    Federal Officials Mark Opening of New Aiken Transportation Resource Center

    Tuesday, August 17, 2010 – Peter Appel, Administrator of the U.S. Department of Transportation’s Research and Innovative Technology Administration (RITA), and Federal Transit Administration Regional Administrator Dr. Yvette Taylor today joined state and local officials to mark the expansion of a $2.9 million transportation resource center that will provide enhanced, coordinated, accessible, cost-effective transportation choices for older adults, people with disabilities and low-income populations in a six county region surrounding Aiken, SC.

    “The Resource Center here in Aiken is a great example of how Intelligent Transportation Systems technology can make a real difference in the lives of the people who depend on transportation and transit services to meet their most basic needs,” said RITA Administrator Appel. “American Recovery and Reinvestment Act-sponsored projects are getting Americans back to work and having a positive impact on the quality of life in our communities.”

    Funded in part by a $561,000 American Recovery and Reinvestment Act grant and $980,032 in grants from the U.S. Department of Transportation’s United We Ride/Mobility Services for All Americans (UWR/MSAA) initiatives, the Lower Savannah Council of Governments Aging, Disability & Transportation Resource Center (ADTRC) will now provide accessible customer-based travel information and trip planning services to a 4,000 square mile rural region with a population of 300,000 people.

    The newly enhanced transportation resource call center has added customer-oriented features, such as automated telephone and Internet-based trip reservations and management, and has expanded its transportation resources to four counties that previously had no access to transportation services. In addition to transportation management, callers and those visiting the center’s website will also have access to a searchable database of human service resources information, including utility bill assistance, local food pantries, support groups for health issues, workforce training, and how to contact officials concerning local governmental questions.

    The goal of the UWR/MSAA initiative is to improve transportation services and simplify access to employment, healthcare, education, and other community activities through advanced technologies like Intelligent Transportation Systems, and by extending transportation service partnerships with consumers and human service providers at the federal, state, and local levels across various modes of transportation, social welfare programs, and geographic areas. The ADTRC is one of three national demonstration one-call centers funded by the UWR/MSAA initiative.

  • FATIGUE ENDANGERS TRANSPORTATION WORKERS AND PASSENGERS ACROSS ALL MODES

    FOR IMMEDIATE RELEASE: March 5, 2010 Washington, DC – National Transportation Safety Board Chairman Deborah A.P. Hersman today encouraged the sleep research and healthcare community to continue their efforts to educate transportation policy makers of the dangers of fatigue in all modes of transportation.

    Speaking before the annual conference of the National Sleep Foundation in Washington, D.C., Chairman Hersman remarked that fatigue has been a concern for the Board since the creation of the agency in 1967 and it has been an issue on the Board’s Most Wanted List of Transportation Safety Improvements since the list was established in 1990.

    “The work of the National Sleep Foundation and other organizations and individuals is critical to improving transportation safety policy,” said Chairman Hersman. “The NTSB is interested and willing to partner with you in developing a greater awareness of fatigue.”

    Hersman highlighted a number of accident investigations across all transportation modes that included fatigue as the probable cause or a contributing factor to accidents. As a result, the Board has made safety recommendations that range from deploying fatigue detection systems to reduce the occurrence of accidents to installing electronic on-board recorders that collect and maintain hours of service data on vehicle operators.

    “We can’t always prove fatigue as a cause of an accident, but the frequency with which we now routinely document the presence of fatigue-related factors in transportation operations is alarming,” Hersman stated.

    Hersman remarked that while there are still no definitive tools to conclusively identify the degree to which a person is fatigued, the major challenge is to ensure that all those in transportation report to work rested and fit for duty — for their own safety and for the safety of those they are transporting.

    Third NTSB Investigative Update on Boeing 787 Battery Fire in Boston

    WASHINGTON – The National Transportation Safety Board today released a third update on its investigation into the Jan. 7 fire aboard a Japan Airlines Boeing 787 at Logan International Airport in Boston.

    The lithium-ion battery that powered the auxiliary power unit has been examined in the NTSB Materials Laboratory in Washington. The battery was x-rayed and CT scans were generated of the assembled battery. The investigative team has disassembled the APU battery into its eight individual cells for detailed examination and documentation. Three of the cells were selected for more detailed radiographic examination to view the interior of the cells prior to their disassembly. These cells are in the process now of being disassembled and the cell’s internal components are being examined and documented.

    Investigators have also examined several other components removed from the airplane, including wire bundles and battery management circuit boards. The team has developed test plans for the various components removed from the aircraft, including the battery management unit (for the APU battery), the APU controller, the battery charger and the start power unit. On Tuesday, the group will convene in Arizona to test and examine the battery charger and download nonvolatile memory from the APU controller. Several other components have been sent for download or examination to Boeing’s facility in Seattle and manufacturer’s facilities in Japan.

    Finally, examination of the flight recorder data from the JAL B-787 airplane indicate that the APU battery did not exceed its designed voltage of 32 volts.

    In accordance with international investigative treaties, the Japan Transport Safety Board and French Bureau d’Enquêtes et d’Analyses pour la sécurité de l’aviation civile have appointed accredited representatives to this investigation. Similarly, the NTSB has assigned an accredited representative to assist with the JTSB’s investigation of the Jan. 15 battery incident involving an All Nippon Airways B-787. Both investigations remain ongoing.

    MONTREAL, 15 November 2010 ? Roberto Kobeh González was re-elected today by acclamation, for a second three-year term, as President of the Council of the International Civil Aviation Organization (ICAO).

    “Our priority for the coming triennium is the implementation of the comprehensive and groundbreaking initiatives adopted recently by the 37th Session of the ICAO Assembly, all designed to further improve the safety, the security and the environmental sustainability of international civil aviation,” said Mr. Kobeh González in his acceptance remarks.

    “We will do so as the central institution for global governance in civil aviation, by continuing to exercise our leadership in a spirit of cooperation with all stakeholders, so that safe and secure air transport can continue to play a determining role in the sustainable development of our global society. This is what is expected of us and this is what we will deliver.” he added.

    Mr. Kobeh González first assumed office as President of the Council on 1 August 2006, after having been elected to complete the mandate of Dr. Assad Kotaite, who retired on 31 July of that year. He was elected for a full term following the 36th Session of the ICAO Assembly held in late September 2007.

    Mr. Kobeh González served as Representative of Mexico on the Council of ICAO from January 1998 until his election as President in 2006.

    Education:Graduate from the National Polytechnic Institute of Mexico (1965), Mr. Kobeh González holds an Engineering degree in Communications and Electronics. He was a professor of aeronautical electronics at the Institute from 1972 until 1975. He also studied at the Federal Aviation Administration Academy in Oklahoma and at the National Productivity Centre of Mexico and has taken several management, planning, quality assurance and leadership courses.

    Awards:Mr. Kobeh González received the Award for Extraordinary Service from the Federal Aviation Administration of the United States in 1988. In 1997, he was awarded the Emilio Carranza Medal from the Government of Mexico for his contribution to the development of civil aviation in Mexico for thirty consecutive years. In 2004, he received the award for Contribution to the Development of Aviation in the Central American Region from the Central American Corporation of Air Navigation Services. Most recently, in 2009 he received the degree of Doctor of Engineering honoris causa from the Korea Aerospace University.

    Press Release: KLM Makes Upset Training Mandatory

    KLM, Holland’s flag carrier, has signed a deal with Arizona-based APS Emergency Maneuver Training to provide upset recovery training to ab initio pilots training at the airline’s flight school in Mesa. KLM has done its pilot training in sunny Mesa for 65 years at Falcon Field and APS is at neighboring Phoenix-Mesa Gateway. As technology mitigates many of the risk factors associated with airline flying, in-flight loss of control has emerged as the leading cause of airline crashes, according to a study released by Boeing last year. APS teaches pilots of all experience levels what to do when their world is turned upside down.

    Although recognition and prevention of unstable flight conditions is (or should be) a fundamental part of flight training, there are times when even the most careful and well-prepared pilot can find himself hanging from the harness thanks to weather, wake turbulence or other factors. APS teaches pilots how to put earth and sky back in their appropriate places without breaking the airplane, and the only way to do that is to intentionally upset aircraft. APS uses Extra 300s. KLM spokesman Robert van den Heuvel said KLM has made upset recovery a mandatory part of ab initio training for all its academy cadets and the deal with APS is a multi-year one.
