    Southwest Airlines Statement Regarding Tentative Agreement With Pilots Union on the Boeing 737-800

    Thu, Oct 14, 2010 – DALLAS – The decision to bring the Boeing 737-800 into the Southwest Airlines fleet moved yet another step closer to reality today as the Board of Directors for the Southwest Airlines Pilots’ Association (SWAPA), representing more than 5,800 Pilots, unanimously approved a tentative agreement reached with the Company. The tentative agreement will now be presented to the full SWAPA membership for a ratification vote.

    “Two months ago, we initiated discussions with both our Flight Attendants and Pilots as part of our contractual requirements to operate the-800,” said Mike Van de Ven, Southwest Airlines Executive Vice President and Chief Operating Officer. “Today, I want to congratulate both SWAPA and TWU 556, the Union that represents our Flight Attendants, for recognizing the potential longterm benefits associated with adding the -800 to our fleet. We are still evaluating the needs for training, scheduling, aircraft configuration, and other regulatory considerations, but this is an important step in the due diligence process.”

    If approved by a majority vote of the Pilots, their current contract will be extended by one year, becoming amendable August 31, 2012, and also include the potential for wage rate increases based on the Company’s financial performance.
    Last month, the Executive Board of the Transport Workers Union (TWU) Local 556, representing more than 9,700 Southwest Flight Attendants, unanimously approved a tentative agreement reached with the Company. The tentative agreement is currently being presented to all members of TWU 556 for a ratification vote.

    FAA Penalty Against Woodward

    WASHINGTON – The Federal Aviation Administration (FAA) is proposing a civil penalty of $246,450 against Woodward, Inc., a Santa Clarita, Calif.-based aircraft repair station, and its subsidiary HRT for allegedly violating FAA drug and alcohol testing regulations.
    The FAA alleges Woodward HRT failed to conduct required drug tests and receive verified negative drug test results before transferring or hiring 12 people to perform safety-sensitive aircraft maintenance work.

    The FAA also alleges the company failed to include six individuals in its random drug and alcohol testing pool.
    Other alleged violations include failing to administer a return-to-duty drug test to one employee after he completed a substance abuse treatment program. The company’s testing firm also allegedly used an expired intoximeter bottle to perform calibration checks on a breath-testing device.
    The FAA discovered the alleged violations during an inspection of Woodward’s required drug and alcohol testing program April 9-13, 2012. The alleged violations took place between August 2010 and March 2012.

    Boeing PR: NewGen Tanker Win Would Bring 230 Jobs, $10 Million to Oklahoma

    OKLAHOMA CITY, Nov. 12, 2010 — The Boeing Company [NYSE: BA] today announced that Oklahoma will benefit from an estimated 230 total jobs and generate an estimated $10 million in annual economic impact if the NewGen Tanker is selected as the U.S. Air Force’s next aerial refueling aircraft.

    Boeing submitted its proposal July 9 to replace 179 of the Air Force’s 400 Eisenhower-era KC-135 aircraft. The Air Force is expected to award a contract in the next few months.

"Oklahomans will be very proud to contribute to the mission of our country’s brave military men and women, who need just the kind of state-of-the-art, American-made tanker that Boeing has proposed."

"Along with the rest of the United States Tanker Team, our suppliers in Oklahoma will be focused on building a NewGen Tanker that best meets America’s military needs at the greatest value to American taxpayers."

    Oklahoma manufacturers ready to produce critical components on the NewGen Tanker include:

    • Cinch Connectors, Vinita
    • Limco Manufacturing, Tulsa
    • Precise Machining & Manufacturing, Tulsa.

    Currently, Boeing has 964 employees in Oklahoma and works with nearly 247 suppliers/vendors, delivering a total $531 million in annual economic impact.

    The NewGen Tanker is a widebody, multi-mission aircraft based on the proven Boeing 767 commercial airplane and updated with the latest and most advanced technology. Capable of fulfilling the Air Force’s needs for transport of fuel, cargo, passengers and patients, the combat-ready NewGen Tanker will meet or exceed the 372 mandatory requirements described in the service’s final KC-X Request for Proposal released Feb. 24.

    The NewGen Tanker will be made with a low-risk approach to manufacturing that relies on existing Boeing facilities in Washington state and Kansas as well as U.S. suppliers throughout the nation, with decades of experience delivering dependable military tanker and derivative aircraft. Nationwide, the NewGen Tanker program will support approximately 50,000 total U.S. jobs with Boeing and more than 800 suppliers in more than 40 states.

    The Boeing NewGen Tanker also will be more cost-effective to own and operate than a larger, heavier tanker. It will save American taxpayers more than $10 billion in fuel costs over its 40-year service life because it burns 24 percent less fuel than the competitor’s airplane.

    Boeing has been designing, building, modifying and supporting tankers for decades. These include the KC-135 that will be replaced in the KC-X competition, and the KC-10 fleet. The company also has delivered four KC-767Js to the Japan Air Self-Defense Force and is on contract to deliver four KC-767As to the Italian Air Force.

    New FAA System Improves Air Safety at Juneau

    ANCHORAGE – A new surveillance technology called the Wide-Area Multilateration System (WAM) is now allowing air traffic controllers to track aircraft along the difficult approach to Juneau – a mountainous area where radar coverage isn’t possible.

    “This technology will allow more aircraft to fly into Juneau and it will give air traffic controllers the tools they need to safely and efficiently handle these flights,” said FAA Administrator Randy Babbitt.

    Air traffic controllers can now see aircraft approaching Juneau, something that wasn’t possible before WAM because of the rugged terrain surrounding the city. The mountains make radar coverage impossible since radar signals cannot pass through solid objects. Without radar coverage, controllers had to separate aircraft approaching Juneau by large distances in order to provide the appropriate safety margins. Air traffic controllers are now able to safely decrease the separation between them to five nautical miles.

    WAM is comprised of a network of small sensors deployed around Juneau. The sensors send out signals that are received and sent back by aircraft transponders. No other aircraft equipment is required. The system triangulates the returning signals to determine the precise location of each aircraft. Controllers are able to see those aircraft on their screens as if they were radar targets.

    WAM is being used in the near term while the agency rolls out Automatic Dependent Surveillance – Broadcast (ADS-B), the satellite-based surveillance system that will be deployed nationwide in 2013. WAM will then serve as a backup to ADS-B in the event of a GPS outage and provide an additional source of traffic broadcast to properly equipped aircraft. A WAM system is also operating in Colorado.

    NTSB SENDING TEAM TO ASSIST GOVERNMENT OF LIBYA IN AVIATION ACCIDENT INVESTIGATION

    The National Transportation Safety Board is dispatching a team of investigators to assist the government of Libya in its investigation of an accident involving an Airbus A330-200, which was equipped with General Electric CF6-8E1
    engines. At approximately 6:00 am local time on May 12, 2010, the aircraft, operated by Afriqiyah Airways, crashed on approach to Tripoli airport in Tripoli, Libya. Of the 104 passengers and crew on board the airplane, there was one
    survivor. The airplane originated in Johannesburg, South Africa.

    As the State of design and manufacture for the engines, NTSB Chairman Deborah A.P. Hersman has designated Senior Air Safety Investigator, Lorenda Ward, as the U.S. Accredited Representative. The U.S. team will also include an NTSB engines specialist as well as technical advisors from the Federal Aviation Administration, and General Electric. The team is expected to arrive tomorrow afternoon.

    The Bureau d’Enquete et d’Analyse (BEA) of France, representing the country of manufacture of the airplane, has also sent a team of investigators to Libya.

    The investigation is being conducted by the Libyan Civil Aviation Authority, which will release all information on the progress of the investigation.

    FAA Proposes $1.45 Million Civil Penalty against Northwest Airlines

    WASHINGTON, D.C. – The Federal Aviation Administration (FAA) has proposed a $1.45 million civil penalty against Northwest Airlines for operating a number of its Boeing 757 aircraft without proper windshield wiring inspections.

    A 1990 FAA airworthiness directive on Boeing 757s required inspections for the presence of undersized wires in the heating system for both the captain’s and first officer’s windows, and replacement if needed. Left uncorrected, the problem could cause overheating, smoking and possibly a fire.

    Northwest wrote maintenance instructions for its mechanics in April 1990 that omitted the required inspection of the wires under the first officer’s window. As a result, 32 of the carrier’s 757s flew more than 90,000 passenger flights between December 1, 2005 and May 27, 2008, while not in compliance with the airworthiness directive.

    “Safety is the number one priority for the Department of Transportation,” said Transportation Secretary Ray LaHood. “The FAA has airworthiness directives for a reason and carriers cannot pick and choose when they want to comply.”

    On May 28, 2008, Northwest discovered it had not performed the proper inspections and revised its maintenance instructions. However, the instructions did not require the work be performed before further flight, but at the next planned overnight layover. As a result, 29 of the 32 aircraft flew 42 passenger-carrying flights while they were still out of compliance with the airworthiness directive.

    “When an air carrier realizes that an airworthiness directive is not being followed the problem must be corrected immediately,” said FAA Administrator Randy Babbitt. “Safety cannot wait for the next scheduled maintenance.”

    The airline has 30 days from the receipt of the FAA’s civil penalty letter to respond to the agency.
