    ( Washington , DC ) The National Transportation Safety Board
    today published its agenda for the Professionalism in
    Aviation safety forum which will begin at 9:00 a.m.,
    Tuesday May 18, 2010. NTSB Chairman Deborah A.P. Hersman
    will chair the three-day, en-banc forum which is open to the
    public (there is no registration for attendees).

    Following the Chairman’s opening remarks and the keynote
    presentation, 10 panels composed of invited representatives
    from industry, government agencies, labor, academia and
    professional associations, will address subjects relevant to
    developing and ensuring professionalism in pilots and air
    traffic controllers.

    What: “AufderHeide Flying Service LLC” Ayres/Snow S2R-600 Thrush Commander
    Where: Southwest of De Witt, AR
    When: May 4, 2010
    Who: pilot Roger Dale Nichols, 51, of DeWitt
    Why: The pilot was on a job spraying chemicals on a field west of U.S. 165. When he did not return, the the Civil Air Patrol and the Arkansas Department of Emergency commenced a search, and found the wreckage.

    SW and Heli: Near Miss over Houston

    What: Southwest Airlines Boeing 737-700 en route from Houston to Baltimore
    Where: Houston
    When: Apr 28th 2010
    Who: 135 passengers and 5 crew
    Why: Over Houston, both the helicopter pilot and the plane pilot noticed their proximity and took evasive action. (Their separation was 100 feet vertically and 125 feet laterally.) Apparently after both got clearance, the helicopter converged on the Boeing’s flight path. The Boeing pilot’s only option to avoid the helicopter was to fly under him.

    NTSB INVESTIGATING NEAR COLLISION OF SOUTHWEST 737 AND NEWS HELICOPTER OVER HOUSTON HOBBY AIRPORT

    The NTSB has launched an investigation into the near collision of a Southwest Airlines jetliner and a news helicopter over a runway at Houston’s Hobby Airport last week.

    At about 12:25 p.m. CDT on Wednesday, April 28, a Southwest Airlines 737, flight 1322 (N242WN) and a Bell 207 news gathering helicopter (N6YJ), came within an estimated 125 feet vertically and 100 feet laterally from each other as both were departing the airport.

    The Baltimore-bound 737 with 135 passengers and a crew of five had been cleared to depart from runway 12R. At about the same time the helicopter was cleared to depart from another part of the airport. The near-collision occurred as the helicopter converged into the flight path of the 737 shortly after the jetliner lifted off from the runway. Both crews took evasive maneuvers to avoid colliding.

    NTSB investigator Betty Koschig, an air traffic control specialist based in Washington, is traveling to Houston tomorrow to begin the investigation.

    This is the second runway safety incident that the NTSB has investigated in the last two weeks. On April 19, a 737 and a small private plane came within about 200 feet of colliding over the airport in Burbank, Calif.

  • Hudson Crash May Provide AF477 Answers

    The one thing that stands out the most in today’s NTSB statement [about the US Airways Airbus A320 that crash-landed on the Hudson River] is that there is nothing but praise and admiration for the crew, whose quick reflexes, cool heads and complete professionalism saved the lives of everyone aboard.

    The NTSB is NOT so positive regarding Airbus, the manufacturer of the plane involved in that crash. See the NTSB’s Executive Summary

    There was no appropriate checklist for the event in the manual; and some procedures were so precise they could not be carried out.

    Ingesting birds into an engine is rarely so dramatic, mostly because it doesn’t usually happen to both engines. The circumstance allowed experts to examine cause and effect on the plane and a number of surprising things were concluded. Certainly more than I am talking about here.

    Some of the concerns conceivably could have applied to Air France Flight 447…if it had landed intact (although we are assuming it did not.)

    That the cockpit instrumentation did not reflect the status of the engines.
    Did the pilots of AF 447 also not have inaccurate reportage of the status of the engines? We think this is true. How can a pilot in the middle of the Atlantic in the midst of a storm with inoperable speed sensors know what the fly by wire engines are doing of the operating system doesn’t tell him something is wrong? The answer is: he can’t.

    That the rate of descent in the manual is unrealistic (claiming a safe 3.5 feet per second when in reality 13 feet per second caused damage.)
    Although there’s no telling what the rate of descent was for AF447, it appears likely that neither did the pilots. Also, 447 was not guided/glided down by Sully; if AF447 came down intact at all, it probably fell at a high rate of speed with only limited awareness of the pilots when it was too late.

    That in the Hudson event, slides were not flotation devices; wings did not float; and there were no rafts over these wings although the passengers scrambled out there.
    In the Hudson crash, the passengers exited to the wings, expecting flotation resources. Fortunately rescue came quickly before they sank. There were no “wing rafts.” Could AF passengers, had they survived the landing have exited, and been able to access rafts? We think not. Of course this is a moot point as we doubt they survived hitting the water–whether or not the plane was intact.

    Given that the NTSB called the Airbus manual unrealistic and inappropriate, that Airbus’s claim that for the Hudson crash “LaGuardia Runway 13 was technically feasible from an aircraft flight performance point of view” seems equally unrealistic. In fact, Airbus has a lot of nerve to extend a pseudo-panglossian commendation to Captain Sully for appropriately considering the high urbanization of airport surroundings. At this point, any statement from Airbus is highly suspect.
    At this point I consider Airbus itself, “theoretically feasible” but highly unlikely.

    NTSB: CREW ACTIONS AND SAFETY EQUIPMENT CREDITED WITH SAVING LIVES

    Washington, DC — In addition to the decisions and actions of
    the flight crewmembers, overwater safety equipment likely
    saved lives that might have otherwise been lost to drowning,
    the NTSB said.

    Today the Safety Board met to conclude its 15-month
    investigation into the January 15, 2009, accident in which a
    US Airways A320 jetliner bound for Charlotte was ditched
    into the Hudson River after striking a flock of Canada geese
    shortly after departing New York’s LaGuardia Airport. All of
    the 150 passengers and five crewmembers survived.

    Investigators said that had the airplane not been equipped
    with forward slide/rafts, many of the 64 occupants of those
    rafts would likely have been submerged in the 41-degree
    Hudson River, potentially causing a phenomenon called “cold
    shock,” which can lead to drowning in as little as five
    minutes.

    The accident flight had the additional safety equipment
    available only because the particular aircraft operated that
    day happened to be certified for extended overwater (EOW)
    operations even though current FAA regulations did not
    require the flight from New York to Charlotte to be so
    equipped.

    Good visibility, calm waters, and proximity of passenger
    ferries, which rescued everyone on flight 1549 within 20
    minutes, were other post-accident factors the Safety Board
    credited with the survival of all aboard the aircraft.

    “Once the birds and the airplane collided and the accident
    became inevitable, so many things went right,” said NTSB
    Chairman Deborah A.P. Hersman. “This is a great example of
    the professionalism of the crewmembers, air traffic
    controllers and emergency responders who all played a role
    in preserving the safety of everyone aboard.”

    The Safety Board said that the probable cause of the
    accident was the ingestion of large birds into each engine,
    resulting in an almost total loss of engine power.
    Contributing to the severity of the fuselage damage and
    resulting unavailability of the aft slide/rafts, the Board
    cited the FAA’s inadequate ditching certification standards,
    lack of industry training on ditching techniques, and the
    captain’s resulting difficulty maintaining his intended
    airspeed on final approach due to task saturation resulting
    from the emergency situation.

    The report adopted by the Safety Board today validated the
    Captain’s decision to ditch into the Hudson River saying
    that it “provided the highest probability that the accident
    would be survivable.” Contributing to the survivability of
    the accident was the crew resource management between the
    captain and first officer, which allowed them to maintain
    control of the airplane, increasing the survivability of the
    impact with the water.

    In addressing the hazards that birds pose to aircraft of all
    sizes, the report noted that most bird strike events occur
    within 500 feet of the ground while flight 1549 struck geese
    at 2700 feet. Investigators said that this difference
    demonstrates that “bird strike hazards to commercial
    aircraft are not limited to any predictable scenario.”

    Concluding that engine screens or changes to design would
    not be a viable solution to protect against bird ingestion
    events on commercial jetliners, the Board made it clear that
    the potential for significant damage from encounters with
    birds remains a challenge to the aviation community.

    As part of its extensive examination into the behavior of
    the passengers and crewmembers from the time the plane left
    the gate at LaGuardia to the moment the last person was
    rescued in the river, the Board noted that since most of the
    passengers indicated that they had not paid attention to the
    preflight oral safety briefing, “more creative and effective
    methods of conveying safety information to passengers” was
    needed. Survival factors investigators also found that
    passengers had significant problems in donning the life
    vests that were stowed under each seat.

    The Board made 35 safety recommendations on engine and
    aircraft certification standards, checklist design, flight
    crew training, airport wildlife mitigation, cabin safety
    equipment, and preflight passenger briefings.

    “I believe the safety recommendations that have come out of
    this investigation have an extraordinary origin — a very
    serious accident in which everyone survived,” said Chairman
    Hersman. “Even in an accident where everyone survives, there
    are lessons learned and areas that could use improvement.
    Our report today takes these lessons learned so that, if our
    recommendations are implemented, every passenger and
    crewmember may have the opportunity to benefit from the
    advances in safety.”

    What: China Airlines Boeing 747-400 en route from Taipei Taiwan to Shanghai
    Where: Hangzhou
    When: May 1 2010
    Who: Lin, 58 yr old male passenger
    Why: While en route, the passenger told someone he had explosives in his luggage. Consequently, the flight diverted to Hangzhou where it made a safe landing–without blowing up. The passenger denied there were explosives (it was a joke.) He was taken into custody, and the flight continued to Shanghai without him, arriving nearly 6 hours late.

    American Airlines Encounters Turbulence over Chicago

    What: American Airlines Boeing 767-200 en route from San Francisco to New York
    Where: Chicago
    When: Apr 29 2010
    Who: 3 flight attendants
    Why: While en route to NY, the flight encountered turbulence. Several flight attendants received bumps and bruises from the encounter. The flight diverted to Chicago, landing there half an hour after the incident, and remained In Chicago for an hour and a half prior to taking off again for New York.

    Helicopter Lawsuit Filed, $16 Million

    The family of flight paramedic Mickey Lippy is suing the FAA for negligent acts leading up to the crash on September 28, 2008, when Maryland State Police Trooper 2 (Eurocopter AS 365N1 Dauphin, N92MD) disappeared from radar and crashed. TFC Mickey Lippy, was one of the five people aboard. The others were Pilot Stephen Bunker, EMT Tonya Mallard (Waldorf Volunteer Fire Department), and two patients on board, one of whom survived.

    According to the suit, the FAA visibility data was hours out of date, and ATC was unresponsive and inattentive.

    The case seeks 15 million for mental anguish, emotional pain and suffering, loss of companionship and loss of parental care and a separate case is pending for $1 million on behalf of Lippy’s pain and suffering.

  • Polish Crash update

    So far, Polish authorities have questioned 70 witnesses of the April 10 Tupolev 154 crash that killed 96 including Polish President Lech Kaczynski and his wife. The black box so far provides no clues, but they are anticipating the possible causes to be technical failure, human error on the part of the crew, ground crew, or third parties.

    Sunday 10:30 a.m. Sunday at St. Maximillan Kolbe Church Poles will be holding a memorial for the crash victims. The Polish American Congress says people can sign a condolence book before the service, and it will be sent to the people of Poland.

    NTSB CHAIRMAN DISCUSSES ADVANTAGES – AND LIMITATIONS – OF USING DATA-DRIVEN SYSTEMS TO IMPROVE AVIATION SAFETY

    National Transportation Safety Board Chairman Deborah A.P. Hersman said today that the use of data to manage and improve safety in the aviation industry has had a positive effect on the world’s improving aviation safety record but she cautioned against over-reliance on these systems to the neglect of forensic investigation.

    Addressing a conference of the International Society of Air Safety Investigators in Chantilly, Virginia, Hersman noted that “we have reached an era when aviation accidents are extremely rare…” One reason is the use of data – particularly, but not exclusively, Safety Management Systems (SMS) – in accident prevention and investigation.

    The Board has been advocating the use of SMS for a decade, having issued 17 recommendations in favor of implementing SMS in the aviation industry. When implemented correctly, Hersman said, “SMS holds real promise in a variety of scenarios.” She noted several instances where SMS helped
    eliminate potential unsafe conditions, notably a corporate flight operation that used flight data to determine that high bank angles occurred on repositioning flights, and a review of commercial aircraft approach data that indicated a high rate of TCAS (Traffic Alert and Collision Avoidance
    System) warnings at a particular airport. In these instances, she said, “data management adeptly identified a clearly measurable set of information and allowed for a relatively simple and effective solution.”

    However, Hersman noted, SMS works well for companies that are already “getting it right,” but may provide little more than false confidence for companies with less than robust safety cultures.

    Also, there are accidents caused by a combination of factors that SMS cannot possibly detect. As an example, Hersman mentioned the British Airways Boeing 777 crash at Heathrow Airport two years ago involving a dual engine failure on approach. It was not data analysis that solved the mystery, but detailed forensic analysis; the circumstances were so unusual that a data analysis system would not pick them up.

    Hersman said she hoped that with all the focus SMS will place on data collection and analysis, “let’s not lose focus on outcomes. The success of SMS won’t be measured by how much data we collect, but by how many lives we save.”

    “I will enthusiastically support any approach that will make our nation safer,” she said. “But I think we need a measured approach – one that acknowledges the potential benefits and limitations of SMS, and further, doesn’t discount tried and true methods for identifying vulnerabilities, such as accident investigations.”

  • Air France: Blithe Unconcern, Unconcern or something more?

    At Père Lachaise cemetery in Paris, the memorial dedicated to the victims of flight 447 will have its grand opening. Family members of those lost in the crash are invited.

    Sometimes Air France displays a disturbing lack of propriety, even when they’re doing their public best to appear sensitive and thoughtful.

    Case in point: Generously, Air France provided tickets to the family members of the victims of Flight 447 , the flight from Rio de Janeiro to Paris, that final notorious, fatal flight which disappeared into the Atlantic Ocean on 1 June 2009, killing all 216 passengers and 12 crew members.

    Guess which flight Air France put the grieving families on? Flight AF445 on an Airbus aircraft–it is, in fact, exactly the same flight as the one which killed their family members. (“447” was discontinued; “445” is the current designation for the same flight.)

    The victim association is intending to rebook on Boeing flights.

    It’s difficult to figure out, impartially, what is going on in the heads of Air France management. Are they deliberately ignoring the 400 lb gorilla in the room? (Actually, they’re planning to replace the 400 lb gorilla—the Airbus A330-200— with an even bigger model, the A340. Essentially replacing the 400 lb gorilla with a 500 lb gorilla… but I digress.)

    Meanwhile, the families agonize over the details: would the plane have crashed if the pitot tubes had been replaced with another model? Or if the pitot tubes had been maintained properly? And how can Air France possibly expect them to set foot on a plane–especially the same flight as the one that carried their family members to their deaths?

    Firefighters Crash in Rio Street

    Who: Two firemen, Major Jasper Sanderson and 27 year old trainee Luís Guilherme Neto
    Why: Two minutes after taking off from the airport on a training flight on the new plane, the pilot lost control of the plane and it crashed on to a city street, leaving no survivors. Sixty families had to be evacuated from the neighborhood because of the danger of explosion. The plane had the capacity to carry 3100 liters of water.

    Spanair Airbus Landing Gear Glitch

    What: Spanair Airbus A321-200 en route from Palma to Brest to Deuville.

    Why: On approach, the flight developed a technical problem with the landing gear. The problem delayed landing by half an hour, but eventually the plane did land safely, although it did have to be towed to the gate. An alternative jet was flown in eight hours later for the final leg of the flight.

    $1.2 Million Helicopter Settlement

    What: Midwestern Air Services LLC, Robinson R44 II, Raven, four-place, two-bladed, single main rotor, single-engine helicopter en route from Horseshoe Casino Heliport to Kenosha Regional Airport
    Where: Kenosha, Wisconsin
    When: September 21, 2008
    Who: pilot Alan Sapko and passenger Joan Anzalone
    Why: The National Transportation Safety Board ruled pilot error. A judge ruled that the pilot’s estate will pay the heirs of Joan Anzalone 1.2 million.

    The report of the crash states that the helicopter:
    “… was destroyed when it impacted an occupied house and terrain near Kenosha, Wisconsin. A ground fire subsequently occurred. The personal flight was operating under 14 CFR Part 91. Night instrument meteorological conditions prevailed at the time of the accident. No flight plan was on file. The private pilot and a passenger were fatally injured. The five occupants in the house were uninjured. The flight originated from the Horseshoe Casino Heliport (2IG3), near Whiting, Indiana, about 0507, and was destined for the Kenosha Regional Airport (ENW), near Kenosha, Wisconsin, when the accident occurred.

    According to information provided by Horseshoe Casino, the pilot landed at 1907 on September 20, 2008. The pilot and passenger had dinner, they observed a concert, and gambled. The pilot had a glass of wine with his dinner about 1930. About 0139 on September 21, 2008, a beverage confirmed to be a Captain Morgan’s and diet Coke in a short glass was given to the pilot. About 0146, another Captain Morgan’s and diet Coke in a tall glass was given to the pilot. About 0213, the pilot set the first glass down empty. About 0423, the pilot took a drink from the second drink glass. The glass was about half full. The pilot gambled until about 0449 and then he and his passenger departed for 2IG3. The pilot and passenger departed from 2IG3 about 0507.

    A Wisconsin State Patrol Trooper who was outside the weight facility on Interstate 94 at the Illinois and Wisconsin State Line about six miles south of the accident site heard a helicopter heading north at a “very low altitude” and estimated it at 500 feet. He did not see the helicopter or its lights due to the “dense fog.” He stated that the visibility there was about 300 to 500 feet.

    A witness who lived near the accident site gave a statement to the Kenosha Police Department. The witness stated that a low flying helicopter was heard. It circled once then went away and came back. The witness saw an orange flash through the window and heard a “boom.” The witness said the helicopter sounded “really low” and the “engine sounded like it was at low RPMs.”

    A witness from the occupied house on the northwest corner of 97th Avenue and 70th Street that was impacted by the helicopter gave a statement to the police department. The witness, in part, reported:

    My family and I were fast asleep in our residence when I heard and
    felt a loud bang like thunder, and then a cloud of debris came
    [through] our bedroom door. My wife and I were in the southeast
    bedroom. Our two sons were in the northeast bedroom and our
    daughter was the bedroom over the garage. We got our kids and
    [with] the help of our neighbors made it down the stairs and outside.
    None of us were injured. I saw the flames across the street and one
    of our neighbors told me a helicopter hit our house.

    The pilot held a Federal Aviation Administration (FAA) private pilot certificate. He held a FAA third-class medical certificate issued on April 3, 2006, with no limitations. At the time of that medical, he reported 60 hours total flight time to date and 30 hours in the six months prior to that examination. The pilot’s logbook indicated that the pilot had accumulated 329 hours of total flight time. The pilot recorded 37.25 hours of night flight time.

    A certified flight instructor (CFI) that instructed the accident pilot indicated that two previous CFIs had instructed the accident pilot and had endorsed the accident pilot for solo flight training operations. According to the CFI, the two previous CFIs believed that the accident pilot was flying in violation of his solo privileges and the CFIs removed the accident pilot’s solo endorsement. The CFI stated that he had no problems with the accident pilot’s training and solo activities.

    The accident pilot’s medical certificate and student pilot certificate had a solo endorsement with “revoked” written across it.”

    No one in the house was injured.

    HAMPTON, Va. – In a little more than a week NASA’s next flight test, called Pad Abort-1, will lift off from the pad at the U.S. Army’s White Sands Missile Range, near Las Cruces, N.M.

    A team from NASA’s Langley Research Center will travel to support the test, scheduled for May 6.

    On Thursday, April 29, from 1 to 3 p.m., local media are invited to interview launch abort system (LAS) manager Kevin Rivers and chief engineer David McGowan before they travel to White Sands. Media should contact Amy Johnson at 757-864-7022 by noon Wednesday, April 28, if they would like to schedule an interview during that time.

    The LAS was designed to offer a safe, reliable method of removing the astronaut crew from danger should an emergency occur on the launch pad or during the vehicle’s climb to orbit. It employs ground-breaking rocket technology never tested before. The development of the Orion launch abort system is led by NASA Langley in partnership with Marshall Space Flight Center. Langley also designed and produced the crew module simulator that will be used for the flight test

    PA-1 is the first fully integrated test of the launch abort system that was developed for the Orion crew exploration vehicle as part of an ongoing mission to develop safer vehicles for human spaceflight applica¬tions. The Pad Abort-1 vehicle consists of a tower-like launch abort system positioned over a simulated crew module. For the test, the vehicle will be launched by its abort motor to a height of approximately one mile and approximately one mile downrange.

    Delta Bangor Diversion

    What: Delta Airlines Airbus A330-300 en route from Paris to Atlanta
    Where: Bangor
    When: Apr 27th 2010
    Who: 235 passengers and 8 crew
    Why: While en route, Derek Stansberry of Apollo, Florida passed a note— “Forgive me, I f—ed up, I’m sorry”—to a flight attendant and muttered that he had explosives in his bag and claimed he had a false passport. (There were no explosives and no fake passport.)

    Two federal air marshalls isolated Stansberry in the rear of the plane and insulated him with pillows and blankets in case of an explosion.

    (As if that would do any good in case of an explosion! I’m sure the action marshals took was the protocol for such things, however, from a layperson’s position I’m wondering what do they think a blanket can do to muffle a bomb exploding in a plane at 20,000 feet? Keep you warm while you explode? It’s like hiding behind a thimble while being run over with a steamroller, isn’t it?)

    The flight diverted to Bangor.

    Stansberry, who remained in custody after the rest of the passengers flew on to their destination, is an Air Force veteran who had taken a valium and a sleeping pill prior to the flight.

  • Automatic Dependent Surveillance Broadcast

    ADS-B is the Next Generation Air Transportation System technology is an intelligent system which equips planes with GPS, or, as the company says, is redefining the paradigm of communications and navigation and surveillance in Air Traffic Management. ADS-B accuracy is not degraded by range, atmospheric condition, or altitude. Currently the system is running in Philadelphia. UPS is equipped for ADS-B services, and is largely based in Philadelphia. ADS-B Technologies, LLC is based in Anchorage, Alaska. The FAA has floated a deadline that airlines and private aircraft install ADS-B avionics by 2020 but by 2013, it is expected to be available countrywide.

    FAA Administrator Randy Babbitt is quoted as saying “This new technology is a tremendous leap forward in transforming the current ATC system.”

    Houston, TX, Louisville, KY, and Juneau, AK. are also being equipped with ADS-B.

    Rochester NY: Canadair Emergency Landing

    What: Delta/ Pinnacle Airlines Canadair CRJ-200 en route from Detroit to Rochester
    Where: Rochester
    When: Apr 27th 2010
    Who: 15 passengers and 3 crew
    Why: On approach to Rochester, the crew smelled smoke in the cockpit, and smoke was visibly detected. The flight made a safe landing, ostensibly planning to evacuate on the runway. However, after the safe landing, the plane taxied to the gate.

    Maintenance confirmed that the smoke was caused by burning hydraulic fluid.

    Demand Improvements Continue in March – Expect Volcano-Related Dip in April
    Geneva – The International Air Transport Association (IATA) announced that March 2010 international scheduled air traffic showed continued strengthening of demand. Compared to March 2009, passenger demand was up 10.3%, while cargo demand grew 28.1%. Both are improvements from the 9.0% and 26.3% growth for passenger and freight demand recorded in February.

    These are strong gains, but the data is being compared to March 2009, which was the low point for international air travel during the recession. “March results show that the pace of the upturn is strong. But the trauma of the recession is not over. The industry has lost two years of growth, and passenger and freight markets are still 1% below early 2008 highs. Nonetheless, the pace of improvement, based on an improving global economic situation, is much faster than anybody would have expected even six months ago,” said Giovanni Bisignani, IATA’s Director General and CEO. IATA noted that the International Monetary Fund revised global GDP growth forecasts from 3.0% to 4.3% for 2010.

    With a 78.0% load factor recorded in March, passenger load factors remain at record highs. While demand expanded by 10.3% in March, capacity increases stood at 2.0%, boosting the load factor and creating much tighter supply and demand conditions. Global capacity remains 3-4% below pre-crisis levels.

    International freight markets are also experiencing tighter supply and demand conditions. The 28.1% improvement in demand outpaced the 5.3% capacity expansion in March. This drove freight load factors to 57.1% — the highest since November 2002 when international freight load factors stood at 58.8%.

    International Passenger Demand
    Regional demand patterns continue to reflect the asymmetrical nature of the economic rebound.

    • Asia-Pacific carriers posted strong demand growth of 12.6%, against a capacity expansion of 1.3%. The strength of the rebound in the region’s economies is supporting Asia-Pacific’s demand improvement. China’s economy grew by 11.9% in the first quarter while India’s economy is growing by 7.0%. There is also greater optimism for a return to economic growth in Japan.
    • European carriers posted traffic growth of 6.0%, considerably weaker than the global improvements, but better than the 4.0% growth in February. This is the result of sluggish home economies and continuing high unemployment rates. European carriers reduced capacity by 0.8% compared to the previous year.
    • North American carriers posted a traffic growth of 7.8%, lagging the global average, although considerably improved from the 4.4% recorded in February. Uncertainty over government budget cuts and tax increases is dampening demand for air travel, compared to other regions, particularly Asia-Pacific. North American carriers posted the highest load factor among the regions (81.6%) as a result of continuing careful capacity management.
    • Middle Eastern carriers recorded the strongest traffic growth at 25.9%. While economic growth of 5% in the region is supporting some of this increase, a large part is attributed to market share gains on long-haul markets, connecting passengers over Middle Eastern hubs. Load factors of 76.2% were slightly below the global average.
    • African carriers are now starting to see improving growth, having suffered market share declines for several years. During March, demand was up 13.6% and load factors grew to 67.4% for the month.
      Latin American carriers posted the weakest growth of any region, increasing only 4.6% in March. This is in sharp contrast to February when the region’s carriers grew by 8.5%. The reduction is largely due to the impact of the earthquake in Chile.

    International Cargo Demand

    Global air freight is now within 1% point of recovering to its previous high point of early 2008. International air freight volumes shrank by over one quarter during the second half of 2008. The upturn in the business inventory cycle has almost eliminated that decline, although the upturn for international air freight has taken twice as long as the collapse.

    Despite the sluggish US economy, North American carriers have seen an international freight rebound (+32.2%). Both export and import volumes are very strong in the emerging economies of Asia-Pacific (+34.1%) and in Latin America which recorded the strongest growth at 47.9%.

    European carriers showed the weakest improvement in freight demand at 11.7%, largely due to the slow economic recovery in the region.
    The strong traffic recovery is expected to show a dip in April as a result of the eruption of an Icelandic volcano in April that saw the shutdown of large portions of European airspace over a six-day period. “European carriers were already showing the weakest recovery from the financial crisis through March. The volcanic ash crisis hit the weakest part of the industry the hardest. The majority of the US$1.7 billion in lost revenues was by Europe’s carriers. Passenger confidence is not affected and we expect a quick rebound. The combined impact of lost business and added costs will certainly hit the bottom line,” said Bisignani.

    President of Boeing Korea Announced

    CHICAGO, April 27, 2010 — The Boeing Company today named Pat Gaines as president of Boeing Korea, effective June 4.
    In a move designed to continue the company’s success in Korea, Gaines will succeed Bill Oberlin, who will retire in July after 25 years with Boeing.

    Gaines will lead Boeing’s enterprise-wide business in Korea, while strengthening the company’s local presence and finding new ways to pursue growth and productivity initiatives.

    “Pat’s leadership experience in global business and operations align directly with our ongoing efforts to increase our presence and collaboration with customers, partners, communities and employees in Korea. In this regard he will be able to build on the solid foundation established by the excellent work Bill Oberlin has done in Korea,” said Shep Hill, president of Boeing International and Senior Vice President, Business Development and Strategy.

    Gaines, a 23-year company veteran, joins Boeing Korea following a position in Boeing Commercial Airplanes in Seattle, where he served as vice president of Customer Support for Asia-Pacific. He has extensive experience in global operations and led the efforts that established the joint venture between FlightSafety International and Boeing, now known as Boeing Training and Flight Services.

    Oberlin came to Korea in 2002 as president of Boeing Korea. He joined Boeing in 1985 and was credited with sales of key Boeing products, such as CH-47 Chinook helicopters, F-15Ks and AEW&C Peace Eye aircraft, as well as commercial airplanes and related services to airline customers in Korea.

    Oberlin was recognized in Korea for his contributions to the local business community as chairman of the American Chamber of Commerce in Korea (2003-2004 and 2007-2008) and as an executive member of the U.S.-Korea Business Council. He was an active proponent of the Korea-U.S. Visa Waiver Program, which allows qualified Korean nationals to travel to the U.S. visa free. Oberlin also worked to support the pending Free Trade Agreement between Korea and the U.S. In 2008, he was appointed to serve on the National Competitiveness Improvement Committee under the President of the Republic of Korea.

    “Bill played a significant role in strengthening our presence and stakeholder relationships in the Republic of Korea. His representation of the company has been characterized by outstanding leadership, unquestioned integrity and demonstrated results,” added Hill. “Korea is an important market for Boeing and presents many opportunities for Boeing and Korea to work together in ways to advance our common interests. We have a solid business plan and a long-term view of the market, and we look forward to continuing the legacy of a true partnership between Boeing and our customers and partners in Korea.”

    Gaines served in the U.S. military as an airborne ranger and a warrant officer pilot. He attended the United States Military Academy at West Point and graduated with honors and a degree in Engineering.

    Boeing shares a successful 50-year relationship with Korea. In 1988, Boeing opened an office in Seoul to work closely with Korean customers and partners. Today, more than 160 Boeing employees work across the country.
