    Like the pilot association, we wonder how blaming the victims will improve the state of aviation.

    The pilots of Air France Flight 447 had already lost valid data before the Airbus A330 stalled. Fell for three minutes down into the Atlantic in June of 2009, carrying the 228 people aboard to their death. Fell, with pilots flying blind. Fell, with only erroneous data available. Fell with the warning system squawking confused messages. Yet the Bea report says this was was the pilot’s fault.

    We want to know if this investigation will turn out to be deliberate persecution of the pilots instead of legitimate prosecution of Airbus flawed design?

    It is no wonder that the families of the victims are crying foul that the report criticizes pilot performance but not the faulty stall alarms.
    It is no wonder that pilot associations all over the world are protesting.
    It is no wonder that the BEA is being accused of protecting Airbus.

    Why would the recommendation to improve the warning system be removed from the report?
    Why, if not to protect Airbus, scheming to avoid the legal and financial consequences of the crash?

    Pilots say that the stall alarm tends to sound while simultaneously messaging the pilots to ignore the “superfluous” warning. Airbus denies this ever happens.

    How valid can the report be if it is being skewed to protect Airbus and blame the pilots? Should the BEA be placed under criminal investigation alongside with Air France and Airbus?

    Alternative to Disaster
    Short runways are an unavoidable problem when there is a shortage of land and it is not possible to have the standard 1,000 feet overrun. Judging by the Tam air disaster, not all country’s airports have the technology to prevent major aircraft mishaps, technology such as EMAS. EMAS–Engineered Material Arresting Systems–was developed by the Federal Aviation Administration (FAA) and ESCO (Engineered Arresting Systems Corporation). EMAS acts as a buffer to slow down aircraft that overrun the length of the runway. All it takes is a bed of crushable concrete–cellular cement material that crushes under the weight of an aircraft, resulting in guaranteed deceleration of the aircraft.

    Engineered Material Arresting System (EMAS)

    Background

    The Federal Aviation Administration (FAA) requires that commercial airports, regulated under Part 139 safety rules, have a standard Runway Safety Area (RSA) where possible. At most commercial airports the RSA is 500 feet wide and extends 1000 feet beyond each end of the runway. The FAA has this requirement in the event that an aircraft overruns, undershoots, or veers off the side of the runway. The most dangerous of these incidents are overruns, but since many airports were built before the 1000-foot RSA length was adopted some 20 years ago, the area beyond the end of the runway is where many airports cannot achieve the full standard RSA. This is due to obstacles such as bodies of water, highways, railroads, and populated areas or severe drop-off of terrain.

    The FAA has a high-priority program to enhance safety by upgrading the RSAs at commercial airports and provide federal funding to support those upgrades. However, it still may not be practical for some airports to achieve the standard RSA. The FAA, knowing that it would be difficult to achieve a standard RSA at every airport, began conducting research in the 1990s to determine how to ensure maximum safety at airports where the full RSA cannot be obtained. Working in concert with the University of Dayton, the Port Authority of New York and New Jersey, and the Engineered Arresting Systems Corporation (ESCO) of Logan Township, NJ, a new technology emerged to provide an added measure of safety. An Engineered Materials Arresting System (EMAS) uses materials of closely controlled strength and density placed at the end of a runway to stop or greatly slow an aircraft that overruns the runway. The best material found to date is a lightweight, crushable concrete. When an aircraft rolls into an EMAS arrestor bed, the tires of the aircraft sink into the lightweight concrete and the aircraft is decelerated by having to roll through the material.

    Benefits of the EMAS Technology

    The EMAS technology provides safety benefits in cases where land is not available, where it would be very expensive for the airport sponsor to buy the land off the end of the runway, or where it is otherwise not possible to have the standard 1,000-foot overrun. This technology is now in place at 18 airports with installation under contract at six additional airports. A standard EMAS installation extends 600 feet from the end of the runway. An EMAS arrestor bed can still be installed to help slow or stop an aircraft that overruns the runway, even if less than 600 feet of land is available.

    Current FAA Initiatives

    The Office of Airports prepared an RSA improvement plan for the runways at approximately 575 commercial airports in 2005. This plan allows the agency to track the progress and to direct federal funds for making all practicable improvements, including the use of EMAS technology.

    Presently, the EMAS system developed by ESCO using crushable concrete is the only system that meets the FAA standard. However, FAA is conducting research through the Airport Cooperative Research Program (project number 07-03) that will examine alternatives to the existing approved system. The results of this effort are expected in 2009. More information on the project can be found at the Transportation Research Board website at http://www.trb.org/CRP/ACRP/ACRP.asp.

    EMAS Arrestments

    To date, there have been four incidents where the technology has worked successfully to keep aircraft from overrunning the runway and in several cases has prevented injury to passengers and damage to the aircraft.

    • May 1999: A Saab 340 commuter aircraft overran the runway at JFK
    • May 2003: Gemini Cargo MD-11 was safely decelerated at JFK
    • January 2005: A Boeing 747 overran the runway at JFK
    • July 2006: Mystere Falcon 900 airplane ran off the runway at the Greenville Downtown Airport in South Carolina

    EMAS Installations

    Currently, EMAS is installed at 24 runway ends at 19 airports in the United States. With plans to install 12 additional EMAS systems at seven more U.S. airports.

    Dangerous Maintenance

    It’s not just that they’re sending American jobs out of the country. There’s another question here: Is outsourcing maintenance endangering passengers because the lack of federal oversight?

    Forty percent of maintenance is being sent to third world countries which are documented to have lower standards and security lapses. Saving money may be the intent, but is the savings as important as the performer of the maintenance being able to read the manuals and order forms of the machines he is working on.     FAA Approves Boeing Certification plans

    Although the Federal Aviation Administration approved Boeing Company’s certification plan for the redesigned 787 battery system, after thoroughly reviewing Boeing’s proposed modifications, the National Transportation Safety Board said Boeing didn’t inform investigators about what it planned to say in the March 15 briefing in Tokyo, which is “inconsistent with our expectations.”

    On March 15, Boeing reps provided their own analysis and conclusions regarding the NTSB investigation but they apparently signed paperwork that “must refrain from providing opinions or analysis of the accident.”

    The NTSB was not amused.

    Boeing plans to demonstrate that the system will meet FAA requirements but they are also concerned with damage control.

    The certification plan is the first step in the process to evaluate the 787’s return to flight and requires Boeing to conduct extensive testing and analysis to demonstrate compliance with the applicable safety regulations and special conditions.

    The Jan. 7 fire in Boston was composed of three-inch flames on the front of the connector’s battery box.

    NTSB Safety Recommendations

    The National Transportation Safety Board makes the following
    recommendations to the Reno Air Racing Association:

    Require aircraft owners, as a condition of eligibility to
    participate in the Reno National Championship Air Races, to
    provide an engineering evaluation that includes flight
    demonstrations and analysis within the anticipated flight
    envelope for aircraft with any major modification, such as
    to the structure or flight controls. (A-12-13)

    Evaluate the design of the unlimited class course and safety
    areas to minimize maneuvering near and potential conflicts
    with spectators; if warranted by the results of the
    evaluation, implement changes to the race course. (A-12-14)

    Take the following actions to raise the level of safety for
    spectators and personnel near the race course: (1) relocate
    the fuel truck away from the ramp area and (2) in front of
    any area where spectators are present, install barriers more
    substantial than those currently in place. (A-12-15)

    Provide high g training to pilots, including techniques to
    mitigate the potential effects of high g exposure, as part
    of preparations before the Reno National Championship Air
    Races (NCAR) and during daily briefs at the NCAR. (A-12-16)

    Evaluate the feasibility of requiring pilots to wear g suits
    when racing at the Reno National Championship Air Races; if
    the evaluation determines it is feasible, implement a
    requirement. (A-12-17)

    Just Released: NTSB Welcomes Administrative Law Judge


    Washington – Chairman Deborah A.P. Hersman has announced the appointment of Stephen R. Woody as an Administrative Law Judge for the agency.

    Since July 2009, Judge Woody has served as an Administrative Law Judge with the Social Security Administration. Prior to becoming an ALJ, he was a military trial judge in the U.S. Air Force, presiding over all judicial proceedings under the Uniform Code of Military Justice. He also served as a Staff Judge Advocate, and retired from the Air Force with the grade of Colonel.

    The Administrative Law Judges conduct formal hearings and issue initial decisions on appeals filed with the Safety Board relating to air safety enforcement actions by the Federal Aviation Administration (FAA) against pilots and other FAA certificate holders. Administrative Law Judges’ initial decisions can be appealed to the NTSB. The Board, in turn, takes final administrative action on appeals and issues decisions affirming, modifying or reversing judges’ decisions, or remanding cases to the judge for further proceedings.

    Judge Woody will primarily be responsible for hearing cases in the Office of Administrative Law Judges’ Northeast Circuit (Connecticut, Delaware, District of Columbia, Indiana, Maine, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, and Virginia). Judge Woody is a graduate of West Virginia University and earned his law degree at the West Virginia University College of Law.
