    Honeywell Press Release: IntuVue Offers Improvement in Turbulence Detection, Reliability and Cost of Operations

    DUBAI AIR SHOW, U.A.E., Honeywell (NYSE: HON) announced today its IntuVue 3-D advanced weather radar and seven other safety and information management products were selected by PT. Garuda Indonesia (Persero).

    The products will be standard on 25 B737-800 aircraft delivered between mid 2009 and 2011. The contract, valued at more than $28 million, includes an option for 25 additional aircraft.

    The total avionics package includes Honeywell’s IntuVue; partial Quantum™ line of communication and navigation sensors comprising Multi Mode Receiver (MMR), Radio Altimeter and Automatic Direction Finder (ADF); the CAS 100 aircraft collision avoidance system, solid-state data recorders and voice recorders, Flight Data Acquisition and Management System (FDAMS), airborne data loader, the cockpit data printer and the Automatic Fixed Emergency Locator Transmitter (ELT).

    IntuVue is the first fully automatic weather radar system certified to the FAA’s Enhanced Turbulence Detection Minimum Operation Performance Standard (MOPS), improving pilots’ ability to see and avoid weather, wind shears and turbulence sooner. Specific turbulence-related injuries cost the airline industry more than $100 million a year.

    IntuVue is the only commercial radar that displays storms in three-dimensions at up to 320 nautical miles ahead of the aircraft and key analysis tools which allow pilots to dissect and analyze weather and hazards both vertically and horizontally. These features have demonstrated a significant improvement for in-flight weather-related decisions, and more than a 45 percent improvement in turbulence detection, enabling pilots’ to optimally reroute around or through weather for passenger safety and comfort while decreasing fuel burn. Besides enhanced safety, IntuVue offers improved reliability and reduces system weight to lower operating costs for operators. IntuVue increases system reliability by 50 percent, reduces maintenance costs by 30 percent, and reduces weight by 25 percent as compared to other radars — yielding airlines a $10,000/year savings over existing systems.

    Honeywell’s IntuVue is certified and flying on the Boeing 777 and 737NG as buyer furnished equipment and is standard equipment on the Airbus A380. It will become available on the A320 family in 2010 and the A330 family in 2011. It is specified as standard equipment on the Gulfstream 650 and Airbus A350 when they enter service.

    The Flight Data Acquisition & Management System (FDAMS) is a multi-function airborne Line Replaceable Unit (LRU) that collects and sends mandatory aircraft data to the flight recorder.

    Chicago Department of Aviation will be shortly initiating the demolition of structures on city-owned properties in Bensenville after acquiring the remaining Bensenville-owned properties and rights-of-way. Some of the acquisition area will be de-annexed from Bensenville and annexed to Chicago as the result of a recent law suit that had been blocking the “O’Hare Modernization Program.”

    DOT Administrative Law Judge Approves Ultimate Fares Settlement

    The internet travel agency Ultimate Fares has been fined $600,000 and its owner $30,000 for violations of advertising regulations under a settlement approved by a U.S. Department of Transportation Administrative Law Judge (ALJ).

    The fine, which would be the largest ever assessed for advertising violations, will become final in 30 days unless the Department decides to review the action or a petition for review is filed.

    An investigation by the Department’s Aviation Enforcement Office found that Ultimate Fares failed to include the federal excise tax and the service fee it charged to consumers in fares published on its website between March 2008 and September 2009. This violated the Department’s requirement that published airfares must state the full price to be paid including service fees and any ad valorem tax, such as the Federal excise tax, which is assessed as a percentage of the fare. Ultimate Fares continued to omit the tax from its stated fares even after the Enforcement Office began its investigation, according to the consent order issued by ALJ Richard C. Goodwin. Ultimate Fares also failed to disclose which flights were being operated on a code-share basis as required by the Department’s rules.

    In addition to the $30,000 penalty assessed against Ultimate Fares’ owner Roni Herskovitz, he also will be barred from any involvement in the online air travel agency business for 12 months.

  • NTSB Press Release: Pilot’s Failure to Maintain Altitude caused Maryland State Police Helicopter Crash in Maryland

    Washington, DC – The National Transportation Safety Board today determined that the probable cause of the crash of a Maryland State Police (MSP) helicopter emergency medical services flight was the pilot’s attempt to regain visual conditions by performing a rapid descent and his failure to arrest the descent at the minimum descent altitude during a nonprecision approach.

    On September 27, 2008, an Aerospatiale (Eurocopter), call sign Trooper 2 (N92MD), registered to and operated by the MSP as a public medical evacuation (medevac) flight, impacted terrain in District Heights, Maryland while on approach to Andrews Air Force Base (ADW). The pilot, one flight paramedic, one field provider, and one of two automobile accident patients being transported were killed. The other patient being transported survived with serious injuries from the helicopter accident and was taken to a local hospital.

    The Board found that the pilot failed to adhere to instrument approach procedures when he did not prevent the helicopter’s descent at the MDA. The flight was cleared for an instrument landing system (ILS) approach. After the initial call to the ADW tower, the pilot reported that he could not capture the glideslope and was on a localizer approach. The controller responded that her ILS equipment status display was indicating no anomalies with the equipment. Post accident tests confirmed no anomalies with the instrument approach equipment and testing of the helicopter’s navigation equipment did not find any deficiencies that would have precluded the pilot from capturing the glideslope.

    Furthermore, the Board concluded that although the descent rate and altitude information were readily available through cockpit instruments which the pilot had access to, he likely became preoccupied with looking for the ground, which he could not identify before impact because of the lack of external visual cues. Since there were no recorders on board the accident helicopter, the Safety Board could not determine why the pilot did not use other options available to conduct a safe landing in instrument conditions.

    Several contributing factors to the cause of the accident, the Board noted, were the pilot’s limited recent instrument flight experience, the lack of adherence to effective risk management procedures by the Maryland State Police, the pilot’s inadequate assessment of the weather, which led to his decision to accept the flight, the failure of the Potomac Consolidated Terminal Radar Approach Control (PCT) controller to provide the current Andrews Air Force Base weather observation to the pilot, and the increased workload on the pilot due to inadequate Federal Aviation Administration air traffic control handling by the Ronald Reagan National Airport Tower and PCT controllers.

    As a result of this accident investigation, the Safety Board issued recommendations to the Federal Aviation Administration, the MSP, Prince George’s County, and all public Helicopter Emergency Medical Service operators regarding pilot performance and training, air traffic control deficiencies, patient transport decisions, emergency response and FAA oversight.

  • Press Release: NTSB issues update on its investigation of Flight 188 that overflew intended Minneapolis Airport

    In its continuing investigation of an Airbus A320 that overflew the Minneapolis-St Paul International/Wold-Chamberlain Airport (MSP), the National Transportation Safety Board has developed the following factual information: On Wednesday, October 21, 2009, at 5:56 pm mountain daylight time, an Airbus A320, operating as Northwest Airlines (NWA) flight 188, became a NORDO (no radio communications) flight at 37,000 feet. The flight was operating as a Part 121 flight from San Diego International Airport, San Diego, California (SAN) to MSP with 144 passengers, 2 pilots and 3 flight attendants.

    Both pilots were interviewed separately by NTSB investigators yesterday in Minnesota. The following is an overview of the interviews:

    The first officer and the captain were interviewed for over 5 hours combined.
    The Captain, 53 years old, was hired in 1985. His total flight time is about 20,000 hours, about 10,000 hours of A-320 time of which about 7,000 was as pilot in command.
    The First Officer, 54 years old, was hired in 1997. His total flight time is about 11,000 hours, and has about 5,000 hours on the A-320.
    Both pilots said they had never had an accident, incident or violation.
    Neither pilot reported any ongoing medical conditions.
    Both pilots stated that they were not fatigued. They were both commuters, but they had a 19-hour layover in San Diego just prior to the incident flight. Both said they did not fall asleep or doze during the flight.
    Both said there was no heated argument.
    Both stated there was a distraction in the cockpit. The pilots said there was a concentrated period of discussion where they did not monitor the airplane or calls from ATC even though both stated they heard conversation on the radio. Also, neither pilot noticed messages that were sent by company dispatchers. They were discussing the new monthly crew flight scheduling system that was now in place as a result of the merger. The discussion began at cruise altitude.
    Both said they lost track of time.
    Each pilot accessed and used his personal laptop computer while they discussed the airline crew flight scheduling procedure. The first officer, who was more familiar with the procedure was providing instruction to the captain. The use of personal computers on the flight deck is prohibited by company policy.
    Neither pilot was aware of the airplane’s position until a flight attendant called about 5 minutes before they were scheduled to land and asked what was their estimated time of arrival (ETA). The captain said, at that point, he looked at his primary flight display for an ETA and realized that they had passed MSP. They made contact with ATC and were given vectors back to MSP.
    At cruise altitude – the pilots stated they were using cockpit speakers to listen to radio communications, not their headsets.
    When asked by ATC what the problem was, they replied “just cockpit distraction” and “dealing with company issues”.
    Both pilots said there are no procedures for the flight attendants to check on the pilots during flight.
    The Safety Board is interviewing the flight attendants and other company personnel today. Air traffic control communications have been obtained and are being analyzed. Preliminary data from the cockpit voice recorder (CVR) revealed the following:

    The CVR recording was 1/2 hour in length.
    The cockpit area microphone channel was not working during this recording. However, the crew’s headset microphones recorded their conversations.
    The CVR recording began during final approach, and continued while the aircraft was at the gate.
    During the hours immediately following the incident flight, routine aircraft maintenance provided power to the CVR for a few minutes on several occasions, likely recording over several minutes of the flight.
    The FDR captured the entire flight which contained several hundred aircraft parameters including the portion of flight where there was no radio communication from the flight crew. Investigators are examining the recorded parameters to see if any information regarding crew activity during the portion of flight where radio contact was lost can be obtained.

    The Safety Board’s investigation continues.

  • IATA Press Release: Fragile but Improving

    Geneva – The International Air Transport Association (IATA) reported international scheduled traffic results for September 2009. Passenger demand was essentially unchanged, increasing 0.3% compared to September 2008. Demand for international cargo was 5.4% below September 2008 levels. Load factors for passenger and cargo have returned to pre-crisis levels of 77.1% and 50.8%, respectively.

    The apparent year-over-year improvement in demand is misleading. It is largely due to comparisons with an exceptionally weak September 2008 when traffic fell sharply (-2.9% for passenger and -7.7% for cargo). Seasonally adjusted statistics show a 0.3% drop in passenger volumes and a 1.4% fall in cargo volumes for September 2009 compared with August 2009. This reflects the pause seen in the economic recovery in the US and elsewhere in the past few months.

    “It is far too early to call this a recovery. The worst may be over in terms of the fall in demand, but yields continue to be a disaster and costs are rising. The airline industry remains firmly in the red with a fragile business environment,” said Giovanni Bisignani, IATA’s Director General and CEO.

    Airlines continue to carefully manage capacity. Seasonally adjusted passenger capacity has remained unchanged throughout the year while cargo capacity has edged up only slightly in the last two months. Load factors have risen to pre-crisis levels which should help to correct the precipitous fall in yields (-14% for economy, -18% for premium and –20% in cargo).

    Rising costs are a concern. As airlines adjust capacity to match demand, aircraft are flying fewer hours (-3% for some aircraft types). This is raising non-fuel unit costs. At the same time, oil prices have risen to above US$75 per barrel (Brent) considerably higher than the US$43 per barrel level at the start of the year.

    International Scheduled Passenger Demand

    Passenger demand is now 5% better than the low point reached in March 2009, but 6% below the peak recorded in early 2008.
    Asia-Pacific carriers recorded the most significant improvement, from -1.6% in August to +2.1% in September. Bucking the global trend, seasonally adjusted passenger volumes grew almost 1% from August to September. Three factors are influencing this relative strength. Government stimulus packages in the major economies are driving production increases, the region’s banking system is relatively strong and the region’s consumers are not as burdened by debt as those in Europe and the US.
    By contrast, European carriers saw a deterioration in demand from -2.8% in August to -4.2% in September. This partly reflects a loss of market share by network carriers on short-haul routes to low-cost carriers. More significantly, there has been a deterioration in demand on long-haul routes. For routes to Asia, this appears to be the influence of “home-carrier-bias” which has seen Asia-Pacific carriers reap the benefit of stronger regional economies. On routes to North America, lower demand in general is related to the dip in consumer and business confidence in economies on both sides of the North Atlantic.
    North American carriers saw demand largely unchanged (-2.4% in September compared to -2.5% in August). This flattening-out is related to a dip in consumer and business confidence.
    Middle Eastern carriers experienced an 18.2% year-on-year increase in September. This was distorted by the shifting of the Ramadan period, which started in August 2009, compared with September last year. Growth is driven primarily by market share gains on long-haul routes via Middle Eastern hubs. Weaker oil revenues continue to depress economic growth and travel within the region.
    Latin American carriers experienced a jump in demand from -2.3% in August to +3.4% in September based on relatively robust regional economies.
    African carriers also saw a marginal improvement from -4.9% in August to -4.2% in September. While African economies have been relatively resilient in the recession, the region’s carriers continue to struggle to maintain market share.
    International Scheduled Cargo Demand

    Cargo traffic is 12% above the December 2008 low point, but remains 17% below the early 2008 peak.
    Middle Eastern carriers showed the strongest performance of any region with a 3.6% year-on-year improvement.
    Latin American carriers also reported growth of 1.8%, but this was a decline from the previous month’s growth of 3.9%.
    Carriers in Asia-Pacific, Europe and North America recorded improvements over August performance, but remained in negative territory at -3.1%, -13% and -5.0% respectively. Improvements were broadly in line with improved economic activity in each region.
    African carriers’ cargo operations declined further into negative territory from -5.1% in August to -6.9% in September.
    The UK Air Passenger Duty hike is the wrong response to the industry trauma. “The policies of some governments in light of the industry’s trauma are disappointing. The UK is a case in point of a government detached from reality. The global economic crisis makes cost reduction a matter of survival. And the upcoming Copenhagen meeting on climate change demands attention on measures to reduce emissions. What is the UK government doing? From 1 November it is increasing its Air Passenger Duty (APD) to collect GBP 2.5 billion annually from air travelers in the name of the environment. They have it all wrong. Taxes won’t reduce emissions. And making travel more expensive will not stimulate the economy,” said Bisignani.

    The GBP 2.5 billion APD is completely disproportionate to the GBP572 million that it would cost to offset the entire carbon footprint of UK aviation. “Charging travelers over four times for their emissions makes absolutely no sense. Instead of raising taxes, the UK government should get behind the aviation industry’s ambitious targets to fight climate change, namely (1) improving fuel efficiency by an average of 1.5% annually to 2020, (2) stabilizing emissions from 2020 with carbon neutral growth and (3) cutting net emissions in half by 2050 compared to 2005 levels,” said Bisignani.

  • Court Supports IATA in PaxIS Dispute

    Geneva – The International Air Transport Association (IATA) won a major court victory in a dispute with Travelport over PaxIS. On 1 October, the Amsterdam District Court denied an application by Travelport for an injunction to block IATA’s use of airline data stored in Travelport databases for PaxIS.

    “IATA has won an important legal battle to preserve competition for airline data transaction products. The Dutch court decision vindicates the rights of airlines to earn profits from commercializing their data,” said Giovanni Bisignani, IATA’s Director General and CEO.

    PaxIS is an airline business intelligence product based in part on data that it collects through its billing and settlement plans (BSP), some of which is stored in third party databases.

    In late August, Travelport sought a preliminary injunction against IATA’s use of BSP data in PaxIS. Travelport argued that the EC database directive gave it the right to control the use of data that it retrieves from its database and transmits to IATA’s BSP settlement systems on behalf of its airline clients.

    The 1 October decision of the Amsterdam District Court (Netherlands), denied Travelport’s application, ruling in favor of IATA on almost every significant issue.

  • NTSB INVESTIGATING FLIGHT THAT OVERFLEW INTENDED MINNEAPOLIS AIRPORT

    The National Transportation Safety Board is investigating an incident where an Airbus A320 overflew the Minneapolis-St Paul International/Wold-Chamberlain Airport (MSP).

    On Wednesday, October 21, 2009, at 5:56 pm mountain daylight time, an Airbus A320, N03274, operating as Northwest Airlines (NWA) flight 188, became a NORDO (no radio communications) flight at 37,000 feet. The flight was operating as a Part 121 flight from San Diego International Airport, San Diego, California (SAN) to MSP with 147 passengers and unknown number of crew.

    At 7:58 pm central daylight time (CDT), the aircraft flew over the destination airport and continued northeast for approximately 150 miles. The MSP center controller reestablished communications with the crew at 8:14 pm and reportedly stated that the crew had become distracted and had overflown MSP, and requested to return to MSP.

    According to the Federal Administration (FAA) the crew was interviewed by the FBI and airport police. The crew stated they were in a heated discussion over airline policy and they lost situational awareness. The Safety Board is scheduling an interview with the crew.

    The cockpit voice recorder (CVR) and flight data recorder (FDR) have been secured and are being sent to the NTSB laboratory in Washington, DC.

    David Lawrence, the Investigator-in-Charge, is leading the team of 3 in investigating the incident.

    Parties to the investigation are the FAA and Northwest Airlines.

  • FAA RECALLS

    Only 43 US planes are affected by the FAA’s recall of Thales Avionics pitot tubes on some Airbus A330 and A340 jets. Other Airbuses are already using the Goodrich pitot tubes, which have a completely different design.

    Both tubes are heated so that they do not freeze over, but the Thales model DOES freeze; and that flaw is considered by many experts to have been at least partially responsible for the Air France flight 447 crash, that resulted in the death of 228 people flying during a storm over the Atlantic.

    US Airways and Northwest are both already in the process of replacing the flawed parts.

    The FAA (US) gave carriers 120 days to comply; the EASA (European Air Safety) deadline was September 7.

    IATA Partnership Boosts SMS Development

    SMS development is a good thing, but we shouldn’t abandon black boxes.

    Airbus wants to replace black boxes with “a more secure system” of real time satellite transmission.

    The thing is we HAVE black box technology now. We should keep using it.

    Aviation authorities should mandate the usage of both–keep what’s in place as a backup, and go for the real time data relay also. Not everything works as expected, all of the time, so all possible fail-safes should be employed. It’s not just that all that record-keeping keeps everyone honest; in the case of aviation, all those records will keep people alive.

    Real time is not fail-proof, but a FANTASTIC idea. The question of cockpit recordings that infringe on the pilots privacy is going to hang in the air unanswered for now while the real time system is tested and perfected.

    The privacy issue is an interesting factor. Some real time conversation in a cockpit is simple camaraderie–a workplace environment thing that makes a working environment comfortable. Plus it works better than coffee to keep the pilots awake and generally on task.

    No one likes to work with someone looking over their shoulder. Eventually this may become an issue as authorities will inevitably over-regulate the degree of cockpit conversation–bound to be a factor when one considers the Hudson river crash where air traffic control (not pilots) were discussing cat bbq rather than doing their jobs; and the Colgan Air/Pinnacle cockpit recordings that exposed training deficits just before the icing crash in Buffalo .

    The point is that we have the technology; we should use it. It will help save lives.

    Strengthening the Foundations of Brazilian Aviation

    Sao Paulo – The International Air Transport Association (IATA) set out an agenda for the Brazilian civil aviation sector, leveraging positive actions by the Government of Brazil to improve competitiveness and deliver broad economic benefits.

    “The new Civil Aviation National Policy is a great opportunity. Air transport supports 2.6% of Brazil’s economy. Thousands of jobs and billions of dollars of business depend on its success. Brazil must use the national policy to build a more competitive industry by overcoming major fiscal and infrastructure handicaps,” said Giovanni Bisignani, IATA’s Director General and CEO. Bisignani made his comments in a speech to industry and government leaders at the British Chamber of Commerce in Sao Paulo, Brazil.

    Bisignani held positive meetings with ANAC, the Ministry of Defense and the Minister of Institutional Relations and noted many recent encouraging developments in Brazilian aviation. These include the elimination of the PIS/COFINS tax on jet fuel which collected US$100 million annually, the adoption of the IATA Operational Safety Audit (IOSA) by the Brazilian government, and the staged liberalization of air fares. “As Brazil prepares to host the 2014 FIFA World Cup, we look forward to working even more closely with the government to further improve the competitiveness of Brazilian aviation and achieve cost-efficient infrastructure improvements,” said Bisignani.

    Bisignani offered to work with the Brazilian government in two key areas:

    Airport Concessions: Brazil is contemplating airport concessions to help speed infrastructure improvements. “Private investment with the right conditions can help improve infrastructure but concessionaires must be governed by robust economic regulation. Our common goal is to ensure that the airport is run efficiently, serves and consults with its customers and drives economic development. This is a natural role for ANAC. IATA is happy to bring its global expertise to ensure that ANAC has the independence to carry its mission effectively,” said Bisignani.
    Congestion at Sao Paulo’s Guarulhos Airport: Bisignani offered support for early implementation of IATA’s Worldwide Scheduling Guidelines at Sao Paulo’s Guarulhos airport. “Congestion pricing is not a solution. IATA’s Worldwide Scheduling Guidelines are helping airports around the world manage congestion. As we evaluate longer term solutions, we look forward to working with INFRAERO to make the most of existing terminals and infrastructure and to a robust consultation process on future developments,” said Bisignani.
    Bisignani also noted the need to improve the competitiveness of the Brazilian aviation sector by working together to addressing two specific issues:

    Petrobras’ import parity pricing policy: “This adds 30 cents to every gallon of jet fuel sold in Brazil. This US$450 million annual competitive disadvantage makes no sense for a country that supplies 80% of its fuel needs domestically. The result is that 32% of the cost structure of Brazil’s airlines goes to fuel, compared to a global average of 23%. We must find a policy that brings prices in line with market realities,” said Bisignani.
    ATAERO Tax: Airport charges paid to INFRAERO, Brazil’s airport operator, do not equally recover costs for each individual airport. Airlines pay a 50% surcharge (US$370 million annually) known as ATAERO to cover the gaps. “INFRAERO must be funded on a cost recovery basis, with charges that are transparent, agreed with users and in line with international standards,” said Bisignani.
    Finally, Bisignani urged Brazil’s government to be a strong voice driving aviation forward on two key priorities: environment and liberalization.

    Environment: IATA is leading industry efforts on aviation and the environment with three sequential targets: a 1.5% average annual improvement in fuel efficiency to 2020, carbon neutral growth by 2020 and a 50% absolute cut in emissions by 2050 (compared to 2005). “Brazil is critical to these goals. As a leader in biofuels, I hope that the Brazilian government will provide the fiscal and legal framework to encourage investments in sustainable biofuels which can significantly reduce aviation’s carbon footprint. Brazil is a major player in the UNFCCC process and at ICAO which is tasked with handling aviation’s international emissions. It has a leadership responsibility to ensure that ICAO can bring to the UNFCCC a position that supports a global sectoral approach to aviation emissions and reflects the industry’s globally harmonized approach to controlling emissions,” said Bisignani.

    Liberalization: Brazil was one of 15 governments participating in IATA’s Agenda for Freedom. An IATA study showed that market and ownership liberalization in Brazil had the potential to generate up to 400,000 new jobs and up to 24 billion Reais. “CONAC’s proposal to increase foreign ownership possibilities to 49% and a recent liberal bilateral agreement with Chile are steps in the right direction. As the region’s largest economy, I hope that Brazil can take leadership to promote liberalization in Latin America and globally,” said Bisignani.

    definiu uma agenda para o setor da aviação civil brasileira, destacando ações positivas do
    governo brasileiro para melhorar a competitividade e proporcionar amplos benefícios
    econômicos.

    “A nova Política Nacional de Aviação Civil é uma grande oportunidade. O transporte aéreo
    sustenta 2,6% da economia brasileira. Milhares de empregos e bilhões de dólares em negócios
    dependem de seu sucesso. O Brasil deve usar a política nacional para construir uma indústria
    mais competitiva, abordando importantes descompassos fiscais e de infraestrutura “, disse
    Giovanni Bisignani, Diretor Geral e CEO da IATA. Bisignani fez seus comentários em um
    discurso para líderes da indústria e do governo na Câmara Britânica de Comércio em São Paulo,
    Brasil.

    Bisignani teve positivas reuniões com a ANAC, o Ministério da Defesa e com o Ministro das
    Relações Institucionais e constatou recentes desenvolvimentos encorajadores para a aviação
    brasileira. Estes incluem a eliminação do PIS/COFINS sobre a querosene de aviação, que
    representam US$100 milhões anualmente, a adoção do IATA Operational Safety Audit (IOSA)
    pelo governo brasileiro e a progressiva liberalização das tarifas aéreas. “Com a preparação do
    Brasil para sediar a Copa do Mundo 2014, estamos dispostos a trabalhar ainda mais

    adequadas, pode ajudar a melhorar a infraestrutura, mas os concessionários devem ser
    objeto de uma regulação econômica robusta. O nosso objetivo comum é assegurar que
    o aeroporto funcione de forma eficiente, sirva e interaja com seus clientes e impulsione o
    desenvolvimento econômico. Esta é uma função da ANAC. A IATA tem prazer em dividir
    sua experiência global para possibilitar que a ANAC tenha a independência para
    desempenhar sua missão de maneira eficaz”, disse Bisignani.
    • Congestionamento no Aeroporto de Guarulhos/São Paulo: Bisignani ofereceu apoio
    para a pronta implementação dos Worldwide Scheduling Guidelines no aeroporto de
    Guarulhos, em São Paulo. “A tarifa de congestionamento não é uma solução. Os
    Worldwide Scheduling Guidelines estão ajudando aeroportos ao redor do mundo a
    gerenciar congestionamentos. Enquanto avaliamos soluções de longo prazo,
    trabalharemos com a INFRAERO para tirar máximo proveito da infraestrutura e dos
    terminais existentes, além de um processo consistente de planejamento conjunto sobre
    futuros projetos “, disse Bisignani.

    Bisignani observou também a necessidade de melhorar a competitividade do setor de aviação
    brasileiro, trabalhando em conjunto para abordar duas questões específicas:
    Política da paridade de preços de importação da Petrobras: “Isto adiciona 30
    centavos para cada galão de querosene de aviação vendido no Brasil. Essa
    desvantagem competitiva de US$450 milhões anuais não faz sentido para um país que
    produz internamente 80% de seu consumo de combustível. O resultado disto é que a
    participação dos combustíveis nos custos das empresas brasileiras representa 32% do
    total, contra 23% da média global. Precisamos encontrar uma política de preços alinhada
    com as realidades do mercado”, disse Bisignani.

    ATAERO: As tarifas de aeroporto pagas para a INFRAERO, a operadora brasileira de
    aeroportos, não cobrem por completo os custos para cada aeroporto individualmente. As
    empresas aéreas pagam uma sobretaxa de 50% (US$ 370 milhões ao ano) conhecida
    como ATAERO para cobrir necessidades. “A INFRAERO deve ser remunerada em base
    de recuperação de custos, com tarifas que sejam transparentes, acordadas com os
    usuários e alinhadas com padrões internacionais”, disse Bisignani.
    Por fim Bisignani instigou o governo brasileiro a ser um líder no setor de aviação com relação à
    dois temas prioritários: meio ambiente e liberalização.

    Meio ambiente: a IATA está liderando os esforços da aviação civil com relação ao meio
    ambiente, com três metas sequenciais: 1,5% de melhoria anual na eficiência de combustível até
    2020, crescimento neutro de carbono até 2020 e redução absoluta de 50% nas emissões até
    2050 (em comparação à 2005). “O Brasil é chave para estas metas. Com um líder em
    biocombustíveis, espero que o governo brasileiro desenvolva um modelo fiscal e legal para
    encorajar investimentos em biocombustíveis sustentáveis, que podem reduzir significativamente
    nossa pegada de carbono. O Brasil é um ator importante no UNFCCC e na ICAO, que foi
    incumbida de gerenciar as emissões da aviação internacional. O Brasil possui uma
    responsabilidade de liderança para garantir que a ICAO consiga levar para o UNFCCC uma
    posição que represente a abordagem da indústria da aviação e reflita o objetivo de
    harmonização global para o controle das emissões”, disse Bisignani.

    Liberalização: O Brasil foi um dos 15 governos que participou da reunião Agenda for Freedom,
    da IATA. Um estudo da IATA indicou que a liberalização do acesso ao mercado e à propriedade
    tem o potencial de gerar até 400.000 novos empregos e até R$ 24 bilhões de incremento no PIB
    do país. “A proposta do CONAC de aumentar as possibilidades de propriedade estrangeira para
    49% e um recente acordo bilateral liberal com o Chile são passos na direção correta. Como a
    maior economia da região, espero que o Brasil assuma a liderança para promover a liberalização
    na América Latina e globalmente”, disse Bisignani.

    Se refuerzan los cimientos de la aviación brasileña

    dibujado una agenda para el sector brasileño de aviación civil, aprovechando las acciones
    positivas del Gobierno brasileño para mejorar la competitividad y obtener beneficios económicos
    más amplios.

    “La nueva Política Nacional de Aviación Civil es una gran oportunidad. El transporte aéreo
    supone el 2,6% de la economía brasileña. Miles de puestos de trabajo y miles de millones de
    dólares de penden de su éxito. Brasil debe usar la política nacional para construir una industria
    más competitiva dando respuesta a los principales retos en materia fiscal y de infraestructura”,
    dijo Giovanni Bisignani, Director General y CEO de IATA. Bisignani hizo estos comentarios en un
    discurso ante líderes de la industria y el gobierno en la Cámara de Comercio Británica en Sao
    Paulo, Brasil.

    Bisignani sostuvo encuentros positivos con el ANAC, el Ministerio de Defensa y el Ministerio de
    Relaciones institucionales, y se hizo eco de varios desarrollos positivos recientes en la aviación
    brasileña. Estos incluyen la eliminación del impuesto PIS/COFINS sobre el combustible de

    objetivo común es asegurar que los aeropuertos funcionan de forma eficiente, dan
    servicio y se comunican con sus clientes y ayudan al desarrollo económico. Esta es una
    tarea natural para ANAC. IATA está muy satisfecha en aportar su experiencia global
    para asegurar que ANAC tiene la independencia para llevar a cabo su misión de forma
    eficiente”, dijo Bisignani.

    • Congestión en el Aeropuerto Guarulhos de Sao Paulo: Bisignani ofreció el apoyo
    para la implementación de la Guía de Programación Mundial de IATA en el Aeropuerto
    Guarulhos de Sao Paulo. “Cobrar para evitar la congestión no es la solución. La Guía de
    Programación Mundial de IATA está ayudando a los aeropuertos de todo el mundo a
    gestionar la congestión. Mientras evaluamos soluciones a largo plazo, esperamos
    trabajar con INFRAERO para conseguir lo máximo de las terminales e infraestructuras
    existentes y llegar a un sólido proceso de consultas sobre los desarrollos futuros”, dijo
    Bisignani.

    Bisignani también hizo notar la necesidad de mejorar la competitividad del sector brasileño de
    aviación trabajando juntos para dar respuesta a dos problemas específicos:

    • La política de paridad de importación en los precios de Petrobras: “Esto añade 30
    centavos a cada galón de combustible de aviación vendido en Brasil. Esta desventaja
    competitiva de 450 millones de dólares anuales, no tiene sentido para un país que
    suministra domésticamente el 80% de sus necesidad de combustible. El resultado es
    que el 32% de la estructura de costes de las líneas aéreas brasileñas es el combustible,
    en comparación con la media mundial del 23 %. Debemos encontrar una política que
    coloque a los precios en línea con la realidad del mercado”, dijo Bisignani.

    • El impuesto ATAERO: Las tasas aeroportuarias que se pagan a INFRAERO, el
    operador brasileño de aeropuertos, no recuperan costes de forma similar en cada
    aeropuerto individual. Las líneas aéreas pagan una sobretasa del 50% (370 millones de
    dólares anuales), conocida como ATAERO para cubrir los agujeros. “ATAERO debe
    financiarse sobre una base de recuperación de costes, con tasas transparentes, de
    acuerdo con los utilizadores, y en línea con las normas internacionales”, dijo Bisignani.
    Finalmente, Bisignani urgió al Gobierno brasileño para que apoyase el futuro de la aviación
    basándose en dos prioridades clave: medio ambiente y liberalización.
    Medio Ambiente: IATA está liderando los esfuerzos de la industria sobre el medio ambiente con
    tres objetivos esenciales: Una media del 1,5% anual de mejora en la eficiencia del consumo de
    combustible hasta 2020, crecimiento neutral en carbono para 2020 y una reducción absoluta del
    50% en las emisiones en 2050 (en comparación con 2005). “Brasil es crítico para lograr estos
    objetivos. Como líder en biocombustibles, espero que el Gobierno brasileño ofrezca el marco

    internacionales de la aviación. Tiene la responsabilidad de líder para asegurar que OACI pueda
    dar a UNFCCC una propuesta que apoye una filosofía sectorial global y refleje la filosofía
    armonizada globalmente del sector para controlar sus emisiones”, dijo Bisignani.

    Liberalización: Brasil fue uno de los 15 países cuyo Gobierno participó en la “Agenda for
    Freedom” de IATA. Un estudio de IATA mostro que la liberalización de mercado y de la
    propiedad en Brasil tenía el potencial de generar hasta 400.000 nuevos empleos y 24.000
    millones de Reais. “La propuesta de CONAC de incrementar la propiedad extranjera hasta el
    49% y un reciente acuerdo bilateral liberal con Chile son pasos en la dirección correcta. Como la

    NY: Hudson River Crash Update

    What: Piper PA-32 registered to LCA Partnership in Fort Washington, Pa flying out of Teteboro Airport to Ocean City and a Liberty Helicopter Sightseeing Tour Eurocopter AS 350
    Where: over the Hudson River between New York and Hoboken, New Jersey near West 14th Street
    When: Sat Aug 8 2009
    Who: Helicopter: 5 Italian tourists and a pilot;
    plane: pilot and 2 passengers (including a child)
    Why: The airplane flew into the helicopter. The impact (or rotors) severed off the plane’s wing. Both aircrafts are in the river. The helicopter is reported to have “dropped like a rock” when the aircrafts “clipped.”

    All bodies have been recovered.

    Though not necessarily considered directly responsible, two FAA employees (the plane’s air traffic controller and the ATC supervisor) have been put on administrative leave in connection with this crash. The ATC was engaged in inappropriate conversation, and the supervisor was not in the room as required.

  • The Families of Air France Flight 447 Turn to US

    The Association of the relatives of the victims of Air France Flight 447 are proceeding against European manufacturer Airbus. To spearhead their undertaking, the families have contracted aviation consultant George Hatcher and the law firm of Masry & Vittoe.

    Hatcher conferred with the victims’ relatives monday (20), in Rio De Janeiro, to discuss legal strategies that will be adopted in the case. According to the specialist, at this stage, regardless of the cause of the accident, the responsible party is the manufacturer of the airplane, France’s Airbus, subsidiary of EADS, a European aerospace company.

    In a disaster of this stature, payments can reach up to $700 million dollars (U.S.).

    According to Mr Hatcher who maintains a list of hundreds of pilot experts, “Two of our Airbus pilots agree that in their expert opinion, a significant responsibility for the loss of the aircraft lies within defective computers and/or flawed computer technology. The Airbus, in their evaluation is far from perfect.”

    Hatcher will be working the Air France case, in addition to his work on the TAM case in Florida. “In respect for the family’s deep feelings,” he explained, “we are moving forward as quickly and carefully as the wheels of justice allow. Settlements in the US tend to be higher than elsewhere. The Tam hearing is scheduled for March of 2010. We came to a partial agreement with the TAM, but the case is pending on the responsible parties like BFGoodrich, responsible for the brakes, and the Pratt&Whitney, manufacturer of the turbines, one of which was with the broken reverser.”

    The Air France is eligible to be tried in Florida where Airbus maintains a training center commercial office of the Airbus.

  • Air Carriers vs Airports

    The professional association The Association of European Airlines has published an official statement protesting how European airports are “jacking up their fees” at a time when consumers are seriously tightening their belts. Cited as an offender is the 8.4% increase charged by Frankfurt Airport, who is “pre-financing expansion through higher ticket prices.”

    Norway by contrast has frozen its fees.

    The Association of European Airlines (AEA) brings together 33 European established scheduled network carriers. These collectively carry 366 million passengers and 7 million tonnes of cargo each year, operating 2,617 aircraft serving 662 destinations in 162 countries with 11,585 flights a day. They provide around 394,200 jobs directly, and generate a total turnover of €79 billion.

    FOR IMMEDIATE RELEASE: Yemenia Air Under Scrutiny by Investigative Team

    Yemenia Air Airbus 310 flight 626 en route from Yemen’s capital Sanaa to the Comoros Islands crashed on the second pass to land at the ill-equipped airport during heavy weather.

    Westlake Village, California (Press Release) July 8, 2009 — A lawyer has contacted George Hatcher to dispatch a team of his consultant staff to work on the Yemenia Air crash. The latest development in this recent aviation disaster is that the thirteen bodies found by fishermen 500 miles away from the Comoros Islands may be victims who have drifted from the Yemenia Airbus crash. On its second pass at attempting a landing at the airport during a fearsome storm off the Comoros, the Yemenia Airlines Airbus flew into the ocean, killing 141 passengers and 11 crew members. This is the second Airbus lost at sea in a single month, and the crash points to an ominous trend toward a lessening of safety in aviation. Bahia’s survival and thirteen hour ordeal clutching at floating debris while suffering a broken collarbone, and too weak to climb into the rescue boat is one that clutches at our heartstrings, especially when we find out that her mother died in the crash. Bahia was flown back to her family in Marseilles. But that is not the end of the story.

    Almost half of the dead were French citizens; and French citizens are up in arms over Yemenia Air. Having failed required criteria, the Airbus involved in the incident was under scrutiny, and not allowed to fly in French airspace; but the plane was allowed to regularly fly to Comoros, a poor island society with an ill-equipped airport. There is culpability to be assigned here, though it is all speculation until the black boxes are found. A 40 year veteran of litigation investigation and evaluation (including aviation,) George Hatcher explains that he was contacted by a lawyer working, “on behalf of some families, and we have dispatched a team there to assist.”

    The thirteen bodies that were just found washed ashore on “Mafia Island,” some 500 miles from the site of the crash. A wing with “Airbus” scribed on it, and a plane seat were found in close proximity to the bodies. However, the black boxes have NOT been found yet; and the vast distance that the wreckage traveled bodes ill for the prospects of finding them.

    There is already a group organized to protest the substandard plane accommodations. Spokesperson Farid Solihi of the protest group “SOS voyage aux Comores” has been an outspoken detractor of intolerable conditions aboard flights to and from Comoros. Hopefully the Hatcher team will be able to make contact with Solihi or some other “SOS voyage aux Comores” member.

  • NCAR Press Release: New NCAR System May Guide Transoceanic Flights Around Storms and Turbulence

    BOULDER—The National Center for Atmospheric Research is developing a prototype system to provide aircraft with updates about severe storms and turbulence as they fly across remote ocean regions. The system is designed to help guide pilots away from intense weather, such as the thunderstorms that Air France Flight 447 apparently encountered before crashing into the Atlantic Ocean on June 1.

    The NCAR system, being developed with funding from NASA, combines satellite data and computer weather models with cutting-edge artificial intelligence techniques to identify and predict rapidly evolving storms and other potential areas of turbulence. The system is based on products that NCAR has developed to alert pilots and air traffic controllers about storms and turbulence over the continental United States.

    “Pilots currently have little weather information as they fly over remote stretches of the ocean, which is where some of the worst turbulence encounters occur,” says NCAR scientist John Williams, one of the project leads. “Providing pilots with at least an approximate picture of developing storms could help guide them safely around areas of potentially severe turbulence.”

    The component of the system that identifies major storms over the ocean is already available for aircraft use on an experimental basis.

    The entire prototype system, which will identify areas of turbulence in clear air as well as within storms, is on track for testing next year. Pilots on selected transoceanic routes will receive real-time turbulence updates and then provide feedback on the system to NCAR. The researchers will adjust the system as needed.

    When the system is finalized in about two years, it will provide pilots and ground-based controllers with text-based maps and graphical displays showing likely regions of turbulence and of storms.

    In addition to NCAR, other organizations taking part in the research include the Massachusetts Institute of Technology’s Lincoln Laboratory, the Naval Research Laboratory, and the University of Wisconsin-Madison.

    Flying with little information

    Pinpointing turbulence over the oceans is far more challenging than over land because of sparse observations. Weather satellites are often the only source of information over these remote regions. But the satellites provide images less frequently in general than over land, which can make it difficult to capture fast-changing conditions, and they do not directly measure turbulence.

    Pilots of transoceanic flights currently get preflight briefings and, in certain cases involving especially intense storms, in-flight weather updates every four hours. They also have onboard radar.

    All this information, however, is of limited value. Thunderstorms may develop quickly and move rapidly, rendering the briefings and weather updates obsolete. Onboard radars are designed to detect clouds and precipitation, but turbulence is often located far from the most intense precipitation. As a result, pilots often must choose between detouring hundreds of miles around potentially stormy areas or taking a chance and flying directly through a region that may or may not contain intense weather.

    In contrast, NCAR provides real-time maps of turbulence at various altitudes over the continental United States. Such a system, had it encompassed remote ocean regions, could have alerted the pilots of the doomed Air France flight to the stormy conditions along their flight path. The cause of that disaster has not been determined, and it is impossible to know whether the system could have prevented it.

    “It seems likely that the information provided by a real-time uplink of weather conditions ahead would have, at a minimum, improved the pilots’ situational awareness,” Williams says.

    Pinpointing the turbulence

    Williams and his colleagues have recently completed two critical steps in identifying turbulence over the oceans:

    The team has created global maps of clear air turbulence based on global computer weather models that include winds and other instabilities in the atmosphere. Clear air turbulence consists of erratic movements of air masses that occur in the absence of clouds and that sometimes buffet aircraft.

    Drawing on satellite images of storms, the scientists have created global views of the tops of storm clouds. Higher cloud tops are often correlated with intense storms, although not necessarily with turbulence.

    The next step is to identify areas of possible turbulence within and around intense storms. To do so, the team will study correlations between storms and turbulence over the continental United States where weather is more closely observed. The scientists will then infer the likelihood of turbulence associated with storms over the oceans, keying in on satellite indicators such as rapidly expanding clouds or places where the tops of storm clouds are cooling quickly.

    They will also develop mathematical equations to account for differences in cloud systems over the United States compared to over the oceans, including the tropics.

    Artificial intelligence at work

    In addition to providing aircraft and ground controllers with up-to-the-minute maps of turbulence, the NCAR team is turning to an artificial intelligence technique, known as “random forests,” to provide short-term forecasts of turbulence. The random forests, which have proven useful for forecasting thunderstorms over land, consist of many decision trees that each cast a yes-or-no “vote” on crucial elements of a storm at future points in time and space. This enables scientists to forecast the movement and strength of the storm over the next few hours.

    “Our goal is to give pilots a regularly updated picture of the likely storms ahead as they fly over the ocean so they can take action to minimize turbulence and keep their aircraft out of danger,” explains NCAR scientist Cathy Kessinger, a project team member. “Even over the middle of the ocean, where we don’t have land-based radars or other tools to observe storms in detail, we can still inform pilots about the potential for violent downdrafts, turbulence, and possibly lightning.”

    SUMMARY: The FAA is adopting a new airworthiness directive (AD) for GE CF6-80C2B5F turbofan engines. This AD requires removing certain part number (P/N) high-pressure compressor rotor (HPCR) stages 11-14 spool/ shafts before they exceed a new, reduced life limit. This AD results from an internal GE audit that compared the life limited parts certification documentation to the airworthiness limitations section (ALS) of the instructions for continuing airworthiness (ICA). We are issuing this AD to prevent HPCR stages 11-14 spool/shaft fatigue cracks caused by exceeding the life limit, which could result in a possible uncontained failure of the HPCR spool/shaft and damage to the airplane.

That action proposed to require removing certain P/N HPCR stages 11-14 spool/shafts before they exceed a new, reduced life limit.

    Conclusion

    We have carefully reviewed the available data, including the comment received, and determined that air safety and the public interest require adopting the AD as proposed.

    Costs of Compliance

    We estimate that this AD will affect one engine installed on an airplane of U.S. registry. We also estimate that the actions would require no work-hours per engine. No parts are required. Based on these figures, we estimate there is no cost of this AD to U.S. operators.

    Authority for This Rulemaking

    Title 49 of the United States Code specifies the FAA’s authority to issue rules on aviation safety. Subtitle I, Section 106, describes the authority of the FAA Administrator. Subtitle VII, Aviation Programs, describes in more detail the scope of the Agency’s authority.

    We are issuing this rulemaking under the authority described in Subtitle VII, Part A, Subpart III, Section 44701, “General requirements.” Under that section, Congress charges the FAA with promoting safe flight of civil aircraft in air commerce by prescribing regulations for practices, methods, and procedures the Administrator finds necessary for safety in air commerce. This regulation is within the scope of that authority because it addresses an unsafe condition that is likely to exist or develop on products identified in this rulemaking action.

    Regulatory Findings

    We have determined that this AD will not have federalism implications under Executive Order 13132. This AD will not have a substantial direct effect on the States, on the relationship between the national government and the States, or on the distribution of power and responsibilities among the various levels of government.

    For the reasons discussed above, I certify that this AD:

    (1) Is not a “significant regulatory action” under Executive Order 12866;

    (2) Is not a “significant rule” under DOT Regulatory Policies and Procedures (44 FR 11034, February 26, 1979); and

    (3) Will not have a significant economic impact, positive or negative, on a substantial number of small entities under the criteria of the Regulatory Flexibility Act.

    (c) This AD applies to General Electric Company (GE) CF6-80C2B5F turbofan engines with a high-pressure compressor rotor (HPCR) stages 11-14 spool/shaft, part number (P/N) 1703M74G03, installed. These engines are installed on, but not limited to, Boeing 747 series airplanes.

    Unsafe Condition

    (d) This AD results from an internal GE audit that compared the life limited parts certification documentation to the airworthiness limitations section (ALS) of the instructions for continuing airworthiness (ICA). We are issuing this AD to prevent HPCR stages 11-14 spool/shaft fatigue cracks caused by exceeding the life limit, which could result in a possible uncontained failure of the HPCR spool/shaft and damage to the airplane.

    Compliance

    (e) You are responsible for having the actions required by this AD performed within the compliance times specified unless the actions have already been done.

    New Reduced Life Limit for the HPCR Stages 11-14 Spool/Shaft

    (f) Remove any CF6-80C2B5F turbofan engine that has an HPCR stages 11-14 spool/shaft, P/N 1703M74G03, before the spool/shaft meets or exceeds the new, reduced life cycle limit of 19,500 cycles.

    Installation Prohibition

    (g) After the effective date of this AD, do not install any CF6- 80C2B5F turbofan engine that has an HPCR stages 11-14 spool/shaft, P/N 1703M74G03, that meets or exceeds 19,500 cycles.

    Alternative Methods of Compliance

    (h) The Manager, Engine Certification Office, has the authority to approve alternative methods of compliance for this AD if requested using the procedures found in 14 CFR 39.19.

    Special Flight Permits

    (i) Under 14 CFR part 39.23, we are prohibiting special flight permits for this AD.
