    NTSB CHAIRMAN DISCUSSES ADVANTAGES – AND LIMITATIONS – OF USING DATA-DRIVEN SYSTEMS TO IMPROVE AVIATION SAFETY

    National Transportation Safety Board Chairman Deborah A.P. Hersman said today that the use of data to manage and improve safety in the aviation industry has had a positive effect on the world’s improving aviation safety record but she cautioned against over-reliance on these systems to the neglect of forensic investigation.

    Addressing a conference of the International Society of Air Safety Investigators in Chantilly, Virginia, Hersman noted that “we have reached an era when aviation accidents are extremely rare…” One reason is the use of data – particularly, but not exclusively, Safety Management Systems (SMS) – in accident prevention and investigation.

    The Board has been advocating the use of SMS for a decade, having issued 17 recommendations in favor of implementing SMS in the aviation industry. When implemented correctly, Hersman said, “SMS holds real promise in a variety of scenarios.” She noted several instances where SMS helped
    eliminate potential unsafe conditions, notably a corporate flight operation that used flight data to determine that high bank angles occurred on repositioning flights, and a review of commercial aircraft approach data that indicated a high rate of TCAS (Traffic Alert and Collision Avoidance
    System) warnings at a particular airport. In these instances, she said, “data management adeptly identified a clearly measurable set of information and allowed for a relatively simple and effective solution.”

    However, Hersman noted, SMS works well for companies that are already “getting it right,” but may provide little more than false confidence for companies with less than robust safety cultures.

    Also, there are accidents caused by a combination of factors that SMS cannot possibly detect. As an example, Hersman mentioned the British Airways Boeing 777 crash at Heathrow Airport two years ago involving a dual engine failure on approach. It was not data analysis that solved the mystery, but detailed forensic analysis; the circumstances were so unusual that a data analysis system would not pick them up.

    Hersman said she hoped that with all the focus SMS will place on data collection and analysis, “let’s not lose focus on outcomes. The success of SMS won’t be measured by how much data we collect, but by how many lives we save.”

    “I will enthusiastically support any approach that will make our nation safer,” she said. “But I think we need a measured approach – one that acknowledges the potential benefits and limitations of SMS, and further, doesn’t discount tried and true methods for identifying vulnerabilities, such as accident investigations.”

    Previously announced increase to 35 per month to be extended to 38 per month in second quarter 2013

    SEATTLE, Sept. 16 — Boeing announced today its production rate for the Next-Generation 737 program will increase to 38 airplanes per month in the second quarter of 2013. This decision comes just months after announcing a rate increase on the company’s best-selling commercial jetliner from 31.5 to 35 airplanes per month in early 2012.

    "Increasing production is in response to customer demand for this airplane," said Boeing Commercial Airplanes President and CEO Jim Albaugh. "Airlines want this innovative airplane sooner to renew their fleets to serve their customers. We made this decision after careful evaluation by Boeing and our supplier partners."

    Key factors to the rate decision include the company’s current backlog of more than 2,000 Next-Generation 737s, current options that customers are expected to exercise and ongoing sales campaigns. The rate increase is not expected to have a material impact on 2010 financial results.

    Next-Generation 737 customers have benefited from continuous innovation of the airplane since its introduction in 1997. The first five airlines will receive the new 737 Boeing Sky Interior by the end of this year. Customers will gain from a two percent reduction in the airplane’s fuel consumption by early 2012, through a combination of airframe and engine improvements.

    The 2010 Current Market Outlook, Boeing’s long-term forecast of air traffic volumes and commercial airplane demand, projects a market of over 21,000 single-aisle airplanes over the next 20 years, accounting for an anticipated 69 percent of the airplanes delivered and an estimated 47 percent of the $3.6 trillion total market value.

    NTSB TO HOLD BOARD MEETING ON MID-AIR COLLISION OVER HUDSON RIVER NEAR HOBOKEN, NEW JERSEY

    The National Transportation Safety Board will hold a public
    Board meeting on Tuesday, September 14, at 9:30 a.m., in its
    Board Room and Conference Center, 429 L’Enfant Plaza, S.W.,
    Washington, DC.

    On August 8, 2009, a Piper PA-32R-300 airplane, N71MC, and a
    Eurocopter AS350BA helicopter, N401LH, operated by Liberty
    Helicopters, collided over the Hudson River near Hoboken,
    New Jersey. All 9 people aboard the two aircraft died in the
    accident. The airplane flight was operating under the
    provisions of 14 Code of Federal Regulations (CFR) Part 91,
    and the helicopter flight was operating under the provisions
    of 14 CFR Parts 135 and 136. No flight plans were filed or
    were required for either flight, and visual meteorological
    conditions prevailed at the time of the accident.

    Boeing Announces Agreement to Acquire Summit Aeronautics Group in Montana

    Provides additional capacity to manufacture titanium and other hard metals structures

    SEATTLE, Nov. 22, 2010 /PRNewswire-FirstCall/ — Boeing announced today that it has agreed to acquire the business and operations conducted by Summit Aeronautics Group in Helena, Mont. Summit employs 135 people to manufacture titanium and other hard metal structures for commercial and military aircraft.

    This acquisition extends a strong partnership between Boeing and Summit. Summit currently performs hard metal machining on 747-8 fail-safe bars, which allow the flaps to move on the wings; 787 edge frames that fit around the doors; and 767 main-landing-gear beams, which facilitate the landing gear rotation. After the transaction, Summit will continue its work on these Boeing programs and manufacture other machined parts for the 787. Summit also will continue to support existing military programs.

    “Bringing this successful partner and its talented employees into Boeing provides additional flexibility to support increased production rates,” said Ross Bogue, vice president and general manager of Boeing Fabrication. “It grows our capacity to manufacture titanium and other hard metals structures in support of current and future airplane production requirements.”

    “Our Summit team is proud of the work we have done to support key Boeing programs,” said Tom Hoffman, president of Summit Aeronautics Group. “The acquisition recognizes that our people and capabilities are world class.     Through the agreement, Boeing will acquire, among other things, the building, assets and inventory as well as assume operation of the site. Boeing anticipates this transaction will close in the fourth quarter following satisfaction of customary closing conditions. This transaction is not expected to have a material impact on Boeing’s 2010 or 2011 financial results. Terms were not disclosed.

    Once acquired, Boeing Fabrication will manage the Helena facility. Boeing Fabrication, which is currently located at 10 sites worldwide, provides key manufacturing and assembly capabilities and technologies to Boeing Commercial Airplanes.

    EASA proposes a new set of harmonised European rules to avoid crew fatigue

    EASA published today a Notice of Proposed Amendment (NPA 2010-14) on flight and duty time limitations and rest requirements (FTL) for commercial air transport by aeroplanes. FTL rules aim at avoiding crew fatigue by introducing limitations to the way crews can be scheduled by airlines. This NPA proposes a number of safety improvements and areas for European harmonisation.

    The European Parliament and the European Commission requested EASA to conduct a scientific and medical evaluation of the current regulation which allows national provisions in areas such as augmented flight crew, split duty, time zone crossing, reduced rest and standby, and to propose a set of fully harmonised rules. The new proposal is the result of the work of a rulemaking group that includes National Aviation Authorities, Airlines and Flight and Cabin Crew representatives.

    This proposal is the first step in a fully transparent public consultation process. Comments will be reviewed and a Comment Response Document (CRD) will be available for public consultation. At the end of the consultation process, EASA will present a final Opinion to the European Commission that will then launch the final process for adoption by the European Parliament and European Council in April 2012.

    FAA Dedicates New Airport Traffic Control Tower for LaGuardia Airport

    NEW YORK–The Federal Aviation Administration today dedicated a new airport traffic control tower for LaGuardia Airport (LGA) that will replace the one that has served the airport since 1964. In 2010, air traffic controllers at LGA handled nearly 400,000 takeoffs and landings.

    “LaGuardia Airport plays an important role in our country’s aviation infrastructure,” said U.S. Transportation Secretary Ray LaHood. “This modern tower will help enhance the safety and efficiency of air travel in and out of the New York metropolitan area.”

    The tower will be equipped with the latest aviation technology, including the Airport Surface Detection System Model X (ASDE-X), which allows controllers to track surface movement of aircraft and vehicles. Controllers will also be using the Integrated Control and Monitoring System (ICMS), which consolidates information including navigational aid displays into one screen.

    “Today marks a culmination of years of hard work by many people both inside and outside the FAA,” said FAA Administrator Randy Babbitt. “This tower symbolizes the direction the FAA is taking by transforming the future of aviation with new technology.”

    The new 233-foot high tower is 82 feet higher than the previous tower and has an 850 square foot tower cab. The total cost to design, equip, and construct the new tower was approximately $100 million.
