    Boeing-built GOES-15 Weather Satellite Enters Service for NASA, NOAA

    EL SEGUNDO, Calif., Sept. 1, 2010 — Boeing [NYSE: BA] today announced that GOES-15, the company’s eighth Geostationary Operational Environmental Satellite, has completed on-orbit testing and has been accepted into service by NASA and the National Oceanic and Atmospheric Administration (NOAA).
    “GOES-15 completes the fleet of advanced meteorological satellites that Boeing designed, built and launched to provide enhanced weather monitoring over North America and refresh NOAA’s operational fleet,” said Craig Cooning, vice president and general manager of Boeing Space & Intelligence Systems. “The United States will have state-of-the-art satellite images on nightly weather telecasts, better weather monitoring and prediction, and more accurate data for climate studies because of these new GOES satellites. We thank our NASA and NOAA customers for the nearly 13 successful years of cooperative development that has enabled us to deliver the full GOES fleet.”

    GOES-15 was launched on March 4 from Cape Canaveral Air Force Station, Fla. The satellite successfully completed five months of on-orbit testing and demonstrated operational readiness of its subsystems, spacecraft instruments and communications services. GOES-15 has already started to deliver high-resolution photos from space, including the first visible and infrared images of Earth taken by its imager instrument, and the first image of the sun taken by its solar X-ray imager instrument.

    The eight GOES satellites that Boeing has built for NASA and NOAA began with GOES-D, which launched in 1980. The on-orbit GOES constellation includes the three recently produced Boeing satellites known as GOES-13 (formerly GOES-N), GOES-14 (formerly GOES-O) and GOES-15 (formerly GOES-P). GOES-13 was activated as the operational GOES-East satellite on April 14, in time to monitor the 2010 hurricane season over the Atlantic Ocean. GOES-13 replaced GOES-12, which NOAA moved to 60 degrees west longitude to provide coverage for South America as part of the Global Earth Observing System of Systems. GOES-14 is currently in a storage orbit of 105 degrees west longitude, ready to become a primary operational satellite in the next two years. GOES-15 will be placed in an on-orbit storage location at 105 degrees west longitude.

    The mission of the GOES satellites is to provide space-based Earth observation and global environment-sensing activities, delivering enhanced weather forecasting that protects life and property. In addition to providing the familiar weather images seen on television newscasts every day, NASA and NOAA also recently released a six-minute video of the 2009 hurricane season. The video includes data and images supplied by the GOES satellites.
    In addition to the acceptance of GOES-15, Boeing also handed over a government satellite to the U.S. Air Force on Aug. 26. The delivery of two operational satellites to two customers in the same week marks only the second time this has occurred in Space & Intelligence Systems’ 47-year history, underscoring Boeing’s commitment to solid program execution.

    What: Qatar Airways Boeing 777-300 en route from Tokyo Narita to Osaka
    Where: Osaka
    When: Aug 30th 2010
    Why: The Qatar Airways had a normal flight; however on approach to its destination, the plane headed for a runway which was closed. The flight did a go-round (if one would call it that?) and approached the open runway, and made a safe landing.

    Inquiring minds wonder at the source of the misdirection but so far, no one’s telling.

    What: Qantas Boeing 747-400 en route from San Francisco to Sydney
    Where: San Francisco
    When: Aug 31 2010, 12:45 a.m.
    Who: 212 passengers, 19 crew
    Why: After takeoff, the right engine failed (exploded), and disrupted the outer engine cowling. Observers reported “a thud, shower of sparks, and engine fire.”

    On board, the pilot announced that the captain announced that an engine blew up. The crew shut down the afflicted engine, dumped fuel over the Pacific and returned to San Francisco where it made a safe landing. Inside while landing, passengers cheered.

    Passengers were provided hotel accommodations. There were no injuries. Experts have noted the rarity of this type of engine explosion, and also mention how lucky passengers are it occurred facing “out” – although the engine is built to contain exploding particles.

    Boeing to Provide Landing Gear Exchange Service to Qantas Airways

    SEATTLE, Aug. 31 /PRNewswire-FirstCall/ — Boeing (NYSE: BA) will perform landing gear exchange, repair and overhaul services on Qantas Airways’ 747-400ER (extended range) jetliners. Qantas, the program launch customer for the 747-400ER and operator of six of the airplanes, becomes the launch customer for the 747-400ER Landing Gear Overhaul and Exchange Program.
    Qantas will use the Boeing Service Center Repair Network for quick, reliable access to landing gear exchanges, repair and replacement around the world, greatly reducing maintenance time. The agreement takes effect in 2011.

    The launch of the Landing Gear Overhaul and Exchange Program by Qantas for the 747-400ER family provides a similar opportunity for operators of the 40 747-400ER Freighters currently in service.

    “We appreciate that a customer such as Qantas is demonstrating their confidence in Boeing to provide them with this important service,” said Dale Wilkinson, vice president, Material Services, Boeing Commercial Airplanes. “By choosing Boeing’s landing gear exchange program, Qantas will have immediate access to a replacement gear without having to invest in a landing gear asset themselves.”

    Qantas Airways is the latest of more than 70 customers to take advantage of the Boeing’s Landing Gear Overhaul and Exchange Program. Boeing coordinates with airlines and global component repair and overhaul suppliers to promptly return airplanes to service.

    More than 500 airplanes have benefitted from the Boeing Landing Gear Overhaul and Exchange Programs for 717, Next-Generation 737, Boeing Business Jet, 757-300, 767-300, 777-200ER/-300/300ER, MD-11 and, now 747-400ER/ERF models.     Shanghai Airlines returns to Shanghai

    Who: 131 passengers
    Why: After takeoff, the air conditioning began smoking. Passengers were provided wet towels to breathe through to filter out the smoke; and oxygen masks were deployed, apparently unannounced. The smoke was dense enough to impair vision; and the crew attempted to use the fire extinguisher without success.

    The flight returned to Shanghai, where emergency vehicles were waiting; and the flight made a safe landing at 11:53 am.

    Most passengers were booked to Hong Kong on alternative flights.

    1st Boeing C-130 AMP Low-Rate Initial Production Aircraft Inducted at Warner Robins Air Logistics Center

    ST. LOUIS, Aug. 30, 2010 – The Boeing Company [NYSE: BA] today announced the induction of the first C-130 aircraft slated to receive the Avionics Modernization Program (AMP) upgrade at Warner Robins Air Logistics Center, Ga. This is the first of 20 aircraft to be upgraded during low-rate initial production (LRIP).

    “Warner Robins is ready to receive the C-130 and begin installing the AMP kits,” said Tommy Jackson, C-130 AMP deputy program manager for the U.S. Air Force. “Our team has been trained by Boeing, and we are excited to get the first of many aircraft through our line and upgraded.”

    Air Force workers at Robins will install glass cockpits that include a head-up display; six flat-panel, full-color displays; and night-vision capability in 10 of the 20 LRIP aircraft. Warner Robins will receive its second C-130 for AMP modification in October.
    “The C-130 AMP is production-ready,” said Mahesh Reddy, C-130 AMP program manager for Boeing. “Today marks a very important day for the warfighter. Boeing and the Air Force are one step closer to delivering a fleet of C-130 AMP aircraft.”

    Boeing will begin its portion of the installations in early 2012 at its San Antonio facility.

    Boeing Sets 787 First Delivery Date for Mid-First Quarter 2011

    EVERETT, Wash., Aug. 27 /PRNewswire-FirstCall/ — The Boeing (NYSE: BA) Company said today that it now expects delivery of the first 787 in the middle of the first quarter 2011.

    The delivery date revision follows an assessment of the availability of an engine needed for the final phases of flight test this fall.

    While Boeing works closely with Rolls-Royce to expedite engine availability, flight testing across the test fleet continues as planned.

    Boeing said last month that the cumulative impact of a series of issues, including supplier workmanship issues related to the horizontal stabilizer and instrumentation delays, could push first delivery of the 787 a few weeks into 2011. The delay in engine availability has extended that estimate to mid-first quarter 2011.

    The schedule revision will not affect the company’s financial guidance.

    Why: While taxiing for takeoff, off duty crew reported smoke near the left wing; procedures were not followed (i.e. fire suppression system was not engaged.)

    The flight was evacuated; 26 passengers were injured, and the plane received damage from exiting passengers via the overwing exit.

    India suspended he six crew members as well as 4 additional crew aboard.

    No fire was found.

    Why: Both flights were in the air, the Airbus flying at a higher altitude. The Airbus unexpectedly descended without ATC clearance.

    The Boeing received a TCAS resolution advisory, to which they immediately responded, averting a collision.

    I am reminded of the sad and tragic events of June 30, 2009, when Air Yemenia failed to make a safe landing and killed everyone aboard but Bahia Bakari.

    Confusion again reigns in Moroni, Comoros airspace. I am grateful for the successful TCAS resolution/response. Apologies if the date is in error, as we find different dates published for this averted catastrophe.

    What: BMI/Astraeus Boeing 757-200 en route from Freetown Sierra Leone to London
    Where: Nouakchott Mauritania

    Who: 110 aboard
    Why: While en route the plane developed engine problems. One account says the pilot saw an engine on fire and contacted ATC for immediate clearance for an emergency landing.

    The official report says that the plane was experiencing engine surges.

    What matters is that the plane landed safely, with no casualties. A replacement plane was flown in.

    Vietnam Airlines and Boeing Team to Enhance 777 Passenger Experience

    SEATTLE, Aug. 26 /PRNewswire-FirstCall/ — Boeing (NYSE: BA) and Vietnam Airlines have teamed on a key initiative to upgrade the level of comfort for Vietnam Airlines’ passengers, unveiling the carrier’s latest cabin interior modernization on four of the airline’s 777-200ERs.     Boeing Joins ProActive Technologies Team in Bid for B-52 Aircrew Training System

    ST. LOUIS, Aug. 23, 2010 – The Boeing Company [ along with teammate ProActive Technologies LLC of Orlando, Fla., has submitted a proposal for the U.S. Air Force’s B-52 Training System Contractor Logistics Support (CLS) program. The contract provides program management and on-site CLS to operate, maintain, sustain, and upgrade training devices located at Barksdale Air Force Base, La., and Minot Air Force Base, N.D.

    ProActive will be the prime contractor on the team, with Boeing’s Global Services & Support division adding its extensive expertise in developing training devices and in maintaining, modifying, and upgrading the B-52 aircraft itself. The Air Force is expected to award the contract in March 2011.

    Air Canada Aborts Flight in Vancouver

    Who: 166 passengers and 9 crew
    Why: Twenty minutes after leaving, the pilot returned to Vancouver after detecting a whistling sound from a cockpit window. The flight entered a holding pattern, then made a safe landing.

    Passengers were provided an alternative plane while this plane was scheduled for maintenance.

    Boeing Plans New Manufacturing Facility at Illinois’ MidAmerica Airport

    MASCOUTAH, Ill., Aug. 19, 2010 — The Boeing Company [NYSE: BA] announced today that it is expanding its St. Louis-area operations with the planned opening of a new manufacturing facility at MidAmerica Airport in Mascoutah.
    The facility, tentatively scheduled to open in late 2010 or early 2011, will use leased space in an existing building to house assembly and subassembly work. It is expected to initially bring approximately 75 new manufacturing jobs to Illinois.
    Boeing Defense, Space & Security (BDS) President and CEO Dennis Muilenburg addressed U.S., state and local officials, Boeing employees, and the media at a ceremony today in Mascoutah.
    “This facility’s proximity to BDS headquarters, the presence of an established, skilled work force, and the infrastructure at MidAmerica Airport make it an ideal choice as Boeing looks for opportunities to expand our core business and ensure our St. Louis site remains competitive as we meet the high-value, low-cost needs of our customers,” said Muilenburg.

    Boeing NewGen Tanker Win Would Bring 580 Jobs, $30 Million to New York

    ST. LOUIS, Aug. 19, 2010 — The Boeing Company [NYSE: BA] today announced that the state of New York will benefit from an estimated 580 total jobs and generate an estimated $30 million in annual economic impact if the Boeing NewGen Tanker is selected as the U.S. Air Force’s next aerial refueling aircraft.

    Boeing submitted its proposal July 9 to replace 179 of the Air Force’s 400 Eisenhower-era KC-135 aircraft. The Air Force is expected to award a contract in November.

    PORT-AU-PRINCE, Haiti, Aug. 17 /PRNewswire-FirstCall/ — A Boeing contribution of $900,000 will help support the reconstruction of Haiti’s public education system, Boeing (NYSE: BA) and the Interim Haiti Recovery Commission announced today.

    Earlier this year Boeing and its employees, through a company-sponsored appeals program, committed $2.2 million to help the people of Haiti. The American Red Cross received $1.3 million of that amount for immediate relief efforts, and Boeing committed the remaining $900,000 to help Haiti rebuild its infrastructure.
    “We hope our contribution will help ease the Haitian government’s enormous task of rebuilding schools and training classroom teachers,” Boeing chairman, president and CEO Jim McNerney said. “Few things are more important to a country and its people’s future success than an accessible public education system.”

    Prime Minister Jean-Max Bellerive and former U.S. President Bill Clinton, who co-lead the recovery commission, will work with Boeing to identify specific projects to support the implementation of the Haitian government’s education plan, specifically in areas directly affected by the earthquake that devastated the country in January. The innovative partnership with the government will target the development of a universally accessible, high-quality public education system.

    “Today’s announcement, along with the voting and approval of hundreds of millions of dollars worth of projects for the reconstruction of Haiti, highlights an opportunity for the Haitian people to re-imagine and achieve their vision for a better future,” co-chair Clinton said. “We hope that the private sector continues to direct its support in ways that are coordinated with the Government of Haiti and its people.”

    The infrastructure contribution will be directed to the Haitian government through the William J. Clinton Foundation to support specific education projects. The recovery commission will review the projects. Boeing will select from the ones that are approved; it also will monitor the projects to ensure transparency and accountability for the contribution.

    The Interim Haiti Recovery Commission (IHRC) was created by presidential decree on April 21, 2010, in the wake of the devastating earthquake that struck Haiti on January 12, 2010. The mission of the IHRC is to undertake the expeditious planning, coordination, and implementation of development projects and priorities, including reviewing and approving projects and programs funded by bilateral and multilateral donors, nongovernmental organizations and the private sector. The IHRC is guided by a Board, which includes Haitian and non-Haitian stakeholders in reconstruction efforts.

    Boeing Statement on Aires S.A. Accident

    SEATTLE, Aug. 16, 2010 – Boeing extends its profound condolences and wishes for speedy recovery to the families and friends of those lost or injured in the crash of an Aires S.A. 737-700 in San Andres, Colombia. Boeing is sending a team to provide technical support to the Colombia DJAC to assist in the agency’s investigation of the accident, at the invitation of the Colombian authorities.

    What: Aires Boeing 737-700 en route from Bogota to San Andrés Island Colombia
    Where: Gustavo Rojas Pinilla International Airport on the Colombian island of San Andres
    When: August 15 2010, 2:15 a.m.
    Who: 131 aboard, 6 crew, 4 minors, 121 adult passengers
    Why: Prior to touchdown, the plane was struck by lightning (11 strikes recorded within 6 miles of the runway within a five-minute span of the crash); the plane impacted 80 meters shy of the runway. The impact scattered pieces of the plane, and it broke at the midsection into three main parts. When help arrived, passengers were already strewn about the area. Praise Boeing for no actual fatalities.

    The injured are being treated at “Amor de Patria Hospital” and “Villarreal Clinic” on San Andrés Island, with the most injured being ported to Bogata via air ambulance.

    After the crash-landing, Mrs. Amar Fernández died of a heart attack en route to the hospital. She was 73. 66 were reported injured, five of them seriously, 35 hospitalized. Alejandro Colmenares Rua (18 months), Yiseth Rua Rojas (23), Catherine Rua Rojas (27), Jacqueline Rua Rojas(23), María Alejandra Ballesteros (21) and Andrés Cagua Calderón (33) were unhurt.

    A room has also been opened for relatives at the Sheraton Hotel in Bogota. Aires published a release regretting what has happened. They are working with Aerocivil to serve the passengers and their families. They have provided a care line number: 018000-949490
    Relatives of the occupants may contact the Hotel Habitel where they will receive all Aires information.

    Flights at Gustavo Rojas Pinilla are suspended. Civil Aeronautics, the Navy, the Colombian Air Force, National Police, Red Cross, the company Aires and other institutions of the Regional Committee for Disaster Prevention and Response have responded.

    Thomas Cook: Smoking Oven Causes Unanticipated Diversion to London

    What: Thomas Cook Boeing 767-300 en route from Manchester to Dalaman Turkey
    Where: West of Amsterdam
    When: Aug 15 2010 8.40 am
    Who: 320 passengers
    Why: While en route over the ocean near Amsterdam, the cabin filled with smoke. The crew diverted to London where they made a safe landing. The source of the smoke was determined to be packaging in an oven. Although the smoke had dispersed, the West Sussex Fire and Rescue Emergency Services were on hand.

    The plane was routed to Manchester for a crew change before the flight could be resumed.

    Air Tran Boeing Engine Cover Falls Off Mid Flight

    What: Airtran Boeing 717-200 en route from Indianapolis to Baltimore
    Where: Dayton
    When: Aug 12th 2010
    Who: 48 passengers and 5 crew
    Why: When the left engine developed problems after leaving Indianapolis, the crew diverted to Dayton where they made a safe landing and taxied to the gate.

    According to the video, passengers hopped alternative flights.

    Maintenance determined that the cowling of the left hand engine had separated. AirTran is flying in its own mechanics.

    INDIA’s DGCA Asserts Co-Pilot Assertiveness

    Following the Air India Express tragedy in Mangalore India (and definitely in response to it), the DGCA (India’s Directorate-General of Civil Aviation) has been trying to shut the gate after the horses are out. They’re still pointing their fingers at the pilot.

    The tape of the crash records the co-pilot Capt H S Ahluwalia (*i.e. the pnf) insisting to Commander Capt Zlatko Glusica to initiate a go-around. The Captain (**i.e. the pf) did not, and the plane landed too far down the runway, clipped an antenna, crashed thru the end of the runway, off the edge of the runway plateau. We can only assume the captain ignored his co-pilot, as no go-around was initiated.

    Apparently the pilot was in error and the co-pilot knew it. It must have been obvious to Ahluwalia that they were landing at the wrong angle too far down (the middle) of the runway–but he did not act on his knowledge. At any rate, he was in disagreement with his superior officer.

    Consequently, the DCGA has issued an operations circular highlighting procedural assertiveness for the co-pilot when he knows the pilot is wrong. The Mangalore tragedy is not mentioned by name, but it is certainly the silent subtext.

    Did the crash occur because the co-pilot did not take the controls? What exactly will this circular accomplish? Had this circular been public already, would the pilot and co-pilot have ended up in a wrestling match over controls of the airplane?

    It will be interesting to hear from pilots about what they think the consequences of this directive might be, and if they think a cultural context may play a part.

    I always turn to the experts. Right now, before the full investigation is out, I am hearing a lot of speculative “pilot error” but it is all speculation. But is it all pilot error?

    My experts remind me that “Every incident is linked to a chain of events. Each event alone is not sufficient reason to provoke an accident although when they link together the chances are multiplied and sometimes the accident occurs.” ( I am quoting a pilot.)

    For example, if pilot fatigue were a contributing factor (landing at dawn after a long tiring duty cycle), isn’t the carrier’s policy on pilot fatigue a contributory factor?

    The Boeing 737 landed midway on runway 24, and then overshot it, crashing into a gorge. Initial reports on the civil aviation website showed runway 27 mislabeled as runway 24. The actual crash site was not even pictured, a mistake that certainly casts doubt on the quality of the investigation, and possibly even the quality of the resources available to pilots at the time they were negotiating a landing. What did their map say? Is a pilot alone in error if the resources provided him are in error? I know I am digressing, but the point I want to make is this:

    I don’t have years of flight school, or engineering training but I do have opinion. And in my opinion, pilot error alone does not cause a crash like this.

    What: Air India Express Boeing 737-800 en route from Dubai to Mangalore
    Where: Mangalore airport
    When: 6:00 a.m May 22 2010
    Who: 160 (?) passengers including 23 children, 6 crew= 158 fatalities and 8 survivors
    Why: Air India Express flight 812 attempted touch down was around the middle marker. (Conflicting) reports are that it overshot the runway, and that the pilot intended a go round (tapes reveal the co pilot was urging a go-round) but the plane hit the localizer antenna at the runway’s end, plowed through the perimeter losing part of a wing, and went down 75 feet into a ravine, and broke into pieces and burst into flames. On touchdown, there was a reported “bang” which may have been a tire bursting. A drizzle started after the accident. From 5 to 10 people have been hospitalized, but according to reports there are possibly 3 survivors.

    Survivor Abdul Puttur suffered burns. He was seated near the wing exit and said that the pilot had announced the landing, then there was a thud. He saw huge flames after the plane fell into the ravine and then he jumped out from the back entrance. Another passenger said the pilot made no announcement.

    The Serbian pilot was Zlatko Glusica, first officer was S.S. Ahluwalia.

    According to DGCA rules, Mangalore International Airport is deemed a “critical airfield” which means that “supervised take offs and landings” are prohibited. Only the captain (not the first officer) can pilot take-offs and landings. Mangalore International Airport has a controversial table top runway and which forces pilots to make a precision landing. The airport has no buffer zone, and pilots landing planes must fly precisely or risk hurtling off the edge.

    Asiana Airlines Diverts for Unruly

    Why: After a disagreement among passengers in which a U.S. serviceman became violent, the pilot diverted to Anchorage. The unruly serviceman was removed from the plane and taken into custody, delaying the flight for two hours.
