Rachel Maddow shares New York Times reporting that Donald Trump has taken nearly a billion dollars from taxpayer money meant for modernizing the U.S. nuclear arsenal, and is instead directing some of those funds to refurbish the Air Force One style plane gifted to him from Qatar, which he intends to keep in his presidential library after potentially using it as his presidential plane once it is brought up to spec.
