    SINGAPORE PARTNERS WITH ICAO ON AVIATION SECURITY LEADERSHIP AND MANAGEMENT SEMINAR

    FOR IMMEDIATE RELEASE

    To promote sharing of aviation security knowledge and expertise globally, the International Civil Aviation Organization (ICAO) and the Civil Aviation Authority of Singapore (CAAS) have inked a Memorandum of Understanding (MOU) to establish the ICAO-Singapore Aviation Security Leadership and Management Seminar (LAMS). Mr. Raymond Benjamin, Secretary-General, ICAO, and Mr. Yap Ong Heng, Director-General, CAAS, signed the MOU today.

    This high-level Seminar will be developed with ICAO and run by the Singapore Aviation Academy (SAA), the training arm of CAAS. It aims to equip senior management of the civil aviation authorities and industry with the knowledge and expertise on aviation security to enable them to effectively carry out their responsibilities as decision-makers. The Seminar also aims to enhance States’ and industry players’ understanding of ICAO aviation security objectives and priorities, international aviation security developments and international best practices.

    The Seminar is targeted at the senior management of governmental aviation organizations, airport authorities, airlines, other relevant aviation industry organizations, and international aviation organizations. The Seminar will be conducted at SAA, and facilitated by aviation security instructors from ICAO and Singapore. The Seminar is scheduled to have its inaugural run in the third quarter of 2011.

    Mr. Benjamin, who is in Singapore under the CAAS Distinguished Visitors Programme (DVP), emphasised the need for such high-level Seminars to enhance global understanding and cooperation in protecting civil aviation from security threats. “Civil aviation threats such as terrorism are global problems that require global solutions. Security measures must therefore be uniform and consistently enforced in all countries to be effective. This can only be achieved with the full cooperation of States, in collaboration with key stakeholders, including industry partners”.

    “Singapore is honoured to partner ICAO in establishing the Aviation Security Leadership and Management Seminar. This Seminar is timely in the light of the evolving security threats and the developments in aviation security globally. It will significantly contribute to States enhancing their aviation security preparedness and capabilities”, said Mr. Yap.

    A specialized agency of the United Nations, ICAO was created in 1944 to promote the safe and orderly development of international civil aviation throughout the world. It sets standards and regulations necessary for aviation safety, security, efficiency and regularity, as well as for aviation environmental protection. The Organization serves as the forum for cooperation in all fields of civil aviation among its 190 Contracting States.

    ICAO and Recent Developments in Civil Aviation Security

    At the recent 37th Session of the ICAO Assembly held in Montréal in September/October 2010, Member States endorsed a Declaration on Aviation Security and adopted a proactive Comprehensive Aviation Security Strategy. More recently, the Council of ICAO adopted the 12th amendment of Annex 17 (Security) to the Convention on International Civil Aviation, improvements specifically aimed at strengthening air cargo security measures. In September, a diplomatic conference held in Beijing, under the auspices of ICAO, adopted two treaties to further criminalise acts of unlawful interference against civil aviation.

    NTSB PR: Jim Cash Awarded Sammie

    National Transportation Safety Board’s James Cash has been awarded a Samuel J. Heyman Service to America Medals for career achievement in public service.

    “Jim Cash is a humble and soft-spoken gentleman. But underneath that demeanor, there is a lion-hearted intellectual dedicated to investigation and committed to safety,” said NTSB Chairman Deborah A.P. Hersman. “Through his decades of work, his dogged determination and expertise, Jim has made significant contributions to accident investigations that have yielded the clues that led to important safety improvements. Because of that work, he has long been recognized by his colleagues around the world as a pre-eminent technical expert in accident investigation. He truly exemplifies the best of our NTSB staff and of public service overall. I am honored to work along-side him, to learn from him, and to share his passion and commitment to transportation safety.”

    Cash is the NTSB’s Chief Technical Advisor in the Office of Research and Engineering. He has spent nearly three decades deciphering information from electronic recording devices to help determine the causes of major aviation and other transportation accidents that, in turn, led to recommendations to advance transportation safety for the traveling public. Cash is one of world’s leading experts on cockpit voice recorders and flight data recorders, which help determine the system failures and human errors that cause airplane crashes.

    The Samuel J. Heyman Service to America Medals, or “Sammies,” honor outstanding federal employees. The winners were nominated by colleagues familiar with their work and selected by a committee that includes nearly 20 leaders in government, academia, the private sector, media and philanthropy. More than 400 nominations were submitted for medal consideration this year.

  • FAA Sends Temporary Air Traffic Control Tower to Haiti

    Additional Assistance Includes Ferry Service and Exemptions that Expand the Pool of Aircraft Available to Help in Relief Efforts

    At the request of the Haitian government, the Department of Transportation’s Federal Aviation Administration (FAA) dispatched a portable, temporary control tower to Haiti today to help assist with aircraft operations at Port-au-Prince International Airport. The tower is being transported aboard a large, chartered cargo aircraft and FAA technicians will install and prepare it for service which will take about 48 hours once it arrives in Port-au-Prince.

    “This tower is a visible representation of the Department’s contribution to our government’s swift and considerable efforts to help Haiti deal with this terrible tragedy,” said DOT Secretary Ray LaHood. “We had great support from the military in arranging for the transport of this critical equipment.”

    “We are all grateful for the incredible effort put in by FAA employees who have worked around the clock in Haiti and the Dominican Republic to help relief supplies and emergency responders arrive quickly and efficiently,” said FAA Administrator Randy Babbitt.

    The portable tower is 44 feet long, 13 feet high and eight feet wide, and weighs about 25,000 pounds. It comes with two diesel-powered generators and supporting fuel tanks, plus tools and other support equipment for installation and maintenance. The FAA uses this tower and others like it to support airports where existing towers are out of service after a disaster, like a major hurricane.

    Controllers providing terminal air traffic control services have worked outside at a folding table, using military radios to handle about 160 flights a day. The airport’s control tower was rendered unusable by the devastating earthquake on January 12. Tower controllers provide service to arriving and departing flights in the immediate area of the airport and serve as ground controllers for movements on the airport surface.

    Besides air traffic employees, the FAA has an airports division team on the ground to inspect and evaluate the physical condition of the runway as it handles a high volume of heavy military transport and cargo aircraft.

    Immediately following the earthquake, the Department granted two exemptions from current aviation restrictions, expanding the pool of available aircraft by making them easier to charter. The first exemption helps streamline the ability of the U.S. Government to procure charter air services on short notice. The second granted authority to a class of carriers that operate large aircraft in private carriage, allowing them to evacuate persons from and bring personnel and supplies to the disaster area. Without this exemption, such conduct could violate the Department’s economic licensing requirement for airlines.

    In addition to the FAA assistance, Federal Transit Administrator Peter Rogoff granted an emergency petition to the principal public ferry service in Puerto Rico to use the Federally-funded vessel the “Cayo Largo” to transport 65 rescuers, rescue vehicles, and medicine to the port of Baraona, Dominican Republic to help in the Haiti relief effort. The ship sailed Monday from San Juan.

    Also over the past week, the Department’s Maritime Administration (MARAD) mobilized six ships to assist with relief efforts in Haiti. Gopher State, Petersburg, Huakai, Alakai, Cornhusker State and Cape May are all either being prepared or currently loading. All are owned or controlled by MARAD, and will be crewed by civilian U.S. merchant mariners.

    Driving Toward NextGen

    Thank you, David [Whitestone], and thank you to the Washington Airports Task Force for giving me the opportunity to participate in this celebration.

    Make no mistake about this: Gary Kelly and Southwest Airlines are serious. Over the last year and a half, I’ve been making a steady drumbeat for NextGen. Southwest Airlines was in gear for NextGen long before I got here. I can say without hesitation that Southwest Airlines is a leader when it comes to NextGen.

    You can see it in their business operation. They aren’t content with the status quo. They recognize that NextGen is the front door to opportunity; that it’s the key to operating successfully and profitably in a system that doesn’t look like the one from 10 or 20 years ago.

    Gary Kelly and Southwest Airlines and several airlines are saying, “This is not your father’s NAS,” and they’re 100 percent right. NextGen transitions us from an air traffic control focus to a more holistic approach – a system focus that makes full use of all of the technology that’s out there today and will provide benefits from technology that’s yet to come.

    And this didn’t “just happen.” Back in 2008, Southwest committed to NextGen full-bore. This business decision was driven by a difficult economic environment, the high price of gas and competition. When you cut your fuel costs, you boost the bottom line. That’s not high level math, that’s street-smart maneuvering. Southwest committed to upgrade its 737 fleet with required navigational performance capabilities – RNP. They committed to train their aircrews for the performance based navigation operations made possible by NextGen.

    This wasn’t a decision for the faint of heart. They’ve equipped all of their aircraft to be performance based navigation capable. That was $175 million. They’ve trained 6,000 pilots to fly the approaches. In about a month, pilot training should be complete and their pilots will be approved to conduct RNP routes and approaches that require authorization. As part of its internal training plan leading toward operational approval for RNP use, Southwest has a self-imposed requirement to log approximately 3,200 RNAV GPS approaches.

    Southwest Airlines actively supports the FAA in the development and implementation of RNP procedures across the nation, either in the role as lead carrier or as a participant with other operators. Last year, 59 RNP procedures that required special authorization for participating aircrafts and aircrews were published for 15 airports, including 10 served by Southwest. Eventually, these types of procedures will be developed and implemented through a continued collaborative effort, at airports across the country.

    So that’s a mouthful of numbers and acronyms, but what it means is that Southwest Airlines and Gary Kelly understands that the system of tomorrow is hinged on the equipment, and they have no intention of waiting until tomorrow comes to get the new stuff into their cockpits. When they hear “best equipped, best served,” they don’t want to be in that line, they want to be at the front of it.

    None of this is free, and I’ll be the first to admit that if you look back, the FAA has been slow on our promise to deliver the goods. But with NextGen, we are, and let me say without equivocation that Southwest and Gary Kelly are putting their airline in the optimum position to cash in on it and providing incentive for others to match them.

    With both leadership and vision, not only did Southwest commit to this effort financially, but they also did so from a company culture standpoint. From the start, Gary Kelly and Southwest took great pains to educate and motivate their entire work force on the wide-ranging benefits to be gained from becoming a performance-based navigation airline; benefits not only to the company, but to the country as a whole. I’m talking about reduced airspace congestion, more efficient air travel, reduced emissions and a reduced dependency on oil.

    The savings adds up to real money. Performance based navigation means shorter, more direct routes. Southwest figures that for a single minute of time saved on each flight, the annual savings quickly add up to 156,000 metric tons in emissions per year. And $25 million in fuel savings per year. Seconds count.

    At the end of all this, Southwest Airlines will have transformed itself from an airline navigating solely by fixed ground-based navigation aids to one flying satellite-based precise, optimally designed routes that will allow for reduced flight times and contribute to a more efficient national airspace system benefiting the entire U.S. population.

    I’ve been flying in this system for going on five decades now, and I appreciate what Southwest has done. They, and several of their competitors, have shown real leadership in pushing for new technology and the efficiencies that it brings. That’s forward thinking.

    And this kind of approach doesn’t happen in a vacuum. It only happens when an airline like Southwest says, “This is where we need to go, and this is how we’re going to get there.” And then they do it. Congratulations.

    NTSB CITES LACK OF BIRD STRIKE RESISTANT WINDSHIELD REQUIREMENTS IN FATAL CRASH OF HELICOPTER IN LOUISIANA

    NTSB CITES LACK OF BIRD STRIKE RESISTANT WINDSHIELD REQUIREMENTS IN FATAL CRASH OF HELICOPTER IN LOUISIANA

    The National Transportation Safety Board today released a final report on a fatal crash involving a transport-category helicopter caused by a bird strike. The Board said the lack of requirements for bird strike-resistant windshields contributed to the crash, and called on the FAA to develop such requirements.

    On January 4, 2009, a dual-engine Sikorsky S-76C++ helicopter (N748P), registered to and operated by PHI, Inc., crashed into marshy terrain near Morgan City, Louisiana approximately 7 minutes after takeoff from Amelie, Louisiana, on a charter flight to an oil rig in the Gulf of Mexico. Both pilots and 6 of the 7 passengers were killed in the crash.

    The aircraft had reached level cruise flight at 850 feet mean sea level and 135 knots when the cockpit voice recorder recorded a loud bang, followed by sounds consistent with rushing wind and a power reduction on both engines. The aircraft crashed several seconds later. Feathers and other bird debris were collected from the canopy and windshield of the aircraft. Laboratory analysis identified the remains as coming from a female red-tailed hawk; the average weight of such a bird is 2.4 pounds.

    The investigation revealed that the impact of the bird on the canopy just above the windshield near the engine control quadrant likely jarred the fire extinguisher T-handles out of their detents and moved them aft, pushing both engine control levers into or near the flight idle position, reducing fuel to both engines. The pilots were probably disoriented from the broken windshield and rushing air and were unable to react in time to maintain control of the helicopter.

    The helicopter was originally equipped with laminated glass windshields that complied with European bird-strike resistance standards. PHI replaced the windshields with lighter-weight, aftermarket cast acrylic windshields that did not have any bird-strike resistance standards.

    The NTSB determined that the helicopter crashed because of the sudden loss of power to both engines following the bird strike and the subsequent disorientation of the crewmembers. Contributing to the accident, the Board said, were the lack of FAA regulations and guidance requiring helicopter windshields to be resistant to bird strikes, the lack of protections that would prevent the T-handles from inadvertently dislodging out of their detents, and the lack of a master warning light and audible system to alert the flight crew of a low-rotor speed condition.

    Recommendations were issued to the FAA dealing with, among other things, the design of S-76C++ fire extinguisher T- handles and engine control quadrants, and similar designs of other helicopters, and of audible low-rotor alarm systems; certification standards for helicopter windshields; and simultaneous dual-engine power loss training for helicopter pilots.
