    NTSB Advisory : NTSB NTSB TRANSFERS CONTROL OF INVESTIGATION OF AUSTIN PLANE CRASH TO FBI

    The National Transportation Safety Board has transferred control of the investigation into yesterday’s crash of a small aircraft into an office building in Austin, Texas to the Federal Bureau of Investigation.

    On the morning of February 18, 2010, a Piper PA-28 struck a 7-story building housing federal offices in Austin, Texas. The NTSB immediately initiated an investigation and dispatched a team of investigators to the scene. Information developed about the circumstances of the crash since that time point toward an intentional act rather than an accident.

    Last night, NTSB Chairman Deborah A.P. Hersman consulted with the United States Attorney General, Eric Holder. They agreed that given the apparent criminal nature of the event, the primacy of this investigation should be transferred to the FBI. NTSB investigators will remain at the scene to assist the FBI.

    American Airlines Orders Two New Boeing 777-300ER Widebody Jets to Support Network Strategy and International Growth

    American Continues to Invest in Products to Enhance the Customer Experience

    FORT WORTH, Texas, Jan. 19, 2011 /PRNewswire/ — American Airlines, Inc., a wholly-owned subsidiary of AMR Corp., today announced it has entered into a purchase agreement with the Boeing Company under which American will acquire two Boeing 777-300ERs to support its global network strategy and to capitalize on international growth opportunities. The two aircraft are expected to be delivered in late 2012.

    “These additional widebody aircraft will bolster our network strategy, particularly the international growth opportunities we expect from our joint businesses with oneworld® partners in the trans-Atlantic and trans-Pacific markets,” said Tom Horton, President, AMR Corp., the parent company of American Airlines and American Eagle. “We value the combination of size, range and performance of the 777-300ER, as well as the extensive customer amenities it offers. The seating capability of the aircraft will give us growth flexibility in slot-constrained airports and provide us with greater ability to serve new long-haul markets.”

    Additional terms of the commitment were not disclosed.

    From 2007 through 2010, American has invested $4.2 billion in aircraft, cabin, and facility improvements to enhance the customer experience.

    International Growth Opportunities

    The 777-300ERS will expand international service, either incremental frequencies in markets American serves today, or new routes largely resulting from its alliance initiatives.

    As part of their recently launched trans-Atlantic business, oneworld members American, British Airways and Iberia announced service on five additional international routes, beginning in spring 2011. They are: New York JFK-Budapest and Chicago-Helsinki (operated by American Airlines), London Heathrow-San Diego (operated by British Airways), plus Madrid-Los Angeles and Barcelona-Miami (operated by Iberia). Also in spring 2011, American will add additional frequencies from New York JFK to Barcelona and Miami to Madrid.

    On Jan. 11, American Airlines and Japan Airlines announced the launch of their trans-Pacific joint business. Customers can expect to benefit from better flight schedules, expanded codesharing, more coordinated services, and greater access to a wider variety of fares. Additional consumer benefits over the coming months are anticipated as the cooperation level deepens between the two airlines. Additionally, American plans to start its new nonstop daily service between New York’s John F. Kennedy International Airport and Tokyo’s Haneda International Airport next month, and to launch service from Los Angeles to Shanghai, China, in April. Japan Airlines began service from Haneda to San Francisco in late October. The carriers have already begun, or plan, to codeshare on these flights.

    The trans-Atlantic joint business opportunity, initially representing approximately $7 billion in combined revenue between the carriers, will offer seamless service to 430 destinations in 105 countries, with nearly 5,200 daily departures worldwide. The trans-Pacific joint business, which represents more than $1.5 billion in combined revenue between the two airlines, represents significant growth opportunities for American long term as the Pacific region currently accounts for only about 4 percent of American’s total system capacity.

    American also continued to grow its service in Latin America in 2010. Last year, it began service from New York’s JFK to San Jose, Costa Rica, and to Rio de Janeiro, Brazil; Dallas/Fort Worth to San Salvador, El Salvador and Rio de Janeiro, Brazil. It also began service from Miami to Brazil’s capital, Brasilia. American is Latin America and Mexico’s premier airline with 43 destinations to 17 countries.

    I want to report it relates to the unfortunate events that occurred today in Mexico City, at approximately 10:11 hours of the morning. Time when I was in the very north of the state of Mexico, Temascalcingo, conducting a working visit.

    In fact, that I had the opportunity to meet several of you.

    As is probably known to all of you, the aircraft of the Government of the State of Mexico, registration XCEDM, suffered the accident already mentioned.

    First, I want to say that the government of the State of Mexico, particularly as governor of this state, I am extremely dismayed; regret that this accident has killed the pilot Captain Juan Esteban Rodriguez and Julio Cesar Ruiz Gomez Maturano, who served as associate secretary of logistics and deputy secretary of Metropolitan Development.

    To the families of those who unfortunately have died, we express our heartfelt condolences.

    I want to participate that we will support them with everything they need, regardless of legal benefits, we will give extra support, since this unfortunate accident happened.

    We give our gratitude to the career of public service, both Julius Caesar Maturano Gomez and Captain Juan Esteban Rodriguez Ruiz, who always showed great dedication, commitment, professionalism in the work he performed as public servants, and who were in service when the accident happened unfortunately.

    Likewise, we wish a speedy recovery to our partners: Alberto García Cuevas, Secretary of the Metropolitan Development and Juan Manuel Ramirez Rivera, also a pilot of the aircraft, who fortunately saved his life, which we are offering our full support and our solidarity.

    They are hospitalized in a private hospital in southern Mexico City. I’ve been in personal contact with the president of this group of hospitals, who are giving details of the evolution of our patients, our fellow public servants.

    It is noteworthy that since the Secretary General of Government was with them, I realized his condition, which is stable, although there are, of course, with due regard.

    Also at this time the Secretary General of Government, Mr. Ernesto Alvarez Nemer, is in the scene where the accident happened.

    I have established communication with the Secretary of Transportation, Felipe Duarte Olvera graduated from the Secretariat of Communications and Transportation of the Federal Government Héctor González Ruiz, director general of Civil Aviation, as well as government officials in Mexico City.

    There has been an extraordinary communication between representatives of governments in the State of Mexico, Federal District and Federal government.

    I have asked institutional collaboration, in order to carry out investigations, and to clarify the facts and causes of this accident.

    It is necessary to refer to the Metropolitan Development Secretary, together with his colleague, had a morning meeting with businessmen in the eastern part – in fact, local media, national media, were aware of this meeting there in the Valley of Mexico – and moved to the city of Toluca to attend a cabinet meeting that specializes in public safety, and to prepare what will be the development plan of the State of Mexico on metropolitan development, in collaboration with neighboring entities, particularly public safety.

    Personally, as I concerned, I have been overseeing the development, monitoring the health of our comrades who were wounded.

    The state government of Mexico will pay for the damage that caused this accident to locals, and the Federal District authorities are making the corresponding count, but will all the support, all this support from state government .

    Once we have more information to shed the expert, will be contacting the root causes of this accident, regardless of these surveys and investigations by law be made, and also the state government has requested, I have given instructions that strengthen the review of the state that keep state government aircraft, review the operating protocols.

    Quiero informarles lo relacionado a los lamentables sucesos acontecidos el día de hoy en la Ciudad de México, aproximadamente a las 10:11 horas de la mañana. Hora en que precisamente me encontraba en el Norte del Estado de México, en Temascalcingo, llevando a cabo una gira de trabajo.

    De hecho, ahí tuve la oportunidad de saludar a varios de ustedes.

    Como es seguramente del conocimiento de todos ustedes, la aeronave del Gobierno del Estado de México, con matrícula XCEDM, sufrió el accidente ya referido.

    En primer lugar, quiero expresar que el gobierno del Estado de México, en particular como gobernador de este estado, estoy sumamente consternado; lamentamos que en este accidente haya perdido la vida el piloto capitán Juan Esteban Rodríguez Ruiz y Julio César Maturano Gómez, quien se desempeñaba como colaborador de logística y secretario particular adjunto del secretario de Desarrollo Metropolitano.

    A las familias, de quienes lamentablemente han fallecido, les expresamos nuestras más sentidas condolencias.

    Yo quiero participarles que habremos de apoyarles con todo lo necesario, independientemente de las prestaciones de ley, habremos de dar un apoyo extraordinario, desde que este accidente lamentablemente aconteció.

    Les damos nuestro reconocimiento, a la trayectoria del servicio público, tanto de Julio César Maturano Gómez y del capitán Juan Esteban Rodríguez Ruiz, quienes siempre mostraron una gran dedicación, entrega, profesionalismo en la actividad que realizaran como servidores públicos, y quienes se encontraban en servicio cuando aconteció lamentablemente este accidente.

    Ellos se encuentran hospitalizados en un hospital privado del sur de la Ciudad de México. He estado en contacto personal con el presidente de este grupo de hospitales, quien está dando detalles de la evolución de nuestros pacientes, de nuestros compañeros servidores públicos.

    Es de señalar que ya el secretario General de Gobierno estuvo con ellos, me dio cuenta de su estado de salud, que es estable, aunque se están, desde luego, atendiendo debidamente.

    También en estos momentos el secretario General de Gobierno, el licenciado Ernesto Nemer Álvarez, se encuentra en el lugar de los hechos, donde aconteció este accidente.

    Quiero también agradecer la colaboración del gobierno del Distrito Federal, por la atención médica oportuna, para el traslado de los lesionados.

    He estado en comunicación permanente con el señor Jefe de Gobierno del Distrito Federal, el licenciado Marcelo Ebrard, quien ha dado todo el respaldo institucional.

    También les participo de la llamada que me hizo el ciudadano presidente de la república, maestro Felipe Calderón Hinojosa, quien expresó toda su solidaridad y apoyo institucional, para atender las circunstancias que hoy estamos viviendo.

    De igual forma, recibí el llamado del secretario de Gobernación, el licenciado José Francisco Blake Mora, y de otros servidores públicos federales.

    He establecido comunicación con el subsecretario de Transportes, licenciado Felipe Duarte Olvera, de la Secretaría de Comunicaciones y Transportes del Gobierno Federal; licenciado Héctor González Ruiz, director general de Aeronáutica Civil, así como por autoridades del gobierno del Distrito Federal.

    Ha habido una comunicación extraordinaria entre representantes de los gobiernos del Estado de México, del Distrito Federal y del gobierno Federal.

    Les he pedido su colaboración institucional, a fin de que se lleven a cabo las investigaciones correspondientes, y se puedan esclarecer los hechos y las causas de este accidente.

    Es necesario referir que el secretario de Desarrollo Metropolitano, junto con su compañero de trabajo, tuvo una reunión por la mañana con empresarios de la zona oriente –de hecho, medios de comunicación locales, medios nacionales, dieron cuenta de este encuentro allá en el Valle de México–, y se trasladaba a la ciudad de Toluca para atender la reunión de un gabinete especializado en materia de seguridad pública, y poder preparar lo que será el plan de desarrollo del Estado de México en materia de desarrollo metropolitano, en colaboración con las entidades vecinas, especialmente en materia de seguridad pública.

    Personalmente, como les refería, he estado supervisando la evolución, el seguimiento del estado de salud de nuestros compañeros que resultaron heridos.

    El gobierno del Estado de México se hará cargo de los daños materiales que haya causado este accidente a vecinos del lugar, ya las autoridades del Distrito Federal están haciendo el recuento correspondiente, pero habrá todo el respaldo, todo el apoyo por parte de este gobierno estatal.

    Una vez que tengamos más información que arrojen los peritajes, se estará comunicando de las causas que originaron este accidente, independientemente de estos peritajes y las investigaciones que por Ley deben hacerse, y que además el gobierno del estado ha solicitado, he dado instrucciones para que se fortalezca la revisión del estado que guardan las aeronaves del gobierno estatal, revisar los protocolos de operación.

    Vale la pena también referir que los pilotos que sirven a toda la flota, todos los helicópteros que tenemos al servicio del Estado de México, son pilotos profesionales, ya con muchos años de experiencia y con antigüedad al servicio de este gobierno estatal.

    He solicitado al secretario de Comunicaciones del gobierno estatal, sea el enlace formal para estar participándoles de la información que sea necesaria, y, desde luego, que estén ustedes bien informados de este tema.

    Five Years – No Contract: US Airways Flight Attendants are Fed Up

    PHOENIX, Feb. 10, 2011 /PRNewswire-USNewswire/ — After five years of protracted contract negotiations and the announcement of US Airways’ second biggest profit in the airline’s history, the members of the Association of Flight Attendants-CWA (AFA) have had enough of management delay tactics and attempts to negotiate a concessionary merged contract.

    Yesterday, the AFA Joint Negotiating Committee (JNC) broke off talks with US Airways management. Tempe-based America West Airlines merged with US Airways in September 2005 and the Flight Attendants have been in merged contract negotiations since January 2006. US Airways management’s latest proposals contained no meaningful wage increases, concessions in healthcare and sick benefits and gutted scope and merger protections for Flight Attendants.

    AFA MEC Presidents Mike Flores (East) and Lisa LeCarre (West) say US Airways CEO Doug Parker has no interest in completing the merger and resolving labor unrest. The two groups of Flight Attendants are unified in frustration and anger at the airline’s management. AFA wants to reach a merged agreement but management has failed to put into a contract the financial resources necessary to do so.

    “For five years, US Airways CEO Doug Parker has financed his merged airline off the backs of the Flight Attendants, saving millions by paying Flight Attendant salaries that differ by up to 45 percent,” said AFA US Airways-West President, Lisa LeCarre. “When you merge two companies, the goal is to combine all employee groups and pay them the same wage for the same work. That has not happened. US Airways recently announced historic profits, yet management refuses to negotiate contract improvements and wage increases after years of promised benefits from this merger.”

    AFA US Airways-East President Mike Flores said, “US Airways East Flight Attendants have been working under concessionary wages and benefits since 2005 and have provided the means for this airline to not only survive, but prosper. It is high time for all Flight Attendants to share in the company’s success through meaningful wage and benefit improvements.”

    In the first of a series of events, AFA is holding a system-wide Day of Action on February 17, in all Flight Attendant bases, to show management and the public that Flight Attendants are united in their effort to reach a fair merged contract.

    Boeing and IBM Research Pilot Experimental Air Traffic Management Initiatives

    ARMONK, N.Y., Dec. 1, 2010 /PRNewswire-FirstCall/ — Boeing (NYSE: BA) and IBM (NYSE: IBM) announced today that they have successfully completed a pilot research project designed to show how officials from multiple organizations can have more timely, consistent and complete information to resolve fast-changing or unpredictable aviation events.

    The quicker availability of better information potentially can help authorities make more informed decisions to protect passenger and national security when airspace anomalies are detected, such as when an aircraft is found to be traveling off course. The project has demonstrated that advances in software can accelerate and orchestrate the flow of information from sensors and networks on a nationwide scale.

    To better assess and manage these events, officials have been striving to implement “network centric operations” — the quick exchange of information from a variety of electronic sources — to gain better “situational awareness” of the many aspects of an aviation event. These situations require the sharing of updated and detailed information about temporary or ongoing airspace restrictions, flight plans, reports about weather and natural phenomena such as volcanoes, radar and beacon tracks, or the track of an aircraft sent to investigate an unfolding, midair event.
    The Boeing-IBM project involves the research and development of new technology to overcome the technical challenge of assembling and delivering such a variety of information at a moment’s notice. The team has applied “Responsive, Reliable and Real-Time” (R3) Messaging, which can help ensure that complex data gathered from distributed sensors — located on aircraft, radar and other ground locations — can arrive at a specific time and in a sequence. Additional software can then correlate and analyze the information efficiently.

    “One can well think of the R3 Messaging technology as a kind of mail carrier, train conductor, telephone switchboard operator and traffic police officer, all rolled into one, synchronizing nationwide — or even worldwide — logistics,” said Paul Giangarra, an IBM Distinguished Engineer who linked IBM’s messaging technology with Boeing’s business needs. “It moves information gathered from sensors in a secure, predictable manner.”

    Added IBM Researcher Dr. Hui Lei, who managed the project team: “R3 Messaging exploits novel techniques to discover routing paths and schedule message deliveries with remarkable dependability. It is quite useful for moving critical and time-sensitive information between the physical and digital worlds. By integrating those two spheres, it makes it easier to make better and smarter decisions.”

    The project was part of IBM Research’s First-of-a-Kind Program, leveraging internal research and development performed by Boeing Research & Technology’s Advanced Air Traffic Management group. The program pairs IBM researchers with clients to explore how emerging technologies can solve real-world business problems.

    “R3 messaging is directly applicable to the work we do in aviation information management,” said Paul Comitz, Boeing Advanced ATM chief architect, System-Wide Information Management. “It provides capabilities that we need.”

    Enterprise messaging technology, and the ability to manage a barrage of large amounts of data, has existed for some time. But until now, it has only been able to ensure the routine delivery, at an unspecified time, of electronic information within a self-contained computer network. Using new, patent-pending algorithms, IBM computer science researchers have now taken it further: For the first time, messaging technology ensures the synchronization of rapidly changing business events on a massive scale, with the ability to handle diverse and complicated systems.
