    Press Release – FAA Issues First-Ever Spaceport Grants to Strengthen Commercial Space Activities

    WASHINGTON – The Federal Aviation Administration (FAA) announced a new grant program designed to fund projects that develop and expand commercial space transportation infrastructure. The Space Transportation Infrastructure Matching Grants will be awarded to four separate projects located in Alaska, California, Florida, and New Mexico.

    “The Obama administration is committed to making sure the United States remains the world leader in space development and exploration,” said FAA Administrator Randy Babbitt. “This new grant program underscores that commitment, and will help ensure that the commercial space industry can meet our current and future space transportation needs.”

    In June of this year the Obama administration unveiled a new National Space Policy that recognizes opportunities and advancements in commercial space capabilities. The 2010 policy lays out more specific ways for the government to make use of commercial capabilities.

    The FAA’s Office of Commercial Space Transportation will administer the new Space Transportation Infrastructure Matching Grants. The first matching grants include: $43,000 for the New Mexico Spaceport Authority to provide an Automated Weather Observing System; $227,195 to the Alaska Aerospace Corporation for a Rocket Motor Storage Facility; $125,000 to the East Kern Airport District in Mojave, Calif., for an emergency response vehicle; and, $104,805 to the Jacksonville Airport Authority in Florida to develop a Spaceport Master Plan for Cecil Field. Under the law, the FAA can provide matching funds for specific projects being carried out by public entities involved in commercial space activities.

    The United States’ space program has three sectors – civil, military and commercial. The FAA’s Office of Commercial Space Transportation is responsible for licensing, regulating and promoting the commercial-sector space industry. Since the office was created in 1984, the FAA has issued licenses for more than 200 launches, licensed the operation of eight FAA-approved launch sites known as spaceports, and has helped ensure that no loss of life or serious injury has been associated with these efforts.

    What’s the risk of serious injury?

    Although the Federal Aviation Administration (FAA) can’t yet definitively answer those questions, studies by a consortium of leading universities have made a start toward better understanding the risks of allowing small unmanned aircraft – or drones – to fly over people.

    The consortium that conducted the research includes the University of Alabama-Huntsville; Embry-Riddle Aeronautical University; Mississippi State University; and the University of Kansas, through the Alliance for System Safety of UAS through Research Excellence (ASSURE). ASSURE represents 23 of the world’s leading research institutions and 100 leading industry and government partners. It began the research in September 2015.

    The research team reviewed techniques used to assess blunt force trauma, penetration injuries and lacerations – the most significant threats to people on the ground. The team classified collision severity by identifying hazardous drone features, such as unprotected rotors.

    The group also reviewed more than 300 publications from the automotive industry and consumer battery market, as well as toy standards and the Association for Unmanned Vehicle Systems International (AUVSI) database. Finally, the team conducted crash tests, dynamic modeling, and analyses related to kinetic energy, energy transfer, and crash dynamics.

    When the studies were complete, personnel from NASA, the Department of Defense, FAA chief scientists, and other subject matter experts conducted a strenuous peer review of the findings.

    The studies identified three dominant injury types applicable to small drones:

    • Blunt force trauma – the most significant contributor to fatalities
    • Lacerations – blade guards required for flight over people
    • Penetration injuries – difficult to apply consistently as a standard

    The research showed multi-rotor drones fall more slowly than the same mass of metal due to higher drag on the drone. Unlike most drones, wood and metal debris do not deform and transfer most of their energy to whatever they hit. Also, the lithium batteries that power many small drones need a unique standard to ensure safety.
    The team recommended continued research to refine the metrics developed. The team members suggested developing a simplified test method to characterize potential injury, and validating a proposed standard and models using potential injury severity test data.

    The second phase of ASSURE’s research is set to begin in June 2017, and will examine the risks of collisions with aircraft.

  • Furlough Fallout

    One-third of the Federal Aviation Administration’s 46,000 employees are on furlough but eight hundred are being recalled this week allowing plane certification, 600 who oversee airline operations, and 25 doctors who oversee drug and alcohol testing.

    However, aviation registration can not be performed, and the lack has stopped aviation deliveries.

    The manpower shortage may lead to maintenance problems and consequential safety issues.

    Harrison Ford

    Wright Memorial Dinner

    Good evening, and thank you, Lisa [Piccione]. I’ve got to tell you … I had to resist the go-to move to, in the interest of safety, to spend some time talking about why doing “Indiana Jones” style stunts in an airplane would be a really, reallybad idea.

    But that’s not what tonight is all about. We’re honoring a pilot, a man who in spite of being a very well known celebrity has used his passion to serve as a springboard for aviation. Even in this room, Harrison Ford’s passion for aviation stands out. When he and I met and talked at a fundraiser at Oshkosh a few years ago, I learned pretty quickly that this is somebody who just loves aviation. Here’s a guy who is on Hollywood’s speed dial, and he wants to talk about hisidea of fun… which is actually a two-parter: flying, or talking about flying.

    In my book, he’s very clearly a student of the craft. Our system is as good as it isbecauseof him and people like him. There’s no special setting for pedigree on the yoke. You have to know your aircraft, and youhave to make sure that you’re both current and qualified when it comes to flying it.

    The good news here is that is exactly what we find in Harrison Ford. I’ve been flying now for almost five decades myself, and after a while you learn that you really can separate the ones that have it from the ones that don’t… Well, trust me, he’s got it.

    There’s a hangar in Santa Monica that shows he’s got it bad for things that fly. Fixed wing and rotorcraft rated. Walk in that hangar, you’ll find a Bell, a Beaver, a Husky, a Bonanza and a Caravan. He’s a one-man air show. That’s the inventory of someone who is a student of aviation.

    But I must tell you, that list of aircraft takes a back seat to what he has given toour industry. As chairman of the Young Eagles, he has been instrumental in giving our youth their first taste of aviation … their first flight. In his case, the word “chairman” was not a ceremonial title. You might expect that as chairman, he might have flow a fewyoungsters by himself. But you know what? He’s actually flown 306 … to be exact. That’s right kids; Han Solo is the pilot in command. Except you can bet those kids didn’t want to be Han Solo. They wanted to be Harrison Ford, the pilot.

    We’re always looking to ways to boost aviation… to inspire the next generation into aviation, especially to the youth of America. Here’s a guy who does it. We’re all about getting more science, more math, more engineering into our school curriculums. With aviation, you can do all three in with just a barrel roll or two. Wall Street can have Michael Douglas. We got Harrison Ford. Score one for aviation.

    Harrison has also been an outspoken advocate for aviation safety. He’s spoken up about runway incursions and airborne turbulence. His ticket shows me enough ratings to know that he’s not casual about aviation … he’spassionate. And when I talk about professionalism, I’m talking about the man we’re honoring here tonight.

    He has given much to aviation, but his legacy will be as a pilot… as an advocate… as a man whose passion is to enjoy the cockpit view of the horizon … and to give others a chance to do the same. And thatis a very fine legacy and certainly worthy of the honor he’s receiving tonight. Thank you.

    PR: FAA Proposes $395,850 Civil Penalty Against US Airways

    NEW YORK—The Federal Aviation Administration (FAA) is proposing a $395,850 civil penalty against US Airways Inc., of Tempe, Ariz., for allegedly violating U.S. Department of Transportation Hazardous Materials Regulations.

    The FAA conducted a periodic dangerous goods inspection of US Airways’ facilities at Hartford’s Bradley International Airport (BDL), May 10-18, 2010. As a result of the inspection, the FAA alleges the airline committed various violations between Feb. 26 and May 12, 2010. The alleged violations involve 12 flights to or from BDL.

    In one instance, the Transportation Security Administration discovered, while inspecting passenger checked baggage, that US Airways had accepted an undeclared shipment containing ten disposable cigarette lighters filled with flammable gas. The FAA alleged the airline failed to notify the FAA of this discrepancy.

    In another instance, US Airways offered an improperly packaged shipment containing wet cell batteries filled with alkali, a corrosive, for transportation by air on a US Airways passenger-carrying flight.

    The FAA also alleged the airline failed to provide pilots with the required "accurate and legible written information" regarding 23 shipments of hazardous materials it accepted for transportation by air.

    US Airways has 30 days from the receipt of the FAA’s enforcement letter to respond to the agency.

    PR: New International Aircraft Emissions Standard

    July 18–The International Civil Aviation Organization (ICAO) recently took another step to make aviation “greener” when it unanimously approved a metric that will be the basis for developing the first-ever carbon dioxide standard for commercial aircraft. The Federal Aviation Administration (FAA) played a key role in making progress toward a new international standard.

    “A core element of the Obama Administration’s plan to reduce greenhouse gas emissions in aviation is to support development and integration of new, more fuel-efficient technologies,” said FAA Acting Administrator Michael Huerta. “This international agreement underscores our nation’s commitment and the commitment of other countries to make aviation as environmentally efficient as possible.”

    The FAA is a member of ICAO’s Committee on Aviation Environmental Protection (CAEP). Recently, the CAEP was charged with developing a new standard as more scientific evidence has found that CO2 contributes significantly to global warming. A team of technical experts from the FAA, together with experts from the Environmental Protection Agency (EPA), worked closely with experts from other ICAO member countries to develop this new CO2 metric for aircraft. The new metric, which is based on fuel-burn performance at three different cruise conditions and accounts for different aircraft sizes, now lays the groundwork for development of an internationally agreed upon CO2 aircraft standard.

    The FAA has long been a leader in making aviation as environmentally friendly as possible. At the heart of the FAA’s work in developing the Next Generation of Air Transportation system, or NextGen, is the promise of more direct routes that will reduce fuel and emissions. In addition, the FAA has been working with its academic and industry partners to develop sustainable alternative fuels, as well as more efficient aircraft engine and body designs through the Commercial Aviation Alternative Fuels Initiative (CAAFI) and the agency’s Continuous Lower Energy, and Emissions and Noise (CLEEN) programs.
