    Testimony: Icing

    Statement of John Hickey, Deputy Associate Administrator for Aviation Safety

    Before the House of Representatives, Committee on Transportation and Infrastructure, Subcommittee on Aviation on Aircraft Icing

    Chairman Costello, Ranking Member Petri, Members of the Subcommittee: Thank you for inviting me here today to discuss the challenges icing conditions pose to flight operations and the Federal Aviation Administration’s (FAA) efforts to mitigate the safety risks posed by icing. For more than a decade, the FAA has been working to better understand the hazards posed by icing conditions and to improve regulations, policies and procedures to ensure safe airplane operation. Still, research into the complicated phenomenon of icing continues to yield new insights and mitigation measures.

    Today, I want to highlight some of the known icing threats and mitigation measures as well as our icing program approach and a number of our recent efforts that have been crucial to further decreasing the risk associated with aircraft icing. First, however, it is important to understand the framework within which we work to address icing risks.

    As the agency charged with setting the standards for safe aircraft operations, we establish the standards for operations during all types of meteorological conditions, including those that might result in icing on the ground or in flight. Aircraft manufacturers and operators meet these standards through a variety of means depending on where the icing risk occurs (on the ground or in flight), and the aircraft’s system capabilities and intended usage. Our standards for operations in icing conditions encompass both operational and aircraft certification requirements. Operational requirements include standards and aircraft specific operating procedures for icing encounters and pilot and dispatcher training. All pilots engaged in commercial operations must receive training on identification of, safe operation in, and how to avoid and exit icing conditions. They must also be trained on deicing system operation and capabilities of the particular aircraft they operate.

    An aircraft design approval — what we call a “type certificate” — provides the design specifications that an aircraft must be built to, in order to meet the FAA’s standards for safe design. Aircraft must also comply with operation requirements, as set forth by the rules under which the airplane is being operated. Design and operation requirements must both be met in order to satisfy the FAA’s standards for safe operation. In order for an aircraft to be certificated for operations in icing conditions, the aircraft’s manufacturer must be able to demonstrate that the aircraft can safely operate within the icing conditions specified by FAA regulations. We know today that these specified conditions represent 99% of all known atmospheric conditions that result in icing. For the remaining 1%, we are conducting research and are working to translate our findings into certification standards. I want to emphasize that airplanes are prohibited from operations in known icing conditions unless they meet the certification standards for operations in those conditions and at no time may any aircraft continue to operate in severe icing conditions.

    Aircraft Icing

    Unmitigated icing presents risks to aircraft. The accumulation of ice on an aircraft’s wing changes the shape of the wing, and hence the aerodynamic capabilities of the wing to generate lift. For this reason, ice accumulation on an aircraft on the ground may impact the aircraft’s ability to takeoff, while ice accumulation in flight has the potential to raise the minimum speed at which the wing is capable of creating sufficient lift, and potentially causing the aircraft to stall.

    Ground icing: Ground icing is, as the name implies, the accumulation of ice, snow or frost on the aircraft while it is on the ground. This form of icing is both common and meteorologically predictable. During the winter months, the conditions in which ice accumulation on an aircraft is possible become more prevalent and vigilant action becomes necessary to ensure planes are properly deiced and cleared of snow and ice prior to takeoff. Winter precipitation poses a threat to aviation operations because airplane performance is predicated upon the wings being free of contamination. The accumulation of ice, snow, or frost has an adverse effect on the wing’s ability to produce lift, potentially limiting an airplane’s ability to takeoff and climb.

    Currently, the FAA prohibits takeoff unless the airplane’s critical surfaces are completely clear of wintry precipitation. As many of you have likely seen, this is typically achieved by applying deicing or anti-icing fluids to the critical surfaces of the airplane. To provide for a safe takeoff, it is important that a deiced airplane not remain on the ground for an extensive period after deicing during precipitation. At the start of this winter season, as in years past, the FAA issued its annual winter “hold over times” and list of approved anti ice and deicing fluids. “Hold over times” govern the amount of time that may elapse between deicing and takeoff. In the event that the aircraft exceeds the amount of wait time permitted between deicing and takeoff, FAA regulations require the aircraft to be reinspected for adhering contamination or exit the takeoff queue and be deiced again prior to departure. These holdover time tables are revised annually. Some of the reasons for the annual update include improvements in the effectiveness of deicing and anti-icing fluids, reduction of environmental impacts and new information learned through FAA fluid research.

    In-flight icing: Unlike ground icing, in-flight icing knows no season and can be difficult to predict. In-flight icing results from atmospheric conditions that can occur at anytime of the year, regardless of the weather conditions on the ground. According to FAA regulations, any pilot who finds himself or herself in icing conditions while operating an aircraft that is not approved for operations in icing must immediately exit the icing conditions. This means redirecting the aircraft to a different altitude or route, or landing.

    There are multiple atmospheric conditions that can result in the build-up of ice on an aircraft during flight. To mitigate the risk of ice build-up during flight, aircraft that are certificated to operate in icing conditions are equipped with devices that shed ice from the aircraft, such as expandable pneumatic boots, or prevent the formation of ice through the use of heat. A pilot’s ability to recognize icing conditions and activate deicing and anti icing systems in a timely manner is critical to those systems’ effectiveness. Because of the pilot’s critical role in managing flight in icing conditions, we have used both our rulemaking and advisory authorities, to provide pilots with the latest information on how to identify icing, to require early and systematic use of deicing systems and to require exit from icing conditions under certain circumstances.

    Some aircraft are also equipped with ice detection systems. Ice detection systems assist the flightcrew with ice detection and timely activation of the ice protection system. These systems automatically detect ice accretion and annunciate the presence of ice accretion to the flightcrew. Some ice detection systems are designed to automatically initiate the operation of the aircraft deicing systems while others are what we call “advisory” and require the flightcrew to ensure ice protection systems are activated at the first sign of ice accretion on the airplane.

    Although our current regulations address the vast majority of all known icing conditions, we have steadily worked to address two types of in-flight icing phenomena outside of the existing icing certification envelope: supercooled large droplets (SLD) and ice crystals. SLD icing can occur in freezing rain and freezing drizzle conditions — turning water to ice upon contact with the airframe, which can lead to larger accumulations or build up on areas of the wing and tail aft of the protected area. We expect to issue a Notice of Proposed Rulemaking (NPRM) to address this small area of vulnerability, by incorporating atmospheric conditions that are associated with SLD icing into our certification criteria. In the interim, we have taken immediate steps through our airworthiness directive authority to ensure that pilots can identify severe icing which may be produced by SLD conditions and execute exit procedures.

    Ice crystals are also a newly identified threat. We now believe that flight into certain types of storm clouds can cause ice to build up deep inside the core of jet engines and cause temporary shutdowns. Understanding this threat has been particularly challenging because, typically, by the time an aircraft lands, the affected engine has restarted and there is no evidence for us to evaluate. We are currently working with industry and other governmental research partners on developing ways to recreate the atmospheric conditions in which ice crystals form and learn all that we can about how to mitigate the threat of this phenomenon. Although there is research that still needs to be done in this area, we are closely monitoring the condition and its possible causes. To mitigate the risk, the FAA issued Airworthiness Directives (ADs) requiring operational changes when in or near convective weather and engine design changes to make jet engines more tolerant of ice crystal conditions.

    Icing Safety Actions

    Safety concerns about the adequacy of the icing certification standards were brought to the forefront of public and governmental attention by a 1994 accident in Roselawn, Indiana, involving an Avions de Transport Regional ATR 72 series airplane. The NTSB attributed this accident to what we now call SLD–an icing phenomenon that, at the time, was not fully understood. Shortly after this accident, the FAA initiated a review of aircraft safety in icing conditions to determine what could be done to increase safety. This review resulted in our current icing program.

    As meteorologists will attest, simply understanding some of these icing phenomena are difficult and complex. Determining how to address these complex phenomena to support safe aircraft operations takes additional time and extensive research. That is why we tackle the dangers of icing with a multi-prong approach. To address those threats that are clearly understood or for which immediate mitigation is available, we take immediate safety action. In the meantime, concurrent research and development and rulemaking efforts are underway. To date, our icing program includes seven rulemaking initiatives–three have been adopted as final rules, while others are in various stages of development. Additionally, we have issued over 200 ADs on 50 different aircraft models, and have undertaken other operational training and mitigation initiatives.

    Immediate Actions: The FAA’s icing program addresses the immediate icing safety concerns for the current fleet of aircraft through the use of ADs. The FAA has the authority to issue an AD if we determine that some aspect of flying in icing conditions on a particular airplane model creates an unsafe condition that puts the flying public in immediate danger. ADs carry the same force as a regulation and are targeted to specific aircraft makes and models. ADs must be complied with in order to continue operating a covered airplane. As described above, the FAA has been aggressive in issuing ADs when we determine they are needed. These ADs cover safety issues ranging from crew operating procedures and training, to design changes that have significantly reduced the icing risk to the overall fleet.

    For example, with our AD authority, we require that pilots of airplanes equipped with deicing boots activate those boots at the first sign of icing conditions. We have also issued numerous ADs that direct the crews of certain airplane designs on how to monitor and detect early signs of the onset of severe icing and to exit the area immediately. Other ADs require stall warning systems of certain airplanes to be modified to provide an earlier warning of a potential stall in icing conditions and mandate changes to address any susceptibility to stalling of the horizontal tail in icing conditions. These ADs serve as effective safety measures for the current fleet.

    Longer Term Actions: The FAA’s icing program also includes a number of longer term actions to further improve the safety of flying in icing conditions both for the current fleet and for future airplane designs. These actions include rulemaking, issuing safety bulletins, developing improved training material, drafting new or updating existing Advisory Circular guidance material, and further research. We recognize that fast action is an important goal for implementing any safety improvement. We also acknowledge that some actions, such as rulemaking, take longer than others. Rulemaking is a deliberative process that must involve the input of those stakeholders who are affected by the rules.

    Also, in some cases, developing and implementing rules depends on extensive research to understand the particular phenomena and its effect on safety, and to develop appropriate risk mitigations.

    For example, in order to understand SLD icing sufficiently to identify an appropriate set of requirements that airplane manufacturers could comply with, a significant amount of research had to be done. We needed to learn how to characterize SLD, then reproduce it, and finally, understand its effect on airplane operations and designs. For these reasons, at the same time that we tasked the Aviation Rulemaking Advisory Committee (ARAC) to develop certification criteria for the safe operation of airplanes in SLD icing conditions, we also began supporting research efforts by NASA and Environment Canada to gather additional SLD data. Using existing and new SLD data and analysis, the ARAC completed the majority of the work defining the SLD icing envelope. But even after the SLD icing envelope was defined, we continued to learn more about the complexities of SLD, which led us to focus analysis of the impact of SLD on aircraft engines and determine that new standards for smaller aircraft should be considered in a separate rulemaking. The process took time, more time than we anticipated and more time than we wanted, but once we had a sufficient understanding of the science and the technical solutions, we moved forward with the SLD rulemaking. I am pleased to report that the SLD NPRM is now in executive coordination within the Department.

    In the meantime, we formed and tasked an Aviation Rulemaking Committee (ARC) to review the proposed regulations applicable to transport category aircraft for SLD, mixed phase, and ice crystals and recommend how they should be modified for smaller aircraft. The SLD research we conducted for the transport category SLD rulemaking provides the basis for our scientific understanding of SLD, upon which we can develop additional technological solutions for smaller aircraft.

    In addition to the intensive efforts to understand and revise our regulations to address SLD and ice crystals, since 2007, FAA has completed three icing rules and just this week closed the comment period on an additional NPRM. The completed icing rules include:

    • Performance and Handling Qualities in Icing Conditions for Transport Category Airplanes, adding new airworthiness requirements that require designers to demonstrate specific airplane performance and handling qualities for flight in icing conditions.
    • Activation of Airframe Ice Protection System for Transport Category Airplanes, requiring either the automatic activation of ice protection systems or a method to alert pilots when they should be activated. Further, after the initial activation, the ice protection system must operate continuously, automatically turn on and off, or alert the pilots when the system should be cycled.
    • Removal of Airplane Operating Regulations Allowing Polishing of Frost on Wings of Airplanes, effectively prohibiting all aircraft from taking off with polished frost on the wings.

    The NPRM, for which the comment period just closed, would require certain scheduled airlines either to retrofit their existing fleet with ice-detection equipment or make sure the ice protection system activates at the proper time. For those aircraft with an ice-detection system, the FAA proposes that the system alert the crew each time they should activate the ice protection system. The ice protection system would either turn on automatically or pilots would manually activate it. For aircraft without ice-detection equipment, the crew would activate the protection system based on cues listed in their airplane’s flight manual during climb and descent, and at the first sign of icing during cruise.

    We are also evaluating the comments received in response to an additional NPRM that included proposed changes to training and checking requirements for pilots operating flights under part 121. In addition to many other revisions, this NPRM proposed changes that would further specify training requirements for icing operations.

    I want to acknowledge that throughout our ongoing and comprehensive effort to mitigate the risks presented by airplane icing, the National Transportation Safety Board icing recommendations have been instructive. Although we are not always able to take the exact action the Board recommends, we value and fully analyze their recommendations and benefit from their investigations of icing-related accidents. We firmly believe that our actions meet the intent of the vast majority of the Board’s icing recommendations.

    Although we have made significant advancements in our understanding of icing since the tragic 1994 Roselawn accident, icing related threats continue to be a focus of the FAA’s safety experts. The total number of accidents related to environmental icing of airplanes has been decreasing steadily, year after year, for the last 13 years. This safety achievement is the direct result of our intensive focus on improving our understanding of complex icing phenomenon and the best methods for avoiding and mitigating icing conditions. The FAA is proud of this growing safety record and is committed to expanding it.

    NTSB Advisory : NTSB NTSB TRANSFERS CONTROL OF INVESTIGATION OF AUSTIN PLANE CRASH TO FBI

    The National Transportation Safety Board has transferred control of the investigation into yesterday’s crash of a small aircraft into an office building in Austin, Texas to the Federal Bureau of Investigation.

    On the morning of February 18, 2010, a Piper PA-28 struck a 7-story building housing federal offices in Austin, Texas. The NTSB immediately initiated an investigation and dispatched a team of investigators to the scene. Information developed about the circumstances of the crash since that time point toward an intentional act rather than an accident.

    Last night, NTSB Chairman Deborah A.P. Hersman consulted with the United States Attorney General, Eric Holder. They agreed that given the apparent criminal nature of the event, the primacy of this investigation should be transferred to the FBI. NTSB investigators will remain at the scene to assist the FBI.

    Special flight schedule published at www.lufthansa.com due to expected pilots’ strike
    East Meadow, N.Y., Feb. 19, 2010 — As a consequence of the strike measures which have been initiated by the “Vereinigung Cockpit” trade union, Lufthansa is making corresponding adjustments to its flight schedule from Monday to Thursday, February 22- 25. About two thirds of the affected Lufthansa-operated flights will have to be cancelled, however Lufthansa regional partners such as Lufthansa City Line will operate their flightsaccording to schedule.

    The special flight schedule for the period of the strike can now be accessed at
    www.lufthansa.com and lists all flights which should be operating according to the current planning. Depending upon the actual operating conditions during the days of the strike, further changes could be made to the special flight schedule.

    Customers who have purchased a Lufthansa ticket for a flight which is operated by a partner airline (codeshare) will not find the LH flight number known to them in the special flight schedule. Since the partner airlines are not affected by the strike, these flights will operate as planned (flight numbers LH1400-2629 and LH5050-6999).

    Lufthansa is doing everything in its power to inform its customers as soon as possible and offer them alternative travel options. Passengers already booked on a Lufthansa flight during the period from February 22 to 25 can rebook once free of charge on another Lufthansa flight, if they wish to change their travel plans – provided their ticket was issued before February 18, the new travel date is before May 31, 2010 and their arrival and departure destinations remain the same.

    Should a flight be cancelled, and the purpose of the journey no longer applies,
    passengers can cancel their booking free of charge. Travelers have the opportunity to regularly check the status of their flight at www.lufthansa.com under the heading “My bookings”. A cancellation of the flight and the booking will be shown there. If a rebooking has been made, the travel alternatives will be shown there as well.

    Passengers on domestic German flights, whose flights have been cancelled, can
    independently purchase a rail ticket for the identical route in the same travel class and later, together with proof of the flight ticket purchased from Lufthansa, claim a refund. They can access the passenger receipt of their etix online at www.lufthansa.com under Information & Service > Check-in > Passenger Receipt.

    NTSB SENDING TEAM TO INVESTIGATE AIRPLANE ACCIDENT IN AUSTIN, TEXAS

    The National Transportation Safety Board is sending a team
    to investigate an accident in which a small plane crashed
    into a building in Austin, Texas, this morning.
    NTSB Air Safety Investigator Leah Yeager has been designated
    as Investigator-in-Charge and is traveling to the scene from
    the Safety Board’s regional office near Dallas. Ms. Yeager
    will serve as principal spokesman during the on-scene
    investigation.

    Boeing: Project Vigilare Command and Control System Passes Factory Acceptance Testing

    Press Release: BRISBANE, Queensland, Feb. 18, 2010 — Boeing Defence Australia, a wholly owned subsidiary of The Boeing Company [NYSE: BA], this week announced that Project Vigilare, a Network Centric Command and Control System (NC3S) solution for the Royal Australian Air Force, has passed factory acceptance testing. The system, already installed at the Northern Regional Operational Centre (NROC), will undergo on-site acceptance testing in March and operational testing at mid-year before being accepted by the Commonwealth of Australia.
    “This is the major engineering release for Vigilare, and one that will form the backbone of the Royal Australian Air Force’s network-centric warfare capability for years to come,” said Steve Parker, Boeing Defence Australia vice president and general manager for Network & Space Systems – Australia. “Achieving this milestone demonstrates the significant steps we have made with our program partners and our customer toward delivery of Vigilare’s operational capability.”
    The factory acceptance testing took place at Boeing’s System Integration Laboratory in Brisbane between Jan. 18 and Feb. 5. It verified system-level requirements for delivery of the NROC system.
    “This successful test of NC3S capability for NROC not only demonstrates the readiness of this battle management system for Australian operations, it also highlights the product’s readiness for sale on the international market,” said Charles Toups, Network & Tactical Systems vice president and general manager for Boeing Defense, Space & Security.

    Dreamlifter enters Service

    EVERETT, Wash., Feb. 16 /PRNewswire-FirstCall/ — The fourth Boeing (NYSE: BA) Dreamlifter – the final airplane in the fleet of specially modified 747-400s – entered service today. Dreamlifters transport the large composite structures of the 787 Dreamliner from partners around the world to Everett, Wash. for final assembly. The unique airplane, which was modified by Evergreen Aviation Technologies Corp. in Taipei, Taiwan, took off from Paine Field in Everett early this morning. Bound for Wichita, Kan., the Dreamlifter is returning the equipment used to transport the forward fuselage section known as section 41. The airplane’s registry is N718BA.

    Boeing-led Team Submits Proposal for C-17 Training

    ST. LOUIS, Feb. 15, 2010 — A team led by Boeing [NYSE: BA] has submitted a proposal to the U.S. Air Force to provide aircrew and maintenance training support for the service’s C-17 Globemaster III fleet under the new C-17 Training System contract. Boeing Training Systems & Services has delivered C-17 aircrew training to the Air Force for the past 18 years.

    The team draws on the experience and strengths of Boeing, FlightSafety Services Corp., FlightSafety International, Delaware Resource Group, Safety Training Systems, and CymSTAR. Boeing’s five program leaders have more than 78 years of combined experience delivering C-17 training.

    “As the incumbent prime contractor for C-17 aircrew training, we have consistently delivered guaranteed students to the Air Force for nearly two decades,” said Mark McGraw, Boeing vice president of Training Systems & Services. “And our Training System team has ensured that the service’s C-17 training devices are available for training more than 99 percent of the time.”

    The new C-17 Training System contract consolidates the contract for aircrew training systems with a contract for supporting the maintenance training devices. The Boeing team’s experience with both training programs will ensure a seamless transition to a single, integrated support program. The Air Force will continue to provide maintenance instruction separately from the other activities.

    “FlightSafety Services is pleased to be participating with The Boeing Company as a teammate on the C-17 Training System follow-on contract,” said Eric Hinson, executive vice president, FlightSafety International. “FlightSafety has a 20-year history of producing successful C-17 training simulators and a long-standing relationship with both Boeing and the Air Force.     NASA and Industry Join Forces for Virginia Aerospace Day

    RICHMOND, Va. — Aerospace is the economic engine that can propel Virginia’s economy to new levels.

    NASA leaders from Langley Research Center in Hampton and Wallops Flight Facility on the Eastern Shore will join aerospace industry representatives statewide to bring this message to Virginia General Assembly members on AeroSpace Days 2010, Wednesday and Thursday, Feb. 3-4, in Richmond.

    Aerospace is a $5.4 billion industry that stimulates innovation and creates high-tech jobs. Virginia has more than 350 aerospace company locations and employs over 26,000 people, generating a direct economic output of $5.6 billion. NASA facilities in Virginia generate over a billion dollars and more than 10,000 jobs. Additionally, NASA revenues translate into approximately $64 million in federal taxes and almost $14 million in state and local taxes.

    Reporters are invited to attend a news conference featuring NASA Langley Center Director Lesa Roe and Virginia Department of Aviation Director Randy Burdette Thursday, Feb. 4, at 10:30 a.m. at the General Assembly, 4 West Conference Room, 9th and Broad Streets, Richmond.

    Astronaut Susan Kilrain, shuttle pilot who has logged over 470 hours in space, will be on hand to discuss NASA’s long-term exploration goals.

    Throughout the morning, Langley education experts will demonstrate NASA’s Digital Learning Network (DLN), an electronic education capability that links students and teachers with NASA experts across the nation. In addition, General Assembly members will meet with students in their home districts via the DLN.

    Finally reporters are invited to attend the legislative session at noon where Virginia’s aerospace community will be recognized.

    Temperature rising in Spanish ATC

    PRESS RELEASE-Safety bulletin 12 February 2010–IFALPA has been notified by its Spanish Member Association SEPLA that the negotiation of a new labour agreement between Spanish controllers and AENA (the ATM service provider) has taken an unexpected twist after the approval by the Spanish government of a “Urgent Royal Decree” which changes the previous agreement.

    The Federation has no position on the state of the negotiations or the tactics employed in the dispute. However, the dispute does raise some safety concerns. Consequences may include increased tension in the controller’s work place, economic worries of ATC staff, unanticipated shortage of ATCOs and unexpected delays throughout Spanish airspace.
    SEPLA recommend that aircrews exercise extreme caution when flying within the Spanish FIRs (this includes the Spanish mainland, Balearic and Canary Islands as well as delegated airspace) and to consider the following safety recommendations:

    • Increased vigilance of all ATC procedures
    • Adhere strictly to standard operating procedures, paying extra attention to communications mainly when entering congested
      airspace (TMAs for example)

    • Consider taking extra fuel for unexpected extended delays or diversions
    • Exercise special attention during all ground movements
  • Aeroflot may lift in-flight call ban

    The issue of lifting the call ban will be a topic at a Feb 19 governmental commission meeting.

    They plan on allowing the use of an onboard antenna which creates a local GSM network rather than the standard phone which can disrupt pilot equipment.

    OnAir and Norway’s Telenor Mobile Aviation offer mobile calls on Delta, Air France, Lufthansa, Emirates Airlines and Ryanair.

    The State-owned Russian Rossiya Airline is going to be merging with Aeroflot. Aeroflot is already more than 50% government owned.

    Boeing Helps Prepare Danish Machining Firm Multicut for Aerospace Quality Management System Certification

    VILDBJERG, Denmark, Feb. 11, 2010 — The Boeing Company [NYSE: BA] this week launched an industrial-cooperation project to assist Multicut, a high-end machining firm based in Vildbjerg, as it pursues AS/EN 9100 certification. This project supports the Boeing industrial-cooperation program that is tied to Denmark’s New Combat Aircraft competition. The Boeing F/A-18E/F Super Hornet strike fighter is a finalist in the contest.

    The project began with a Boeing Supplier Quality expert training Multicut employees on the quality management system (QMS) requirements used across the aerospace industry. Over the coming months, the Boeing expert and a third-party QMS specialist also will assess Multicut’s overall operations in preparation for its AS/EN 9100 certification audit later this year, and provide any necessary follow-up guidance.
    “As a company with a clear goal to expand into the global aerospace market and preserve jobs for Danish industry workers, it is invaluable for us to tap into Boeing’s quality management system expertise,” said Frank Dühring, Business Development manager for Multicut. “The training and assessments will help us gain AS/EN 9100 certification, which is a ‘must have’ for winning subcontracts from the main players in the aerospace industry.”

    AS/EN 9100 is based on ISO 9001 standards, with additional specific requirements for aerospace manufacturing. Most major aerospace manufacturers, and their suppliers, require AS/EN 9100 compliance. In adopting this standard, Multicut also expects to benefit from quality improvements and cost reductions.

    “In just over a decade, Multicut and its metalworkers have distinguished themselves in the machining industry,” said Rick Cisiewski, senior manager of Boeing Industrial Participation in Denmark. “The training and assessments Boeing is offering support Multicut’s plans to grow into the aerospace industry. This workshop is part of a broader Boeing program to position Danish industry for high-technology manufacturing jobs and demonstrates Boeing’s commitment to working with Danish companies of all sizes.”

    Today, Boeing also is hosting an AS/EN 9100 quality management seminar at Unimerco’s manufacturing facility in Herning, Denmark. More than 40 Danish firms are expected to participate in the conference, which Boeing is offering in conjunction with CenSec, the Danish Defense and Security Industrial Cluster; FAD, the Defense and Aerospace Industries Association in Denmark; and DECA, the Danish Enterprise and Construction Authority under the Ministry of Economic and Business Affairs.

    DOT Tentatively Grants Delta/US Airways Slot Waiver

    The Department of Transportation announced today that it has tentatively decided to grant the waiver requested by Delta Air Lines and US Airways to allow the carriers to proceed with their proposed slot swap transaction at Reagan Washington National Airport (DCA) and New York’s LaGuardia Airport (LGA). The proposed waiver is contingent on the requirement that the airlines sell some of their slot interests to carriers with no or limited service at the two airports in order to lessen the harm to consumers that might otherwise result from the applicants’ increased dominance at DCA and LGA.

    DOT issued a notice today that describes in detail the transaction, the Department’s tentative findings and its proposals to remedy potential harm to consumers. The notice provides 30 days for the public to comment on the transaction and the Department’s tentative findings before the Department issues a final decision.

    Boeing’s India Commitment

    NEW DELHI, Feb. 9, 2010 — Boeing [NYSE: BA] will present world-class products and services including the F/A-18IN Super Hornet, C-17 Globemaster III, P-8I, AH-64D Apache and CH-47F Chinook to Indian government officials, military officers, and other valued stakeholders at Defexpo 2010. The exhibition takes place Feb. 15-18 at the Pragati Maidan complex in New Delhi.

    “This is an important year for Boeing Defense, Space & Security (BDS) in India,” said Vivek Lall, BDS vice president and India country head. “Many of our products and platforms are currently in competition or under active consideration by the government, and we are looking forward to demonstrating how they will quickly contribute to India’s defense modernization and bring long-term industrial benefits to the nation.”

    Boeing to Continue Providing F/A-18 Engineering Services to Royal Australian Air Force


    WILLIAMTOWN, New South Wales, Feb. 8, 2010 — Boeing Defence Australia, a wholly owned subsidiary of The Boeing Company [NYSE: BA], has been awarded a $1.5 million contract for the provision of engineering support services for the Royal Australian Air Force’s (RAAF) fleet of F/A-18A/B Hornet aircraft.

    The 30-month contract, managed by the Tactical Fighter Systems Program Office (TFSPO) at RAAF Base Williamtown, requires Boeing Defence Australia to deliver repair plans for faults uncovered during F/A-18A/B Hornet maintenance.

    “This contract maintains our F/A-18 engineering capability as it increases our overall business on the platform,” said Brad Hume, Boeing Defence Australia F/A-18 program manager.

    Boeing Defence Australia has delivered engineering support services to the TFSPO for the past six years. It also continues to perform Hornet Upgrade Phase 2.3, which involves upgrading the Electronic Warfare Self Protection Suite on 68 aircraft and modifying 76 wing pylons. Phase 2.3 is expected to be completed in 2012.

    “The RAAF’s decision to award this contract to us demonstrates their faith in Boeing’s ability to support the F/A-18 platform,” Hume said. “We will continue working closely with our customer to maintain the Hornet’s air combat capability.”

    Under the new contract, engineering services will now be delivered under Boeing Defence Australia’s Authorised Engineering Organisation (AEO) certificate.

    Boeing 747-8 Freighter Successfully Completes First Flight

    Newest Boeing Freighter Touches Down Safely After 3-Hour, 39-Minute Mission

    EVERETT, Wash., Feb. 8 /– The Boeing (NYSE: BA) 747-8 Freighter successfully took to the sky for the first time today before more than 5,000 employees, customers, suppliers and community leaders. The flight begins a test program for the world’s most efficient freighter.
    With 747 Chief Pilot Mark Feuerstein and Capt. Tom Imrich in the flight deck, the newest member of the 747 family took off at 12:39 p.m. local time from Paine Field in Everett and landed at Paine Field at 4:18 p.m.
    “It was a real privilege to be at the controls of this great airplane on its first flight, representing the thousands of folks who made today possible,” said Feuerstein. “The airplane performed as expected and handled just like a 747-400.”

    Today’s flight was the first of more than 1,600 flight hours in the test program for the newest member of the Boeing freighter family. The airplane followed a route over Western Washington, where it underwent tests for basic handling qualities and engine performance. The airplane reached a cruising altitude of 17,000 feet (5,181 m) and a speed of up to 230 knots, or about 264 miles (426 km) per hour.

    Powered by four General Electric GEnx-2B engines, the 747-8 Freighter will transition its testing program to Moses Lake, Wash., and Palmdale, Calif., where the other two test airplanes will join it in the coming month.
    “This truly is a great day for The Boeing Company and the 747 program,” said Mo Yahyavi, 747 program general manager and vice president, Boeing Commercial Airplanes. “It’s the culmination of the hard work and dedication of our employees, suppliers and customers. While there is still much to do, I am excited to begin the flight-test program, which will demonstrate the capabilities of this airplane.”

    The 747-8 Freighter is the new, high-capacity 747 that will give cargo operators the lowest operating costs and best economics of any freighter. The airplane is 250 feet, 2 inches (76.3 m) long, which is 18 feet, 4 inches (5.6 m) longer than the 747-400 Freighter. The stretch provides customers with 16 percent more revenue cargo volume compared with its predecessor. That translates to an additional four main-deck pallets and three lower-hold pallets.

    “The 747-8 Freighter continues the leadership of the 747 Freighter families, which carries more than half of the world’s air freight, making it the standard of the air cargo industry,” Yahyavi said.

    Boeing launched the airplane on Nov. 14, 2005, with firm orders for 18 747-8 Freighters: 10 from Cargolux of Luxembourg and eight from Nippon Cargo Airlines of Japan. All told, Boeing has secured 108 orders for the 747-8, of which 76 are orders for the new freighter. Cargolux, Nippon Cargo Airlines, AirBridgeCargo Airlines, Atlas Air, Cathay Pacific, Dubai Aerospace Enterprise, Emirates SkyCargo, Guggenheim and Korean Air all have ordered the 747-8 Freighter.

    Regulatory Information
    This Emergency Airworthiness Directive (AD) is prompted by a mandatory continuing airworthiness information (MCAI) AD issued by the European Aviation Safety Agency (EASA), which is the Technical Agent for the Member States of the European Community. The MCAI states that 2 of the 3 installed main rotor scissor fitting assembly fixing bolts (fixing bolts) on a Model A109K2 helicopter had cracked in flight. Investigation by the manufacturer revealed that the crack was caused by inadequate instructions for installing the bolts. Improper installation of the main rotor scissor fitting assembly, if not detected and corrected, could result in a crack in a fixing bolt, failure of the fixing bolt, and subsequent loss of control of the helicopter.

    We have reviewed Agusta Alert Bollettino Tecnico (ABT) No. 109K-53 for Model A109K2 helicopters and ABT No. 109-131 for Model A109A, A109A II, and A109C helicopters, both dated December 18, 2009. The ABTs specify a one-time inspection to verify the correct installation of the main rotor scissor fitting assembly, part number (P/N) 109-0110-67 or P/N 109-0101-58, to determine if 2 washers are installed under the head of each fixing bolt. If 2 washers are not installed under the head of each fixing bolt, the ABTs specify replacing each fixing bolt with an airworthy fixing bolt, P/N 109-0101-78-5, and installing 2 washers under the head of each fixing bolt.

    EASA has issued AD No. 2009-0274-E, dated December 18, 2009, to correct an unsafe condition for the specified Agusta model helicopters. EASA advises that failure of a fixing bolt could lead to loss of control of the helicopter.

    These helicopter models have been approved by the aviation authority of Italy and are approved for operation in the United States. Pursuant to our bilateral agreement with Italy, EASA, their technical agent, has notified us of the unsafe condition described in the MCAI AD.
    We are issuing this AD because we evaluated all information provided by EASA and determined the unsafe condition exists and is likely to exist or develop on other helicopters of these same type designs. Therefore, this AD requires, within 5 hours time-in-service (TIS), inspecting the main rotor scissor fitting assembly to determine if there are 2 washers installed under the head of each fixing bolt. If there are 2 washers installed under the head of each fixing bolt, no further action is required. If there are not 2 washers installed under the head of each fixing bolt, this AD requires, within 25 hours TIS after complying with paragraph (a) of this AD, replacing each fixing bolt and installing 2 washers under the head of each fixing bolt.

    This AD differs from the MCAI AD in that we refer to “flight hours” as “hours TIS”. Also, we do not allow an optional date for replacing the fixing bolts.

    This rule is issued under 49 U.S.C. Section 44701 pursuant to the authority delegated to me by the Administrator, and is effective immediately upon receipt of this emergency AD.

    (a) Within 5 hours time-in-service (TIS), inspect the main rotor scissor fitting assembly, part number (P/N) 109-0110-67 and P/N 109-0110-58, to determine if there are 2 washers installed under the head of each fixing bolt, P/N 109-0101-78-5, as depicted in Figure 1 of Agusta Alert Bollettino Tecnico (ABT) No. 109K-53 for Model A109K2 helicopters, and ABT No. 109-131 for Model A109A, A109A II, and A109C helicopters, both dated December 18, 2009, as applicable.

    (1) If there are 2 washers installed under the head of each fixing bolt, no further action is required.

    (2) If there are not 2 washers installed under the head of each fixing bolt, within 25 hours TIS after complying with paragraph (a) of this AD, replace each fixing bolt, P/N 109-0101-78-5, and install 2 washers under the head of each fixing bolt as depicted in Figures 1 and 2 of the applicable ABT, by following the Compliance Instructions, Part II, paragraphs 1. through 3.5., of the applicable ABT.

    (b) To request a different method of compliance or a different compliance time for this AD, follow the procedures in 14 CFR 39.19.     CAPTAIN’S INAPPROPRIATE ACTIONS LED TO CRASH OF FLIGHT 3407 IN CLARENCE CENTER, NEW YORK, NTSB SAYS

    The National Transportation Safety Board determined that the
    captain of Colgan Air flight 3407 inappropriately responded
    to the activation of the stick shaker, which led to an
    aerodynamic stall from which the airplane did not recover.
    In a report adopted today in a public Board meeting in
    Washington, additional flight crew failures were noted as
    causal to the accident.

    On February 12, 2009, a Colgan Air, Inc., Bombardier DHC-8-
    400, N200WQ, operating as Continental Connection flight
    3407, was on an instrument approach to Buffalo-Niagara
    International Airport, Buffalo, New York, when it crashed
    into a residence in Clarence Center, New York, about 5
    nautical miles northeast of the airport. The 2 pilots, 2
    flight attendants, and 45 passengers aboard the airplane
    were killed, one person on the ground was killed, and the
    airplane was destroyed by impact forces and a postcrash
    fire. The flight was a 14 Code of Federal Regulations (CFR)
    Part 121 scheduled passenger flight from Newark, New Jersey.
    Night visual meteorological conditions prevailed at the
    time of the accident.

    The report states that, when the stick shaker activated to
    warn the flight crew of an impending aerodynamic stall, the
    captain should have responded correctly to the situation by
    pushing forward on the control column. However, the
    captain inappropriately pulled aft on the control column and
    placed the airplane into an accelerated aerodynamic stall.

    Contributing to the cause of the accident were the
    Crewmembers’ failure to recognize the position of the
    low-speed cue on their flight displays, which indicated that
    the stick shaker was about to activate, and their failure to
    adhere to sterile cockpit procedures. Other contributing
    factors were the captain’s failure to effectively manage the
    flight and Colgan Air’s inadequate procedures for airspeed
    selection and management during approaches in icing
    conditions.

    As a result of this accident investigation, the Safety Board
    issued recommendations to the Federal Aviation
    Administration (FAA) regarding strategies to prevent flight
    crew monitoring failures, pilot professionalism, fatigue,
    remedial training, pilot records, stall training, and
    airspeed selection procedures. Additional recommendations
    address FAA’s oversight and use of safety alerts for
    operators to transmit safety-critical information, flight
    operational quality assurance (FOQA) programs, use of
    personal portable electronic devices on the flight deck, and
    weather information provided to pilots.

    At today’s meeting, the Board announced that two issues that

    The Board will hold a public forum this Spring exploring
    pilot and air traffic control high standards. This
    accident was one in a series of incidents investigated by
    the Board in recent years – including a mid-air collision
    over the Hudson River that raised questions of air traffic
    control vigilance, and the Northwest Airlines incident last
    year where the airliner overflew its destination airport in
    Minneapolis because the pilots were distracted by non-flying
    activities – that have involved air transportation
    professionals deviating from expected levels of performance.
    In addition, this Fall the Board will hold a public forum
    on code sharing, the practice of airlines marketing their
    services to the public while using other companies to
    actually perform the transportation. For example, this
    accident occurred on a Continental Connection flight,
    although the transportation was provided by Colgan Air.

  • IATA PR: Asia Pacific: Challenges and Opportunities – Intra-Asia Market Eclipses North America as World’s Largest

    Date: 01 February 2010 – Singapore – he International Air Transport Association (IATA) said that in 2009 intra-Asia-Pacific travel had eclipsed the number of travelers in North America as the world’s largest aviation market. Asia-Pacific’s travelers numbered 647 million compared the 638 million who travelled within North America (including domestic markets). By 2013 an additional 217 million travelers are expected to take to the skies within Asia–Pacific.

    “Achieving Asia-Pacific’s tremendous potential is contingent upon short-term efforts to battle the impacts of the economic downturn with cost reductions and efficiency gains. Longer-term Asia-Pacific must also face global challenges including environment, security and liberalization,” said Giovanni Bisignani, IATA’s Director General and CEO at the start of the Singapore Air Show Aviation Leadership Summit.

    The global aviation industry is expected to reduce losses from US$11.0 billion in 2009 to US$5.6 billion in 2010. The loss reduction is being led by Asia-Pacific’s carriers who are expected to see their losses shrink from US$3.4 billion in 2009 to US$700 million in 2010. “Asia-Pacific’s prospects are improving faster than other regions,” said Bisignani.

    Bisignani noted that the Asia-Pacific region is diverse, dynamic and with great potential:

    Diverse: Asia-Pacific is home to two of the world’s top five airlines in terms of profitability. At the same time, the region’s governments provided over US$10 billion in government bailouts to airlines in the first quarter of the year. The region’s two biggest growth markets—India and China—face completely different circumstances. India’s challenge is to reduce costs and improve infrastructure, while China is adjusting to new global trade patterns.

    Dynamic: Over the last decade China replaced Japan as Asia-Pacific’s largest player. Today China’s fleet is 1,400 aircraft compared to Japan’s 540. Its domestic market of 5.7 million weekly seats is more than double Japan’s 2.6 million and China’s 1.4 million weekly international seat market is now slightly larger than Japan’s 1.3 million.

    Potential: In the US, there are three aircraft seats per year for each of the 300 million people who live there. China’s population of 1.3 billion is served by only 0.3 seats per person and India’s 1.1 billion population has only 0.1 seats available per person. “The global air transport industry will triple in size when Asians travel as much as those in the US,” said Bisignani.

    “Asia-Pacific’s diversity, dynamism and potential are a great opportunity. Rapidly developing markets are defining aviation’s future. Is Asia-Pacific prepared for the challenges that this will bring?” said Bisignani. In his opening address, Bisignani highlighted three global issues for Asia-Pacific leadership:

    Environment: The global aviation industry presented the UNFCCC Climate Change talks in Copenhagen with three targets shared by airlines, airports, air navigation service providers and manufacturers. These are: improving fuel efficiency by an average of 1.5% per year to 2020, stabilizing emissions with carbon-neutral growth from 2020 and cutting our emissions in half by 2050 compared to 2005. These targets are backed by a clear strategy based on technology investment, effective operations, efficient infrastructure and economic measures.

    “Even without a binding agreement in Copenhagen aviation is united and committed to its targets. The ICAO Assembly in September-October is an opportunity to build government consensus leading to COP-16 in Mexico,” said Bisignani.

    The challenges for Asia include: working through ICAO to accommodate the diverse needs of the region, taking advantage of the tremendous business opportunities in developing sustainable second generation biofuels Biofuels have the potential to reduce aviation’s carbon footprint by up to 80%. “Five airlines have successfully tested biofuels and we expect certification within 2011 at the latest. Aviation biofuel is a US$100 billion plus business opportunity. And I hope that this region will play a key role in its early development,” said Bisignani.

    Security: “We live in a global world—global connectivity and global threats. Governments and industry must protect the connectivity and eliminate the threats. That challenge requires industry and governments to work together for effective and efficient security measures,” said Bisignani.

    “Ten days ago, I saw some hope for a new collaborative approach when the Secretary of the US Department of Homeland Security consulted the airline industry in our Geneva offices,” said Bisignani. IATA presented recommendations to (1) work together, (2) align requirements with the industry’s capability to implement, (3) make passenger collection more efficient, (4) ensure that governments coordinate their requirements across borders and (5) look to develop a new approach to checkpoint screening that combines technology and intelligence so that we look for bad people, not just bad objects.

    Asia-Pacific must define government/industry cooperation on security and find a better way to deal with the cost burden. Currently airlines pay US$5.9 billion a year for security. “These are national security measures. That is a government responsibility, including the bill,” said Bisignani.

    Liberalization: “Asian aviation will not reach its potential if the airlines are constrained to old ways of doing business. Industry is preparing for regional liberalization of market access with the ASEAN target date of 2015. It is important that the target date is met. This is already well-behind the industry leading developments in the US-EU Open Skies agreement. Second stage talks will conclude this year with ownership being the most important issue,” said Bisignani.

    “To move liberalization forward, IATA took the extra-ordinary step of calling governments together with IATA’s Agenda for Freedom. After a year of talks, in November 2009, seven governments, including the US, the European Commission, Singapore and Malaysia signed a multilateral statement of policy principles. These principles preserve a level playing field while addressing liberalization of market access, pricing and ownership.     The National Transportation Safety Board will hold a Board
    meeting on Tuesday, February 2, 2010, at 9:30 a.m. in its
    Board Room and Conference Center, 429 L’Enfant Plaza, S.W.,
    Washington, D.C. The Board will consider a final report on
    the following investigation:

    On February 12, 2009, a Colgan Air, Inc., Bombardier DHC-8-
    400, N200WQ, operating as Continental Connection flight
    3407, was on an instrument approach to Buffalo-Niagara
    International Airport, Buffalo, New York, when it crashed
    into a residence in Clarence Center, New York, about 5
    nautical miles northeast of the airport. The 2 pilots, 2
    flight attendants, and 45 passengers aboard the airplane
    were killed, one person on the ground was killed, and the
    airplane was destroyed by impact forces and a postcrash
    fire. The flight was a 14 Code of Federal Regulations (CFR)
    Part 121 scheduled passenger flight from Newark, New Jersey.
    Night visual meteorological conditions prevailed at the
    time of the accident.

    NTSB ASSISTS GOVERNMENT OF LEBANON IN AVIATION ACCIDENT

    The National Transportation Safety Board will dispatch an aviation investigator to assist the government of Lebanon in its investigation of the crash of an Ethiopian Airlines B- 737-800 (ET-ANB) off the coast of Lebanon.

    At approximately 2:30 a.m. local time on January 25, the aircraft crashed into the Mediterranean Sea shortly after takeoff.

    NTSB Chairman Deborah A.P. Hersman has designated senior investigator Dennis Jones as the U.S. Accredited Representative. His team will include technical advisors from the Federal Aviation Administration and Boeing.

    The investigation is being conducted by the Directorate General of Civil Aviation of the Government of Lebanon, which will release all information on the progress of the investigation.     Mr. Raymond Benjamin,
    to the IATA Global Aviation Security Summit

    (Geneva, 22 January 2010) Giovanni, thank you for this invitation to join Secretary Napolitano and such an impressive gathering of airline CEOs. I very much enjoyed your presentation and the perspective of the Secretary, and I look forward to a stimulating discussion after my brief remarks.

    The attempted sabotage of Northwest Airlines Flight 253 on 25 December is a vivid reminder that security threats transcend national boundaries and can only be properly addressed through a global strategy based on effective international cooperation. As the UN agency responsible for promoting the development of civil aviation worldwide, ICAO facilitates cooperation in all areas of civil aviation, including aviation security – one of our highest priorities.

    Within hours of the 25 December incident which prompted this meeting, I was in contact with high-level officials of the States involved and initiated a series of actions to coordinate and harmonize responses to the terrorist act. We communicated with security authorities in all of our member States to encourage them to conduct risk assessments and implement appropriate screening measures.

    In addition, and at the request of the United States government, a meeting was held on 6 January at ICAO with officials from the Department of Homeland Security (DHS) and the Transportation Security Administration (TSA), headed by the Undersecretary for the National Protection Programme Directorate. The meeting focussed particularly on four areas: collecting passenger information; sharing information between States; requirements for travel document security, and training and technical assistance.

    ICAO provided briefings on each of these subjects, with particular emphasis on work being undertaken in the fields of Advance Passenger Information Systems, the Machine-Readable Travel Documents (MRTD) Programme, the Universal Security Audit Programme (USAP) and associated assistance activities and mechanisms involved in improving compliance with security Standards.

    The US Delegation expressed a strong desire to work with ICAO to address these challenges on a multilateral basis, including through the various initiatives that had been presented to them during the meeting, and by providing assistance to States in coordination with ICAO and other donor States.

    I would like to take this opportunity to commend the United States and all other States concerned for their quick and decisive action to contain the situation. The emergency measures implemented, which included increased gate screening for U.S-bound flights and passenger profiling, were necessary in light of the heightened level of risk. Although these measures have caused costly delays and inconvenience, the attempt to detonate an explosive device on board Northwest Flight 253 clearly justifies greater vigilance in the form of more stringent processes.

    The decision to implement emergency measures is never easy because of the enormous impact on overall operations. But these actions must be taken, to protect the integrity of the system and maintain public confidence in air travel.

    In this connection, I was invited to Washington on 14 January for a meeting, which took place within the framework of bilateral negotiations between authorities of the United States and the European Union, devoted to discussions on the consequences of the events of 25 December. At the outset, it was acknowledged that notwithstanding that the incident was aimed at an American aircraft, it represents a threat to the entire aeronautical community. Three main issues related to passenger safety were discussed:

    First, how long these measures would stay in force. It was recognized that the emergency measures adopted could not be permanent as resources being dedicated to these new processes were being drawn from other essential safety systems.

    Second, the issue of discrimination, whereby some States have difficulty in discriminating between measures applied to one set of passengers and not to another.

    The third issue related to the US Transportation Security Administration deciding on the basis of incoming information, the percentage of screening applicable to different passengers. This percentage would vary and be very difficult to establish.

    The meeting concluded with the two parties confirming that they would like to see ICAO adopt a leadership role.

    As we speak, ICAO remains in close contact with its Member States and industry to facilitate and implement a solid response to this latest threat. But we must not forget that aviation is a global system and it requires global solutions. I emphasize that my staff and I are dedicated to ensuring that security threats are addressed in the most effective and efficient manner possible and this means that responses must be implemented with the highest degree of harmonization worldwide. We have a strong record of doing just that.

    The challenge from ICAO’s standpoint is to achieve and maintain an optimum balance between the more stringent security measures required to address emerging threats and the processes intended to facilitate air travel by 2.3 billion passengers per year. This is obviously a tall order. While ICAO’s objective is to ensure air travellers reach their destinations as efficiently as possible, every one of these individuals is subject to screening. The challenge becomes more complicated when you consider that different States may implement different measures. A multilateral approach is more likely to avoid confusing passengers while boosting efforts by States and industry to strengthen the security of the air transport system. This is why collaboration is vital, and concepts such as one-stop security should be encouraged.

    Since this latest serious incident, ICAO has been working to promote international cooperation. Terrorism is a transnational issue, and the attempted sabotage of Flight 253 is reflective of a worldwide problem; as such, it calls for a global response under ICAO’s leadership, with the support of its member States.

    To respond effectively to threats over the long term, it is essential to review existing measures and strategy from time to time, and assess how these need to change to remain effective. In this regard, ICAO is fortunate to have a multinational team of security experts at its disposal. The next meeting of the Aviation Security Panel will be held in late March, and is expected to produce concrete recommendations on how to prevent incidents such as the attempted sabotage of 25 December. In responding to this incident, it will be necessary to consider both procedural and technological solutions to this security gap, including the possible use of imaging technology – commonly referred to as body scanners – as one means of screening passengers, taking into account privacy, data protection and health issues.

    The point is that every time a new type of incident arises, we face the prospect of introducing yet another layer of security. To do so when necessary, but without overburdening the industry, it is important to evaluate existing measures at the same time, and eliminating and revising provisions as required. In developing countermeasures to new threats, they must be practical as well as appropriate for the level of threat. Adapting to each new threat with minimum adverse impact on the air transport system remains a significant challenge.

    I want to assure you that this and other aviation security challenges have ICAO’s full attention, and are being addressed on a proactive basis. Through our panel of security experts, we are striving to identify new ways of anticipating the next threat. In this manner, an increasing risk can be managed by implementing practical countermeasures instead of requiring emergency action.

    The air transport system remains a highly attractive target for terrorist organizations precisely because it has been so successful in promoting global economic growth and has become an essential mode of transport. The volume of operations, and our reliance on an efficient air transport system, means we can expect aviation to remain a target. By remaining proactive, our intention is to ensure that civil aviation’s vulnerabilities are not exploited by terrorists.

    My message today is quite simple. ICAO is keenly aware of the challenges you face as operators and recognizes that whatever security measures are put into place, now and in the future, must not unduly disrupt operations or increase the cost of doing business. Our objective has always been to strike the right balance between protecting the safety of passengers while assuring they transit through airports as quickly and as efficiently as possible. We recognize that the health of the air transport industry, and its ability to support economic and social development around the world, are at stake.

    IATA, US Agree On Aviation Security Cooperation

    Geneva – The International Air Transport Association (IATA) hosted an historic aviation security summit with the US Department of Homeland Security (DHS). IATA Director General and CEO Giovanni Bisignani and DHS Secretary Janet Napolitano spearheaded a new era of industry/government cooperation to improve aviation security around the world.

    “The aviation industry is committed to keeping the global skies safe and secure. We live in a global world with global connectivity and global threats. The challenge is to protect the benefits of aviation connectivity and eliminate the threats. Governments and industry have the same goals but different expertise. Governments understand the threats and the tools needed to mitigate them. Industry has the operational expertise for effective implementation. Working together is the only way forward,” said Bisignani.

    The summit was held at IATA’s headquarters in Geneva and included the Secretary General of the International Civil Aviation Organization (ICAO), top executives from 25 airlines as well as participants from the US Government.

    Bisignani commended the fresh approach of the Obama administration to proactively engage industry. “We applaud Secretary Napolitano’s commitment to engage industry and find workable and effective solutions. A single meeting cannot solve all the security challenges we face but it is a major step in the right direction. We had a lot to teach each other and today is the start of a regular high-level dialogue on this critical issue. This cooperation should become a model for other countries to adopt,” Bisignani said. IATA and DHS agreed to hold a follow-up meeting in the coming weeks.

    During the meeting, IATA and its member airlines made several recommendations including:

    • Institutionalizing government/industry cooperation: This would allow security policies to be written with the benefit of airline operational expertise. IATA encouraged ICAO to create a template for such cooperation to be implemented globally.
    • Implementation: Recognize that prescriptive, one-size-fits-all regulations with numerical targets will not secure a complex global industry. Governments must work with industry to define practical implementation measures for their security targets.
    • Passenger data collection: Make passenger data collection and sharing more efficient: IATA urged DHS to break down internal silos to create a single data collection and sharing program that could serve as a model for implementation by other governments.
    • Harmonization across borders: Governments must talk to each other to ensure that one country’s requirements do not conflict with another country’s laws.
    • Next generation checkpoint: Along with optimizing the capabilities of current screening technology, we must begin to look at future checkpoints that combine technology and intelligence. “We need a checkpoint system that focuses on finding bad people, not just bad objects,” said Bisignani.
    • IATA (International Air Transport Association) represents some 230 airlines comprising 93% of scheduled international air traffic.
