    FAA Finalizes Recurrent Aircraft Registration Rule

    WASHINGTON, D.C. – In an effort to create a more accurate aircraft registration database, the Federal Aviation Administration (FAA) is requiring re-registration of all civil aircraft over the next three years and renewal every three years after that.

    The rule establishes specific expiration dates over a three-year period for all aircraft registered before Oct. 1, 2010, and requires re-registration of those aircraft according to a specific schedule. All aircraft registration certificates issued on or after Oct. 1, 2010 will be good for three years with the expiration date clearly shown.

    “These improvements will give us more up-to-date registration data and better information about the state of the aviation industry,” said FAA Administrator Randy Babbitt.

    Current regulations require owners to report the sale of an aircraft, the scrapping or destruction of an aircraft, or a change in mailing address, but many owners have not complied with those requirements.

    Re-registration of all U.S. civil aircraft by Dec. 31, 2013 will enhance the database with current data derived from recent contact with aircraft owners. The new regulations also will ensure that aircraft owners give the FAA fresh information at least once every three years when they renew their registration. The FAA will cancel the N-numbers of aircraft that are not re-registered or renewed.

    FAA: “Line Up and Wait” Training Now Available

    “Line Up and Wait” Training Now Available
    On Sept. 30, 2010, the familiar ATC instruction “taxi in position and hold” will become history. Instead, expect to hear “line up and wait” when ATC issues instruction for a pilot to taxi onto a departure runway and wait for takeoff clearance. Another procedure change that occurred on June 30, 2010, requires ATC to issue an explicit clearance to aircraft crossing any runway (active, inactive, and closed). To help pilots with these important procedure changes, FAA added an online training module to www.FAASafety.gov. The course is titled “Line Up and Wait: Taxi Authorization and Runway Clearance Guidance for Airmen,” and is listed in the Featured Courses portal on the FAASafety.gov home page.

    The course provides a good review of safe taxi operations, ATC procedures and phraseology, and pilot responsibilities. It also reviews best practices for avoiding runway incursions, such as knowing and understanding the meaning of the runway hold markings. Some three-fourths of runway incursions result from a failure to comply with this marking.

    Release: Pilots: How to Handle Abnormal Situations

    Now available online, the November/December 2010 issue of FAA Safety Briefing focuses on a subject fundamental to pilot safety: how to handle abnormal and emergency situations. The issue stresses the delicate art of planning for the unplanned and outlines several tools and resources pilots can draw upon to handle emergencies.
    Articles provide tips on unusual attitude recovery, partial-power takeoffs, and knowing what to do when your aircraft’s electrical system fails. Also, this issue’s Hot Spots article highlights the work FAA has been doing to identify the leading causes of GA fatal accidents and lists the top 10 causes. The Vertically Speaking column lists the top 10 causes of helicopter accidents and highlights the regional safety seminars the FAA Safety Team is conducting with Helicopter Association International.

    For Aviation Maintenance Technicians, the Nuts, Bolts, and Electrons article explains the Service Difficulty Reporting System and encourages AMTs to use it.

    Ground Operations
    As winter gets into full swing across the country we should be aware of its impact on our surface operations at the airport. Operating on a snow or ice covered surface — either in a ground vehicle or an aircraft — requires an extra degree of caution. Movement of ground equipment should be done in a manner that allows you to avoid sliding or skidding into other equipment or aircraft, or skidding across hold lines.

    Extreme caution also is needed when towing an aircraft due to the added weight and the fact that most of the time you are relying solely on the braking action of the tug to stop both the aircraft and the tug. On wet, slick or icy surfaces the aircraft in tow can suddenly jack knife out of control as you turn or attempt to stop.

    The same cautions must also be adhered to when taxiing an aircraft in these conditions. When diminished braking action is present, aircraft can slide off taxiways and runways if one is not careful. When approaching hold lines and turns, be sure to use minimal speed to ensure your ability to come to a stop prior to the hold line or to avoid skidding off the taxiway during a turn.

    As with all ground operations, keep your eyes outside the cockpit while taxiing and adhere to all ATC instructions.

    Press Release – FAA Adopts “Comprehensive Solution” to Widespread Fatigue on Aging Aircraft

    WASHINGTON, D.C. – In a continuing effort to address aging aircraft issues, the Federal Aviation Administration (FAA) has finalized a rule designed to protect most of today’s commercial planes and those designed in the future from structural damage as they age.

    The new rule seeks to prevent “widespread fatigue damage” (WFD) by requiring aircraft manufacturers and certification applicants to establish a number of flight cycles or hours a plane can operate and be free from WFD without additional inspections for fatigue. Manufacturers have between 18 and 60 months to comply depending on the particular aircraft type.

    Once manufacturers establish these limits, operators of affected aircraft must incorporate them into their maintenance programs within 30 to 72 months, depending on the model of aircraft. After the limit is in the maintenance program, operators cannot fly the aircraft beyond that point unless the FAA approves an extension of the limit.

    “Safety is our highest priority. This rule provides a comprehensive approach to the problem of widespread fatigue in aging aircraft,” said U.S. Transportation Secretary Ray LaHood. “Requiring carriers to regularly inspect their aircraft for possible fatigue is essential to ensuring the highest levels of safety.”

    “We’ve addressed the problem of aging aircraft with numerous targeted regulations and 100 airworthiness directives over the years,” said FAA Administrator Randy Babbitt. “This rule is a comprehensive solution to ensure the structural safety of today’s airliners and the airplanes of tomorrow.”

    An airplane’s metallic structures are stressed and can develop cracks when they experience repeated loads such as the pressurization and depressurization that happens on every flight. While airlines regularly inspect aircraft for cracks exceeding a certain size, WFD involves aircraft developing numerous tiny cracks, none of which would have raised concerns individually but which together run the risk of joining up and impairing the structural integrity of the plane.

    The new regulation applies to airliners with a takeoff weight of 75,000 lbs. and heavier. It also applies to all transport designs certificated in the future.

    The affected models, totaling 4,198 U.S.-registered airplanes, are listed in the rule.

    The FAA is working closely with the European Aviation Safety Agency (EASA) and other national authorities to harmonize this rule with their regulations as much as possible. EASA is now developing rulemaking to address WFD, and the FAA participates in that process.

    FAA Proposes $1.05 Million Civil Penalty Against Boeing

    The Federal Aviation Administration (FAA) is proposing a $1,050,000 civil penalty against the Boeing Company for allegedly failing to correct a known problem in production and installation of the central passenger oxygen system in its B-777 airliners.

    The FAA based its proposed civil penalty on inspections of nine newly assembled aircraft between April and October, 2010. Inspectors discovered that spacers in the oxygen delivery system distribution tubing on the aircraft were not installed correctly. Improper installation could result in the system not supplying oxygen to passengers should depressurization occur.

    “There is no excuse for waiting to take action when it comes to safety,” said Transportation Secretary Ray LaHood. “We will continue to insist on the highest levels of safety from our aircraft manufacturers.”

    “The FAA has strict regulations when it comes to the maintenance and installation of aircraft systems that all manufacturers and operators must follow,” said FAA Administrator Randy Babbitt.
    Boeing has 30 days from the receipt of the FAA’s enforcement letter to respond to the agency.
