    Aviation Industry: Time for a Black Box Upgrade

    Woodland Hills, CA — (ReleaseWire) — 07/07/2016 –No one is saying that aircraft tracking doesn’t need an overhaul. It does. Examination of plane crash events demands it.

    Aviation experts have been asking for pinger battery improvements since a month after the crash of Air France 447 on 1 June 2009, when the pinger battery ran down in July. Air France 447 was not recovered from the ocean floor until May 2011, nearly two years after it was lost. Debris from the accident was recovered in the interim, but if the pinger had been louder, or the battery designed to last longer, then there’s a good chance that the plane would have been discovered sooner. One of the outcomes of this terrible event was a determination to design a pinger system with longer lasting batteries. EASA amended requirements for flight recorders and underwater locating devices in its 2013-26 amendment(RMT.0400 & RMT.0401 (OPS.090(A) & OPS.090(B)) — 20.12.2013) but implementing these requirements takes a prohibitively long time.

    Aviation experts have been asking for better tracking technology since Malaysia Airlines Flight 370 disappeared on 8 March 2014 while flying from Kuala Lumpur International Airport, Malaysia, to Beijing Capital International Airport in China. Because this plane departed from its planned route, finding where it came down has been a unique challenge. Inmarsat’s satellite communications network concluded that the flight continued until at least 08:19 and flew south into the southern Indian Ocean. Triangulation of Inmarsat’s satellite communications has been the only credible source searchers depend on to develop the search area.

    Aviation experts have been suggesting the blackbox be water-activated (or have water-activated duplicates) with flotation of some kind so the blackbox can be found faster. More recently, aviation experts have wondered about EgyptAir Flight 804 which crashed into the Mediterranean Sea on 19 May 2016. It was known fairly precisely where it came down, and yet salvage and rescue units were unable to be on the scene in time to help any survivors—if survivors there had been. We will never know because no one was there. And while tracking the location of the blackbox fell within the thirty day battery limit, if the technology had more power, it could have been located sooner. Finding the wreckage sooner means less money spent on the search, and a shorter time for the families agonizing over their losses.

    So here is what is new: Inmarsat provides SwiftBroadband service for plane’s inflight Wi-Fi on many aircraft. Immarsat is developing a streaming system described as a “blackbox in the cloud.” This streaming system they are working on will allow crucial data to be streamed off a plane on the occasion of specified trigger events like a course deviation or disappearance from radar.

    One only need consider a few factors to realize that a cloud-based system is a crucial development that current technology can easily handle. We need only to look at the cost of the search for a missing plane. According to France and Brazil, those two countries spent more than $40 million over two years to recover the black boxes from Air France Flight 447. Bloomberg reported the recovery cost of Air France 447 was $100 million. According to the South China Post, the cost of the (as yet unfound) MH370 will be as much as ten times more than AF447. Like the expense of MH370’s search, the cost of finding EgyptAir Flight 804 is still ongoing.

    Even when Inmarsat’s streaming system will be available, the aviation industry is going to be resistant, mostly because it is going to be costly. Is this a cost that we must afford? I think it is.

    U. N. Chopper Crashes, Relief Workers Injured

    What: UN World Food Programme Mil Mi-8 “Hip-H” helicopter delivering food to Pakistan
    Where: near Manchar Lake
    When: Oct 1, 2010
    Who: 13 aid workers aboard, 3 injured seriously
    Why: The helicopter loaded with high-energy biscuts from the U.N.’s World Food Program, got off balance while landing, and crashed. (Alternate reports say the chopper tried to land on an embankment or had a technical error.)

    The injured were flown to Hyderabad then transported to hospitals by ambulance.

  • Hospitalization, Not Criminalization

    By now everyone has heard of Jet Blue Captain Clayton Osbon. It appears he has already been tried and convicted in the media. When I look at the facts—or at least what we know of the facts—of his situation, and his history, I can not help but wonder what else is going on.

    Since his breakdown in the cockpit, he has been held at The Pavilion at Northwest Texas Hospital in Amarillo. A psychiatric hospital is a good place for him to be.

    This is a man who has spent many years in the cockpit, with nothing but an exemplary record. This is a man who is well known by neighbors and friends as a man of good character. This is a man whose friends say on camera, “that was not Clayton” as they refer to his unhinged behavior. He was behaving out of character. His wife said “It is our belief, as Clayton’s family, that while he was clearly distressed, he was not intentionally violent toward anyone…There are several different sides to every story. Just keep that in mind.”

    Today he was taken from Northwest Texas Hospital to court by the FBI. In a seven minute hearing, he was advised of his rights, and the government filed a motion for pre-trial detention. The judge agreed to hold Osbon in the Randall County Jail in Amarillo without bond.

    His situation reminds me of several other incidents I’ve seen lately, where aviation personnel have had meltdowns during flights. Take a second and look at this: An American Airlines flight from Dallas–when this flight attendant on Flight 2232 had a meltdown. Eerily similar, isn’t it? Is it a coincidence?
    Both of these incidents happened in Texas.

    All I am saying is this. A man does not change overnight. Don’t get me wrong–I don’t think he should be in a cockpit. But whether he had a breakdown, is depressed, was sleepwalking, developing some kind of exhaustion psychosis, affected by a drug or combination of drugs or other factors, Jet Blue Captain Clayton Osbon has spent decades as a man of good character and reputation. He would not just throw it away. He should be in a medical facility with doctors, not in a jail behind bars.

    In the middle of winter, in the midst of trouble, at the height of darkness, sometimes it is so hard to believe that Spring will come again.

    And look. It’s here.

    Spring in the U.S. It’s magic together. It’s magic alone. Nature dressed in her prettiest clothes. From melting snow to new leaves, every blade of grass, buds blooming, life renewing.

    All that hope, and renewal, and new life, bubbling under the hard crust of winter, reaching for the sun. Gotta love it.

    Maintenance or Magic?

    The NTSB conducted a hearing investigating when American Flight 1400’s left engine caught fire during departure from Lambert-St. Louis International Airport. The Sept. 28, 2007 incident is blamed on aircraft maintenance, or more properly, the lack of aircraft maintenance.

    Ten days before the incident
    After the left engine would not start, six times the “start valve” was replaced. Now, after the fire, the issue is judged to be the fault of mechanics who failed to properly maintain a metal air filter that disintegrated. Filter loss led to a bent pin, which led to the valves being replaced, which caused the engine fire. So the kingdom falls for lack of a horse. Or a filter, in this case.

    Maintenance workers who don’t follow procedure can cause serious problems. In this case, the 143 passengers were unhurt.

    Yes, this is a maintenance issue. However, aircraft mechanics are not magicians. Is the real question here actually one of maintenance, or is it an overly optimistic assessment of mechanical life? Is management thinking that replacement cost is so prohibitive that planes must literally be run until they fall apart? Is it possible that the mechanics in this place would have recommended to replace that engine rather than repair what may not have been repairable?

    There is a real question here whether the maintenance crew is guilty of substandard work–or if they are simply at the bottom of the food chain, and destined to be the fall guys for someone at the top. In this tight economy, do airlines have irrational expectations of squeezing mileage out of exhausted equipment?

    On September 28, 2007, at 1316 central daylight time, a McDonnell Douglas DC-9-82 (MD-82), N454AA, operated by American Airlines as flight 1400, executed an emergeny landing at Lambert-St Louis International Airport (STL), St. Louis, Missouri, after the flight crew received a left engine fire warning during departure climb from the airport. The airplane sustained substantial damage. Visual meteorological conditions prevailed and an instrument flight rules flight plan was filed for the 14 CFR Part 121 scheduled domestic flight. After landing, the 2 flight crew, 3 flight attendants, and 138 passengers deplaned via airstairs and no occupant injuries were reported. The intended destination of the flight was Chicago O’Hare International Airport (ORD), Chicago, Illinois.

    Upon receiving the left engine fire warning during climb, the flight crew discharged the aircraft engine fire bottles into the affected engine. During the visual return and single-engine approach to the airport, the nose landing gear did not extend. The flight crew then extended the nose landing gear using the emergency landing gear extension procedure. The airplane returned and then landed on runway 30L (11,019 feet by 200 feet, grooved concrete) and was met by STL Airport Rescue and Fire Fighting Vehicles

    The NTSB identification number for this investigation was administratively changed from CHI07MA310 to DCA07MA310 on April 2, 2008.
