    FAA proposes $275,000 civil penalty against Continental Airlines

    SEATTLE– The Federal Aviation Administration (FAA) is proposing a $275,000 civil penalty against Continental Airlines Inc., of Houston, for operating two Boeing 737-900ER (extended range) aircraft on 73 flights when they were not in compliance with Federal Aviation Regulations.

    The FAA alleges Continental mechanics failed to follow the 737 Airplane Maintenance Manual when they installed incorrect main landing gear wheel-tire assemblies on two aircraft and released them for service on Nov. 7 and 19, 2009.

    The manual contains specific instructions to mechanics not to use wheel-tire assemblies intended for the B-737-700, -800 and -900 on the heavier B-737-900ER. The manual says using the incorrect assemblies on the heavier version of the B-737 might lead to damage to the aircraft or injury to people working on and around the aircraft.

    Continental has 30 days from receipt of the FAA’s enforcement letter to respond to the agency.

  • NTSB TO OPEN DOCKET ON INVESTIGATION INTO THE CRASH OF A PILATUS AIRCRAFT IN MONTANA

    As part of its continuing investigation into a plane crash in Montana, the National Transportation Safety Board will open the public accident docket on Friday, December 3, 2010.

    On March 22, 2009, at 1430 mountain daylight time, a Pilatus PC-12/45, N128CM, crashed near the approach end of runway 33 at Bert Mooney Airport (BTM), Butte, Montana. The airplane was owned and operated by Eagle Cap Leasing of Enterprise, Oregon, as a personal flight under the provisions of 14 Code of Federal Regulations Part 91. All 14 people on board the airplane were killed in the accident. There were no ground injuries. The flight departed Oroville Municipal Airport, Oroville, California, at 1110 Pacific Daylight Time (1210 mountain daylight time) on an instrument flight rules flight plan and was destined for Gallatin Field, Bozeman, Montana. The airplane was diverting to Butte at the time of the accident. Visual meteorological conditions prevailed at the time of the accident.

    The information being released is factual in nature and does not provide analysis. The docket includes: investigative group factual reports, interview summaries, crew statements, air traffic control transcripts, controller statements, the meteorology report, and other documents.

    Additional material will continue to be added to the docket as it becomes available. Analysis of the accident, along with conclusions and a determination of probable cause, will come at a later date when the final report on the investigation is completed.

  • Court Supports IATA in PaxIS Dispute

    Geneva – The International Air Transport Association (IATA) won a major court victory in a dispute with Travelport over PaxIS. On 1 October, the Amsterdam District Court denied an application by Travelport for an injunction to block IATA’s use of airline data stored in Travelport databases for PaxIS.

    “IATA has won an important legal battle to preserve competition for airline data transaction products. The Dutch court decision vindicates the rights of airlines to earn profits from commercializing their data,” said Giovanni Bisignani, IATA’s Director General and CEO.

    PaxIS is an airline business intelligence product based in part on data that it collects through its billing and settlement plans (BSP), some of which is stored in third party databases.

    In late August, Travelport sought a preliminary injunction against IATA’s use of BSP data in PaxIS. Travelport argued that the EC database directive gave it the right to control the use of data that it retrieves from its database and transmits to IATA’s BSP settlement systems on behalf of its airline clients.

    The 1 October decision of the Amsterdam District Court (Netherlands), denied Travelport’s application, ruling in favor of IATA on almost every significant issue.

    ICAO Spotlighting Indonesian Air Safety


    Possibly, the problems in Indonesian aviation are about to be addressed. At least they’re doing something. “They” is the ICAO. Canada is lending Indonesia a helping hand.

    There’s a new office in the International Civil Aviation Organization (ICAO) in Montreal. Indonesia has set up office. The human resource department has signed an ICAO agreement: ICAO is posting a couple of experts, but the big thing is the $896,000 to upgrade Curug aviation systems. There are to be four points of concentration: safety oversight, civil aviation team support, training improvements, and assistance to the ICAO reps.

    Boeing Fabricará 3 Satélites para el Gobierno de México

    EL SEGUNDO, California, 20 de diciembre de 2010 — Boeing [NYSE: BA] anunció hoy la adjudicación de un contrato por aproximadamente US$1,000 millones de parte del gobierno mexicano para la entrega de un sistema integral de comunicaciones satelitales. El sistema, denominado MEXSAT, consta de tres satélites, dos estaciones terrenas, los sistemas de operaciones de red correspondientes y terminales de usuario de referencia. MEXSAT proveerá comunicaciones seguras para las necesidades de seguridad nacional de México, así como una cobertura mejorada para las telecomunicaciones civiles.

    “MEXSAT es la cuarta generación de satélites que Boeing ha suministrado a México para comunicaciones satelitales gubernamentales y civiles,” dijo Craig Cooning, director general ejecutivo (CEO) de Boeing Satellite Systems International. “MEXSAT ha sido desarrollado con base en 13 años de experiencia de parte de Boeing en el diseño y la fabricación de avanzados sistemas de satélites geoestacionarios para servicios móviles.”

    Conforme a los términos del contrato, Boeing entregará un sistema llave en mano completo que se compone de dos satélites geoestacionarios para servicios móviles (o “GEO-Mobile”) Boeing 702HP denominados MEXSAT 1 y MEXSAT 2, así como un satélite para banda C extendida y banda Ku, llamado MEXSAT 3, que proveerá servicios satelitales fijos (FSS) desde una órbita geosíncrona. El primer lanzamiento programado es el de MEXSAT 3, a finales de 2012.

    Cada satélite Boeing suministrará 14 kilowatts de potencia mediante alas de arreglos de cinco paneles solares dotadas de celdas fotovoltaicas de arseniuro de galio de triple unión de alta eficiencia. Cada una de las naves transportará un reflector de banda L de 22 metros para servicios satelitales móviles (MSS), complementado por una antena de banda Ku de 2 metros.
    Boeing subcontratará la fabricación del satélite MEXSAT 3 y de un centro de operaciones a su empresa asociada Orbital Sciences Corporation [NYSE: ORB]. MEXSAT 3, un satélite Orbital Star 2.4, brindará cobertura total al territorio mexicano y sus aguas patrimoniales, y transmitirá comunicaciones civiles a fin de coadyuvar al desarrollo socioeconómico del país.

    Asimismo, Boeing desarrollará dos estaciones terrenas equipadas con avanzada tecnología de flexibilidad de conformación del haz para dirigir haces puntuales de usuario móvil a dependencias gubernamentales que operan en México y sus aguas patrimoniales, tanto en el litoral del Pacífico como en el Golfo de México.

    Con anterioridad, Boeing suministró cinco satélites para el gobierno mexicano: los satélites Morelos 1 y Morelos 2, ambos puestos en órbita en 1985; los satélites Solidaridad 1 y Solidaridad 2, lanzados en 1993 y 1994; y el Satmex 5, lanzado en 1998. Solidaridad 2, que ya ha rebasado la vida útil estipulada en el contrato, aún continúa en servicio, y se espera que el satélite Satmex 5 deje de operar en 2012.

    American Airlines eyes Boeing Engine Pylons

    Cracks in the engine pylons of three American Airlines Boeing 767’s are prompting concerns over the need of more frequent inspections of Boeing 767’s. The FAA says American and Boeing are looking for the cause of the cracking, which was discovered during routine metallurgical tests. Boeing is preparing a service bulletin establishing new guidelines for inspecting this particular part, over and above the every “1500 flights” which stands now. The flight which originally caught American’s attention had developed the cracks during the last 500 flights since its last pylon inspection. Caution about underlying structural issues is being addressed.

    The preliminary conclusion is that certain maintenance practices may play in the underlying cause of the cracking. A known issue is that some of the cracks arise from holes used to install bolts, implying that the bolt holes may compromise the structural integrity, or at least affect the pylon’s longevity; and may affect “fail-safe” design.

    The FAA has not yet mandated inspection of 767 other jets operated by other carriers, nor have they determined if winglets are a contributing factor.
