    Letter to Chairmen Oberstar and Costello and Ranking Members Mica and Petri Regarding FAA’s Efforts to Implement RTCA Task Force Recommendations for NextGen

    Summary

    On December 21, we (DOT OIG) issued a letter to the Chairmen and Ranking Members of the House Transportation and Infrastructure Committee and Aviation Subcommittee regarding FAA’s efforts to implement the Next Generation Air Transportation System (NextGen). Last September, a RTCA task force recommended mid-term actions for advancing NextGen. The task force findings and recommendations are consistent with our work, covering areas such as maximizing the use of equipment already on aircraft and new procedures, enhancing information sharing among FAA and airspace users, and reducing delays. We are reporting our results thus far with respect to (1) FAA’s progress in responding to the task force report, (2) potential barriers to implementing the task force recommendations and realizing benefits, and (3) ongoing problems with a key modernization effort that could materially affect the pace of NextGen. In summary, FAA is incorporating RTCA’s recommendations in its NextGen plans but has not specified how it will execute key initiatives for addressing delays in major metropolitan areas. For example, FAA is still working to establish definitive milestones to integrate new airspace designs and procedures at metroplex locations. FAA also has yet to establish a mechanism for integrating metroplex initiatives with programs to better manage airport surface operations. At the same time, FAA faces several organizational, policy, logistical, and training challenges that could impede NextGen implementation in the midterm; these include working across diverse agency lines of business and establishing policies on data sharing. FAA must also resolve implementation problems with critical modernization projects, such as En Route Automation Modernization (ERAM)–a $2.1 billion NextGen tool for processing flight data–which has experienced software problems and delays at key sites.

    ROBERTO KOBEH GONZÁLEZ RE-ELECTED AS COUNCIL PRESIDENT

    MONTREAL, 15 November 2010 ? Roberto Kobeh González was re-elected today by acclamation, for a second three-year term, as President of the Council of the International Civil Aviation Organization (ICAO).

    “Our priority for the coming triennium is the implementation of the comprehensive and groundbreaking initiatives adopted recently by the 37th Session of the ICAO Assembly, all designed to further improve the safety, the security and the environmental sustainability of international civil aviation,” said Mr. Kobeh González in his acceptance remarks.

    “We will do so as the central institution for global governance in civil aviation, by continuing to exercise our leadership in a spirit of cooperation with all stakeholders, so that safe and secure air transport can continue to play a determining role in the sustainable development of our global society. This is what is expected of us and this is what we will deliver.” he added.

    Mr. Kobeh González first assumed office as President of the Council on 1 August 2006, after having been elected to complete the mandate of Dr. Assad Kotaite, who retired on 31 July of that year. He was elected for a full term following the 36th Session of the ICAO Assembly held in late September 2007.

    Mr. Kobeh González served as Representative of Mexico on the Council of ICAO from January 1998 until his election as President in 2006.

    Education:Graduate from the National Polytechnic Institute of Mexico (1965), Mr. Kobeh González holds an Engineering degree in Communications and Electronics. He was a professor of aeronautical electronics at the Institute from 1972 until 1975. He also studied at the Federal Aviation Administration Academy in Oklahoma and at the National Productivity Centre of Mexico and has taken several management, planning, quality assurance and leadership courses.

    Awards:Mr. Kobeh González received the Award for Extraordinary Service from the Federal Aviation Administration of the United States in 1988. In 1997, he was awarded the Emilio Carranza Medal from the Government of Mexico for his contribution to the development of civil aviation in Mexico for thirty consecutive years. In 2004, he received the award for Contribution to the Development of Aviation in the Central American Region from the Central American Corporation of Air Navigation Services. Most recently, in 2009 he received the degree of Doctor of Engineering honoris causa from the Korea Aerospace University.

    FAA Takes Aim at Icing with New Ice Protection Proposal

    WASHINGTON – The Federal Aviation Administration is proposing a rule requiring scheduled airlines to either retrofit their existing fleet with ice-detection equipment or make sure the ice protection system activates at the proper time.

    For aircraft with an ice-detection system, the FAA proposes that the system alert the crew each time they should activate the ice protection system. The system would either turn on automatically or pilots would manually activate it.

    For aircraft without ice-detection equipment, the crew would activate the protection system based on cues listed in their airplane’s flight manual during climb and descent, and at the first sign of icing when at cruising altitude.

    “This is the latest action in our aggressive 15-year effort to address the safety of flight in icing conditions,” said FAA Administrator Randy Babbitt. “We want to make sure all classes of aircraft in scheduled service remain safe when they encounter icing.”

    The FAA estimates the rule would cost operators about $5.5 million to implement. Operators would have two years after the final rule is effective to make these changes.

    The proposed rule would apply only to in-service aircraft with a takeoff weight less than 60,000 pounds, because most larger airplanes already have equipment that meets the requirements. In addition, studies show that smaller planes are more susceptible to problems caused by undetected icing or late activation of the ice protection system. The rule technically affects 1,866 airplanes, but all turbojet airliners and many turboprops covered under the rule already have equipment that satisfies the requirements, and the FAA believes others will be retired before the projected compliance date in 2012.

    In August 2009, the FAA changed its certification standards for new transport category airplane designs to require either the automatic activation of ice protection systems or a method to tell pilots when they should be activated.

    Since 1994, the FAA has issued more than 100 airworthiness directives to address icing safety issues on more than 50 specific aircraft types. These orders cover safety issues ranging from crew operating procedures in the icing environment to direct design changes. We also have changed airplane flight manuals and other operating documents to address icing safety, and issued bulletins and alerts to operators emphasizing icing safety issues.

    Delta Airlines Flight Rejects Takeoff from San Francisco

    Delta Airlines flight DL-1658 had to reject takeoff from San Francisco, California, on September 16th.

    The Boeing 757-300 plane was accelerating to takeoff for Detroit, Michigan, when the crew rejected takeoff due to an engine fire indication.

    The plane slowed down safely. Everyone aboard remained unharmed.

    British Airways Engine Shut Down over Atlantic

    What: British Airways Boeing 777-200 en route from Santa Maria Azores Islands (Portugal) to London Heathrow
    Where: Atlantic
    When: Oct 19th 2011
    Why: While en route to Portugal, one of the plane’s four engines (right engine) had to be shut down after experiencing a problem with the oil pressure. The flight diverted to Lisbon, and made a safe landing.

    The same plane had had a similar problem on October 16th, and had diverted at that point to Santa Maria.

    Mauritania: Engine Fire, Emergency Landing

    What: BMI/Astraeus Boeing 757-200 en route from Freetown Sierra Leone to London
    Where: Nouakchott Mauritania
    When: Aug 25 2010
    Who: 110 aboard
    Why: While en route the plane developed engine problems. One account says the pilot saw an engine on fire and contacted ATC for immediate clearance for an emergency landing.

    The official report says that the plane was experiencing engine surges.

    What matters is that the plane landed safely, with no casualties. A replacement plane was flown in.
