    Rx for Safe Flying


    Smart general aviation pilots won’t fly if they are taking a prescription that says Do not drive or operate machinery while taking this medication. But sometimes it’s not that clear cut. Other prescription drugs and even some over-the-counter medicines can affect a pilot’s performance.

    That’s why Administrator Huerta and the heads of 11 aviation associations today sent a letter to all U.S.-registered pilots urging them to be more aware of the effect both prescribed medicines and non-prescription drugs containing antihistamines can have on their skills and judgment.

    The letter tells pilots to read prescription labels carefully, talk with their doctors, and then decide if the drugs they’re taking could impair their performance in the cockpit. It also advises pilots to use a personal “IM SAFE” checklist to ensure they are not impaired by Illness, Medication, Stress, Alcohol, Fatigue or Emotion – any of which could affect their flying abilities. The letter counsels pilots who have recovered from an illness and have taken a medication with impairing side effects not to fly until at least five maximum dosage intervals have passed.

    While the FAA works closely with many aviation advocacy groups, the letter represents an unprecedented joint effort. “In all of my years of practicing aerospace medicine, I am not aware of any time in which so many aviation organizations have collaborated to get out the same message at the same time,” said Dr. James Fraser, the FAA’s Deputy Federal Air Surgeon. “We hope this collaborative educational effort will put a dent in pilots’ usage of impairing medications and help lower the general aviation fatal accident rate.

    Besides Administrator Huerta, signatories to the letter include executives from the Aircraft Electronics Association, Aircraft Owners and Pilots Association, Experimental Aircraft Association, American Bonanza Association, General Aviation Manufacturers Association, Helicopter Association International, National Association of Flight Instructors, National Air Transport Association, National Business Aviation Association, Society of Aviation Flight Educators and the U.S. Parachute Association.

    Press Release – FAA Celebrates Recovery Act Funded Airfield Upgrades at Kentucky’s Georgetown-Scott County Regional Airport

    WASHINGTON, D.C. — The U.S. Department of Transportation’s Federal Aviation Administration celebrated the completion of an airfield upgrade at Georgetown-Scott County Regional Airport in Kentucky, paid for with $3 million in American Recovery and Reinvestment Act funds.

    “Airport Recovery Act projects are helping boost local economies all across the country,” said U.S. Transportation Secretary Ray LaHood. “The Recovery Act is helping us keep our runways safe and well maintained."

    Recovery Act funds provided the full cost of repaving Georgetown-Scott County Regional Airport’s 5,500 foot-long runway. The runway had deteriorated and had not been fully repaved in nearly 17 years. The construction also included the widening of the ends of the parallel taxiway, which will now be able to accommodate larger aircraft turning on and off the runway.

    “General aviation is incredibly important to local communities nationwide and the Recovery Act is funding necessary safety improvements and upgrades that otherwise might not get done,” said FAA Administrator Randy Babbitt.

    Nationwide, $1.3 billion in Recovery Act money has been made available for both airport improvement projects and air traffic control facility and system upgrades. Because of low construction bids for projects, more Recovery Act dollars were available for additional facilities and equipment as well as airport projects. These Recovery Act grants have been distributed to airports that serve commercial passengers, cargo and general aviation.

    PR: FAA Taps ITT Corp. and GE’s Naverus to Develop NextGen

    WASHINGTON – The Federal Aviation Administration (FAA) is awarding a contract to ITT Exelis and GE’s Naverus to help accelerate the development of satellite-based procedures that will allow aircraft to fly more directly to their destinations.

    “NextGen will help deliver an environmentally friendly, more efficient traveling experience for the flying public,” said U.S. Transportation Secretary Ray LaHood.

    Under the $2.77 million contract, ITT Exelis, the prime contractor, and GE’s Naverus, the sub-contractor, will develop Required Navigation Performance (RNP) approach procedures into five airports: Ted Stevens Anchorage International, James M. Cox Dayton International, Charles B. Wheeler Downtown Airport (Kansas City), General Mitchell International (Milwaukee) and Syracuse Hancock International. ITT Exelis and GE’s Naverus will be responsible for designing, implementing and maintaining a total of 10 procedures – two for each airport. The FAA will closely monitor the work to make sure all safety and environmental steps are conducted properly. This effort will supplement the FAA’s work to develop RNP procedures for airports across the country. The FAA has developed 305 RNP procedures.

    “If you imagine highways in the sky, then these are high-speed off ramps,” said Acting FAA Administrator Michael Huerta. “Aircraft using RNP approaches make a more direct and efficient approach into the airport, also decreasing fuel burn.”

    The FAA awarded the contract to ITT Exelis and GE’s Naverus through a competitive process under the System Engineering 2020 contract, a portfolio of work designed to help the agency roll out NextGen. Fiscal year 2012 appropriations included funding for a contractor to develop and deliver NextGen procedures, and the FAA reauthorization bill called for the agency to demonstrate the ability of a contractor to design, implement and maintain these procedures.

  • FAA Safety Briefing article Between a Rock and a Hard Spot

    Handling an engine failure inflight is something all pilots are trained to prepare for early on in their careers. But as author and Master CFI Doug Stewart points out in his FAA Safety Briefing article, “Between a Rock and a Hard Spot,” handling a partial power take-off can complicate even a well-rehearsed mitigation strategy. Stewart offers a personal account of a “lessons learned” moment in his Cessna Cardinal RG when he found himself on the back side of the power curve on takeoff, and with trees closing in fast.

    “My best techniques were not enough to overcome the fact that we did not have the power—or airspeed—to climb fast enough to clear the pine trees,” said Stewart. Learning from his experience, Stewart now realizes a ground roll and obstacle clearance calculation would have led him to the correct decision of aborting the flight. “That choice might have led to some damage to the airplane, but it would have kept an abnormal airspeed indication from developing into a life-threatening emergency,” Stewart added.     Press Release – FAA Adopts “Comprehensive Solution” to Widespread Fatigue on Aging Aircraft

    WASHINGTON, D.C. – In a continuing effort to address aging aircraft issues, the Federal Aviation Administration (FAA) has finalized a rule designed to protect most of today’s commercial planes and those designed in the future from structural damage as they age.

    The new rule seeks to prevent “widespread fatigue damage” (WFD) by requiring aircraft manufacturers and certification applicants to establish a number of flight cycles or hours a plane can operate and be free from WFD without additional inspections for fatigue. Manufacturers have between 18 and 60 months to comply depending on the particular aircraft type.

    Once manufacturers establish these limits, operators of affected aircraft must incorporate them into their maintenance programs within 30 to 72 months, depending on the model of aircraft. After the limit is in the maintenance program, operators cannot fly the aircraft beyond that point unless the FAA approves an extension of the limit.

    “Safety is our highest priority. This rule provides a comprehensive approach to the problem of widespread fatigue in aging aircraft,” said U.S. Transportation Secretary Ray LaHood. “Requiring carriers to regularly inspect their aircraft for possible fatigue is essential to ensuring the highest levels of safety.”

    “We’ve addressed the problem of aging aircraft with numerous targeted regulations and 100 airworthiness directives over the years,” said FAA Administrator Randy Babbitt. “This rule is a comprehensive solution to ensure the structural safety of today’s airliners and the airplanes of tomorrow.”

    An airplane’s metallic structures are stressed and can develop cracks when they experience repeated loads such as the pressurization and depressurization that happens on every flight. While airlines regularly inspect aircraft for cracks exceeding a certain size, WFD involves aircraft developing numerous tiny cracks, none of which would have raised concerns individually but which together run the risk of joining up and impairing the structural integrity of the plane.

    The new regulation applies to airliners with a takeoff weight of 75,000 lbs. and heavier. It also applies to all transport designs certificated in the future.

    The affected models, totaling 4,198 U.S.-registered airplanes, are listed in the rule.

    The FAA is working closely with the European Aviation Safety Agency (EASA) and other national authorities to harmonize this rule with their regulations as much as possible. EASA is now developing rulemaking to address WFD, and the FAA participates in that process.
