    ENHANCING SAFETY, EFFICIENCY AND REDUCing AIRCRAFT EMISSIONS Over Florida

    ORLANDO, Fl. – Acting Federal Aviation Administrator Michael Huerta today announced a collaborative NextGen effort that will increase safety and efficiency while reducing aircraft emissions for the passengers, air traffic controllers and airlines flying into and out of many of Florida’s major airports.

    The announcement was made at JetBlue University, the carrier’s training center, where simulators demonstrated examples of NextGen procedures and routes. CEO and president of JetBlue Airways Dave Barger joined Acting Administrator Huerta for the announcement, and is chair of the NextGen Advisory Committee, an industry advisory group that works with the FAA as part of NextGen.

    “The NextGen Metroplex initiative demonstrates the progress that can be made when the public and private sectors collaborate to deliver benefits for the flying public, the aviation community and the national economy,” said Huerta. “We’re excited about the improvements NextGen is bringing to Florida. The end result for travelers will be fewer delays, quicker flights and an even safer, greener flying experience.”

    As part of the FAA’s NextGen modernization program, the Metroplex initiative will improve the flow of air traffic into and out of airports in the Miami, Orlando and Tampa metropolitan areas. A metroplex is a region with several airports serving major metropolitan areas where heavy airport activity and environmental constraints combine to hinder the efficient movement of air traffic. Metroplex initiatives are underway or planned in numerous metropolitan areas across the country and will help airlines improve on-time performance and reduce emissions generated by aircraft.

    The Metroplex initiative is based on satellite navigation, which the FAA calls Performance-Based Navigation (PBN), also a key component of NextGen. PBN enables pilots to fly aircraft using satellite coverage or by utilizing the on-board flight management system.

    PBN allows shorter, more direct routes that reduce flight time and fuel consumption, and result in fewer carbon emissions.

    “As the largest domestic airline based in New York, the busiest airspace in the world, JetBlue will continue to take an active leadership role in advancing the next generation of airspace management in partnership with the FAA,” said Dave Barger, CEO and president of JetBlue Airways. “These new procedures will increase traffic flow predictability while reducing our environmental impact, allowing us to provide more efficient travel for customers.”

    The FAA estimates that more direct routings and more efficient aircraft descents into the Florida Metroplex will save eight million gallons of fuel annually, which equates to a reduction in carbon emissions by nearly 80,000 metric tons and an estimated $23.0 million saved in fuel costs. In addition, the FAA estimates that 5.4 million fewer nautical miles will be flown in and out of Florida based on current flight plan miles filed.
    This collaborative partnership includes the FAA, the National Air Traffic Controllers Association, JetBlue Airways, American Airlines, US Airways, NetJets and other aviation stakeholders including business and general aviation interests. The Florida Metroplex study area includes six airports: Orlando International, Tampa, Miami, Fort Lauderdale, West Palm Beach and Fort Myers. Satellite airports, including Boca Raton, Daytona Beach, Kissimmee, Marco Island, Naples, Orlando Executive, Orlando Sanford, Sarasota Bradenton and Stuart (Witham Field), are also part of this NextGen initiative.

    The Florida Metroplex work teams will explore and develop proposed strategies to streamline airspace to help reduce airspace complexity for air traffic controllers and flight crews. The strategies include:

    • Creating separate flight tracks for departures and arrivals to allow aircraft to climb and descend more efficiently.
    • Expanding the development of Optimized Profile Descent (OPD) procedures into the airports. OPDs allow pilots to almost idle the engines while the aircraft descends, using the on-board Flight Management System to fly a continuous, descending path without leveling off. OPDs reduce fuel consumption, carbon emissions and noise.
    • Shortening flight tracks by making them more direct.
    • Designing new satellite-based procedures for reliever airports.
    • Developing routes that will enable general aviation traffic to fly more efficient routes through congested airspace.

    NextGen is the transformation of the radar-based air traffic control system of today to a satellite-based system of the future. New procedures and technologies will significantly improve safety, capacity and efficiency and will reduce fuel burn, carbon emissions and environmental impacts.

    CASA Media Release – Pilots urged to keep Shoalhaven skies safe

    Shoalhaven pilots are being urged to attend an important air safety workshop next month.

    The workshop will give local pilots special training to improve their flying and safety skills.

    The Civil Aviation Safety Authority is holding the workshop to help make the skies over Nowra and the Shoalhaven even safer.

    Safety issues to be covered at the workshop include aircraft maintenance and new rules for flying at regional aerodromes. There will also be the opportunity for pilots to ask questions and raise issues about local flying.

    CASA’s Peter Gibson says the workshop is part of a national regional air safety campaign.

    “Giving pilots from the Shoalhaven extra training will lift their safety skills to even higher levels,” Mr Gibson says.

    “All pilots receive comprehensive training but this workshop means they will be even better equipped to fly safely at all times and deal with emergencies.

    “Nowra and the Shoalhaven have a good air safety record but accidents do happen and everyone in aviation must work hard to keep local skies safe.”

    The workshop is being held at the Albatross Aero Club Museum Building on Tuesday 1 February 2011, starting at 6:00pm.

    AeroTurbine Signs Three Year Exclusive Engine Management Agreement with Webjet Linhas Aereas

    AMSTERDAM and MIAMI, Feb. 14, 2011 — AerCap Holdings N.V. announced today that its subsidiary AeroTurbine Inc., Miami, has signed a three year exclusive agreement with Webjet Linhas Aereas S.A. Under this agreement, AeroTurbine will provide engine management services to Webjet.

    AeroTurbine will manage all “off-wing” engine maintenance events for Webjet’s growing CFM56-3 engine fleet which currently consists of 45 CFM56-3 engines. Webjet will be the launch customer for AeroTurbine’s newly introduced AeroTurbine Flexible Engine Care Solutions (AFECS), which provides customers with a tailored engine fleet maintenance product based on the individual operational and financial goals of the client.

    “We are excited that the marketplace has responded so quickly to our new AFECS service offering,” said Michael King, AeroTurbine President and Chief Executive Officer. “AeroTurbine is proud to have developed a first-in-industry approach to managing older power plants.   • NTSB LAUNCHES TEAM TO INVESTIGATE MARINE ACCIDENT IN SOUTH CAROLINA

    The National Transportation Safety Board has launched a go-team to investigate Saturday’s marine accident in Charleston Harbor, Charleston, South Carolina. NTSB senior marine investigator Thomas Roth-Roffy is the Investigator-in-Charge and is leading the Safety Board’s investigation. He is accompanied by two NTSB investigators.

    On Saturday, December 5, at approximately 8:30 pm, a commercial passenger vessel and a 25 foot Coast Guard patrol boat collided. There were no fatalities.

    53 Trent Engines Removed from Service

    Rolls-Royce removed 53 Trent Engines from service over pipe thickness problems in the oil feed pipes. Thinned pipe walls and cracking from a manufacturing defect led to an internal oil fire on a Qantas Airways Airbus A380, which made an emergency landing in Singapore in 2010. This is the flaw that led to Qantas grounding its entire A380 fleet, and other carriers like Singapore Airlines. Several modification standards were published: FW48020, FW59326, and FW64481.

    The ATSB does not expect a complete analysis of the data it is gathering on these engines until May 2012.

    FAA Creates Center of Excellence for Commercial Space Transportation

    WASHINGTON, D.C. — U.S. Transportation Secretary Ray LaHood today announced that the Federal Aviation Administration (FAA) has selected New Mexico State University (NMSU), Las Cruces, NM, to lead a new Air Transportation Center of Excellence for Commercial Space Transportation. The center is a partnership of academia, industry, and government, developed for the purpose of creating a world-class consortium that will address current and future challenges for commercial space transportation.

    “The Obama Administration is committed to making sure the United States remains the world leader in space development and exploration,” said Secretary LaHood. “This new center underscores that commitment, and will ensure that the commercial space community can meet our current and future space transportation needs.”

    The Obama Administration recently released its new National Space Policy, which recognizes opportunities and advancements in commercial space transportation and lays out specific ways to use commercial capabilities.

    “Commercial space flight is ready to play a greater role in the nation’s space program,” said FAA Administrator Randy Babbitt. “Universities working with industry partners will fuel the research necessary to help keep us in the forefront of both technology and safety in space.”

    Called the Center of Excellence for Commercial Space Transportation, the new center is expected to begin operations this month. The research and development efforts will include four major research areas: space launch operations and traffic management; launch vehicle systems, payloads, technologies, and operations; commercial human space flight; and space commerce (including space law, space insurance, space policy and space regulation). The FAA will enter into 50-50 cost-sharing cooperative agreements to establish the partnerships, with plans to invest at least $1 million per year for the initial five years of the center’s operations.

    NMSU Las Cruces will lead a team of colleges and universities throughout the country. These include: Stanford University in California, the University of Florida, the Florida Institute of Technology in Melbourne, the New Mexico Institute of Mining and Technology in Socorro, the Florida Center for Advanced Aero-Propulsion based in Tallahassee, the University of Colorado at Boulder, and the University of Texas Medical Branch at Galveston.

    Congress authorized Air Transportation Centers of Excellence under the Federal Aviation Administration Research, Engineering and Development Authorization Act of 1990. This legislation enables the FAA to work with universities and their industry partners to conduct research in environment and aviation safety, and other activities to assure a safe and efficient air transportation system. With the establishment of this center, research will extend to cutting-edge technologies and infrastructure for private human spaceflight and orbital debris mitigation.

    The United States’ space program has three sectors — civil, military and commercial. The FAA’s Office of Commercial Space Transportation is responsible for licensing, regulating and promoting the commercial sector space industry. Since the office was created in 1984, the FAA has issued licenses for more than 200 launches, has licensed the operation of eight FAA-approved launch sites known as spaceports, and has helped ensure that no loss of life or serious injury has been associated with these efforts.
