Air India Safety Under Observation


Now that an Air India cabin crew told the International Civil Aviation Organisation (ICAO) of Air India safety violations and that the Directorate General of Civil Aviation (DGCA) has been tolerant and inactive regarding said violations, the ICAO may well take action. Problems were indicated, such as understaffing, inadequate rest areas for crew, lack of implementation of “Flight Duty Rules.”

The letter says:

“We have reported more than 5000 safety violations on long haul destination flights alone, over the past three years. However, as the DGCA has ignored them, we were left with no choice but approach the ICAO.”

A ten member International Civil Aviation Organization team will be in India from August 19 to 24 and a representative of USFAA (US Federal Aviation Administration) will arrive in the county on September 9 as part of an inspection of India’s air safety preparedness.

    AIR INDIA Engine Failure

    What: Air India flight IC 509 en route from Kochi to Bangalore-Chennai
    Where: Kochi Airport
    When: June 30, 2010
    Who: 42 passengers, 7 crew.
    Why: After takeoff, one engine failed. The pilot returned to Kochi and made a safe landing with emergency vehicles on standby.

    A dozen passengers were rerouted to a Kingfisher flight at 8.30 am; the rest were provided hotel accommodations and a later Jetlite flight.

    Adoption of Security Roadmap Key Step In Countering Terrorism

    MONTRÉAL, 15 February 2011 – The adoption of a roadmap by 14 ICAO Member States to further protect global air transport from terrorist and other security threats was praised today by the Secretary General of the International Civil Aviation Organization, Raymond Benjamin, at the conclusion of a two-day regional aviation security conference in New Delhi.

    Among the measures included in the roadmap are actions that States will take to strengthen security screening procedures by ensuring that professionals are appropriately trained and equipped. Air cargo security will be enhanced through working with Customs authorities on common goals. Capacity-building assistance to States in need in cooperation with ICAO, other States and the aviation industry is emphasized in the roadmap.

    The conference was the first in a series on implementing the ICAO Declaration on Aviation Security, unanimously adopted by the Organization’s Assembly last October to deal with known, new and emerging threats to civil aviation.

    “The challenge, OUR challenge, is to turn commitment into action. Terrorism is a global problem that requires global solutions,” Mr. Benjamin emphasized when urging participants to develop the roadmap during the opening of the conference.

    “This roadmap is a key step in addressing the security challenge and can serve as a model for other regional aviation security conferences, culminating in a global security conference planned for next year at ICAO Headquarters in Montréal,” Mr. Benjamin indicated.

    In support of the roadmap’s initiatives, Mr. Benjamin pointed to ICAO’s ongoing collaboration with the air transport industry on a security checkpoint of the future concept to improve the effectiveness of passenger and carry-on baggage screening at airports. ICAO is also working with the World Customs Organization to establish best practices for air cargo security.

    The Government of India, through the Minister of Civil Aviation, is to play a leading role in the implementation of the roadmap in the region through technical cooperation and other initiatives.

    Air India’s Loss of Income and pilots

    Air India’s delinquency in payroll which earlier this year led to a strike, has led to about fifty pilots quitting.

    Employees were promised incentives and raises to 30,000 employees. Currently pilots and other employees are owed a month’s salary.

    Civil Aviation Minister Vayalar Ravi said ” the management of the Air India was in a constant dialogue with the unions and associations of the pilots.”

    In the October strike, 100 pilots threatened to quit.

    Mangalore Crash: Air India Express Boeing 737-800

    What: Air India Express Boeing 737-800 en route from Dubai to Mangalore
    Where: Mangalore airport
    When: 6:00 a.m May 22 2010
    Who: 160 (?) passengers including 23 children, 6 crew= 158 fatalities and 8 survivors
    Why: Air India Express flight 812 attempted touch down was around the middle marker. (Conflicting) reports are that it overshot the runway, and that the pilot intended a go round (tapes reveal the co pilot was urging a go-round) but the plane hit the localizer antenna at the runway’s end, plowed through the perimeter losing part of a wing, and went down 75 feet into a ravine, and broke into pieces and burst into flames. On touchdown, there was a reported “bang” which may have been a tire bursting. A drizzle started after the accident. From 5 to 10 people have been hospitalized, but according to reports there are possibly 3 survivors.

    Survivor Abdul Puttur suffered burns. He was seated near the wing exit and said that the pilot had announced the landing, then there was a thud. He saw huge flames after the plane fell into the ravine and then he jumped out from the back entrance. Another passenger said the pilot made no announcement.

    The Serbian pilot was Zlatko Glusica, first officer was S.S. Ahluwalia.

    According to DGCA rules, Mangalore International Airport is deemed a “critical airfield” which means that “supervised take offs and landings” are prohibited. Only the captain (not the first officer) can pilot take-offs and landings. Mangalore International Airport has a controversial table top runway and which forces pilots to make a precision landing. The airport has no buffer zone, and pilots landing planes must fly precisely or risk hurtling off the edge.

    Indian Civil Aviation Official Meets with Mangalore Crash victims

    Vayalar Ravi, Indian Civil Aviation Minister met or called (on the 18th) victims of the Mangalore crash to discuss their compensation claims. A meeting on the 19th included representatives from the airline, the government and the insurance company.,

    The crash occurred in May of 2010, when the Dubai-Mangalore Air India Express jet overshot the runway, killing 158 people aboard.

    However other business was also being handled during the meetings.

    The outcome of the meetings has not yet been released.
