    Press Release – USDA/FAA Alternative Fuels Agreement

    The Federal Aviation Administration (FAA) is pleased to be working with the U.S. Department of Agriculture (USDA) to develop alternatives to jet fuel. Working with USDA, the FAA will assess the availability of different kinds of feedstocks that could be processed by bio-refineries to produce jet fuels. The development and deployment of alternative fuels is critical to achieving carbon neutral aviation growth by 2020. This agreement leverages the expertise and resources of the USDA, enabling aviation to play a key role in expanding renewable fuel while improving the environment.

    WASHINGTON, Oct. 21, 2010 – As part of the Obama Administration’s effort to promote production of fuel from renewable sources, create jobs and mitigate the effects of climate change, Secretary Tom Vilsack today announced a series of measures during a speech to the National Press Club in Washington.

    “Domestic production of renewable energy, including biofuels, is a national imperative and that’s why USDA is working to assist in developing a biofuels industry in every corner of the nation,” said Vilsack. “By producing more biofuels in America, we will create jobs, combat global warming, replace our dependence on foreign oil and build a stronger foundation for the 21st century economy.”

    The Secretary announced several measures, including the publication of a final rule to implement the Biomass Crop Assistance Program (BCAP). Under the BCAP final rule, USDA will resume making payments to eligible producers. The program had operated as a pilot, pending publication of the final rule. Authorized in the Food, Conservation, and Energy Act of 2008, BCAP is designed to ensure that a sufficiently large base of new, non-food, non-feed biomass crops is established in anticipation of future demand for renewable energy consumption.

    “The Obama Administration is aggressively supporting our nation’s farmers, ranchers and producers of biofuels as they work to bring greater energy independence to America,” Vilsack said. “BCAP will help the nation’s power, biobased product, and advanced biofuel industries produce energy from sustainable rural resources and create jobs that will stimulate rural economies across the nation.”

    The BCAP final regulation reflects policies developed as a result of more than 24,000 comments received on previous Federal Register notices and a proposed rule, and knowledge gained by implementing a portion of the program in 2009.

    BCAP uses a dual approach to support the production of renewable energy. First, BCAP provides assistance for the establishment and production of eligible renewable biomass crops within specified project areas. Producers who enter into BCAP contracts may receive payments of up to 75 percent of the cost of establishing eligible perennial crops. Further, they can receive payments for up to five years for annual or non-woody perennial crops and up to 15 years for woody perennial crops. FSA is accepting project area proposals and, after project area proposals have been approved, eligible producers may participate by enrolling at their FSA county office.

    In addition, BCAP also assists agricultural and forest landowners and operators by providing matching payments for the transportation of certain eligible materials that are sold to qualified biomass conversion facilities. The facilities convert the materials into heat, power, biobased products or advanced biofuels.

    The Secretary also announced jointly with the Federal Aviation Administration (FAA) a five year agreement to develop aviation fuel from forest and crop residues and other “green” feedstocks in order to decrease dependence on foreign oil and stabilize aviation fuel costs. Under the partnership, the agencies will bring together their experience in research, policy analysis and air transportation sector dynamics to assess the availability of different kinds of feedstocks that could be processed by bio-refineries to produce jet fuels.

    The participants will develop a tool to evaluate the status of different components of a feedstock supply chain, such as availability of biomass from farms and forests, the potential of that biomass for production of jet fuel, and the length of time it will take to ramp up to full-scale production. The agencies already have existing programs and collaborative agreements with private and public partners and resources to help biorefiners develop cost-effective production plans for jet aircraft biofuels.

    This cooperative agreement supports a larger research plan led by USDA through its five Regional Biomass Research Centers, which will help accelerate the development of a commercial advanced biofuels industry across the United States. Just as important, the plan sets out to include as many U.S. rural areas as possible to maximize the economic benefits of biofuel production across the country. The Centers will provide the critical mass needed to develop high-performance teams that will guide biomass research to address needs in both the public and private sector, including commercial aviation, military transportation, and other activities.

    The Secretary also discussed a biofuels report prepared by USDA’s Economic Research Service (ERS)that says replacing more petroleum with cost-competitive domestic biofuels reduces crude oil imports, thereby lowering prices for energy and benefiting the U.S. economy. The report also includes these findings:

    • The biofuels industry becomes more productive as cost-reducing technology is applied, which results in higher wages for workers.
    • Gains in Gross Domestic Product and real income are driven largely from the contribution from technological progress in biofuels, which increases the productivity of the economy.
    • Next generation biofuels are considered to be a decreasing cost industry. This means that the cost of producing ethanol will decline as output increases.

  • Cooperation to Keep Flying Secure

    Geneva – The International Air Transport Association (IATA) reiterated that the security of passengers and employees is a top priority for the aviation industry. IATA urged the United States Department of Homeland Security (DHS) and its Transportation Security Administration (TSA) to partner with industry to identify the most effective and efficient ways to address the evolving security challenge in light of the foiled terrorist plot to down a Detroit-bound aircraft.

    In a letter to Homeland Security Secretary Napolitano, IATA’s Director General and CEO Giovanni Bisignani appreciated the swift reaction of DHS to maintain the confidence of the flying public and airline employees.

    Bisignani noted the need for short-term temporary and extra-ordinary security measures until the immediate threat has abated. But he cautioned Secretary Napolitano that long-term solutions must include improved technology and effective risk assessment techniques. “The air transport system cannot support 100% pat-down searches over the long term.” IATA is recommending a smaller percentage of intensive pat downs accompanied by technologies or proportionate screening procedures as a means to achieve near-term security requirements with reduced delays.

    While security is a government responsibility, it is a shared priority with industry. Bisignani urged DHS to allow the current short-term measures to be urgently followed-up by a comprehensive DHS/industry review of security systems to address existing and evolving security threats.

    The failed Detroit terror plot emphasized two key realities: the global nature of the threat and the need for effective cooperation and information sharing among and within intelligence organizations. “Effective security needs a system that is built on global harmonization, effective information exchange, industry/government cooperation, risk assessment and efficient technology. This is how we made flying the safest way to travel. We must take the same approach with security,” said Bisignani.

    Numbers illustrate the scale of the challenge. In the 12 months to September 2009, air transport connected 2.2 billion passengers safely and securely. This includes 820 million international travelers of which 140 million were international travelers on US routes. Another component is the US domestic market which accounts for 620 million travelers. “We live on an interconnected planet. Effective security cannot be achieved with a silo-approach,” said Bisignani.

    As governments, with industry, review security in the days and weeks ahead, Bisignani urged a long-term re-think of the security model. “Instead of looking for bad things—nail clippers and rogue bottles of shampoo—security systems need to focus on finding bad people. Adding new hardware to an old system will not deliver the results we need. It is time for governments to invest in a process built around a check point of the future that combines the best of screening technology with the best of intelligence gathering. Such a system would give screeners access to important passenger data to make effective risk assessments. The data is being collected. The technology exists. Industry is supportive. Now ICAO and governments must work together to make such a process a reality with global harmonization and data-sharing,” said Bisignani.

    Each year airlines and their passengers invest US$5.9 billion in security measures.

    IATA (International Air Transport Association) represents some 230 airlines comprising 93% of scheduled international air traffic.

    Aussie Aviation engineers urged to learn about new rules

    All licensed aircraft maintenance engineers, apprentices and aircraft maintenance engineers are being urged to attend a seminar on Australia’s new aviation maintenance regulations.

    All licensed aircraft maintenance engineers, apprentices and aircraft maintenance engineers are being urged to attend a seminar on Australia’s new aviation maintenance regulations.

    A series of 13 seminars on the new maintenance rules are being held by the Civil Aviation Safety Authority across the nation from mid March to mid April.

    Seminars are being run in all capital cities, except Canberra, as well as Newcastle, Wagga and Cairns.

    The new maintenance regulations come into effect on 27 June 2011.

    All licensed aircraft maintenance engineers (LAMEs) with current licences will have them converted to the new regulations before 27 June 2011. It is expected new licences will be issued in early June.

    LAMEs with licences that expire before the end of June are reminded to renew their existing licence.

    While LAMEs will retain their current privliges under the new rules it is important they understand how the new regulatory system operates and its impact on all sectors of the aviation maintenance industry.

    Apprentices and aircraft maintenance engineers also need an overview of the rule changes.

    Importantly, under the new rules there will be a focus on safety management systems and human factors training will be introduced for maintenance organisations which support regular public transport operations.

    The new maintenance suite of regulations covers all LAMEs, all maintenance training organisations, maintenance organisations maintaining regular public transport aircraft and regular public transport air operators.

    Revised maintenance regulations for other sectors of aviation such as charter, aerial work and private operations will be developed at a later date, after wide consultation with these sectors.

  • FAA OKs Four More Portable Oxygen Concentrators

    WASHINGTON — The Federal Aviation Administration (FAA) announced today that passengers needing medical oxygen now have the option of using four additional portable oxygen concentrators while traveling, bringing the total number of approved units to 11.

    The newly authorized devices are DeVilbiss Healthcare’s iGo, International Biophysics Corporation’s LifeChoice, Inogen’s Inogen One G2 and Oxlife’s Independence Oxygen Concentrator.

    “This is our latest step toward making air travel more accessible for people who need medical oxygen,” said FAA Administrator Randy Babbitt. “We want these passengers to have as many options as possible while ensuring all of our safety guidelines are being met.”

    Portable oxygen concentrators are small, portable devices that separate oxygen from nitrogen and other gases in the air and provide oxygen to users at greater than 90 percent concentration. They do not use compressed or liquid oxygen, which the government classifies as hazardous material.

    The Department of Transportation requires that U.S. carriers allow passengers to use portable oxygen concentrators approved by the FAA during all phases of a flight – including taxiing, takeoff and landing – if the unit displays a manufacturer’s label that indicates it meets FAA requirements for portable medical electronic devices, is properly stowed, and meets certain other applicable safety-related conditions.

    For example, passengers must ensure the unit is in good working order and must be able to respond to the unit’s warning alarms. They must protect extra batteries in carry-on baggage from short circuits and physical damage. Carriers also must let passengers operate these FAA-approved concentrators while moving about the cabin whenever the captain turns off the “Fasten Seat Belt” sign.

    Carriers can legally refuse to allow inflight use of an FAA-approved portable oxygen concentrator that does not have a manufacturer’s label indicating that the device complies with FAA requirements. However, the Department encourages airlines to voluntarily allow the inflight use of such devices. Inflight use of an FAA-approved portable oxygen concentrator, whether labeled or not, poses no safety danger so long as carriage of the device is in accordance with instructions provided by the FAA.

    Lufthansa names A380 after its first destination “Tokyo”

    Tokyo Governor Ishihara acts as godfather – Airline reinforces its position as
    Europe’s number One in Asia

    The Governor of Tokyo, Shintaro Ishihara, and Christoph Franz, Chairman of the Executive Board and Chief Executive Officer Deutsche Lufthansa AG, officially launched an Airbus A380 with the name “Tokyo”. The official ceremony took place at Narita Airport on the 150th anniversary of the signing of the first German-Japanese treaty of friendship on 24 January 1861 (at that time Prussia) and on the 50th anniversary of the first Lufthansa flight to Japan on 24 January 1961. As a result, the latest A380s delivered to Lufthansa with the registration D-AIMD and christened Tokyo, will now serve the airports of Frankfurt and the Japanese metropolis of Tokyo. The Japanese capital has already been the worldwide first Lufthansa-A380 destination since 10 June 2010. Meanwhile, Beijing and Johannesburg have been added as further destinations. As of the end of February, New York will become Lufthansa’s fourth A380 destination.

    “Our passengers have been flying on our Tokyo service for more than seven months in our new flagship and the enthusiasm for this aircraft and all the innovations associated with it is still as great as it was on the first day”, said Lufthansa chief Christoph Franz. “I am really delighted that with our A380 in the Japanese market, in particular, we have been able to further build upon our success and I am grateful for the support of our customers, partners as well as the state institutions. It is a great pleasure and honour, together with Governor Shintaro Ishihara and Germany’s Ambassador to Japan, Dr. Volker Stanzel, on this historic day to christen our flagship with the name ‘Tokyo’.

    The official ceremony took place at Tokyo-Narita International Airport. The first three Lufthansa A380s were named after Lufthansa’s two German hubs – “Frankfurt” and “Munich” and the A380 destination “Beijing”.

    “With this naming we would like to express our thanks to our customers and partners in Japan who have made us the number one European airline in one of the world’s strong growth regions. With this acknowledgement we confirm our engagement in Asia and will also continue to make investments for growth and innovations here in future”, said Christoph Franz.

    The “Tokyo” is the only Lufthansa aircraft up to now which was not – as is the usual tradition – baptized with champagne, but rather with Japanese “Sake” wine. In accordance with the Japanese tradition, Governor Isihara and Christoph Franz, together with Ambassador Volker Stanzel, broke open a barrel of Sake with a wooden hammer for the new aircraft, in order to welcome Tokyo’s new flying ambassador. Governor Shintaro Ishihara then “baptized” the aircraft. Christoph Franz said: “From today this aircraft will fly as a further symbol of German – Japanese friendship”.

    Japan was the first market worldwide to be served by the new Lufthansa flagship A380 since 10th June 2010 – in the meantime, with daily flight connections. Christoph Franz reported very positive results of the first months of the flight operations: “The A380 is efficient, environmentally-friendly and, with its low noise level, not only pleasant for the passengers, but also contributes to reducing noise pollution at heavily-used airports like Tokyo-Narita and Frankfurt. Quality, economic efficiency and also the environmental performance of the aircraft are trend-setting”.

    150 years of German-Japanese friendship
    Japan and what was then Prussia signed a friendship and trade agreement in Edo (today’s Tokyo) on 24th January 1861. As a result, official trade relations between Japan and Germany were initiated. Both countries today count among the world’s leading national economies.

    Patrons of the “Germany-Japan: 150 years of Friendship” celebrations are the German Federal President Christian Wulff and Japan’s Crown Prince Naruhito. The anniversary year was already opened with an official ceremony on 16th October 2010. Further highlights in 2011 are a German-Japanese Rock Festival as well as the Japanese- German Youth Summit in August.     50 years Lufthansa in Japan
    On 24th January 1961 Lufthansa initiated its East Asian scheduled services to Japan (Frankfurt – Tokyo) and thus laid the foundations for an important extension of the intercontinental route network. What at that time was the world’s largest passenger aircraft, a Boeing 707, covered the 15,000 kilometres to the Japanese metropolis of Tokyo in 25 hours with up to seven stops. Since 1969, further flights between Osaka and Frankfurt, since 1991 between Nagoya and Frankfurt and since 2002 between Tokyo and Munich, have been added to Lufthansa’s network to and from Japan. For more than 50 years now, Lufthansa has been consolidating its position as the leading European airline in Japan and, in the forthcoming summer flight schedule 2011, together with SWISS and Austrian Airlines, it will offer 82 flights per week between Japan and the Frankfurt, Munich, Zurich and Vienna hubs.

    The proportion of Japanese passengers on flights to and from Japan is over 70 percent. Furthermore, a comparison of Lufthansa capacity on the routes between Japan and Germany, from an initial 35,000 seats per year to over one million seats in 2011, clearly reflects the dynamic and successful development of air traffic between the two countries over the last 50 years.

    The long-standing and very successful cooperation with its Japanese Star Alliance partner All Nippon Airways ANA is extremely important for Lufthansa. Lufthansa offers its customers codeshare flights in the ANA network on three international and 16 national routes. Lufthansa and ANA are steadily improving and extending their cooperation for the benefit of the customers of both airlines.

    IATA Partnership Boosts SMS Development

    SMS development is a good thing, but we shouldn’t abandon black boxes.

    Airbus wants to replace black boxes with “a more secure system” of real time satellite transmission.

    The thing is we HAVE black box technology now. We should keep using it.

    Aviation authorities should mandate the usage of both–keep what’s in place as a backup, and go for the real time data relay also. Not everything works as expected, all of the time, so all possible fail-safes should be employed. It’s not just that all that record-keeping keeps everyone honest; in the case of aviation, all those records will keep people alive.

    Real time is not fail-proof, but a FANTASTIC idea. The question of cockpit recordings that infringe on the pilots privacy is going to hang in the air unanswered for now while the real time system is tested and perfected.

    The privacy issue is an interesting factor. Some real time conversation in a cockpit is simple camaraderie–a workplace environment thing that makes a working environment comfortable. Plus it works better than coffee to keep the pilots awake and generally on task.

    No one likes to work with someone looking over their shoulder. Eventually this may become an issue as authorities will inevitably over-regulate the degree of cockpit conversation–bound to be a factor when one considers the Hudson river crash where air traffic control (not pilots) were discussing cat bbq rather than doing their jobs; and the Colgan Air/Pinnacle cockpit recordings that exposed training deficits just before the icing crash in Buffalo .

    The point is that we have the technology; we should use it. It will help save lives.
