accident factors the Safety Board
    credited with the survival of all aboard the aircraft.

    “Once the birds and the airplane collided and the accident
    became inevitable, so many things went right,” said NTSB
    Chairman Deborah A.P. Hersman. “This is a great example of
    the professionalism of the crewmembers, air traffic
    controllers and emergency responders who all played a role
    in preserving the safety of everyone aboard.”

    The Safety Board said that the probable cause of the
    accident was the ingestion of large birds into each engine,
    resulting in an almost total loss of engine power.
    Contributing to the severity of the fuselage damage and
    resulting unavailability of the aft slide/rafts, the Board
    cited the FAA’s inadequate ditching certification standards,
    lack of industry training on ditching techniques, and the
    captain’s resulting difficulty maintaining his intended
    airspeed on final approach due to task saturation resulting
    from the emergency situation.

    The report adopted by the Safety Board today validated the
    Captain’s decision to ditch into the Hudson River saying
    that it “provided the highest probability that the accident
    would be survivable.” Contributing to the survivability of
    the accident was the crew resource management between the
    captain and first officer, which allowed them to maintain
    control of the airplane, increasing the survivability of the
    impact with the water.

    In addressing the hazards that birds pose to aircraft of all
    sizes, the report noted that most bird strike events occur
    within 500 feet of the ground while flight 1549 struck geese
    at 2700 feet. Investigators said that this difference
    demonstrates that “bird strike hazards to commercial
    aircraft are not limited to any predictable scenario.”

    Concluding that engine screens or changes to design would
    not be a viable solution to protect against bird ingestion
    events on commercial jetliners, the Board made it clear that
    the potential for significant damage from encounters with
    birds remains a challenge to the aviation community.

    As part of its extensive examination into the behavior of
    the passengers and crewmembers from the time the plane left
    the gate at LaGuardia to the moment the last person was
    rescued in the river, the Board noted that since most of the
    passengers indicated that they had not paid attention to the
    preflight oral safety briefing, “more creative and effective
    methods of conveying safety information to passengers” was
    needed. Survival factors investigators also found that
    passengers had significant problems in donning the life
    vests that were stowed under each seat.

    The Board made 35 safety recommendations on engine and
    aircraft certification standards, checklist design, flight
    crew training, airport wildlife mitigation, cabin safety
    equipment, and preflight passenger briefings.

    “I believe the safety recommendations that have come out of
    this investigation have an extraordinary origin — a very
    serious accident in which everyone survived,” said Chairman
    Hersman. “Even in an accident where everyone survives, there
    are lessons learned and areas that could use improvement.
    Our report today takes these lessons learned so that, if our
    recommendations are implemented, every passenger and
    crewmember may have the opportunity to benefit from the
    advances in safety.”

    CASA Media Release – Tuesday 18 January 2011 Canberra aerodrome flight safety checks

    Special flight safety checks are being carried out at Canberra aerodrome this week.

    There will be a series of low-level flights to make sure flight paths at the aerodrome continue to operate safely.

    A twin-engine Cessna Conquest aircraft will be used to conduct the safety checks within an area up to 35 kilometres from the aerodrome.

    The two pilots flying the aircraft will ensure navigation aids are operational and not suffering interference, as well as looking for any new obstacles that could be a danger to aviation safety.

    The Civil Aviation Safety Authority requires these checks to be carried out every three years to maintain a high level of air safety at Canberra aerodrome.

    Low-level flying is an essential part of the safety exercise, with aircraft down as low as several hundred feet at times.

    Local residents may notice an uncommon flying pattern, but this is to make sure obstacles are accurately marked on charts and no new obstacles exist. Obstacles can be towers, trees, masts or buildings that can be a danger to aircraft.

    The checks are scheduled to be carried out on Tuesday 18 January 2011.

    If poor weather or other factors do not allow the safety checks to go ahead on the planned days they will be carried out as soon as possible.
