The Federal Aviation Administration is proposing a civil penalty of $210,000 against Alaska Airlines of Seattle for allegedly failing to properly document and tag deactivated systems and equipment before making repairs.
The FAA alleged that on 10 occasions between June 19, 2010, and January 13, 2011, Alaska performed maintenance on six of its Boeing 737 airplanes but failed to comply with the required alternative deactivation procedures. Specifically, the airline allegedly failed to document the alternative actions it took, and failed to install the appropriate danger tag. These requirements are safety measures designed to reduce hazards to technicians during maintenance and to prevent potential damage to the aircraft and onboard systems. Alaska Airlines has 30 days from receipt of the civil penalty letter to respond to the agency.

ATLANTA, Oct. 20 — Boeing Business Jets today announced the first certification and installation of Panasonic Avionics Corporation’s in-flight wireless high-speed broadband service, eXConnect, on a Boeing Business Jet (BBJ) 737 aircraft.
As part of the installation agreement, Panasonic will use the privately owned BBJ for ongoing testing and validation, as well as for live demonstrations. The system supports a wide range of passenger and crew applications including very high-speed internet access to passengers anywhere in the world at speeds of up to 50 Mbps to the aircraft. That’s about 100 times the speed of the fastest Internet currently available on airplanes.
“The eXConnect system installed on the Boeing 737 continues to exceed our expectations, and we are very excited to show customers, OEMs and other groups the true broadband experience made possible by our Ku solution,” said Paul Margis, Chief Executive Officer, Panasonic Avionics Corporation.
The fuselage-mounted antenna communicates through a global network of satellites and provides higher data rates than tail-mounted antennas traditionally used on business aviation aircraft. The BBJ is ideally suited for carrying a larger and more capable antenna than traditional sized business jets so global coverage is possible.
“Since its introduction to the market, the Boeing Business Jet has always provided something more than the traditional corporate jet manufacturers have been able to provide – more space, more comfort, more productivity and more utility,” said Boeing Business Jets president Steve Taylor.

FAA Proposes New Policy on Antidepressants for Pilots

April 2, 2010WASHINGTON, D.C. — The Federal Aviation Administration (FAA) today announced that it will consider the special issuance of a medical certificate to pilots who are taking medication for mild to moderate depression, conditions that now bar them from all flying duties.
On a case-by-case basis beginning April 5, pilots who take one of four antidepressant medications – Fluoxetine (Prozac), Sertraline (Zoloft), Citalopram (Celexa), or Escitalopram (Lexapro) – will be allowed to fly if they have been satisfactorily treated on the medication for at least 12 months. The FAA will not take civil enforcement action against pilots who take advantage of a six-month opportunity to share any previously non-disclosed diagnosis of depression or the use of these antidepressants.
“I’m encouraging pilots who are suffering from depression or using antidepressants to report their medical condition to the FAA,” said FAA Administrator Randy Babbitt. “We need to change the culture and remove the stigma associated with depression. Pilots should be able to get the medical treatment they need so they can safely perform their duties.”
The FAA’s policy is consistent with recommendations from the Aerospace Medical Association, Aircraft Owners and Pilots Association, Air Line Pilots Association and the International Civil Aviation Organization. The Civil Aviation Authority of Australia, Transport Canada and the U.S Army already allow some pilots to fly using antidepressant medications.
Psychiatrists and Aviation Medical Examiners who have specialized training under the Human Intervention and Motivation Study (HIMS) program will help the FAA evaluate and monitor pilots under this new policy. The HIMS program was established 40 years ago and has been highly effective for the assessment, treatment, and medical certification of pilots who need help with alcohol and drug issues.

Thank you, David [Whitestone], and thank you to the Washington Airports Task Force for giving me the opportunity to participate in this celebration.
Make no mistake about this: Gary Kelly and Southwest Airlines are serious. Over the last year and a half, I’ve been making a steady drumbeat for NextGen. Southwest Airlines was in gear for NextGen long before I got here. I can say without hesitation that Southwest Airlines is a leader when it comes to NextGen.
You can see it in their business operation. They aren’t content with the status quo. They recognize that NextGen is the front door to opportunity; that it’s the key to operating successfully and profitably in a system that doesn’t look like the one from 10 or 20 years ago.
Gary Kelly and Southwest Airlines and several airlines are saying, “This is not your father’s NAS,” and they’re 100 percent right. NextGen transitions us from an air traffic control focus to a more holistic approach – a system focus that makes full use of all of the technology that’s out there today and will provide benefits from technology that’s yet to come.
And this didn’t “just happen.” Back in 2008, Southwest committed to NextGen full-bore. This business decision was driven by a difficult economic environment, the high price of gas and competition. When you cut your fuel costs, you boost the bottom line. That’s not high level math, that’s street-smart maneuvering. Southwest committed to upgrade its 737 fleet with required navigational performance capabilities – RNP. They committed to train their aircrews for the performance based navigation operations made possible by NextGen.
This wasn’t a decision for the faint of heart. They’ve equipped all of their aircraft to be performance based navigation capable. That was $175 million. They’ve trained 6,000 pilots to fly the approaches. In about a month, pilot training should be complete and their pilots will be approved to conduct RNP routes and approaches that require authorization. As part of its internal training plan leading toward operational approval for RNP use, Southwest has a self-imposed requirement to log approximately 3,200 RNAV GPS approaches.
Southwest Airlines actively supports the FAA in the development and implementation of RNP procedures across the nation, either in the role as lead carrier or as a participant with other operators. Last year, 59 RNP procedures that required special authorization for participating aircrafts and aircrews were published for 15 airports, including 10 served by Southwest. Eventually, these types of procedures will be developed and implemented through a continued collaborative effort, at airports across the country.
So that’s a mouthful of numbers and acronyms, but what it means is that Southwest Airlines and Gary Kelly understands that the system of tomorrow is hinged on the equipment, and they have no intention of waiting until tomorrow comes to get the new stuff into their cockpits. When they hear “best equipped, best served,” they don’t want to be in that line, they want to be at the front of it.
None of this is free, and I’ll be the first to admit that if you look back, the FAA has been slow on our promise to deliver the goods. But with NextGen, we are, and let me say without equivocation that Southwest and Gary Kelly are putting their airline in the optimum position to cash in on it and providing incentive for others to match them.
With both leadership and vision, not only did Southwest commit to this effort financially, but they also did so from a company culture standpoint. From the start, Gary Kelly and Southwest took great pains to educate and motivate their entire work force on the wide-ranging benefits to be gained from becoming a performance-based navigation airline; benefits not only to the company, but to the country as a whole. I’m talking about reduced airspace congestion, more efficient air travel, reduced emissions and a reduced dependency on oil.
The savings adds up to real money. Performance based navigation means shorter, more direct routes. Southwest figures that for a single minute of time saved on each flight, the annual savings quickly add up to 156,000 metric tons in emissions per year. And $25 million in fuel savings per year. Seconds count.
At the end of all this, Southwest Airlines will have transformed itself from an airline navigating solely by fixed ground-based navigation aids to one flying satellite-based precise, optimally designed routes that will allow for reduced flight times and contribute to a more efficient national airspace system benefiting the entire U.S. population.
I’ve been flying in this system for going on five decades now, and I appreciate what Southwest has done. They, and several of their competitors, have shown real leadership in pushing for new technology and the efficiencies that it brings. That’s forward thinking.
And this kind of approach doesn’t happen in a vacuum. It only happens when an airline like Southwest says, “This is where we need to go, and this is how we’re going to get there.” And then they do it. Congratulations.
New Mexico Students to Speak with NASA Astronaut on Space Station

Students from six schools in Alamogordo, New Mexico, will speak with a NASA astronaut living, working and doing research aboard the International Space Station at 11 a.m. EST Wednesday, Feb. 21. The 20-minute, Earth-to-space call will air live on NASA Television and the agency’s website.Middle and high school students will travel to Alamogordo High School for the call to Expedition 54 astronaut Scott Tingle aboard the space station, posing questions about life aboard the orbital outpost, NASA’s deep space exploration plans, and doing science in space.
Tingle arrived Dec.19 and is scheduled to return to Earth in June.
The New Mexico Museum of Space History (NMMSH) has collaborated with the Alamogordo Public School and the New Mexico School for the Blind and Visually Impaired for this event. NMMSH is a state museum chartered to educate the people of New Mexico and visitors in the history, science and technology of space.
Students have been preparing for the event by forming teams to design and build simple apparatuses or experiments involving fluid management, combustion, or crystal growth to compare performance in a 1g vs simulated microgravity environment. Some 1,500 students and teachers are expected to be on-site at Alamogordo High School during the downlink with 4,000 more watching virtually in school auditoriums throughout Alamogordo Public Schools.
Boeing Receives US Air Force Contract for C-17 Training Devices
ST. LOUIS, Dec. 22, 2010 — The Boeing Company today announced it has received a contract from the U.S. Air Force to deliver C-17 training devices to three sites. The contract value is $44 million initially and up to $72 million if two options are exercised.
The first set of devices is an Integrated Training Center (ITC) to be delivered to Wright-Patterson Air Force Base, Ohio, in the first quarter of 2012. The ITC will consist of a weapon systems trainer, pilot and co-pilot station, loadmaster station and related courseware and support equipment. A second weapon systems trainer will be installed at McChord Air Force Base, Wash., in the third quarter of 2012 and a third ITC will go to a new C-17 training site in early 2013.
“Wright-Patterson is set to receive its first of eight C-17s next year and McChord has 54,” said Mark McGraw, Boeing vice president for Training Systems & Services. “We are proud to add to the Air Force’s training capability and support warfighter readiness with these new devices.”
The ITCs support pilot and co-pilot instruction in flight operations, mission planning and emergency procedures through computer-based training, advanced aircraft simulation and other desktop training devices. C-17 loadmasters also receive computer-based and aircraft training in addition to training on the loadmaster station, cargo loading models and cargo compartment trainer. Additionally, maintenance personnel can use the ITCs for training on engine run procedures.

Updated: 2:12 pm ET March 10, 201 Randy Babbitt, FAA Administrator announced that the FAA Air Traffic Organization is now managing under a safety management system to handle National Airspace System changes. This involves procedure modifications utilizing a new methodology for the FAA to “identify, assess and manage safety risks associated with changes to the National Airspace System.”
The Safety Management System is made up of four components:
- safety policy – how implementation is carried out, and functions, processes, and responsibilities.
- safety assurance reviews, evaluations, audits, inspections, investigations, and data tracking and analysis measuring safety
- safety risk management hazard identification and mitigation
- safety promotion. safety education and training
