    PR: FAA Proposes $987,500 in Civil Penalties Against Delta Air Lines

    ATLANTA – The Federal Aviation Administration (FAA) is proposing two civil penalties totaling $987,500 against Delta Air Lines of Atlanta, for allegedly operating an Airbus A320 and a Boeing 737-800 on flights when they were not in compliance with Federal Aviation Regulations.

    In the first case, the FAA alleges Delta failed to repair a chip in the nose radome, or nose cone, on the B-737 after an FAA inspector conducted a pre-flight inspection and informed Delta he had observed chip damage. Delta’s structural repair manual requires the airline to seal radome chip damage before further flight. The enroute inspection took place Feb. 25, 2010, and the airline operated the plane on 20 additional flights between that date and March 1 while the aircraft was not in compliance.

    The FAA further alleges Delta again failed to repair the radome during layover inspections of the aircraft on Feb. 25 and 28. The proposed civil penalty is $687,500.

    “Safety is our highest priority,” said FAA Acting Administrator Michael Huerta. “Operators must follow the proper procedures to maintain their aircraft.”

    The FAA also proposes a civil penalty of $300,000 against Delta for allegedly operating an Airbus A320 on 884 flights between May 25, 2010 and Jan. 3, 2011, when it was not in compliance with FAA regulations.

    The FAA alleges the carrier incorrectly deferred repair of a broken cockpit floodlight socket at the first officer’s position. Maintenance procedures allow the airline to defer repairs on a dome light for no more than 10 days before repairing or replacing it. The FAA discovered the alleged violation during a routine inspection.

    When: Feb 16th 2012
    Why: After a normal takeoff, the flight was over Orlando when the plane developed bleed air problems.

    Pilots returned to Miami and made a safe landing.

    Akron-Canton Airport Commissions Runway 5/23

    The Largest Capital Improvement Project in Airport History

    REEN, Ohio, Nov. 18, 2010 /PRNewswire-USNewswire/ — What does ten years and $60 million get you? How about a dream runway at the Akron-Canton Airport (CAK). At 11:20 a.m. this morning, we will commission the single largest capital project in airport history, the extension and safety upgrade of runway 5/23. The mammoth project is the centerpiece of the airport’s comprehensive capital improvement program — CAK 2018. More than 120 guests will witness the inaugural departure of an AirTran Airways Boeing 737 jet after a brief ribbon-cutting ceremony on the runway.

    “This is a very special day at the Akron-Canton Airport,” said Rick McQueen, president and CEO. “This runway signifies more than just new pavement, it provides a path forward; to new destinations and new opportunities for decades to come. The improved 5/23 truly is our crown jewel and a vital piece of aviation infrastructure for the region.”

    The improvements to Runway 5/23 include an additional 800 feet of runway length and a vital safety upgrade on the end of Runway 5. The project was born in 2000 as part of a nationwide Runway Safety Area improvement mandate. After careful consideration and a needs justification, the airport and the Federal Aviation Administration (FAA) decided to include the extension; adding to the project’s impact and regional significance. After various federal approvals, construction began in late 2005. The total runway project cost $60 million. Most of the funding to support the Runway 5/23 project came from the FAA’s Airport Improvement Program funds. The airport contributed five percent of the total project cost out of operating revenue. No bonds or other financing tools were used to finance the project.

    Overview:

    August 2000: FAA determines both ends of 5/23 require runway safety area upgrade.
    April 2004: Runway Safety Area Study that outlined the most effective method to accomplish the upgrade and justify the extension is completed.
    December 2004: Environmental Assessment approved by the FAA.
    October 2005: First grant was received and work began in October.
    March 2006-Oct 2009: Earthwork to extend south end of runway.
    March 2010: FAA Administrator Randy Babbitt delivers our last grant ($16 million).
    November 2010: Runway commissioned and open for business.

    Phoenix emergency landing


    What: American Airlines Flight 436 departed Phoenix Sky Harbor International Airport at 9:03 a.m. for Chicago O’Hare

    Who: 138 passengers and five crew members
    Why: The pilot returned to the airport when he noticed an acrid smell and haze in the cockpit. The auxiliary power unit is going to be examined and cleaned. Passengers changed planes.

    FAA Achieves Major NextGen Milestone

    FAA Achieves Major NextGen Milestone with Contract for Digital Communications in Aircraft

    Today, the Federal Aviation Administration (FAA) announced a significant step forward in its Next Generation Air Transportation System (NextGen) programs, awarding a contract that will supplement the voice communications currently used in commercial aviation with a digital system for clearer, more efficient communication between air traffic controllers, the flight deck and pilots.
    The FAA selected Harris Corporation Government Communications Systems to provide Data Communications Integrated Services (DCIS), with a subcontracting team that includes ARINC Inc., GE Aviation and Thales.
    “The FAA’s commitment to Data Communications is a critical next step for improving air safety, reducing delays, increasing fuel savings and improving the environment,” said Acting Administrator Michael P. Huerta. “When fully implemented, DataComm will make work safer and more efficient for both the air traffic controller and the pilot.”
    Voice communication is currently the primary means of relaying information in air traffic management. However, voice communication is not the most effective way for air traffic controllers and pilots to communicate because it can be time-consuming and limiting. DataComm supplements today’s analog voice-only air-to-ground communications system with a digital system, and it will become the primary mode of communication in air traffic in the future.
    DataComm will provide a two-way data exchange between controllers and flight crews for clearances, instructions, advisories, flight crew requests and reports. It will enhance air traffic safety by allowing controllers to give more timely and effective clearances, and more reliable messages to reduce the risk of incidents associated with voice communications. It will also help air traffic controllers safely handle more traffic by reducing congestion on radio frequencies and related errors.
    The FAA will deploy data communications in air traffic control towers by 2016 and in air traffic facilities that manage high altitude traffic beginning in 2019. The $331 million contract covers seven years, with 10 additional one-year options. Harris Corporation will also be responsible for contracting directly with communication service providers to establish Data Communications Network Services.

    Flight Attendants Delay Flight

    Why: Pilot turns plane around when two Flight attendants fight on American Eagle Flight.

    Flight 3823 was delayed for four hours. Lucky passengers. Apparently this happened wednesday, and on Thursday management gave them a “talking to.”
