    FAA, Europe Sign NextGen Research Agreement

    March 3–The FAA and the European Union formally signed an agreement today to work together on research aimed at providing seamless air traffic service to aircraft flying between the United States and Europe.

    The agreement, signed in Budapest, calls for both sides to research the interoperability of avionics, communication protocols and procedures, as well as operational methods under NextGen and its European counterpart, the Single European Sky ATM Research (SESAR). Carey Fagan, the FAA’s executive director for international affairs, signed for the U.S. Pal Volner, state secretary for transport for Hungary, and Siim Kallas, EU vice president and commissioner for transport and mobility, signed on behalf of the EU.

    The agreement encourages industry participation on both sides of the Atlantic, ensuring the development, harmonization and use of the best technologies available. The collaborative arrangement will lay the foundation for expanding air traffic modernization around the world.

    Fatigue Understanding between NATCA and FAA

    The Federal Aviation Administration (FAA) and the National Air Traffic Controllers Association (NATCA) announced agreement on important fatigue recommendations that were developed by a joint FAA-NATCA working group which was established under the 2009 collective bargaining agreement.

    “The American public must have confidence that our nation’s air traffic controllers are rested and ready to work,” said Transportation Secretary Ray LaHood. “We have the safest air transportation system in the world but we needed to make changes and we are doing that.”

    The agreement reinforces existing FAA policy that prohibits air traffic controllers from sleeping while they are performing assigned duties. The FAA will continue to provide air traffic controllers breaks on the midnight shift based on staffing and workload. While on break, air traffic controllers are expected to conduct themselves professionally and be available for recall at all times.

    The FAA and NATCA also agreed that all air traffic controllers must report for work well-rested and mentally alert. It is the employee’s responsibility to notify their supervisor if they are too fatigued to perform their air traffic control duties. As a result of this agreement, air traffic controllers can now request to take leave if they are too fatigued to work air traffic.

    This agreement marks the completion of the tasks required by this joint FAA-NATCA fatigue working group. The FAA and NATCA will continue to collaborate to reduce the risk of fatigue in the workplace.

    “Air traffic controllers have the responsibility to report rested and ready to work so they can safely perform their operational duties,” said FAA Administrator Randy Babbitt. “But we also need to make sure we have the right policies in place to reduce the possibility of fatigue in the workplace.”

    “We are pleased that the efforts of the joint NATCA-FAA fatigue workgroup that produced these science-based recommendations have resulted in an agreement and their implementation into the schedules and work environments of our nation’s dedicated and highly professional air traffic controller workforce,” said NATCA President Paul Rinaldi.

    “We supported the FAA’s action to enhance aviation safety by eliminating single staffing on the midnight shift and we fully support these recommendations that address fatigue. They are common sense solutions to a safety problem that NATCA and fatigue experts have consistently raised for many years.”
    Air traffic controllers will also now be allowed to listen to the radio and read appropriate printed material while on duty during the hours of 10PM and 6AM as traffic permits.

    The FAA had previously adjusted work schedules to give air traffic controllers a minimum of nine hours off between shifts. The FAA and NATCA will develop new watch schedule principles that incorporate fatigue science for schedules beginning no later than September 1, 2012. The FAA and NATCA are already beginning to work with local facilities on watch schedules that reduce the possibility of fatigue in the transition from the day shift to the midnight shift.

    The FAA has also agreed to develop policies that will encourage air traffic controllers to seek medical help for sleep apnea. Currently, air traffic controllers lose their medical qualification if they are diagnosed with sleep apnea. The FAA will work to develop a process for most air traffic controllers with sleep apnea to regain their medical qualification once they receive proper medical treatment. The FAA’s Office of Aerospace Medicine will also develop educational material to raise awareness of the symptoms and the physical effects of sleep apnea.

    As a result of this agreement, the FAA will develop a Fatigue Risk Management System for air traffic operations by January of next year. This management system will be designed to collect and analyze data associated with work schedules, including work intensity, to ensure that the schedules are not increasing the possibility of fatigue. Systems like these are commonly used in other areas of aviation to evaluate levels of risk. The FAA is also designing a comprehensive fatigue awareness and education training program for employees.

    The Federal Aviation Administration announced today it has received ten replacement fuel proposals from producers Afton Chemical Company, Avgas LLC, Shell, Swift Fuels and a consortium of BP, TOTAL and Hjelmco, for further evaluation in the Piston Aviation Fuels Initiative (PAFI). The industry-government initiative is designed to help the general aviation industry transition to an unleaded aviation gasoline. The FAA will be assessing the viability of the candidate fuels to determine which fuels may be part of the first phase of laboratory testing at the FAA’s William J. Hughes Technical Center.

    The goal is to have a new unleaded fuel by 2018.

    “We’re committed to getting harmful lead out of general aviation fuel,” said Transportation Secretary Anthony Foxx. “This work will benefit the environment and provide a safe and available fuel for our general aviation community.”

    The 167,000 general aviation aircraft in the US that rely on 100 low lead aviation gasoline for safe operation are running on the only remaining transportation fuel in the United States that contains the addition of lead.

    Commercial planes have never used leaded gas.

    Congress authorized $6 million for the fiscal year 2014 budget to support the PAFI test program at the FAA Technical Center. PAFI was established to facilitate the development and deployment of a new unleaded aviation gasoline with the least impact on the existing piston-engine aircraft fleet.

    The FAA asked fuel producers on June 10, 2013 to submit proposals for replacement fuels by July 1, 2014. The goal is to identify, select, and provide fleetwide certification for fuels determined to have the lowest impact on the general aviation fleet.

    The FAA will analyze the candidate fuels in terms of their impact on the existing fleet, the production and distribution infrastructure, their impact on the environment, their toxicology and the cost of aircraft operations.

    Boeing-built GOES-15 Weather Satellite Enters Service for NASA, NOAA

    EL SEGUNDO, Calif., Sept. 1, 2010 — Boeing [NYSE: BA] today announced that GOES-15, the company’s eighth Geostationary Operational Environmental Satellite, has completed on-orbit testing and has been accepted into service by NASA and the National Oceanic and Atmospheric Administration (NOAA).
    “GOES-15 completes the fleet of advanced meteorological satellites that Boeing designed, built and launched to provide enhanced weather monitoring over North America and refresh NOAA’s operational fleet,” said Craig Cooning, vice president and general manager of Boeing Space & Intelligence Systems. “The United States will have state-of-the-art satellite images on nightly weather telecasts, better weather monitoring and prediction, and more accurate data for climate studies because of these new GOES satellites. We thank our NASA and NOAA customers for the nearly 13 successful years of cooperative development that has enabled us to deliver the full GOES fleet.”

    GOES-15 was launched on March 4 from Cape Canaveral Air Force Station, Fla. The satellite successfully completed five months of on-orbit testing and demonstrated operational readiness of its subsystems, spacecraft instruments and communications services. GOES-15 has already started to deliver high-resolution photos from space, including the first visible and infrared images of Earth taken by its imager instrument, and the first image of the sun taken by its solar X-ray imager instrument.

    The eight GOES satellites that Boeing has built for NASA and NOAA began with GOES-D, which launched in 1980. The on-orbit GOES constellation includes the three recently produced Boeing satellites known as GOES-13 (formerly GOES-N), GOES-14 (formerly GOES-O) and GOES-15 (formerly GOES-P). GOES-13 was activated as the operational GOES-East satellite on April 14, in time to monitor the 2010 hurricane season over the Atlantic Ocean. GOES-13 replaced GOES-12, which NOAA moved to 60 degrees west longitude to provide coverage for South America as part of the Global Earth Observing System of Systems. GOES-14 is currently in a storage orbit of 105 degrees west longitude, ready to become a primary operational satellite in the next two years. GOES-15 will be placed in an on-orbit storage location at 105 degrees west longitude.

    The mission of the GOES satellites is to provide space-based Earth observation and global environment-sensing activities, delivering enhanced weather forecasting that protects life and property. In addition to providing the familiar weather images seen on television newscasts every day, NASA and NOAA also recently released a six-minute video of the 2009 hurricane season. The video includes data and images supplied by the GOES satellites.
    In addition to the acceptance of GOES-15, Boeing also handed over a government satellite to the U.S. Air Force on Aug. 26. The delivery of two operational satellites to two customers in the same week marks only the second time this has occurred in Space & Intelligence Systems’ 47-year history, underscoring Boeing’s commitment to solid program execution.

    IATA Press Release: IATA Applauds ICAO Agreement

    Montreal – The International Air Transport Association (IATA) applauded the 190 contracting states of the International Civil Aviation Organization (ICAO) on achieving the first global governmental agreement with aspirational goals to stabilize carbon emissions. The achievement was formalized in a resolution of the 37th ICAO Assembly, which concluded its deliberations in Montreal today.

    “Governments have taken an historic decision. For the first time, we have globally agreed aspirational goals to stabilize emissions. No other industry sector has a similar globally agreed framework for managing its response to climate change in a manner that takes into consideration the needs of both developed and developing states. Moreover, it recognizes the need for governments and industry to work together. This is a good first step that prepares the way for future achievements,” said Giovanni Bisignani, IATA’s Director General and CEO.

    The ICAO Resolution

    The ICAO resolution calls for:

    • Improving fuel efficiency by 2% annually to 2050
    • Striving to achieve a collective medium-term aspirational goal of capping aviation’s carbon emissions from 2020
    • A global CO2 standard for aircraft engines with a target date of 2013

    The ICAO resolution also calls for the development of a global framework on market based (economic) measures by the 38th Assembly (2013) based on 15 agreed principles. These principles are designed to:

    • Minimize market distortions
    • Safeguard the fair treatment of aviation relative to other sectors
    • Ensure that aviation’s emissions are accounted for only once and
    • Recognize both past and future efforts of carriers

    Closing the Gap with Industry

    In 2007, IATA announced a vision for aviation to achieve carbon-neutral growth on the way to a carbon-free future with a four-pillar strategy based on technology investments, efficient infrastructure, effective operations and positive economic measures. In 2009, IATA’s membership committed to three goals: a 1.5% average annual improvement in fuel efficiency to 2020, capping net emissions with carbon-neutral growth from 2020 and cutting net emissions in half by 2050 compared to 2005.

    The global aviation industry united around this approach, putting aviation at the forefront of industrial sectors responding to climate change. “The four-pillar strategy and targets are not just airline commitments. The entire aviation industry—airlines, airports, air navigation service providers and manufacturers—have made a common commitment that UN Secretary General Ban Ki-moon commended as a role model for others to follow. Aviation takes its environmental responsibility seriously. With today’s agreement, governments have taken a significant step in support of the industry’s ambitions,” said Bisignani.

    Bisignani addressed the gap in the industry’s commitment to a 1.5% average annual improvement in fuel efficiency and the ICAO goal of a 2% annual improvement. “We are confident that achieving a 1.5% average annual improvement in fuel efficiency is possible with efforts of the industry. The 2% ICAO goal means that governments must come to the table with much needed infrastructure improvements such as the Single European Sky or NextGen in the US,” said Bisignani.

    Next Steps

    The agreement’s principles on market based measures have implications for all governments with, or seeking to implement, environmental schemes or taxes. “In light of this agreement, all states should review any economic measures, planned or implemented, to conform to today’s agreed principles. The only effective long-term solution remains a global approach, which states agreed to work towards under ICAO’s leadership,” said Bisignani.

    “We must recognize that a long journey still lies ahead. Industry’s ambitious targets are still ahead of governments. Our commitment to cut emissions in half by 2050 compared to 2005 remains the global benchmark. The entire aviation industry is committed to working under the leadership of ICAO as we move forward to achieve both the aspirations outlined in today’s agreement and the industry’s targets. We will take this strong message to the United Nation Framework Convention on Climate Change in Cancun later this year,” said Bisignani.

    In addition to this global agreement on environment, the ICAO Assembly marked notable progress with a global declaration on security and a milestone agreement on sharing safety information among IATA, ICAO, the EU and the United States. “I congratulate the ICAO leadership for their hard work and leading role within the UN system. President Roberto Kobeh Gonzáles, Secretary General Raymond Benjamin, and Assembly President Harold Demuren have concluded a landmark Assembly with major achievements on the industry’s top priorities of safety, security and environmental leadership.”
