    FAA Finalized Fatigue Damage Rule

    Design approval holders must now set a time- or cycle-based limit after which structural damage inspections must take place. The rule specifically addresses widespread fatigue damage (WFD) with the intent of “providing for the establishment of safe operational limits and the maintenance actions necessary to preclude WFD prior to reaching those limits.

    Press Release – FAA Adopts “Comprehensive Solution” to Widespread Fatigue on Aging Aircraft

    WASHINGTON, D.C. – In a continuing effort to address aging aircraft issues, the Federal Aviation Administration (FAA) has finalized a rule designed to protect most of today’s commercial planes and those designed in the future from structural damage as they age.

    The new rule seeks to prevent “widespread fatigue damage” (WFD) by requiring aircraft manufacturers and certification applicants to establish a number of flight cycles or hours a plane can operate and be free from WFD without additional inspections for fatigue. Manufacturers have between 18 and 60 months to comply depending on the particular aircraft type.

    Once manufacturers establish these limits, operators of affected aircraft must incorporate them into their maintenance programs within 30 to 72 months, depending on the model of aircraft. After the limit is in the maintenance program, operators cannot fly the aircraft beyond that point unless the FAA approves an extension of the limit.

    “Safety is our highest priority. This rule provides a comprehensive approach to the problem of widespread fatigue in aging aircraft,” said U.S. Transportation Secretary Ray LaHood. “Requiring carriers to regularly inspect their aircraft for possible fatigue is essential to ensuring the highest levels of safety.”

    “We’ve addressed the problem of aging aircraft with numerous targeted regulations and 100 airworthiness directives over the years,” said FAA Administrator Randy Babbitt. “This rule is a comprehensive solution to ensure the structural safety of today’s airliners and the airplanes of tomorrow.”

    An airplane’s metallic structures are stressed and can develop cracks when they experience repeated loads such as the pressurization and depressurization that happens on every flight. While airlines regularly inspect aircraft for cracks exceeding a certain size, WFD involves aircraft developing numerous tiny cracks, none of which would have raised concerns individually but which together run the risk of joining up and impairing the structural integrity of the plane.

    The new regulation applies to airliners with a takeoff weight of 75,000 lbs. and heavier. It also applies to all transport designs certificated in the future.

    The affected models, totaling 4,198 U.S.-registered airplanes, are listed in the rule.
    The FAA is working closely with the European Aviation Safety Agency (EASA) and other national authorities to harmonize this rule with their regulations as much as possible. EASA is now developing rulemaking to address WFD, and the FAA participates in that process.

    Boeing Forms Commercial Satellite Services Group to Sell Satellite Capacity

    EL SEGUNDO, Calif., Feb. 22, 2011 — Boeing [NYSE: BA] announced today that it has established Boeing Commercial Satellite Services to market commercial satellite telecommunications services to the U.S. government and other satellite users. Headquartered in El Segundo, the group is a part of Boeing Space & Intelligence Systems.
    “Boeing has received orders for five hosted payloads in the past 18 months,” said Craig Cooning, CEO of Boeing Satellite Systems International and vice president and general manager of Boeing Space & Intelligence Systems. “The market response to hosted payloads as a creative solution to limited military bandwidth availability has been extremely positive, and we believe that the Boeing Commercial Satellite Services unit will perform a valuable service both for the military and for commercial users of satellite services to meet mission needs.”

    Hosted payloads represent an important move Boeing is making to respond to the global demand for more communications bandwidth. Hosted payloads can be designed in a variety of configurations based on customer needs and can be a more affordable and timely option than procuring a complete satellite. A commercial satellite carrying a hosted payload can generally be delivered in less than three years.

    Boeing Commercial Satellite Services will work with the owners of satellite systems to market available bandwidth on active systems as well as to include hosted payloads on their future spacecraft. The new division will market the payloads to prospective customers in cooperation with the host satellites’ owners.

    “The demand for satellite communications continues to be greater than the supply, and in 2010 we entered into an agreement with Inmarsat to assist them in leasing Ka-band services to the U.S. government and others,” said Cooning. “This business model can be applied to a commercial satellite operator interested in leasing service to governments.”
    Boeing’s history of hosted payloads dates back to 1993, when the company helped the U.S. Navy upgrade its ultra-high frequency (UHF) satellite communications system by augmenting several vehicles to host an extremely high frequency (EHF) payload as well as the first military Ka-band payload, which has provided Global Broadcast Service capabilities since 1998. Boeing has also built L-band, X-band and Ka-band hosted payloads that have served foreign governments through spacecraft owned by commercial satellite operators.

    In July 2009, Boeing announced a four-satellite contract from Intelsat; two of these satellites incorporate hosted payloads in the UHF band. In August 2010, Inmarsat ordered three Boeing 702HP satellites, each of which will carry a hosted payload operating in the Ka-band. Boeing also is pursuing opportunities to expand this concept to cover other types of communications capacity.

    FAA proposes $359,000 in Civil Penalties Against SkyWest Airlines

    SEATTLE – The FAA has proposed $359,000 in civil penalties against SkyWest Airlines, Inc., of St. George, Utah, for alleged violations of Federal Aviation Regulations.

    The FAA proposed a penalty of $220,000 for alleged failure to document heavy checked bags, motorized mobility aids and a heavy shipment carried in the cargo compartment of the company’s passenger aircraft. As a result, the company operated the aircraft on five flights between April 21 and May 25, 2010 with incorrect weight and balance data. The FAA alleges the violations occurred because the carrier’s employees failed to follow required procedures for documenting cargo carried on revenue passenger flights.

    The other two proposed civil penalties are for allegedly operating two Bombardier Regional Jet aircraft when they were not in compliance with Federal Aviation Regulations.

    In the first case, a proposed civil penalty of $70,500, the FAA alleges SkyWest employees failed to follow the company’s Continuous Airworthiness Maintenance Program (CAMP) and the Bombardier maintenance and inspection manual during five attempts by mechanics to correct an avionics system cooling problem on one aircraft. SkyWest operated the aircraft on at least five revenue passenger flights between July 15 and 21, 2009 when it was not in compliance

    In the second case, the FAA is proposing a civil penalty of $68,500, alleging SkyWest operated another Bombardier jet on eight revenue passenger flights between May 30 and June 1, 2010 when it was not in compliance with regulations. The FAA alleges SkyWest mechanics failed to follow procedures required in the airline’s CAMP when replacing the right air conditioning pack’s pressure-regulating and shutoff valve.

    Aeromar and Continental Airlines to Start Codeshare Flights

    CHICAGO and MEXICO CITY, Jan. 25, 2011
    Aeromar and Continental Airlines, a wholly-owned subsidiary of United Continental Holdings, Inc. (NYSE: UAL) and a Star Alliance member, today announced that they will begin codeshare cooperation on routes within Mexico.

    Effective Feb. 1, 2011 Continental will initially place its code on Aeromar-operated flights between Mexico City and 13 destinations in Mexico.     NTSB PROVIDES INVESTIGATIVE UPDATE AND PHOTO OPPORTUNITY OF LAB WORK RELATED TO BOEING 787 BATTERY FIRE IN BOSTON

    WASHINGTON – Tomorrow, National Transportation Safety Board Chairman Deborah A.P. Hersman will provide an update on the NTSB’s investigation of the Jan. 7 fire aboard a Japan Airlines (JAL) Boeing 787 at Logan International Airport in Boston.

    Chairman Hersman will brief credentialed members of the news media on the progress of the investigation, after which she and senior staff will take questions. Those unable to attend in person can call in to a teleconference line.

    Reporters will then be invited to view the materials laboratory where the battery is being examined. Photography will be allowed but no “stand-ups” or taped reporting from the lab will be permitted.

    For planning purposes, RSVP is required for those planning to either attend in person or call in.

    The following factual information has been developed about the battery: It consists of eight cells of 3.7 volts each. All eight cells had varying degrees of thermal damage. Six of eight cells have been CT scanned and have been disassembled to expose their electrodes. All electrode windings in the battery are in the process of being photo-documented and are undergoing microscopic examination. In the coming days, the remaining two cells will undergo the same examination. Additional information will be provided tomorrow.

    NTSB Press Release

    NTSB TO HOLD A PUBLIC FORUM ON PROFESSIONALISM IN AVIATION

    ( Washington , DC ) The National Transportation Safety Board
    will hold a safety forum on professionalism in aviation
    beginning Tuesday, May 18, 2010. The three-day, en-banc forum
    will be chaired by NTSB Chairman Deborah A.P. Hersman.

    “NTSB’s investigations into the midair collision over the
    Hudson River last August, the crash of Colgan Air flight 3407
    in February 2009, and the October 2009 Northwest pilots’
    overflight of their intended airport provided the impetus for
    this forum because all of them clearly demonstrated the
    hazards to aviation safety when pilots and air traffic
    controllers depart from standard operating procedures and
    established best practices,” Hersman said. “During the forum,
    we will gather information on the screening, selection and
    training of pilots and controllers and methods to reinforce
    professionalism and excellence.”

    Panelists participating in the forum will represent industry,
    government agencies, labor, academia, and professional
    associations. A technical panel composed of NTSB staff from
    the Offices of Aviation Safety and Research and Engineering,
    and the NTSB Board Members, who will make up the Board of
    Inquiry, will question the panelists.

    Dr. Tony Kern, an internationally recognized human factors and
    pilot performance expert, is the forum’s keynote speaker. The
    names of the participating panelists and the agenda will be
    provided in early May.
