    NTSB Assisting Dana Air Crash Investigation


    The NTSB is dispatching an investigator to assist the government of Nigeria in its investigation of the crash of a Dana Air Boeing MD-83 airplane, Flight # 0992.

    On June 3, 2012 at about 11:51 a.m. local time, the airplane, en route from Abuja to Lagos Nigeria, crashed outside the airport into a two story building. All 153 passengers and crew onboard were fatally injured, and an undetermined number of ground fatalities and injuries also occurred.

    As the state of design and manufacture of the Boeing MD-83, the NTSB has designated Senior Aviation Accident Investigator, Mr. Dennis Jones, as the traveling U.S. Accredited Representative. Mr. Jones will be assisted from NTSB headquarters by investigative staff specializing in operational factors, powerplants, and airworthiness as well as advisors from the Federal Aviation Administration (FAA), Boeing, and Pratt & Whitney.

    The investigation is being conducted by the Nigerian Accident Investigation Bureau.

    Boeing Completes Ultimate-Load Wing Test on 787

    EVERETT, Wash., March 28 /PRNewswire-FirstCall/ — Boeing (NYSE: BA) today completed the ultimate-load wing up-bending test on the 787 Dreamliner static test unit. During the testing, loads were applied to the airframe to replicate 150 percent of the most extreme forces the airplane is ever expected to experience while in service. The wings were flexed upward by approximately 25 feet (7.6 meters) during the test.

    The initial results of the ultimate-load test are positive. More extensive analysis and review are required before the test can be deemed a success.

    “The test program has been more robust than any conducted on a Boeing commercial jetliner,” said Scott Fancher, vice president and general manager of the 787 program, Boeing Commercial Airplanes. “It has taken countless hours of hard work by the Boeing team and our partners to work through the static test program. Everyone who has been involved in this effort over the past several years should be very proud of their contributions to ensuring the safety of the 787 Dreamliner.

    “We are looking forward to the technical team’s report on the details of the test results,” said Fancher. It will take them several weeks to work through all of the data.
    During each second of the more than two-hour test, thousands of data points were collected to monitor the performance of the wing. Key data points are monitored real-time during the test, but all of the data will be evaluated in the weeks ahead.

    Introduction
    This Special Airworthiness Information Bulletin (SAIB) advises registered owners and operators of
    the transmission of incorrect information from the Honeywell NZ-2000 Primus Epic Flight
    Management System (FMS) software having part number (P/N) VAR9XX, VAR10XX, or
    VAR11XX and installed on Hawker Beechcraft Corporation (Type Certificate Previously Held
    by Raytheon Aircraft Company) Model 4000 airplanes, Gulfstream Aerospace Corporation
    Model G-IV, GIV-X, and GV-SP airplanes, Agusta AW-139 helicopters, and Cessna Aircraft
    Company Model 680 airplanes.

    Background
    During an RNAV approach an airplane programmed with NZ-2000 FMS software (version 5.2), flew
    the WATTS THREE ARRIVAL (RNAV) Standard Terminal Arrival Route (STAR). A different
    runway was selected in the FMS during the STAR, and resulted in the FMS navigating the airplane
    toward the initial STAR waypoint instead of the next sequential STAR waypoint. As a result of this
    incident, Honeywell International Inc. issued Service Information Letter, D200909000044, dated
    October 15, 2009, to provide operators with guidelines for flight plan modifications made on the
    ARRIVAL page, including a destination runway change. This SAIB addresses the Primus Epic FMS
    because its software was a derivative of the NZ-2000 FMS software. At this time, the airworthiness
    concern is not an unsafe condition that would warrant airworthiness directive (AD) action under Title
    14 of the Code of Federal Aviation Regulations (14 CFR) part 39.

    Recommendations
    The FAA recommends that all owners and operators of Model 4000 airplanes, Model G-IV, GIV-X,
    and GV-SP airplanes, Agusta AW-139 helicopters, and Model 680 airplanes with NZ-2000 Primus
    Epic Flight Management System software ensure their flight crews are familiar with the procedures
    outlined in Honeywell Service Information Letter, D200909000044, dated October 15, 2009.

    Sabre, American Airlines Statement

    FORT WORTH, Texas, Jan. 24, 2011 – American Airlines and Sabre have agreed to put the litigation between the two companies on hold until June 1, 2011.

    American Airlines and Sabre will begin work shortly in an effort to reach a new agreement. Both parties will return to operating as they were prior to Jan. 5, 2011, in terms of Sabre displays, American Airlines content and economic terms.

    Officials at American Airlines and Sabre will not have any further comment on this announcement at this time.

    FAA Announces Category 1 Safety Rating for Nigeria

    WASHINGTON, D.C. — The U.S. Department of Transportation’s Federal Aviation Administration (FAA) today announced that Nigeria has achieved a Category 1 rating under the FAA’s International Aviation Safety Assessment (IASA) program, which means that Nigeria complies with international safety standards set by the International Civil Aviation Organization (ICAO). ICAO is the United Nations’ technical agency for aviation which establishes international standards and recommended practices for aircraft operations and maintenance.

    The IASA Category 1 rating is based on the results of a July FAA review of Nigeria’s civil aviation authority. With the IASA Category 1 rating, Nigerian air carriers may now apply to operate to the United States with their own aircraft.

    An IASA Category 1 rating means a country has the laws and regulations necessary to oversee air carriers in accordance with minimum international standards, and that its civil aviation authority – equivalent to the FAA for aviation safety matters – meets international standards for technical expertise, trained personnel, recordkeeping and inspection procedures.

    As part of the FAA’s IASA program, the agency assesses the civil aviation authorities of all countries with air carriers that operate or might be authorized to fly to the United States and makes that information available to the public. The assessments determine whether or not foreign civil aviation authorities are meeting ICAO safety standards, not FAA regulations.

    FAA and JetBlue Reach NextGen Agreement

    WASHINGTON – The U.S. Department of Transportation’s Federal Aviation Administration (FAA) announced today that the FAA and JetBlue have signed a NextGen agreement that will allow the airline to fly more precise, satellite-based flights from Boston and New York to Florida and the Caribbean beginning in 2012.

    NextGen is the transformation of the U.S. national airspace system from a ground-based system of air traffic control to one based on satellites, which will enhance safety and reduce aviation congestion. Today’s NextGen announcement follows President Obama’s State of the Union Address last week, in which he stressed the importance of targeted investments to foster American innovation that will make our nation more competitive globally and strengthen our economy here at home.

    “In his State of the Union address, President Obama called for targeted investments that harness American innovation to strengthen our nation,” said U.S. Transportation Secretary Ray LaHood. “NextGen is a critical investment in the future of our transportation system, one that uses the latest technology to transform our airspace to make aviation safer, more efficient and more environmentally friendly.”

    Under the agreement, as many as 35 of JetBlue’s A320 aircraft will be equipped with Automatic Dependent Surveillance-Broadcast (ADS-B) avionics over the next two years, enabling them to fly in two major routes off the East Coast even if traditional radar coverage is not available. The improved accuracy, integrity and reliability of aircraft surveillance under ADS-B will allow JetBlue to take advantage of these routes at all times since the satellite-based system tracks the precise position of aircraft.

    The agreement will also allow JetBlue to fly a new route to the Caribbean, and could lead to the development of two new, shorter ADS-B-only routes to the Caribbean from Boston, New York and Washington. The FAA will collect valuable NextGen data by observing and conducting real-time operational evaluations of ADS-B on revenue flights.

    “NextGen will help improve the travel experience for passengers and give airlines more flexibility to find the most efficient way to reach their destinations,” said FAA Administrator Randy Babbitt. “This agreement will allow us to collect important data to further demonstrate the benefits of NextGen.”

    “As the youngest major airline in the United States, with a majority of our operations in the Northeast – arguably the most congested airspace in the world – JetBlue enthusiastically joins the FAA in this effort to begin rebuilding the skyways,” said JetBlue Airways CEO Dave Barger. “Our investment today will yield dividends far into the future, not just for JetBlue but for all airlines. Our customers and crewmembers deserve our best efforts.”

    The FAA has agreed to pay $4.2 million for the ADS-B avionics. JetBlue will provide flight operations, pilots, and aircraft maintenance and will pay for the cost of aircraft downtime while the ADS-B avionics are installed. JetBlue will also fund the necessary training for dispatchers and flight crews, including simulator time. The airline will demonstrate the cost savings of ADS-B technology and potentially equip the rest of its A320 fleet at its own expense with ADS-B avionics.
