    Philadelphia Flight Instructor Charged with False Statements

    On January 7, 2010, Joseph Konrad, an FAA certified commercial pilot and flight instructor, was charged by Information in U.S. District Court, Philadelphia, Pennsylvania, with false statements related to his application for an Airman Medical Certificate.

    The investigation revealed that in 2007, 2008, and 2009, Mr. Konrad intentionally failed to disclose his opioid abuse and bipolar disorder diagnosis on FAA applications to become a commercial pilot and flight instructor. Mr. Konrad began working as a flight instructor for FAA approved flight schools in Philadelphia and Southern New Jersey. He admitted that he did not disclose his medical diagnosis to the FAA for fear the FAA would revoke his commercial pilot and flight instructor licenses.

    This investigation was conducted jointly with DHS/ICE and the FBI.

    NASA SELECTS HIGH-PERFORMING INTERNS AS AGENCY AMBASSADORS

    WASHINGTON — NASA has selected 101 of its high-performing interns and
    fellows for the agency’s Student Ambassador Program. The students
    will represent NASA at a variety of education and outreach events at
    schools and universities to help inspire future students interested
    in science, engineering, mathematics and technology, or STEM,
    opportunities.

    The new ambassadors represent 31 states and 64 different universities.
    This third group of student ambassadors, known as Cohort III, joins
    189 other student ambassadors selected in 2009 and 2010. NASA
    managers and mentors nominated the ambassadors from hundreds of
    current interns and fellows who have participated in various NASA
    Education projects.

    “The ambassadors have demonstrated their ability to motivate students
    to enter the STEM workforce,” said Leland Melvin, associate
    administrator for education at NASA Headquarters in Washington. “They
    play an important role in our effort to develop the next generation
    of explorers, because they can engage fellow students in a meaningful
    peer-to-peer dialogue. That’s something that more traditional
    approaches cannot accomplish.”

    The new student ambassadors will join a virtual web-based community,
    which allows them to interact with NASA staff and other ambassadors
    to share information and make professional connections. Through the
    website, the ambassadors also will have access to the latest NASA
    news, cutting-edge research and career resources.

    Boeing, Canadian Industry Partners Launch Advanced Composites Manufacturing Research and Development Consortium

    OTTAWA, Ontario, June 1, 2010 — The Boeing Company and Canadian industry partners today announced the launch of a new research and development consortium aimed at strengthening Canada’s competitive position in the manufacturing of advanced composite materials for aerospace and other industries.

    The Canadian Composites Manufacturing Research and Development consortium (CCMRD) brings together major aerospace companies and small- to medium-sized enterprises to develop and transform the latest technical and academic knowledge into practical solutions that will enhance Canada’s global competitiveness.

    “A virtual R&D center of this type is much needed in Canada,” said Anoush Poursartip, CCMRD chairman and Research director for Convergent Manufacturing Technologies, a member company. “The CCMRD will help to advance the technological capabilities of Canadian industry whilst building stronger relationships between Canadian and international aerospace original equipment manufacturers, as well as Canadian material, equipment, component and software suppliers.”

    The CCMRD was formed in cooperation with the Composites Innovation Centre (CIC) in Winnipeg, National Research Council Canada’s Institute for Aerospace Research (NRC-IAR) in Ottawa, and The Boeing Company. Founding Canadian member companies include Bell Helicopter and Avior Integrated Products in Quebec; Comtek Advanced Structures in Ontario; Convergent Manufacturing Technologies and Profile Composites in British Columbia; and Bristol Aerospace, a division of Magellan Aerospace Ltd. and Cormer Group Industries Inc. in Manitoba.

    The CIC is responsible for CCMRD administration, with projects to be carried out at member companies across Canada. NRC-IAR will participate as a technology adviser, providing insight and direction based on its leading-edge knowledge of the composites aerospace industry.

    In addition to financial support, Boeing will provide technical expertise and project guidance through its central research, technology and innovation organization, Boeing Research & Technology. Boeing Canada Operations Ltd. in Winnipeg will take part in CCMRD projects along with other consortium members.
    “Boeing’s work with the CCMRD is part of our long-term focus of working together with industry, universities and research organizations to advance Canada’s role in providing high-technology, high-quality materials and components for the aerospace industry,” said Pete Hoffman, Global Research and Development Strategy director for Boeing Research & Technology.
    The CCMRD is in line with Canada’s Industrial & Regional Benefits (IRB) policy and an integral part of Boeing’s IRB program associated with the Canadian Forces’ acquisition of 15 CH-147 medium-to-heavy-lift helicopters. Canada’s IRB policy requires prime contractors, such as Boeing, to make investments in the Canadian economy as a result of winning defense and security contracts with the Canadian government.

    “Through CCMRD, we’re bringing together Canadian companies of all sizes to develop unique capabilities, enhance the skills of Canada’s work force, and increase competitiveness for continued growth in the global aerospace industry and into new markets,” said Gwen Kopsie, International Industrial Participation director for Boeing Defense, Space & Security.

    Boeing Completes 1,000th 787 Flight

    EVERETT, Wash., Feb. 24, 2011 /PRNewswire/ — The Boeing 787 Dreamliner made its 1,000th flight yesterday, marking another milestone in the flight test program. There are seven airplanes participating in flight testing. The landing of 787 flight test airplane ZA004, just after 1 p.m. MST at Yuma International Airport in Arizona, counted as the official 1,000th flight.

    The program is near its 3,000th hour of flying and 787s have flown a total of more than one million miles.
    “The team is making great progress,” said Scott Fancher, vice president and general manager of the 787 program. “We are getting through the test conditions needed to certify this airplane with nearly 80 percent of the conditions for the first model, with Rolls-Royce engines, already complete. And, we’re more than 60 percent of the way through the test conditions for the 787s with General Electric engines.”

    Capt. Mike Carriker, chief pilot for the 787, Boeing Test & Evaluation, said the airplane continues to behave well in testing.

    “We’re really eager to get this airplane through its flight testing so our customers can see for themselves this airplane’s excellent performance,” said Carriker.

  • Opportunity for a Global Framework on Environment – IATA Urges Agreement at ICAO Assembly

    Montreal – The International Air Transport Association (IATA) urged the governments of the world to reach an agreement on a global framework to manage international aviation’s emissions at the 37th Assembly of the International Civil Aviation Organization (ICAO).

    “The biggest challenge for this Assembly is to reach an agreement on a global solution to manage emissions from international aviation. A united aviation industry of airlines, airports, air navigation service providers, manufacturers and general aviation has made ambitious commitments to cap and eventually cut its emissions. To be successful, governments must endorse these commitments in a globally agreed framework,” said Giovanni Bisignani, IATA’s Director General and CEO, to a group of delegates attending the ICAO Assembly in Montreal.

    The aviation industry is united behind three targets: (1) a 1.5% average annual improvement in fuel efficiency to 2020, (2) capping net emissions from 2020 with carbon-neutral growth and (3) cutting emission in half by 2050 compared to 2005. “No other industrial sector has made such ambitious global commitments. Even UN Secretary General Ban Ki-moon commended the aviation industry as a role model for other industries to follow,” said Bisignani.

    Bisignani highlighted several key elements which could help facilitate global consensus:

    • Place and Process: The Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC), Christiana Figueres, confirmed that ICAO is the forum for dealing with emissions from international aviation and that any agreement at ICAO would not, in any way, impact the position of any state on non-aviation issues discussed in the UNFCCC process.
    • Developing Nations: Even within a global agreement, ICAO has a track record of accommodating the needs of developing states. For example, ICAO’s global framework for noise reduction included extended timelines for developing states.
    • Growth: The industry’s global solution will facilitate growth and the economic benefits it brings even while reducing emissions. This will be achieved through the industry’s four- pillar strategy of investments in technology, more efficient infrastructure, more effective operations and globally coordinated positive economic measures.

    “Major blockers are being removed. The industry is ready. And most governments agree that a global framework is needed. There are still some hurdles to overcome, but we are moving in the right direction,” said Bisignani who noted that important regional groupings and individual states have indicated their wish for an agreement.

    The planned inclusion of aviation into the European emissions trading scheme in 2012 has helped to focus governments on the urgency of a global solution. “If this Assembly ends without an agreement, the next opportunity is 2013. In the meantime the industry would be faced with a growing patchwork of conflicting and overlapping measures. For example, against global opposition, Europe would have to try to move forward with its unilateral emissions trading scheme,” said Bisignani.

    “No government or industry player will want to face the consequences of such a development. It would lead to a breakdown of the global standards on which global aviation was built, a patchwork of uncoordinated taxes and schemes, strained bilateral relations and serious challenges on sovereignty issues,” said Bisignani.

    “The livelihoods of 32 million people and $3.5 trillion in economic activity depend on the success of global aviation. As leaders, everyone attending this Assembly has a great responsibility to continue building a safe, secure, efficient and sustainable future for this wonderful industry. The industry is committed to supporting governments in reaching agreement on a responsible solution for aviation and the environment. I am optimistic that we will be successful,” said Bisignani.

    The ICAO Assembly will discuss environmental issues in its Executive Committee on Thursday 30 September with conclusions to be reported by the Assembly’s conclusion on 8 October.

    $445,125 Civil Penalty Against Horizon Air

    The Federal Aviation Administration (FAA) is proposing a $445,125 civil penalty against Horizon Air of Seattle for allegedly operating a Bombardier Dash-8-400 aircraft on 45 flights when it was not in compliance with Federal Aviation Regulations. The FAA alleges Horizon failed to comply with an airworthiness directive (AD) that required the airline to inspect for cracked or corroded engine nacelle fittings on its Dash-8-400 aircraft. The AD, with an effective date of March 17, 2011, ordered inspections of the nacelles every 300 operating hours, and repairs as needed.Between March 17 and 23, 2011, Horizon operated the aircraft on at least 45 revenue passenger flights when it had accumulated more than 300 hours of flight time since its last inspection.
    Horizon has 30 days from the receipt of the FAA’s enforcement letter to respond to the agency.
