    Press Release – FAA Proposes Sweeping New Rule to Fight Pilot Fatigue

    WASHINGTON — U.S. Transportation Secretary Ray LaHood and Federal Aviation Administration (FAA) Administrator Randy Babbitt today announced a landmark proposal to fight fatigue among commercial pilots by setting new flight time, duty and rest requirements based on fatigue science.

    “This proposal is a significant enhancement for aviation safety,” said Secretary LaHood. “Both pilots and passengers will benefit from these proposed rules that will continue to ensure the safety of our nation’s air transportation system.”

    Last year, Secretary LaHood and Administrator Babbitt identified the issue of pilot fatigue as a top priority during the Airline Safety Call to Action following the crash of Colgan Air 3407 in February 2009. Administrator Babbitt launched an aggressive effort to take advantage of the latest research on fatigue to create a new pilot flight, duty and rest proposal.

    Today’s proposal is compatible with provisions in the Airline Safety and Federal Aviation Administration Extension Act of 2010, which directs the FAA to issue a regulation no later than August 1, 2011, to specify limitations on the hours of pilot flight and duty time to address problems relating to pilot fatigue.

    “I know firsthand that fighting fatigue is a serious issue, and it is the joint responsibility of both the airline and the pilot,” said Administrator Babbitt. “After years of debate, the aviation community is moving forward to give pilots the tools they need to manage fatigue and fly safely.”

    Currently, there are different rest requirements for domestic, international and unscheduled flights. The proposed rule would eliminate these distinctions. The proposal also sets different requirements for pilots based on the time of day and number of scheduled segments, as well as time zones, type of flights, and likelihood that a pilot is able to sleep under different circumstances.
    The proposal defines “flight duty” as the period of time when a pilot reports for duty with the intention of flying an aircraft, operating a simulator or operating a flight training device. A pilot’s entire duty period can include both “flight duty” and other tasks that do not involve flight time, such as record keeping and ground training.
    The FAA proposes to set a nine-hour minimum opportunity for rest prior to the duty period, a one-hour increase over the current rules. The proposed rule would establish a new method for measuring a pilot’s rest period, so that the pilot can have the chance to receive at least eight hours of sleep during that rest period. Cumulative fatigue would be addressed by placing weekly and 28-day limits on the amount of time a pilot may be assigned any type of duty.

    Additionally, 28-day and annual limits would be placed on flight time. Pilots would have to be given at least 30 consecutive hours free from duty on a weekly basis, a 25 percent increase over the current rules.

    Congress recently mandated that all air carriers have a Fatigue Risk Management Plan (FRMP). Each carrier will be able to develop its own set of policies and procedures to reduce the risks of pilot fatigue and improve alertness. The FAA has prepared guidance material to help the airlines develop their FRMP.

    The proposed rule incorporates the work of an Aviation Rulemaking Committee (ARC) comprised of labor, industry, and FAA experts that delivered its recommendations to Administrator Babbitt on September 9, 2009.

    Boeing Statement Regarding USDA-FAA Partnership on Aviation Biofuels

    CHICAGO, Oct. 21 Boeing Vice President, Environment and Aviation Policy, Billy M Glover, issued the following statement in the wake of today’s announcement by the U.S. Department of Agriculture and the Federal Aviation Administration that the two agencies have agreed to work together to bring sustainable biofuels into production for the aviation industry.

    “Today’s announcement is welcome news for the commercial aviation industry, which sees sustainable biofuels as a key element of its plan to lower its carbon emissions. Through test flights with a number of our customers, we have proven that fuels made from plant matter and algae can power jet aircraft safely and efficiently, and we look forward in the months ahead to the approval of these fuels for commercial use. The challenge then will be to prime the production pump, and bring biofuels to an attractive price point for airlines.

    Boeing is currently working with the USDA and the Air Transport Association on the Farm-to-Fly initiative, which seeks to encourage the production of sustainable aviation biofuels through U.S. agricultural policy. The USDA-FAA partnership will further help in that regard. We applaud their efforts and look forward to working with them to commercialize biofuels that can help the aviation industry meet its aggressive carbon reduction goals.”

    Press Release: Boeing’s Houston Site Achieves Additional Environmental Certification

    HOUSTON, Dec. 7, 2009 — The Boeing Company [NYSE: BA] today announced that its Houston site recently received Leadership in Energy and Environmental Design (LEED) Gold certification, the latest official recognition of the site’s efforts to improve its environmental performance. The U.S. Green Building Council’s LEED certification system is the foremost program for the design, construction and operation of green buildings. The certification process reviews energy, lighting, water and material use, and a variety of other sustainable strategies.

    The LEED Gold certification was awarded to the Houston facility’s Bay Area Boulevard building in September in the category of “existing buildings.” The site also earned International Organization for Standardization (ISO) 14001 certification in September and an ENERGY STAR rating for the Bay Area Boulevard building in December 2008. The Bay Area Boulevard building is a 399,000-square-foot facility surrounded by wildlife at the border of metropolitan Houston and the wetlands of the Texas Gulf Coast. Houston is the first Boeing site to carry all three environmental certifications and one of only seven Houston-area companies to have a LEED Gold-certified existing building.

    “These certifications lay the foundation for continually improving our site’s environmental performance for reducing pollution and waste, increasing recycling rates and improving energy efficiency,” said Brewster Shaw, vice president and general manager for Boeing Space Exploration. “Most importantly, they ensure our communities and our customers know that we’re doing our part to protect the environment.”

    By retrofitting the Houston site’s heating and cooling system and installing more efficient lighting and automated controls, Boeing has reduced energy consumption by more than 2 million kilowatt hours annually, or enough electricity to power about 170 average homes. The new heating and cooling system has saved the site $250,000 per year in energy costs since it was installed in 2007. The energy-efficient lighting system controls the building’s lighting automatically, based on peak employee occupancy hours. During off-peak hours, employees can call an automated number to have the lights turned on in their designated work area.

    The 21-acre site has more than 2,500 employees and serves as the headquarters for Boeing’s Space Exploration division, which includes the Constellation, International Space Station and Space Shuttle programs.

    Boeing and Ethiopian Airlines Partner With Non-Profits to Deliver Needed Medical Supplies


    Ethiopian Airlines’ 777-200LR carries more than $500K worth of anesthesia equipment to Ethiopia’s largest hospital

    EVERETT, Wash., Dec. 17, 2010 — Boeing partnered with Ethiopian Airlines and Seattle Anesthesia Outreach (SAO) for this week’s 777-200LR (longer range) delivery to Ethiopian Airlines to transport much needed anesthesia equipment to Black Lion Hospital – Ethiopia’s largest hospital.

    “Boeing and its airline partners have been working together to fill what is sometimes empty cargo space to help bring relief to people around the globe,” said Liz Warman, director of Boeing Global Corporate Citizenship for the Northwest region. “Our company has a history in humanitarian efforts. Our Humanitarian Delivery Flights program is another way we can continue leveraging our resources to help those in need.”

    Ethiopian Airlines’ new 777-200LR (its second of five 777-200LRs on order) will deliver approximately 12,000 pounds (5,443 kg) of medical supplies, mainly anesthesia machines, monitors and books, from Seattle Anesthesia Outreach to Black Lion Hospital in Addis Ababa, Ethiopia. Black Lion Hospital is the largest hospital in Ethiopia as well as the largest teaching hospital for the University of Addis Medical School.

    “We’re thrilled at the opportunity to work with Boeing and Ethiopian Airlines to use this flight to support our efforts in Ethiopia,” said Dr. Mark Cullen, vice president and co-founder of SAO. “These supplies will prove critical when a group of 20 doctors travel to Ethiopia in February as part of our ongoing humanitarian trips to the region.”

    A majority of the medical supplies being shipped to Ethiopia were donated by Swedish Medical Center, which is the largest and most comprehensive non-profit health provider in the greater Seattle area. In addition to the donation of medical supplies, 12 affiliated physicians and clinical staff from Swedish have donated vacation time to volunteer as part of SAO’s humanitarian trips to Ethiopia.

    The Boeing Humanitarian Delivery Flights (HDF) program is a collaboration effort between Boeing, airline customers and non-profit organizations to deliver humanitarian aid throughout the world to communities in need or crisis. The humanitarian items are loaded into the empty cargo space of new airplanes being delivered and transported to the customer’s home destination.
