    Press Release – FAA Awards $18 Million Environmental Grant to Seattle-Tacoma International Airport

    WASHINGTON – The Federal Aviation Administration (FAA) announced the award of its largest Voluntary Airport Low Emission (VALE) grant for an $18.3 million project at Seattle-Tacoma International Airport (Sea-Tac) to improve air quality and to reduce the use of conventional fuels at the airport.

    With the VALE grant, Sea-Tac will be able to install a centralized preconditioned air plant that will allow aircraft arriving at the gates to shut off their auxiliary power units and connect to a cleaner central heating and cooling system. This project will greatly reduce aircraft emissions on the ground.

    “This program is helping airports around the country make needed technological investments so they can be more environmentally friendly,” said U.S. Transportation Secretary Ray LaHood.

    Since the first VALE grant award in 2005, the FAA has funded 40 projects totaling $83 million dollars.

    FAA Administrator Randy Babbitt announced the grant during a press conference in Seattle where he highlighted environmental efforts under way at Sea-Tac and by the Alaska Air Group (AAG) as examples of the kind of innovative work being done in the aviation community.

    “The FAA is encouraging airlines and airports to find creative ways to reduce aviation’s impact on the environment,” said Administrator Babbitt. “NextGen technology will also help aviation go even greener by significantly reducing the amount of fuel burned during air travel.”

    Administrator Babbitt discussed an innovative program under way in the Sea-Tac area known as the Greener Skies over Seattle project. The project began in early 2009 with the Alaska Air Group (AAG), which includes Alaska Airlines and Horizon Airlines, the Port of Seattle and the Boeing Co. The AAG is seeking to improve efficiency at Sea-Tac through expanded use of NextGen satellite-based technologies to provide more direct and optimized descent paths to landing.

    The program has the potential to provide environmental benefits to the region through reducing fuel burn, emissions, and the number of people impacted by aircraft noise. In addition, lessons and benefits gained from this effort may be transferred to other airports around the nation. In mid-2010 Greener Skies over Seattle became a FAA project and the first phase of Performance Based Navigation instrument flight procedure development is now under way.

    Jean-Paul Ebanga Named New CFM President

    -West Chester, Ohio– Jean-Paul Ebanga has assumed the role of president and chief executive officer of CFM International.

    CFM International (CFM), the 50/50 joint company between Snecma (Safran group) and General Electric Company, is headquartered in West Chester, Ohio, near Cincinnati. The two parent companies have extended the 36-year-old partnership agreement to the year 2040.

    Mr. Ebanga is replacing Eric Bachelet, who had served as CFM president and CEO since September 2005. Mr. Bachelet has accepted the position of Safran executive vice president of Research and Technology.

    Mr. Ebanga joined Snecma in 1988 after leaving Royal Philips. His assignments at Snecma have included leadership positions in electronics, systems and aircraft engines.

    In 2001, Mr. Ebanga was named vice president and general manager of Snecma Control Systems. He was subsequently appointed vice president of Snecma’s Commercial Engine Division.

    Most recently, Mr. Ebanga served as chairman and CEO of PowerJet, a joint company between Snecma and Saturn (Russia). He had held that position since 2007.

    Mr. Ebanga is a graduate of the ENSEM Graduate School of Engineering in France

    CFM has delivered a total of more than 21,600 CFM56 engines to date, making it one of the most successful aircraft engine suppliers in history. Through December 2010, the company had received firm orders for a total of 27,500 engines.

  • Press Release: MEDIA INVITED TO INTERVIEW LAUNCH ABORT SYSTEM MANAGER

    HAMPTON, Va. – In a little more than a week NASA’s next flight test, called Pad Abort-1, will lift off from the pad at the U.S. Army’s White Sands Missile Range, near Las Cruces, N.M.

    A team from NASA’s Langley Research Center will travel to support the test, scheduled for May 6.

    On Thursday, April 29, from 1 to 3 p.m., local media are invited to interview launch abort system (LAS) manager Kevin Rivers and chief engineer David McGowan before they travel to White Sands. Media should contact Amy Johnson at 757-864-7022 by noon Wednesday, April 28, if they would like to schedule an interview during that time.

    The LAS was designed to offer a safe, reliable method of removing the astronaut crew from danger should an emergency occur on the launch pad or during the vehicle’s climb to orbit. It employs ground-breaking rocket technology never tested before. The development of the Orion launch abort system is led by NASA Langley in partnership with Marshall Space Flight Center. Langley also designed and produced the crew module simulator that will be used for the flight test

    PA-1 is the first fully integrated test of the launch abort system that was developed for the Orion crew exploration vehicle as part of an ongoing mission to develop safer vehicles for human spaceflight applica¬tions. The Pad Abort-1 vehicle consists of a tower-like launch abort system positioned over a simulated crew module. For the test, the vehicle will be launched by its abort motor to a height of approximately one mile and approximately one mile downrange.

    Boeing Receives US Air Force Contract to Build Next-Generation Refueling Tanker

    ST. LOUIS, Feb. 24, 2011 — The Boeing Company [NYSE: BA] has received a contract from the U.S. Air Force to build the next-generation aerial refueling tanker aircraft that will replace 179 of the service’s 400 KC-135 tankers.
    The contract calls for Boeing to design, develop, manufacture and deliver 18 initial combat-ready tankers by 2017.
    “We’re honored to be given the opportunity to build the Air Force’s next tanker and provide a vital capability to the men and women of our armed forces,” said Jim McNerney, Boeing chairman, president and CEO. “Our team is ready now to apply our 60 years of tanker experience to develop and build an airplane that will serve the nation for decades to come.”

    In selecting the Boeing NewGen Tanker after a lengthy and rigorous proposal process, the Air Force has chosen an American-built, multi-mission tanker that is based on the proven Boeing 767 commercial airplane and meets all requirements at the lowest risk for the warfighter and the best value for taxpayers. The Boeing proposal was created by an integrated “One Boeing” team from various sites across the company, including employees from the Commercial Airplanes; Defense, Space & Security; and Engineering, Operations & Technology organizations.
    “This contract award would not have been possible without the hundreds of Boeing employees across the entire company, and the thousands of our industry teammates, who remained laser-focused on our commitment to offer a solution that is first in capability and best in value,” said Dennis Muilenburg, president and CEO of Boeing Defense, Space & Security. “This award is also a tribute to the Air Force and Defense Department officials who worked so tirelessly to make this procurement process fair, ultimately resulting in the selection of the right plane for the mission.     The KC-46A tankers will be built using a low-risk approach to manufacturing by a trained and experienced U.S. work force at existing Boeing facilities. The KC-46A tanker also will fuel the economy as it supports approximately 50,000 total U.S. jobs with Boeing and more than 800 suppliers in more than 40 states.

    Based on the proven Boeing 767 commercial airplane, the KC-46A Tanker is a widebody, multi-mission aircraft updated with the latest and most advanced technology and capable of meeting or exceeding the Air Force’s needs for transport of fuel, cargo, passengers and patients. It includes state-of-the-art systems to meet the demanding mission requirements of the future, including a digital flight deck featuring Boeing 787 Dreamliner electronic displays and a flight control design philosophy that places aircrews in command rather than allowing computer software to limit combat maneuverability. The NewGen Tanker also features an advanced KC-10 boom with an expanded refueling envelope, increased fuel offload rate and fly-by-wire control system.

  • FATIGUE ENDANGERS TRANSPORTATION WORKERS AND PASSENGERS ACROSS ALL MODES

    FOR IMMEDIATE RELEASE: March 5, 2010 Washington, DC – National Transportation Safety Board Chairman Deborah A.P. Hersman today encouraged the sleep research and healthcare community to continue their efforts to educate transportation policy makers of the dangers of fatigue in all modes of transportation.

    Speaking before the annual conference of the National Sleep Foundation in Washington, D.C., Chairman Hersman remarked that fatigue has been a concern for the Board since the creation of the agency in 1967 and it has been an issue on the Board’s Most Wanted List of Transportation Safety Improvements since the list was established in 1990.

    “The work of the National Sleep Foundation and other organizations and individuals is critical to improving transportation safety policy,” said Chairman Hersman. “The NTSB is interested and willing to partner with you in developing a greater awareness of fatigue.”

    Hersman highlighted a number of accident investigations across all transportation modes that included fatigue as the probable cause or a contributing factor to accidents. As a result, the Board has made safety recommendations that range from deploying fatigue detection systems to reduce the occurrence of accidents to installing electronic on-board recorders that collect and maintain hours of service data on vehicle operators.

    “We can’t always prove fatigue as a cause of an accident, but the frequency with which we now routinely document the presence of fatigue-related factors in transportation operations is alarming,” Hersman stated.

    Hersman remarked that while there are still no definitive tools to conclusively identify the degree to which a person is fatigued, the major challenge is to ensure that all those in transportation report to work rested and fit for duty — for their own safety and for the safety of those they are transporting.

    NTSB STUDY SHOWS THAT AIRBAGS CAN PROVIDE OCCUPANT PROTECTION IN GENERAL AVIATION ACCIDENTS

    Today the National Transportation Safety Board adopted a study that concluded that general aviation (GA) airplanes equipped with airbags provide additional protection to occupants in accidents involving survivable forward impacts.

    Airbags are designed to mitigate head and upper body injuries and are installed in the lap belt or shoulder harness portions of the restraint system. They were first approved for use in the pilot and co-pilot seats in GA aircraft in 2003. Currently, there are nearly 18,000 airbag- equipped seats in over 7,000 of the 224,000 GA aircraft in the United States.

    “Although airbags have been mandated in automobiles for over a decade, the aviation industry has no such requirement for small aircraft,” said NTSB Chairman Deborah A.P. Hersman. “The good news is that over 30 manufacturers have stepped up to the plate and offer airbags as standard or optional equipment.”

    The study, which examined 88 accidents involving airbag- equipped airplanes that occurred between 2006 and 2009, found no instances where the airbag caused harm in properly restrained occupants. In addition, the study found 10 survivable accidents in which the crash forces were severe enough to cause injury and/or to deploy the airbag.

    Within the group of 10 accidents, 12 occupants experienced airbag deployments, and the study found that the airbag likely mitigated injuries for two of the occupants.

    The study also noted that there were no negative consequences as a result of airbag deployments. For instance, there were no cases in which the airbags were expected to deploy but did not. Nor were there any cases that involved airbags deploying under unexpected circumstances, hindering egress, fueling post-crash fires or interfering with rescue attempts. Yet investigators did uncover some safety issues with restraint systems.

    One such issue involved the incorrect usage or adjustment of seat belts. In certain aircraft types, the seat belts in the left and right seats can become reversed, which could result in the wrong airbag being activated if only one of the seats is occupied.

    There were also concerns with optimal airbag protection for occupants whose body mass indexes (BMI) classified them as either overweight or obese (BMIs of 25 or higher). The NTSB questions whether the airbag-equipped restraints were designed and tested with the high-BMI population in mind.

    An additional finding of this study was the strong affirmation that correctly installed shoulder harness/lap belt combinations provide significantly greater protection in GA accidents than that offered by a lap belt alone. Based on an analysis of over 37,000 GA accidents, the Board concluded that the risk of fatal or serious injury was 50 percent higher when an occupant was only restrained by a lap belt as compared to the combination lap belt and shoulder harness.

    “The simplest and cheapest improvement to the safety of general aviation aircraft occupants is the mandatory installation of shoulder harnesses,” said Hersman.

    The five-Member Board voted to adopt six safety recommendations, all directed to the Federal Aviation Administration:

    1. Require manufacturers to modify restraint systems vulnerable to being used incorrectly in newly built GA airplanes and to modify restraints in existing airplanes.

    2. Revise the guidance and certification standards for restraint systems to reduce the likelihood of misuse.

    3. Modify the guidance to GA airbag manufacturers as to how they should demonstrate that an airbag design provides adequate protection for a greater range of body sizes, including very small and very large individuals.

    4. Require the retrofitting of shoulder harnesses on all general aviation airplanes that are not currently equipped with such restraints.

    5. Evaluate the feasibility of requiring airbag-equipped aircraft to capture and record crash dynamics data to determine whether the system performed as designed.

    6. Develop a system to track safety equipment, such as restraint systems, airbags, and aircraft parachutes, designed to improve crash outcomes.
