    FAA Penalty Against Woodward

    WASHINGTON – The Federal Aviation Administration (FAA) is proposing a civil penalty of $246,450 against Woodward, Inc., a Santa Clarita, Calif.-based aircraft repair station, and its subsidiary HRT for allegedly violating FAA drug and alcohol testing regulations.
    The FAA alleges Woodward HRT failed to conduct required drug tests and receive verified negative drug test results before transferring or hiring 12 people to perform safety-sensitive aircraft maintenance work.

    The FAA also alleges the company failed to include six individuals in its random drug and alcohol testing pool.
    Other alleged violations include failing to administer a return-to-duty drug test to one employee after he completed a substance abuse treatment program. The company’s testing firm also allegedly used an expired intoximeter bottle to perform calibration checks on a breath-testing device.
    The FAA discovered the alleged violations during an inspection of Woodward’s required drug and alcohol testing program April 9-13, 2012. The alleged violations took place between August 2010 and March 2012.

  • FAA Controllers in Philadelphia Transition to Next Generation Air Transportation System Technology

    WASHINGTON, D.C. — As part of the Federal Aviation Administration’s (FAA) plan to modernize the national airspace system, controllers in the Philadelphia area now have the capability to use a satellite-based system to more efficiently and safely track and separate aircraft.

    “This new technology is a tremendous leap forward in transforming the current air traffic control system,” said FAA Administrator Randy Babbitt. “The operational benefits in Philadelphia extend as far as Washington, DC, and New York, which has some of the most congested airspace in the world.”

    Called Automatic Dependent Surveillance-Broadcast (ADS-B), the new system is a core technology under the Next Generation Air Transportation System (NextGen). By using ADS-B, air traffic controllers have more precise information while separating aircraft in the sky and on the runways, leading to greater efficiency and safety benefits. Controllers who have access to ADS-B receive one-second update rates compared to four-and-a- half second update rates with radar.

    Potentially, they will be able to reduce separation in the en route environment from the current five nautical miles to three, saving both time and money for the airlines while reducing the carbon footprint. Pilots flying aircraft equipped with ADS-B know precisely where they are and are able to see other properly equipped aircraft. They also have access to better information on area weather and receive flight information electronically, such as airmen notices and temporary flight restrictions.

    Philadelphia is one of four key sites that the FAA selected to demonstrate ADS-B services. The other sites include Houston, Louisville, KY, and Juneau, AK. The sites were selected because of their unique airspace environments and local needs.

    ADS-B coverage at Philadelphia extends 60 nautical miles out and approximately 10,000 feet up. It also covers the surface area and the approach corridors to the runways. Philadelphia was selected because of its current automation platform that is used by air traffic controllers, called the Standard Terminal Automated Replacement System. Also, UPS has equipped for ADS-B services and a large amount of their operations are conducted at Philadelphia International Airport. In addition, US Airways is in the process of equipping its aircraft to use ADS-B.

    Philadelphia Airport also has Airport Surface Detection Equipment (ASDE-X), which provides detailed coverage of movement on runways and taxiways allowing controllers to detect potential conflicts. The ASDE-X at Philadelphia has been upgraded to receive ADS-B data. Additionally, the ASDE-X surveillance data will be used as a Traffic Information Service – Broadcast (TIS-B) source so pilots can see non-ADS-B targets on their cockpit displays.

    FAA is installing the ground infrastructure for ADS-B. The agency has proposed that airlines and private aircraft install ADS-B avionics by 2020. Some airlines and private aircraft have already started equipping in advance of that date. ADS-B is expected to be available nationwide by 2013.

    Department of Transportation Report Substantiates Whistleblower’s Safety Concerns at American Airlines Certificate Management Office

    WASHINGTON, DC/November 4, 2010—Today the U.S. Office of Special Counsel (OSC) transmitted to the President and Congress reports of the Department of Transportation (DOT) responding to a whistleblower’s allegations that the Federal Aviation Administration (FAA) failed to provide effective oversight of American Airlines and to address the air carrier’s non? compliance with inspection and maintenance requirements.

    The whistleblower, Mr. Andrew G. Blosser, an FAA Aviation Safety Inspector assigned to the American Airlines Certificate Management Office (CMO), in Fort Worth, Texas, alleged that CMO officials were unwilling or unable to obtain positive corrective actions from the air carrier and that the failure to enforce inspection and maintenance requirements has resulted in a poorly maintained fleet that represents a safety concern for the flying public. Mr. Blosser identified six areas of concern regarding American Airlines’ non?compliance: (1) maintenance procedures; (2) minimum equipment list (MEL) deferrals; (3) required inspection items (RII); (4) the repair station training needs assessment (TNA); (5) the Continuing Analysis and Surveillance System (CASS); and (6) the fuel tank system (FTS) maintenance program.

    The report and a supplemental report submitted to OSC by Secretary of Transportation Ray LaHood substantiated Mr. Blosser’s allegations that the CMO failed to ensure that American Airlines complied with requirements in four of the six areas identified above; specifically, maintenance procedures, MEL deferrals, RII requirements, and CASS requirements. The investigation found that at the time of Mr. Blosser’s disclosures, CMO Actions to ensure compliance were not effective. In addition, the investigation found that inaccurate and untimely FAA guidance for the review and approval of the air carrier’s FTS maintenance program most likely contributed to inspector confusion and uncertainty as to whether the program met federal regulations and airworthiness directive (AD) requirements. ADs are rules that FAA issues to address an unsafe condition that exists in an aircraft product or is likely to exist or develop in other products of the same type design.

    In response to the findings, FAA Administrator J. Randolph Babbitt pledged to take corrective action, including improving policies and procedures within the CMO. In addition, FAA removed or reassigned managers and noted that American Airlines replaced several senior level personnel. FAA further indicated that it plans to have an outside office provide oversight of the CMO to ensure corrective actions are taken. By March 2011, inspectors from outside the region will conduct an independent audit to assess the effectiveness of the corrective actions, and in July 2011, the FAA’s Flight Standards Quality Assurance Division will conduct an independent Flight Standards Evaluation Program evaluation of the CMO.

    OSC determined that the agency’s report contains all of the information required by statute and the findings appear reasonable.

    NTSB MEETS TO CONSIDER SAFETY STUDY ON THE USE OF AIRBAGS IN GENERAL AVIATION AIRCRAFT

    The National Transportation Safety Board will hold a public
    Board meeting to consider a safety study on the
    effectiveness of airbags in general aviation (GA) aircraft.

    The NTSB initiated the safety study to 1) examine the
    effectiveness of airbags in mitigating occupant injury in a
    survivable GA accident, 2) identify any unintended
    consequences of airbag deployments, and 3) develop
    procedures to assist investigators in documenting airbag
    systems in future investigations.

    During the course of the study, investigators became aware
    of several potential issues that could compromise occupant
    safety associated with the use, adjustment and design of
    restraint systems. All of these findings will be presented
    to the five-Member Board for their consideration.

    The meeting will be held on Tuesday, January 11, at 9:30
    a.m., in its Board Room and Conference Center, 429 L’Enfant
    Plaza, S.W., Washington, D.C.

    Boeing, Comair Limited Announce Next-Generation 737 Order

    Airline company in South Africa selects 737-800 for fleet modernization
    Comair purchases Maintenance Performance Toolbox

    JOHANNESBURG, Feb. 2, 2011 — Boeing and Comair Limited today announced an order for eight Next-Generation 737-800s complete with the innovative new Boeing Sky Interior. Comair will use its new 737s to update the fleet of Comair’s low-fare airline, kulula.com. The airplanes are valued at approximately $646 million at current list prices. The order previously was attributed to an unidentified customer on Boeing’s orders and deliveries website.
    Launched in 2001 as South Africa’s first low-fare carrier, kulula.com currently operates an all-Boeing fleet of ten 737s, including three leased 737-800s. Comair also operates as a franchise partner of British Airways, with thirteen 737 airplanes flying domestically in South Africa and regionally in Southern Africa.

    “The purchase of new Boeing 737-800s is historic for our company and gives all our 1,800 staff a great feeling of pride,” said Gidon Novick, joint CEO of Comair Ltd. “The new fleet is an essential part of our efficiency drive, which will not only give us a cost leadership position in our industry, but also provide our customers with exceptional levels of reliability and comfort with the spacious new interior.”

    In addition to its 737-800 order, Comair is purchasing the Maintenance Performance Toolbox from Boeing Commercial Aviation Services. The Maintenance Performance Toolbox improves an airline’s fleet efficiency by integrating manufacturer and customer documentation, use of intelligent graphics, cross-document searching and linking aircraft fault data to specific maintenance actions. It also provides a comprehensive structural repair history for each airplane while reducing the time needed to find tail-specific technical information in time-critical situations, such as line maintenance troubleshooting and dispatch.

    “Comair is an amazing success story, as this airline company has posted operating profits each year since it was founded in 1946,” said Marlin Dailey, vice president of Sales and Marketing for Boeing Commercial Airplanes. “Today’s order demonstrates the value the 737-800 has already brought to its fleet and the confidence Comair has in this airplane.”

    Today’s operators fly 737s that are 5 percent more fuel-efficient than the first Next-Generation 737s delivered in 1998, and another 2 percent improvement is on the way. Boeing’s performance improvement package, now being certified, will boost Comair’s fuel efficiency a further 2 percent through aerodynamic and engine changes.
    Among the airlines that recently transported thousands of fans and football players throughout South Africa for the World Cup, Comair operates nearly 800 flights each week on its South African and regional routes.

    Southwest Airlines Celebrates Diversity With North Texas Summit
