    PR: Boeing Test Flight


    EVERETT, Wash., April 20 — The U.S. Federal Aviation Administration (FAA) granted Boeing (NYSE: BA) expanded type inspection authorization (TIA) today, clearing the way for its personnel to fully participate in future test flights and for the collection of required flight-test data. Initial TIA was granted Feb. 11, which supported the collection of flutter certification data.
    The expanded TIA marks the FAA’s confirmation that the airplane and team are ready to collect additional certification data. Boeing achieved the expansion by demonstrating the readiness of the airplane throughout a variety of speeds, altitudes and configurations.

    “This TIA expansion is another significant step toward delivering airplanes to our customers. We remain on track to deliver the first airplane to ANA this year,” said Scott Fancher, vice president and general manager of the 787 program, Commercial Airplanes.
    In addition to receiving expanded TIA, Boeing finalized the aerodynamic configuration of the 787.

    “We have completed sufficient testing to decide that no additional changes to the external lines or shape of the airplane are required,” said Fancher. “Having an airplane match its expected performance with so few changes is rare and speaks to the maturity of the design.”
    The 787 flight-test fleet logged its 500th hour of flying April 16. On Sunday, ZA003, the flight-test airplane outfitted with interior elements, landed in Florida, where it will go through extreme weather testing at McKinley Climatic Laboratory at Eglin Air Force Base.

    Boeing released two videos highlighting flutter and ground effects testing. These videos feature commentary by the pilots and the chief project engineer and are available on www.boeing.com and www.newairplane.com.

    Press Release: ICAO ASSESSES SITUATION

    ICAO ASSESSES SITUATION OF AIR TRANSPORT FOLLOWING ERUPTION OF EYJAFJALLAJOKULL VOLCANO IN ICELAND

    he Council of the International Civil Aviation Organization (ICAO) met yesterday to review the current situation and welcomed the decision by the Ministers of Transport of the European Union (EU) to gradually reopen the European airspace, in a safe and coordinated manner.

    Today, the Organization’s Air Navigation Commission considered near-term initiatives to advance the science of aviation safety and airspace contaminated by volcanic ash.

    Both meetings included participation by the International Air Transport Association (IATA).

    The International Airways Volcano Watch (IAVW) system, established by ICAO in coordination with the World Meteorological Organization (WMO), is providing critical information to States, allowing them to exercise their responsibility as regards the use of their airspace.

    No incidents or accidents have been reported due to volcanic ash as a result of the smooth operation of the IAVW system that was established in 1987 to detect and track the movement of volcanic ash in the atmosphere and to warn States and aviation users. To this end, continuously updated information concerning the area affected by volcanic ash has been issued by the Volcanic Ash Advisory Centre (London) as required by the ICAO provisions.

    In light of the unprecedented disruptions to air traffic, however, it is clear that more effort needs to be undertaken to establish a global safety risk framework for routinely determining safe levels of operation in airspace contaminated by volcanic ash. ICAO invites States, the scientific community, aviation safety professionals, manufacturers, airports and airlines to provide valuable input to the development of such a framework.

  • FED EX flying again

    FedEx Express Resumes Operations at Charles de Gaulle Airport

    MEMPHIS, Tenn. – April 19, 2010 (9:00 p.m. CDT) FedEx Express has restarted its operations at Charles de Gaulle Airport (CDG) in Paris with a flight leaving CDG for Memphis and seven flights leaving the U.S. for CDG. Additional freight from the Company’s Asia Pacific and Middle East regions are also being flown into CDG.

    Due to the fluid nature of the movement of the volcanic ash, the Company is still monitoring this situation very carefully and will continue to take advantage of any opportunity to fly into additional airports as they open. However, the Company cautions that it will take time to clear backlogs of cargo and customers should expect delays in shipments.

    As previously noted, FedEx Express is focused on prioritizing freight on a “first in/first out” basis and indicated it is not accepting deferred international freight at this time. FedEx is asking those customers who have shipments requiring special attention; i.e. temperature control, dry ice or perishables hold their shipments until the Company is able to resume its normal flight schedule.

  • Poland Providing Aid

    Interior Ministry spokeswoman Malgorzata Woznia announced that “87 families (of survivors) have so far gotten 40,000 zlotys ($13,800; euro10,000) each.”

    Ninety-six people, including Poland’s president Lech Kaczynski and his wife leading a delegation of high Polish representatives died on the state flight on the Polish Air Force Tupolev TU-154M. The flight struck trees while attempting to land in dense fog.

    On Apr 11th, the flight data recorders were taken to a special lab, opened in the presence of Russian and Polish investigators. Tapes were found but out of the tape mechanism as result of the impact. On Apr 19th, it was reported that the audio contains noise and need additional processing.

    NTSB TO HOLD A PUBLIC FORUM


    Washington, DC – The National Transportation Safety Board will hold a safety forum on professionalism in aviation beginning Tuesday, May 18, 2010. The three-day, en-banc forum will be chaired by NTSB Chairman Deborah A.P. Hersman.

    “NTSB’s investigations into the midair collision over the Hudson River last August, the crash of Colgan Air flight 3407 in February 2009, and the October 2009 Northwest pilots’ overflight of their intended airport provided the impetus for this forum because all of them clearly demonstrated the hazards to aviation safety when pilots and air traffic controllers depart from standard operating procedures and established best practices,” Hersman said. “During the forum, we will gather information on the screening, selection and training of pilots and controllers and methods to reinforce professionalism and excellence.”

    Panelists participating in the forum will represent industry, government agencies, labor, academia, and professional associations. A technical panel composed of NTSB staff from the Offices of Aviation Safety and Research and Engineering, and the NTSB Board Members, who will make up the Board of Inquiry, will question the panelists.

    Dr. Tony Kern, an internationally recognized human factors and pilot performance expert, is the forum’s keynote speaker. The names of the participating panelists and the agenda will be provided in early May.

    The forum, titled “Professionalism in Aviation: Ensuring Excellence in Pilot and Air Traffic Controller Performance,” will be held at the NTSB’s Board Room and Conference Center, located at 429 L’Enfant Plaza, S.W., Washington, D.C. The public can view the forum in person or by webcast on the NTSB’s web site.

    IATA: Re-Think Volcano Measures


    IATA PRESS RELEASE SAYS: Re-Think Volcano Measures – Governments Must Base Decisions on Fact Not Theory

    Paris – The International Air Transport Association (IATA) sharply criticized European governments for their lack of leadership in handling airspace restrictions in light of the Icelandic volcano eruption and urged a re-think of the decision-making process.

    “We are far enough into this crisis to express our dissatisfaction on how governments have managed it-with no risk assessment, no consultation, no coordination, and no leadership. This crisis is costing airlines at least $200 million a day in lost revenues and the European economy is suffering billions of dollars in lost business. In the face of such dire economic consequences, it is incredible that Europe’s transport ministers have taken five days to organize a teleconference,” said Giovanni Bisignani, IATA’s Director General and CEO.

    “Governments must place greater urgency and focus on how and when we can safely re-open Europe’s skies. This means decisions based on risk-management, facts and utilizing operational procedures that maintain safety,” said Bisignani.

    IATA criticized Europe’s unique methodology of closing airspace based on theoretical modeling of the ash cloud. “This means that governments have not taken their responsibility to make clear decisions based on facts. Instead, it has been the air navigation service providers who announced that they would not provide service. And these decisions have been taken without adequately consulting the airlines. This is not an acceptable system particularly when the consequences for safety and the economy are so large,” said Bisignani.

    “Safety is our top priority. Airlines will not fly if it is not safe. I have consulted our member airlines that normally operate in the affected airspace. They report missed opportunities to fly safely. The European system results in blanket closures of airspace. I challenge governments to agree on ways to flexibly re-open airspace. Risk assessments should be able to help us re-open certain corridors, if not entire airspaces,” said Bisignani.

    To assist governments in assessing risk, airlines have conducted successful test flights in several European countries. The results have not shown any irregularities or safety issues. Airlines are also exploring various operational measures to maintain safe operations. These include day flights, restrictions to specific flight corridors, special climb and descent procedures, and more frequent detailed boroscopic engine inspections to detect damage.

    The scale of airspace closures currently seen in Europe is unprecedented. “We have seen volcanic activity in many parts of the world but rarely has it resulted in airspace closures—and never at this scale. When Mount St. Helens erupted in the US in 1980, we did not see large scale disruptions, because the decisions to open or close airspace were risk managed with no compromise on safety,” said Bisignani, who urged Eurocontrol to establish a volcano contingency centre capable of making coordinated decisions.

    Bisignani called for an urgent meeting of the International Civil Aviation Organization (ICAO), the specialized agency of the UN, to define government responsibility for the decisions to open or close airspace in a coordinated and effective way based on real data and special operating procedures.

    Boeing 787-8 Freighter Begins Flight Test


    PALMDALE, Calif., April 19 — The second Boeing 747-8 Freighter, RC521, landed in Palmdale, Calif., today, marking the beginning of a planned transition of 747-8 Freighter testing to Southern California. The more than four-hour flight from Boeing Field in Seattle included testing on avionics and cruise performance.

    “Taking the airplane to Palmdale is a big step,” said Mo Yahyavi, vice president and general manager of the 747 program. “The team is focused on ensuring a seamless transition into the next phase of the flight-test program as we prepare to expand testing of the 747-8 Freighter’s performance characteristics.”

    The airplane will be stationed in Palmdale for the majority of its scheduled flight-test program. The crew will conduct several tests on the airplane with fuel-mileage and engine-performance testing as key focus areas.

    “Palmdale provides an excellent test environment for the 747-8 Freighter,” said Andy Hammer, 747 test program manager. “It allows us to take full advantage of one of the world’s premier experimental test flight facilities and the excellent weather conditions to meet our flight-test requirements on the road to obtaining our amended type certification.”

    A contingent of employees has been stationed at Palmdale for the testing, including flight-test engineers and the support personnel who prepare the airplane for each day’s flights. In the coming weeks, the two other 747-8 airplanes in the flight-test fleet will join RC521 in Southern California.
    The entire flight-test program calls for the three airplanes to perform a total of about 3,700 hours of ground and air testing. The first 747-8 Freighter delivery to Cargolux is planned for the fourth quarter of this year.

    Eight passengers suffered nausea; one was taken to the hospital.

The helicopter, which is part of an independent detachment is said not to be part of the 400+ Spanish soldiers engaged in Haiti’s recovery and reconstruction efforts, reportedly struck trees and slammed into the ground before catching fire. The rugged terrain is reportedly hampering recovery.

  • ERUPTION OF EYJAFJALLA VOLCANO IN ICELAND – ICAO SYSTEM EFFECTIVE IN ENSURING THE SAFETY OF AIR TRANSPORT

    The International Airways Volcano Watch (IAVW) system, established by ICAO in coordination with the World Meteorological Organization (WMO), proved effective in ensuring the safety of air transport following the eruption of the volcano Eyjafjalla in Iceland on 14 April 2010.

    No incidents or accidents have been reported due to volcanic ash. Disruptions in air traffic, however, are being experienced in the United Kingdom and Scandinavia.

    Since volcanic ash is composed of very abrasive silica materials, it can damage the airframe and flight surfaces, clog different systems, abrade cockpit windows and flame-out jet engines constituting a serious safety hazard. Volcanic ash can also have a serious effect on aerodromes located downwind of a volcanic ash plume since it contaminates runways, ground equipment and aircraft parked or taxiing around the aerodrome.

    The IAVW system is designed to detect and track the movement of volcanic ash in the atmosphere and to warn aircraft in flight about this hazard. The main components of the system are comprised of nine volcanic ash advisory centres responsible for the provision of information related to areas and flight levels affected by volcanic ash and its future movement. These centres are strategically distributed around the globe. They are Anchorage, Buenos Aires, Darwin, London, Montreal, Tokyo, Toulouse, Washington and Wellington. Another important component of the system is the role of area control centres of each State to warn aircraft in flight about the location of the volcanic ash. They work together with selected State Volcano Observatories and the corresponding MET watch offices that are tasked with disseminating the corresponding warnings which are called SIGMETs.

    If you want to see the most current mappings of the ash, here’s the British meteorological service site.

    As I sit here in a foreign country separated from my home by an ocean and a sky full of volcanic ash they are saying may disrupt trans-atlantic aviation for the next six months, and wondering when I will get home, I read the chilling words of a American scrivener remembering the recent flight that wiped out the Polish “politocracy.”

    Michael White: “An airplane is a hollow bullet filled with humans lives, shot from a gun we call an airport. Should it impact with the ground other than according to the dictates of precise technology, its content perishes.”

    Those of us who fly so often take for granted that flight is a right, but every so often, Nature reminds us we are not birds, we are Icarus, daring to fly too close to the sun. We are creatures of the earth. We have no wings beyond those our imagination have wrought.

    Who among us can say it is worth the cost, especially those people I work with every day who have lost their nearest and dearest.

    And yet, how we have flown.
