    PR: New International Aircraft Emissions Standard

    July 18–The International Civil Aviation Organization (ICAO) recently took another step to make aviation “greener” when it unanimously approved a metric that will be the basis for developing the first-ever carbon dioxide standard for commercial aircraft. The Federal Aviation Administration (FAA) played a key role in making progress toward a new international standard.

    “A core element of the Obama Administration’s plan to reduce greenhouse gas emissions in aviation is to support development and integration of new, more fuel-efficient technologies,” said FAA Acting Administrator Michael Huerta. “This international agreement underscores our nation’s commitment and the commitment of other countries to make aviation as environmentally efficient as possible.”

    The FAA is a member of ICAO’s Committee on Aviation Environmental Protection (CAEP). Recently, the CAEP was charged with developing a new standard as more scientific evidence has found that CO2 contributes significantly to global warming. A team of technical experts from the FAA, together with experts from the Environmental Protection Agency (EPA), worked closely with experts from other ICAO member countries to develop this new CO2 metric for aircraft. The new metric, which is based on fuel-burn performance at three different cruise conditions and accounts for different aircraft sizes, now lays the groundwork for development of an internationally agreed upon CO2 aircraft standard.

    The FAA has long been a leader in making aviation as environmentally friendly as possible. At the heart of the FAA’s work in developing the Next Generation of Air Transportation system, or NextGen, is the promise of more direct routes that will reduce fuel and emissions. In addition, the FAA has been working with its academic and industry partners to develop sustainable alternative fuels, as well as more efficient aircraft engine and body designs through the Commercial Aviation Alternative Fuels Initiative (CAAFI) and the agency’s Continuous Lower Energy, and Emissions and Noise (CLEEN) programs.

  • NTSB INVESTIGATING TURBULENCE EVENT OVER MISSOURI

    The National Transportation Safety Board is investigating yesterday’s turbulence event experienced by United Airlines Flight #967 (N773UA).

    The airplane, a Boeing 777-200, en route from Washington, D.C. (Dulles) to Los Angeles, Calif.(LAX), encountered severe turbulence at approximately 6:14 p.m. (MDT) about 60 miles southeast of Kansas City, Missouri and about 40 miles north of Springfield, Missouri, at approximately 34,000 feet. The aircraft diverted and landed in Denver, Colorado.

    The airplane had 255 passengers and 10 crew members onboard. Seventeen passengers and four flight attendants reported minor injuries. Initial reports indicate minor damage to the interior of the cabin.

    Information from the flight data recorder was downloaded in Denver and was received at NTSB headquarters today where it will be studied by investigators.

    Senior Air Safety Investigator, Bill English, is the Investigator-in-Charge. Mr. English and the NTSB technical experts assisting him will conduct the investigation from the NTSB headquarters in Washington, D.C. and will not travel to the scene.

    Crew member, passenger, and weather information will be gathered over the coming days.

    FAA Press Release: What Pilots Need to Know About Winter Flying

    October 2009 – In the November/December 2009 issue of FAA Aviation News, the focus is on winter flying safety, including icing avoidance strategies, safe operations on icy runways, snow/frost contamination, and more.

    In “On Thin Ice,” Aerospace Engineer Paul Pellicano writes about ice contamination, the differing vulnerability of different airplanes, and the havoc ice can play with lift, weight, and drag. Contributing writer and flight instructor Meredith Saini explains “known icing conditions,” provides resources for finding ice, and then outlines strategies to avoid it. In “A Long Winter’s Nap,” Airworthiness Safety Inspector Suzanne Mejia writes about what to consider in storing your aircraft for the winter.

    Other articles address safety on icy or slushy runways, the dangers of carbon monoxide poisoning during winter, and stress the importance of position reporting on the Common Traffic Advisory Frequency (CTAF).

    Description:

    The Sikorsky Aircraft Corporation published SSA-S92-08-006 to The Sikorsky Aircraft Corporation published SSA-S92-08-006 to  inform owners and operators of impending Rotorcraft Flight Manual (RFM) changes, prompted by service difficulties with the S-92A MGB lubrication system. More recently, CCS-92-AOL-09-0008 was published to inform owners and operators about a recent accident with an S-92A helicopter. The latest advisory document contains reminders of existing Sikorsky service publications that recommend specific action(s) that may or may not be related to the root cause(s) of the latest accident. CCS-92-AOL-09-0008 also specifies that ‘compliance’ with Sikorsky Safety Advisories is ‘essential’.

    After reviewing the information and pending the investigation, EASA supports the recommendations contained in CCS-92-AOL-09-0008, with the exception of SSA-S92-08-006. This advisory document refers to RFM changes that have not yet been approved by the FAA. In fact, the SSA specifies the ‘corrective action’ as “Ensure all flight crews become familiar with the RFM changes when received”. This SIB is published to ensure that all owners and operators of affected rotorcraft, registered in European Union Member States or associated countries, are aware that the procedures specified in SSA-S92-08-006 have not been approved by FAA or EASA. The relevant emergency procedures in the approved RFM must be observed.

    NTSB Assisting in Lion Air Boeing Investigation

    As I stand here on the balcony of my Cancun suite snapping a video of a gathering far below on the beach, the force of the wind off the ocean nearly knocks me off my feet.

    Yes, my Air Crash Consultant mind is at work, even when I’m relaxing on a vacation.

    I can’t help but think of the Lion Air Boeing that came down on approach to Ngurah Rai Airport and cracked in two on impact with the ocean. It didn’t fall far in terms of being a plane. I have heard it was flying 100 feet below where it should have been, which makes me wonder if the same winds that are knocking me over contributed to the crash. Trust the investigation to uncover the truth of what made this brand new plane to be a write off. It’s still a miracle of engineering that there were no fatalities, and only 45 injuries, and of those, only five still hospitalized one day later.

    The NTSB is joining the investigation, important enough news that it is announced on a Sunday.


    The NTSB is sending a team of investigators to assist the government of Indonesia on its accident investigation of a Lion Air Boeing 737-800.

    On April 13, 2013 at about 3:15 p.m. local time, the airplane crashed on approach to Ngurah Rai Airport, due to unknown circumstances. There were no fatalities reported.

    As the U.S. is the state of design and manufacture of the Boeing 737, NTSB Chairman Deborah Hersman has appointed Senior Air Safety Investigator Dennis Jones as the traveling U.S. accredited representative. Dennis Jones is leading a team of investigators specializing in airplane structures, systems, and survival factors, as well as advisers from the Federal Aviation Administration and Boeing.

    The investigation is being conducted by the Indonesia National Transportation Safety Committee which will release all information.

    NTSB TO MEET ON US AIRWAYS 1549 HUDSON RIVER ACCIDENT

    The National Transportation Safety Board will hold a public Board meeting on May 4 on its investigation into the accident in which a US Airways jetliner came to rest in the Hudson River near New York City after a low-altitude encounter with a flock of birds.

    The purpose of the meeting will be to determine the probable cause of the accident and to consider proposed safety recommendations to reduce the likelihood of future such mishaps.

    On January 15, 2009, at 3:27 p.m. EDT, US Airways flight 1549, an Airbus A320, lost engine power after striking a flock of Canada geese shortly after departing New York’s LaGuardia Airport. The captain brought the plane down into the Hudson River after determining that landing at an airport was not feasible. The plane, destined for Charlotte, N.C., carried 150 passengers and a crew of five. Four passengers and one flight attendant received serious injuries.
