NTSB Advisory : NTSB NTSB TRANSFERS CONTROL OF INVESTIGATION OF AUSTIN PLANE CRASH TO FBI

The National Transportation Safety Board has transferred control of the investigation into yesterday’s crash of a small aircraft into an office building in Austin, Texas to the Federal Bureau of Investigation.

On the morning of February 18, 2010, a Piper PA-28 struck a 7-story building housing federal offices in Austin, Texas. The NTSB immediately initiated an investigation and dispatched a team of investigators to the scene. Information developed about the circumstances of the crash since that time point toward an intentional act rather than an accident.

Last night, NTSB Chairman Deborah A.P. Hersman consulted with the United States Attorney General, Eric Holder. They agreed that given the apparent criminal nature of the event, the primacy of this investigation should be transferred to the FBI. NTSB investigators will remain at the scene to assist the FBI.

United Airlines Launches Paperless Flight Deck With iPad

FIRST NETWORK CARRIER TO INTRODUCE PAPERLESS AERONAUTICAL NAVIGATION CHARTS; MOVE ENHANCES EFFICIENCY, SAVES FUEL, IMPROVES SAFETY

CHICAGO, Aug. 23, 2011 — United Continental Holdings, Inc. (NYSE: UAL) today announced that it is converting to paperless flight decks and deploying 11,000 iPads to all United and Continental pilots. The electronic flight bags (EFB) replace paper flight manuals, and as a first for major network carriers, provide pilots with paperless aeronautical navigational charts through an iPad app. Distribution of iPads began earlier this month, and all pilots will have them by year end.

“The paperless flight deck represents the next generation of flying,” said Captain Fred Abbott, United’s senior vice president of flight operations. “The introduction of iPads ensures our pilots have essential and real-time information at their fingertips at all times throughout the flight.”

Navigational Charting App Breaks New Ground

The iPads are loaded with Jeppesen Mobile FliteDeck, the industry’s premier app featuring interactive, data-driven enroute navigation information and worldwide geo-referenced terminal charts. The enhanced full-color, high-quality information display ensures the right information is displayed at the right time.

“We are proud to partner with United Airlines on a project of this magnitude with Jeppesen Mobile FliteDeck,” said Mark Van Tine, president and CEO of Jeppesen. “Jeppesen and United share a long and storied history that includes development of numerous innovations for the aviation industry. We look forward to continuing this partnership in integrating our digital mobile solutions that increase efficiency, reduce costs and optimize operations.”

Saving 16 Million Sheets of Paper and 326,000 Gallons of Jet Fuel a Year

Each iPad, which weighs less than 1.5 pounds, will replace approximately 38 pounds of paper operating manuals, navigation charts, reference handbooks, flight checklists, logbooks and weather information in a pilot’s flight bag. A conventional flight bag full of paper materials contains an average of 12,000 sheets of paper per pilot. The green benefits of moving to EFBs are two-fold—it significantly reduces paper use and printing, and, in turn, reduces fuel consumption. The airline projects EFBs will save nearly 16 million sheets of paper a year which is equivalent to more than 1,900 trees not cut down. Saving 326,000 gallons of jet fuel a year reduces greenhouse gas emissions by 3,208 metric tons.

    iPad Improves Efficiency and Safety

With iPad, pilots are able to quickly and efficiently access reference material without having to thumb through thousands of sheets of paper and reduce clutter on the flight deck. United and Continental pilots’ work will be streamlined as they can immediately download updates on iPad to their electronic flight materials, rather than waiting for paper updates to be printed and distributed. In addition, by eliminating bulky flight bags loaded with paper, pilots will have less to lift and carry through airports and onboard the aircraft, reducing the risk of injury while on duty.

OAG Reports Air Travel Growth, Over 285 Million Seats Offered Worldwide

WASHINGTON, Feb. 10, 2011 /PRNewswire/ — OAG (www.oag.com), the global leader in aviation intelligence reports that worldwide scheduled airline capacity increased 5% in February, year-on-year, to a total of 285.7 million seats. The number of flights increased 4%, to 2.3 million departures worldwide during the month.

In its monthly Frequency and Capacity Trend Statistics (FACTS) report, OAG finds all regional markets recorded year-on-year growth in February, with the exception of capacity to and from Central and South America. This region lost 3% of its seat capacity, when compared to the same month last year, feeling the impact again this month of the loss of Mexicana services.

Although capacity fell in Central and South America, overall; within Lower South America, scheduled capacity increased 12% year-on-year. The Brazilian market is showing the strongest growth in the region, with a 14% increase in domestic capacity in February compared to the same time last year.
“The current expansion in some South American markets may be at the height of a growth period. The impending rationalization of carriers in the region, and the development of larger alliances such as that proposed by the LAN Group and TAM, could lead to capacity consolidation as network rationalization occurs,” said Peter von Moltke, Chief Executive Officer, UBM Aviation.

Year-on-year, the two fastest growing markets in the world are those to and from the Middle East, and to and from Asia Pacific, in terms of frequency of service. The total number of flights offered to and from the Middle East grew 13% to a total of 49,014; flights to and from Asia Pacific increased 13% to a total of 55,965.

Scheduled frequency and capacity to and from Europe was the second fastest growing region among the largest markets with scheduled capacity increasing by 11%, to a total of 21.3 million seats; frequencies increased 10%, to a total of 93,558. Growth within Europe, however, increased a modest 2% in both seat capacity and the total number of flights to a total of 59.5 million seats and 493,150 flights.

“Medium to long haul carriers continue to build their presence in European markets, with the objective of securing greater shares of the longer haul markets, which traditionally deliver higher yields,” continued von Moltke. “Carriers such as Emirates, Etihad and Qatar Airways will continue to increase flights and open new markets as their development progresses, and increased frequencies to a number of European destinations are expected by these airlines throughout the year.”

The number of scheduled services both within and to and from North America remained constant year-on-year, although a slight increase in average capacity per flight resulted in more seats being offered. Total capacity to and from this region increased 3%, to a total of 15.5 million.

This data comes from the February 2011 edition of OAG FACTS (Frequency And Capacity Trend Statistics), a monthly report with interactive graphs to display performance trends of specific airports, routes, countries or regions, sourced from OAG’s consolidated database of global airline schedules. A more detailed review of this month’s OAG FACTS statistics – including information about specific regions, routes and airports – is available to download at: (http://www.oagaviation.com/OAG-FACTS-February-2011-EXECUTIVE-SUMMARY

Lufthansa and UFO union agree pay settlement for around 16,000 flight attendants

Successful arbitration under Heide Simonis / Agreement on 22-month pay freeze and significant improvements in working conditions

Deutsche Lufthansa AG and the independent UFO flight attendants’ trade union have reached agreement at their protracted pay talks. Both sides today accepted a mediated settlement put forward by former Schleswig-Holstein Premier Heide Simonis, ending months of negotiations stretching back to March 2010. Under the terms of the arbitration settlement, the pay accord for some 16,000 Lufthansa flight attendants is to be extended and the collective wage agreement re-defined.

At the talks on remuneration, the two sides agreed on a pay freeze. The existing pay settlement is to be re-concluded unchanged for a period of 22-months, lasting up to 31 December 2011. The new collective bargaining agreement is to last up to 28 February 2014. It envisages further improvements in working conditions: Among others, it reduces changes to duty rosters, giving cabin crews greater planning security, as well as defining and extending rest and break periods. Furthermore, in compensation for the staggered implementation of improved working conditions, cabin crews are to receive a structural, compensatory payment amounting to 1,000 euros in March.

On conclusion of the pay accord, Member of the Lufthansa German Airlines Board Finance & Human Resources, Dr. Roland Busch, said a fair compromise has been reached after long and difficult negotiations. It takes account of the need of flight attendants for planning stability and the special pressures they encounter in air traffic as well as the Company’s need for flexible and cost-efficient operations. “With this pay settlement, we are investing in significantly better working conditions for cabin crews. That was highly important to our staff, which is why we have made material concessions where their need for change was greatest. Now is the time to look ahead and face the challenges from competition in the industry together,“ Dr. Busch emphasised

Boeing Press Release: High-Speed Broadband System Certified on Boeing Business Jet

ATLANTA, Oct. 20 — Boeing Business Jets today announced the first certification and installation of Panasonic Avionics Corporation’s in-flight wireless high-speed broadband service, eXConnect, on a Boeing Business Jet (BBJ) 737 aircraft.

As part of the installation agreement, Panasonic will use the privately owned BBJ for ongoing testing and validation, as well as for live demonstrations. The system supports a wide range of passenger and crew applications including very high-speed internet access to passengers anywhere in the world at speeds of up to 50 Mbps to the aircraft. That’s about 100 times the speed of the fastest Internet currently available on airplanes.

“The eXConnect system installed on the Boeing 737 continues to exceed our expectations, and we are very excited to show customers, OEMs and other groups the true broadband experience made possible by our Ku solution,” said Paul Margis, Chief Executive Officer, Panasonic Avionics Corporation.

The fuselage-mounted antenna communicates through a global network of satellites and provides higher data rates than tail-mounted antennas traditionally used on business aviation aircraft. The BBJ is ideally suited for carrying a larger and more capable antenna than traditional sized business jets so global coverage is possible.

“Since its introduction to the market, the Boeing Business Jet has always provided something more than the traditional corporate jet manufacturers have been able to provide – more space, more comfort, more productivity and more utility,” said Boeing Business Jets president Steve Taylor.

“Panasonic’s new high-speed data system opens up a new capability to our customers that will help satisfy the growing need for passengers to be connected all the time, including in the air,” said Taylor.

FAA Proposes New Policy on Antidepressants for Pilots

    For Immediate Release
    April 2, 2010

WASHINGTON, D.C. — The Federal Aviation Administration (FAA) today announced that it will consider the special issuance of a medical certificate to pilots who are taking medication for mild to moderate depression, conditions that now bar them from all flying duties.

On a case-by-case basis beginning April 5, pilots who take one of four antidepressant medications – Fluoxetine (Prozac), Sertraline (Zoloft), Citalopram (Celexa), or Escitalopram (Lexapro) – will be allowed to fly if they have been satisfactorily treated on the medication for at least 12 months. The FAA will not take civil enforcement action against pilots who take advantage of a six-month opportunity to share any previously non-disclosed diagnosis of depression or the use of these antidepressants.

“I’m encouraging pilots who are suffering from depression or using antidepressants to report their medical condition to the FAA,” said FAA Administrator Randy Babbitt. “We need to change the culture and remove the stigma associated with depression. Pilots should be able to get the medical treatment they need so they can safely perform their duties.”

The FAA’s policy is consistent with recommendations from the Aerospace Medical Association, Aircraft Owners and Pilots Association, Air Line Pilots Association and the International Civil Aviation Organization. The Civil Aviation Authority of Australia, Transport Canada and the U.S Army already allow some pilots to fly using antidepressant medications.

Psychiatrists and Aviation Medical Examiners who have specialized training under the Human Intervention and Motivation Study (HIMS) program will help the FAA evaluate and monitor pilots under this new policy. The HIMS program was established 40 years ago and has been highly effective for the assessment, treatment, and medical certification of pilots who need help with alcohol and drug issues.
