    Boeing Forms Information Solutions Business to Address Growing IT/Cyber Market

    ARLINGTON, Va., Jan. 13, 2011 — Boeing [NYSE: BA] today announced that it has formed a new Information Solutions business to more efficiently offer proven, military-grade, software-based solutions for customers including the Department of Defense, the U.S. Intelligence Community, federal and international governments, and Fortune 1000 customers. John Hinshaw, Boeing’s former chief information officer, will lead the new business as its vice president and general manager.
    Information Solutions, a division of Network & Space Systems, part of the Boeing Defense, Space & Security (BDS) operating unit, combines teams with similar operating cultures and software-development expertise from across BDS, including:

    • The cybersecurity and intelligence capabilities of Network & Space Systems’ Intelligence & Security Systems division
    • The logistics command and control (LogC2) business Tapestry Solutions and international LogC2 work, both from Boeing Global Services & Support.

    “We have built significant cyber, logistics and information services capabilities across Boeing through internal research and development as well as by targeted acquisitions,” said Roger Krone, president of Network & Space Systems. “By bringing those resources together into one customer-focused organization, we are not only better aligned as a company, but also better able to serve our customers’ growing information solutions needs across the dot-ic, dot-gov, dot-mil and dot-com domains.”

    Information Solutions is headquartered in Arlington and has approximately 4,000 employees.
    “As the chief information officer of two Dow 30 enterprises — Boeing and Verizon Wireless — I’ve lived through the challenges that customers face in delivering integrated, reliable, and secure information technology to enable their operations,” said Hinshaw. “Boeing knows how to deliver complex, mission-critical products and services, and we now will extend that expertise into the broader information technology market.”

    Of Boeing’s 10 acquisitions during the past three years, eight are now part of Information Solutions: the cyber/C4ISR-related acquisitions of RavenWing, DRT, Kestrel Enterprises, exMeritus, and Narus, and the LogC2-related acquisitions of Tapestry Solutions, Federated Software Group, and CDM Technologies.

    IATA Partnership Boosts SMS Development

    SMS development is a good thing, but we shouldn’t abandon black boxes.

    Airbus wants to replace black boxes with “a more secure system” of real time satellite transmission.

    The thing is we HAVE black box technology now. We should keep using it.

    Aviation authorities should mandate the usage of both–keep what’s in place as a backup, and go for the real time data relay also. Not everything works as expected, all of the time, so all possible fail-safes should be employed. It’s not just that all that record-keeping keeps everyone honest; in the case of aviation, all those records will keep people alive.

    Real time is not fail-proof, but a FANTASTIC idea. The question of cockpit recordings that infringe on the pilots privacy is going to hang in the air unanswered for now while the real time system is tested and perfected.

    The privacy issue is an interesting factor. Some real time conversation in a cockpit is simple camaraderie–a workplace environment thing that makes a working environment comfortable. Plus it works better than coffee to keep the pilots awake and generally on task.

    No one likes to work with someone looking over their shoulder. Eventually this may become an issue as authorities will inevitably over-regulate the degree of cockpit conversation–bound to be a factor when one considers the Hudson river crash where air traffic control (not pilots) were discussing cat bbq rather than doing their jobs; and the Colgan Air/Pinnacle cockpit recordings that exposed training deficits just before the icing crash in Buffalo .

    The point is that we have the technology; we should use it. It will help save lives.

    The IATA is the sixty year old international trade body of aviation, which represents, leads and serves the airline industry in general and is made up of about 230 airlines (93% of international air traffic.) The Superstructure Group has become an IATA partner. The Superstructure Group is developing the STEADES exchange system, provides technology and consultancy services to meet information needs and is bringing realtime SMS software to the aviation industry.

    NASA HOLDS MEDIA TELECONFERENCE TO PREVIEW MAJOR HURRICANE STUDY

    WASHINGTON — NASA will hold a media teleconference on Thursday, Aug.
    5, at 3 p.m. EDT to discuss its upcoming airborne research campaign
    into hurricane behavior.

    The Genesis and Rapid Intensification Processes mission, or GRIP, will
    study how hurricanes are created and why they can intensify rapidly.
    The mission involves three NASA research aircraft based in Florida,
    Texas, and California, and observations from several NASA satellites.
    GRIP will run from Aug. 15 to Sept. 25.

    The teleconference panelists are:
    – Ramesh Kakar, weather focus area lead, NASA Headquarters, Washington

    – Scott Braun, hurricane modeler/research meteorologist, NASA’s

    FAA Proposes Safety Systems for Certificated Airports

    The FAA has proposed requiring airports certificated under Part 139 to put in place safety management systems (SMS) for all airfield and ramp areas.

    There are currently 553 airports in the U.S. that hold Part 139 certificates. These certificate holders serve scheduled and unscheduled air carrier aircraft with more than 30 seats. These certificate holders also may serve scheduled air carrier operations with air carrier aircraft with more than nine but less than 31 seats.

    SMS is a formal approach to managing an organization’s safety through four key components — safety policy, safety risk management, safety assurance, and safety promotion.

    This proposal will help airports enhance safety by developing an organization-wide safety policy; implementing methods to mitigate airport hazards; and analyzing and mitigating risks before they change airport procedures or infrastructure. The proposed rule requires that SMS be used for airport movement and non-movement areas which includes runways, taxiways, ramps, aircraft parking aprons, and fuel farms. The FAA believes that SMS will provide an additional layer of safety at airports and help reduce airport incidents and accidents. Airports will have the flexibility to implement a SMS plan that considers their unique operating environment.
    While the proposed SMS requirement will not take the place of regular FAA Part 139 inspections, this proactive emphasis on hazard identification and mitigation will provide airports with robust tools to improve safety.
    Airports are identified by four classes, depending on the type of air carrier service at the airport. The proposal states that Class I airports would be required to develop a SMS implementation plan within six months and implement within 18 months after the final rule is published. The remaining Class II, III, and IV airports would be required to develop a SMS implementation plan within nine months and implement within 24 months after the final rule is published. The FAA will review and approve the SMS implementation plans.

    New FAA Center of Excellence for General Aviation

    Press Release – FAA Establishes New Center of Excellence for General Aviation

    WASHINGTON – U.S. Transportation Secretary Ray LaHood today announced that the Federal Aviation Administration (FAA) has selected a team of universities to lead a new Air Transportation Center of Excellence (COE) for general aviation. The COE will focus research and testing efforts on safety, accessibility and sustainability to enhance the future of general aviation.
    “The United States has the largest and most diverse general aviation community in the world, with more than 300,000 aircraft registered to fly through American skies,” said Secretary LaHood. “This innovative partnership with academia and industry will help us take general aviation safety to the next level.”

    The selected group is called the FAA Center of Excellence Partnership to Enhance General Aviation Safety, Accessibility and Sustainability (PEGASAS), and will be led by Purdue University, The Ohio State University and the Georgia Institute of Technology. The core team also will include the Florida Institute of Technology, Iowa State University and Texas A&M University. Affiliate members include: Arizona State University, Florida A&M, Hampton University, Kent State University, North Carolina A&T State University, Oklahoma State University, Southern Illinois University (Carbondale), Tufts University, Western Michigan University and University of Minnesota, Duluth.

    The FAA’s COE program is a cost-sharing research partnership between academia, industry and the federal government. Research and development efforts by PEGASAS will cover a broad spectrum of general aviation safety issues, including airport technology, propulsion and structures, airworthiness, flight safety, fire safety, human factors, system safety management and weather.
    The PEGASAS university members all have nationally recognized collegiate flight education programs, and three of the core members (Purdue, Ohio State and Texas A&M) also own and operate their own airports. Research projects will be performed through a partnership of principal investigators from the different universities. PEGASAS will engage both graduate-level and undergraduate students in its research activities.

    “The FAA continues its goal of working to reduce general aviation fatalities by 10 percent over a 10-year period, from 2009 to 2018,” said Acting FAA Administrator Michael Huerta. “The Center of Excellence program is a valuable tool in providing the critical data we need to reduce those accidents.”

    PEGASAS industry and organizational partners are GE Aviation; Battelle Memorial Institute; NetJets Inc.; Cessna; Gulfstream; Piper; Raytheon; Rockwell Collins; Cirrus; Flight Safety Foundation; Guardian Mobility; Harris Corporation; Jet Aviva; NextGen AeroSciences; Nelson
    Consulting; Rolls-Royce; The Spectrum Group; Take Flight Solutions; Woolpert; the Flight Deck Display Research Laboratory at NASA Ames; Columbus Regional, South Bend and Fort Wayne Airports; Florida, Georgia, Iowa and Indiana Departments of Transportation; the National Business Aviation Association; the National Intercollegiate Flying Association; and Ohio Aerospace Institute. These non-federal affiliates will provide matching contributions to help offset the FAA’s investment in the COE’s general aviation research initiatives.

    The FAA established the first Center of Excellence for General Aviation in 2001 through a 10-year agreement to conduct general aviation research in airport and aircraft safety areas. The research topics included pilot training, human factors, weather, Automatic Dependent Surveillance/Broadcast (ADS-B), remote airport lighting systems and other matters.

    As the first Center of Excellence for General Aviation research concludes, the new team will continue critical research, testing and education efforts. The FAA intends to invest a minimum of $500,000 per year during the first five years of the new, 10-year agreement with PEGASAS.
    Congress authorized Air Transportation Centers of Excellence under the Federal Aviation Administration Research, Engineering and Development Authorization Act of 1990. This legislation enables the FAA to work with university partners and industry affiliates to conduct research in airspace and airport planning and design, environment and aviation safety, as well as to engage in other activities to assure a safe and efficient air transportation system.

    The FAA has established Centers of Excellence in eight other topic areas, focusing on commercial space transportation, airliner cabin environment and intermodal research, aircraft noise and aviation emissions mitigation, computational modeling of aircraft structures, advanced materials, airport pavement and airport technology, operations research and airworthiness assurance.

    NTSB ASSISTS GOVERNMENT OF LEBANON IN AVIATION ACCIDENT

    The National Transportation Safety Board will dispatch an aviation investigator to assist the government of Lebanon in its investigation of the crash of an Ethiopian Airlines B- 737-800 (ET-ANB) off the coast of Lebanon.

    At approximately 2:30 a.m. local time on January 25, the aircraft crashed into the Mediterranean Sea shortly after takeoff.

    NTSB Chairman Deborah A.P. Hersman has designated senior investigator Dennis Jones as the U.S. Accredited Representative. His team will include technical advisors from the Federal Aviation Administration and Boeing.

    The investigation is being conducted by the Directorate General of Civil Aviation of the Government of Lebanon, which will release all information on the progress of the investigation.
