    Thank you, Mr. Secretary. It’s good to see everyone here this afternoon.

    The great thing about this partnership with JetBlue is that it’s going to give us a glimpse into the future right now.

    Companies that are equipping today with NextGen are going to reap the benefits of the transformation of our air space system, sooner rather than later. They’ll see greater efficiency, fuel savings and more on-time arrivals as we continue to increase the availability of NextGen procedures.

    It makes business sense to get your customers where they’re going quickly, safely and efficiently. It helps a company’s bottom line.

    JetBlue’s A320s will fly more direct routes and cut delays. They’ll save fuel and also leave a smaller carbon footprint on the environment.

    That’s because the aircraft will use new GPS-based technology to fly less congested routes.

    JetBlue will also share with us their flight data, which is going to show us in detail how and where the GPS-based technology is saving time, distance and fuel.

    JetBlue will benefit from more reliable arrival times on its East Coast routes.

    We have partnered with other airlines and helicopter companies in the past to test GPS-based navigation in different geographic regions such as the Gulf of Mexico and routes over the Pacific.

    A number of airlines have already adopted GPS-based procedures in their daily operations, and they are reaping the benefits ahead of the pack.

    Southwest Airlines started using GPS-based arrival procedures at a dozen airports last month. The company estimates it will save $60 million a year in fuel costs once it uses these procedures nationwide.

    And the state of Alaska is where NextGen was first introduced. Alaska Airlines has been using GPS precision approaches and departures at Juneau International Airport since the mid-1990s.

    And by using GPS technology, Alaska Airlines can land at a number of airports with pinpoint precision using more direct approaches, which saves fuel.

    Also, aircraft fly precisely through mountainous terrain with low visibility right into the airport thanks to the higher accuracy of GPS.

    Alaska Airlines estimates it would have cancelled 729 flights last year due to bad weather at Juneau if it were not for the GPS approaches.

    By not cancelling those flights Alaska Airlines saved $7.5 million last year, and passengers got where they wanted to go. And that’s just at one airport. The figure doubles to $15.8 million in savings taking into account the other 25 airports where the airline also uses such approaches.

    These are some of the examples of airlines that are saving money and offering better service now thanks to NextGen.
    JetBlue will be able to take advantage of new NextGen routes from Boston and New York down to Florida and the Caribbean that are like an HOV lane. They bypass the congestion.

    By using GPS navigation, instead of relying on radar, JetBlue’s aircraft will benefit from more reliable arrival times and the ability to schedule more flights.

    It also means that equipped aircraft can jump ahead of others in line for take-off because they’re using the less congested NextGen routes.

    I’m very excited that we will be able to quantify the cost savings and improved efficiency as a result of this partnership. We want to share the data and spread the word. It’s best to come on board sooner and take advantage of the innovations that are moving our airspace system forward.

  • FAA Proposes $572,150 in Civil Penalties Against Atlas Air, Inc.

    NEW YORK — The Federal Aviation Administration (FAA) has proposed to assess $572,150 in civil penalties against Atlas Air, Inc., of Purchase, NY, a scheduled air cargo airline, for alleged violations of the Federal Aviation Regulations.

    The FAA alleges that Atlas Air incorrectly installed a replacement cockpit window on a Boeing 747F, and then operated the aircraft on 49 flights between April 4 and April 27, 2009, when it was not in compliance with those regulations.

    The FAA said Atlas Air replaced one of the windows at the first officer’s position, but failed to use the methods, techniques and practices specified in the manufacturer’s maintenance manual or alternate procedures accepted by the FAA for the B-747F. The airline then approved the aircraft for return to service. As a result, the replacement window suffered pressurization leaks while in flight according to multiple reports made by crews operating or maintaining the aircraft. The FAA has proposed a penalty of $506,150 for those violations.

    In a second instance, the FAA alleges that on May 14 and 15, 2009, Atlas Air operated a Boeing 747 on international flights from Huntsville, AL, to Glasgow, Scotland, Luxembourg City and back to Huntsville without a required outboard engine pylon access panel door. The FAA said Atlas Air improperly fabricated a panel cover from aluminum sheet metal and affixed it with speed tape over the access door opening. On each of these flights, the panel came off the aircraft enroute and a new panel was fabricated and installed in the same manner at each subsequent stop. The FAA has proposed a civil penalty of $66,000 for those violations.

    Atlas Air has 30 days from receipt of the FAA’s enforcement letters to respond to the agency.

    FAA Proposes Safety Systems for Certificated Airports

    The FAA has proposed requiring airports certificated under Part 139 to put in place safety management systems (SMS) for all airfield and ramp areas.

    There are currently 553 airports in the U.S. that hold Part 139 certificates. These certificate holders serve scheduled and unscheduled air carrier aircraft with more than 30 seats. These certificate holders also may serve scheduled air carrier operations with air carrier aircraft with more than nine but less than 31 seats.

    SMS is a formal approach to managing an organization’s safety through four key components — safety policy, safety risk management, safety assurance, and safety promotion.

    This proposal will help airports enhance safety by developing an organization-wide safety policy; implementing methods to mitigate airport hazards; and analyzing and mitigating risks before they change airport procedures or infrastructure. The proposed rule requires that SMS be used for airport movement and non-movement areas which includes runways, taxiways, ramps, aircraft parking aprons, and fuel farms. The FAA believes that SMS will provide an additional layer of safety at airports and help reduce airport incidents and accidents. Airports will have the flexibility to implement a SMS plan that considers their unique operating environment.
    While the proposed SMS requirement will not take the place of regular FAA Part 139 inspections, this proactive emphasis on hazard identification and mitigation will provide airports with robust tools to improve safety.
    Airports are identified by four classes, depending on the type of air carrier service at the airport. The proposal states that Class I airports would be required to develop a SMS implementation plan within six months and implement within 18 months after the final rule is published. The remaining Class II, III, and IV airports would be required to develop a SMS implementation plan within nine months and implement within 24 months after the final rule is published. The FAA will review and approve the SMS implementation plans.

    EASA WARNS of overtorque issue with Goodrich Pitot tubes

    Several reports have recently been received of loose pneumatic quickdisconnect unions on Goodrich pitot probes P/N 0851HL. These may be the result of mis-torque of the affected unions at equipment manufacturing level.

    Investigations are still on-going to determine the root cause(s).

  • FED EX flying again

    FedEx Express Resumes Operations at Charles de Gaulle Airport

    MEMPHIS, Tenn. – April 19, 2010 (9:00 p.m. CDT) FedEx Express has restarted its operations at Charles de Gaulle Airport (CDG) in Paris with a flight leaving CDG for Memphis and seven flights leaving the U.S. for CDG. Additional freight from the Company’s Asia Pacific and Middle East regions are also being flown into CDG.

    Due to the fluid nature of the movement of the volcanic ash, the Company is still monitoring this situation very carefully and will continue to take advantage of any opportunity to fly into additional airports as they open. However, the Company cautions that it will take time to clear backlogs of cargo and customers should expect delays in shipments.

    As previously noted, FedEx Express is focused on prioritizing freight on a “first in/first out” basis and indicated it is not accepting deferred international freight at this time. FedEx is asking those customers who have shipments requiring special attention; i.e. temperature control, dry ice or perishables hold their shipments until the Company is able to resume its normal flight schedule.

    Dassault’s Enhanced Vision System (EVS) Receives FAA Certification for the Falcon 7X

    SAINT-CLOUD, France, February 11, 2011 — Dassault Falcon has received operational certification from the FAA for the Falcon 7X Enhanced Vision System (EVS). This follows certification received from EASA in July, 2010.

    Dassault’s EVS provides an image on the Head-Up Display (HUD) and flight deck displays that enables the pilots to see the terrain and airport environment in low visibility situations such as in fog, haze, snow or at night. It incorporates LCD HUD technology and offers a high quality, brighter video presentation with a unique two-mode setting that optimizes the video for either an approach configuration (to enhance approach and runway lights), or a general purpose configuration. It also takes advantage of special IR video processing developed specifically to minimize visual artifacts and distortion.

    “Incorporating technology that enhances safety and situational awareness is a prime goal in the continuing development of all our programs,” said John Rosanvallon, President and CEO of Dassault Falcon. “This additional certification is further affirmation that we are achieving this goal. Our fully integrated EVS offers advanced features not available on any other system, and has already generated a great deal of interest among the Falcon family,” Rosanvallon added. EVS significantly improves situational awareness, not only during take-off, approach and landing, but also during ground maneuvering.

    In addition to enhanced situational awareness, the Falcon 7X EVS system provides operational credit towards reduced minima in low visibility landing conditions from the published IFR minima down to a minimum of 100 feet above the threshold elevation. This provides minima equivalent to Cat II minimums even on Cat I standard instrument approaches and on non-precision approaches.
    A one day pilot training course, consisting of ground instruction and full flight simulator training (including at least six approaches) is required for operators using EVS.
