    NASA UPDATES BROADCAST PLANS FOR JAPANESE CARGO FLIGHT TO STATION

    HOUSTON — The launch of the H-II Transfer Vehicle “Kounotori2” (HTV2)
    planned for Thursday, Jan. 20, was rescheduled due to a forecast for
    weather conditions that would exceed launch restrictions. The Japan
    Aerospace Exploration Agency reset the launch for 11:37 p.m. CST on
    Friday, Jan. 21.

    NASA still plans live television coverage of the launch from
    Tanegashima Space Center in southern Japan. With an adjusted
    rendezvous plan, the grapple and attachment of the cargo ship to the
    International Space Station remain planned for Thursday, Jan. 27, and
    also will be covered live on NASA Television.

    NASA TV’s updated programming schedule for HTV2 events includes (all
    times CST):

    Friday, Jan. 21:
    11 p.m. — Launch coverage, anchored from NASA’s Johnson Space Center
    in Houston, begins. Launch is scheduled at 11:37 p.m.

    Thursday, Jan. 27:
    5 a.m. — Grapple coverage, anchored from Johnson, begins. The grapple
    of HTV2 is scheduled at 5:44 a.m.

    Pointing Lasers at Aircraft Poses a Serious Safety Issue

    WASHINGTON – The FAA announced today that in 2010, nationwide reports of lasers pointed at aircraft almost doubled from the previous year to more than 2,800. This is the highest number of laser events recorded since the FAA began keeping track in 2005.

    Los Angeles International Airport recorded the highest number of laser events in the country for an individual airport in 2010, with 102 reports, and the greater Los Angeles area tallied nearly twice that number, with 201 reports. Chicago O’Hare International Airport was a close second, with 98 reports, and Phoenix Sky Harbor International Airport and Norman Y. Mineta San Jose International Airport tied for the third highest number of laser events for the year with 80 each.

    “This is a serious safety issue,” said U.S. Transportation Secretary Ray LaHood. “Lasers can distract and harm pilots who are working to get passengers safely to their destinations.”

    Nationwide, laser event reports have steadily increased since the FAA created a formal reporting system in 2005 to collect information from pilots. Reports rose from nearly 300 in 2005 to 1,527 in 2009 and 2,836 in 2010.

    “The FAA is actively warning people not to point high-powered lasers at aircraft because they can damage a pilot’s eyes or cause temporary blindness,” said FAA Administrator Randy Babbitt. “We continue to ask pilots to immediately report laser events to air traffic controllers so we can contact local law enforcement officials.”

    Some cities and states have laws making it illegal to shine lasers at aircraft and, in many cases, people can face federal charges.

    The increase in reports is likely due to a number of factors, including the availability of inexpensive laser devices on the Internet; higher power levels that enable lasers to hit aircraft at higher altitudes; increased pilot reporting of laser strikes; and the introduction of green lasers, which are more easily seen than red lasers.

    FAA proposes $359,000 in Civil Penalties Against SkyWest Airlines

    SEATTLE – The FAA has proposed $359,000 in civil penalties against SkyWest Airlines, Inc., of St. George, Utah, for alleged violations of Federal Aviation Regulations.

    The FAA proposed a penalty of $220,000 for alleged failure to document heavy checked bags, motorized mobility aids and a heavy shipment carried in the cargo compartment of the company’s passenger aircraft. As a result, the company operated the aircraft on five flights between April 21 and May 25, 2010 with incorrect weight and balance data. The FAA alleges the violations occurred because the carrier’s employees failed to follow required procedures for documenting cargo carried on revenue passenger flights.

    The other two proposed civil penalties are for allegedly operating two Bombardier Regional Jet aircraft when they were not in compliance with Federal Aviation Regulations.

    In the first case, a proposed civil penalty of $70,500, the FAA alleges SkyWest employees failed to follow the company’s Continuous Airworthiness Maintenance Program (CAMP) and the Bombardier maintenance and inspection manual during five attempts by mechanics to correct an avionics system cooling problem on one aircraft. SkyWest operated the aircraft on at least five revenue passenger flights between July 15 and 21, 2009 when it was not in compliance

    In the second case, the FAA is proposing a civil penalty of $68,500, alleging SkyWest operated another Bombardier jet on eight revenue passenger flights between May 30 and June 1, 2010 when it was not in compliance with regulations. The FAA alleges SkyWest mechanics failed to follow procedures required in the airline’s CAMP when replacing the right air conditioning pack’s pressure-regulating and shutoff valve.

    Safety Enhancements for Private Aircraft

In her article, “Small Cost, Big Benefit: A Look at Lifesaving Aircraft Safety Enhancements,” FAA aerospace engineer Della Swartz offers a variety of improvements that can have a positive effect on your safety and well-being without an undue strain on the wallet. Among the enhancements described are inflatable restraints, or air bags, whose safety benefits the NTSB recently highlighted. According to Swartz, inflatable restraint kits are available for about $1,000 per seat plus the cost of installation. The kit includes a shoulder harness, another inexpensive yet key life-saving device. Swartz also writes about helmets and emergency locator transmitters (ELT).     NASA TV TO BROADCAST JAPANESE CARGO CRAFT FLIGHT TO SPACE STATION

    HOUSTON — NASA plans live television coverage of the launch, grapple and berthing of the second unpiloted Japanese cargo ship that will deliver more than four tons of food and supplies to the International Space Station.

    The Japan Aerospace Exploration Agency (JAXA) is scheduled to launch an H-IIB rocket from the Tanegashima Space Center in southern Japan at 12:29 a.m. CST (3:29 p.m. Japan time) on Thursday, Jan. 20. The launch vehicle will send the Kounotori2 H-II Transfer Vehicle (HTV2) orbit on a week-long rendezvous with the station. “Kounotori” is the Japanese word for white stork, emblematic of delivering happiness and joy.

    On Jan. 27, Expedition 26 Flight Engineers Cady Coleman and Paolo Nespoli will command the station’s robotic arm, Canadarm2, to reach out, grapple Kounotori2, and attach it to the Earth-facing port of the Harmony module.

    In the following days, a pallet loaded with spare station parts will be extracted from a slot in the cargo ship and attached to an experiment platform outside the Japanese Kibo module. Other cargo will be transferred internally to the station.

    The cargo vehicle will be filled with trash, detached from the station and sent to burn up in the Earth’s atmosphere at the end of March.

    Special flight safety checks are being carried out at Canberra aerodrome this week.

    There will be a series of low-level flights to make sure flight paths at the aerodrome continue to operate safely.

    A twin-engine Cessna Conquest aircraft will be used to conduct the safety checks within an area up to 35 kilometres from the aerodrome.

    The two pilots flying the aircraft will ensure navigation aids are operational and not suffering interference, as well as looking for any new obstacles that could be a danger to aviation safety.

    The Civil Aviation Safety Authority requires these checks to be carried out every three years to maintain a high level of air safety at Canberra aerodrome.

    Low-level flying is an essential part of the safety exercise, with aircraft down as low as several hundred feet at times.

    Local residents may notice an uncommon flying pattern, but this is to make sure obstacles are accurately marked on charts and no new obstacles exist. Obstacles can be towers, trees, masts or buildings that can be a danger to aircraft.

    The checks are scheduled to be carried out on Tuesday 18 January 2011.

    If poor weather or other factors do not allow the safety checks to go ahead on the planned days they will be carried out as soon as possible.

    ASTRONAUT JOSE HERNANDEZ LEAVES NASA

    HOUSTON — After a decade working in various roles, astronaut Jose Hernandez has left NASA for a position in the aerospace industry.

    “Jose’s talent and dedication have contributed greatly to the agency, and he is an inspiration to many,” said Peggy Whitson, chief of the Astronaut Office at NASA’s Johnson Space Center in Houston. “We wish him all the best with this new phase of his career.”

    The son of Mexican migrant farm workers, he joined NASA in 2001 as a materials research engineer at Johnson. He was promoted to the Materials and Processes Branch chief in 2002 and served there until he was selected as a NASA astronaut in 2004.

    During the STS-128 shuttle mission in 2009, he managed the transfer of more than 18,000 pounds of supplies and equipment between the shuttle and International Space Station and assisted with robotics operations. He also served as a flight engineer in the shuttle’s cockpit during launch and landing.

    NASA ADMINISTRATOR PARTICIPATES IN MARTIN LUTHER KING JR. DAY CELEBRATIONS IN SOUTH CAROLINA

    WASHINGTON — NASA Administrator Charles Bolden will travel to his hometown of South Carolina to participate in three events on Jan. 18 to celebrate the life and legacy of Martin Luther King Jr. Media representatives may attend the presentations.

    Bolden, NASA’s first African-American administrator, will deliver the keynote address at the annual Martin Luther King Jr. business and professional breakfast beginning at 7:30 a.m. EST in the Exhibition Hall, Gaillard Municipal Auditorium, located at 77 Calhoun St. in Charleston. There will be a media availability at approximately 8:50 a.m.

    Following the breakfast, Bolden will visit the Ron McNair School at 3795 Spruill Ave. in North Charleston to discuss the importance of science, technology, engineering and mathematics education. Reporters can speak to the administrator following the event at 11:30 a.m. outside the school.

    Bolden will deliver the annual Heyward E. McDonald Lecture on Peace and Justice at 7 p.m. in the University of South Carolina Russell House Ballroom A/B on campus at 1400 Greene St. in Columbia. He will speak about the role of science and public schooling in advancing social justice. The lecture will be followed by a short question-and-answer session for attendees.

    NASA UPDATES SHUTTLE TARGET LAUNCH DATES FOR TWO FLIGHTS

    WASHINGTON — NASA is targeting 4:50 p.m. EST on Thursday, Feb. 24,
    for the launch of space shuttle Discovery’s STS-133 mission to the
    International Space Station. The liftoff of shuttle Endeavour’s
    STS-134 flight is planned for 7:48 p.m. EDT on April 19, from NASA’s
    Kennedy Space Center in Florida.

    The target dates were selected Thursday during the Space Shuttle
    Program’s weekly Program Requirements Control Board meeting.

    NASA sets official launch dates for each shuttle mission following
    agency Flight Readiness Reviews, which typically occur about two
    weeks prior to launches. All target launch dates are subject to
    change.

    Pilots urged to keep Warrnambool skies safe

    Warrnambool pilots are being urged to attend an important air safety workshop next week.

    The workshop will give local pilots special training to improve their flying and safety skills.

    The Civil Aviation Safety Authority is holding the workshop to help make the skies over Warrnambool even safer.

    Safety issues to be covered at the workshop include airmanship. There will also be the opportunity for pilots to ask questions and raise issues about local flying.

    CASA’s Peter Gibson says the workshop is part of a national regional air safety campaign.

    “Giving pilots from Warrnambool extra training will lift their safety skills to even higher levels,” Mr Gibson says.

    “All pilots receive comprehensive training but this workshop means they will be even better equipped to fly safely at all times and deal with emergencies.

    “Warrnambool has a good air safety record but accidents do happen and everyone in aviation must work hard to keep local skies safe.”

    The workshop is being held at the Warrnambool Mid City Inn on Thursday 20 January 2011, starting at 6pm.

    CASA is providing free refreshments for everyone on the night.

    Press Release – FAA Proposes $330,000 Civil Penalty Against Heli-Dudes

    SALT LAKE CITY—The Federal Aviation Administration (FAA) is proposing a $330,000 civil penalty against Heli-Dudes LLC, of Salt Lake City, for allegedly operating sightseeing helicopter rides for hire when it was not authorized to do so, a violation of Federal Aviation Regulations.

    The FAA alleges that Heli-Dudes did not have an FAA operating certificate or letter of authorization when it conducted 30 sightseeing flights for hire between Feb. 6 and Feb 14, 2010, using a Robinson R-22, a two-seat, piston engine-powered helicopter.

    The FAA denied two Heli-Dudes applications for a Letter of Authorization in January and March, 2010. The first denial was because the company submitted the wrong employee drug-testing certificate. The second denial came because Heli-Dudes conducted for-hire flights when it was not authorized to do so.

    Heli-Dudes has 30 days from receipt of the FAA’s enforcement letter to respond to the agency.

    SPACE STATION ASTRONAUTS TO CONNECT WITH CENTRAL FLORIDA STUDENTS

    WASHINGTON — International Space Station residents Scott Kelly, Cady Coleman and Paolo Nespoli will speak on Tuesday, Jan. 11, to 150 students from Kathleen High School’s Central Florida Aerospace Academy (CFAA) in Lakeland, Fla.

    The CFAA prepares students to go into advanced aerospace education or the aerospace industry. In 2009, the academy received an agency grant to develop a NASA-based science, technology, engineering and , or STEM, curriculum.

    The station astronauts will answer student questions on Jan. 11, from 11-11:20 a.m. EST. In preparation for the conversation with astronauts in space, the students have been participating in science activities, exploring careers in science with local scientists and engineers, studying a floor plan of the International Space Station and learning about experiments in microgravity.

    The event will air live on NASA Television and on the agency’s website. Media interested in attending this event should contact Obie Young at 407-341-3072 by 2 p.m. Monday, Jan. 10.

    The live downlink will be shared with other students through the Florida Aviation Network, the Federal Aviation Administration Training Network and the Government Educational Training Network. This will give approximately 93,000 students in Polk County’s K-12 classrooms the opportunity to watch the event.

    NASA astronauts Kelly and Coleman and Nespoli of the European Space Agency are conducting science experiments aboard the space station. Kelly serves as the Expedition 26 commander until March when he returns home. Coleman and Nespoli will complete their station mission in May.

    This live, in-flight education downlink is one in a series with educational organizations in the U.S. and abroad to improve teaching and learning in STEM subjects. It is an integral component of Teaching From Space, a NASA education program. Teaching From Space promotes learning opportunities and builds partnerships with the education community using the unique environment of space and NASA’s human spaceflight program.

    NASA SELECTS HIGH-PERFORMING INTERNS AS AGENCY AMBASSADORS

    WASHINGTON — NASA has selected 101 of its high-performing interns and
    fellows for the agency’s Student Ambassador Program. The students
    will represent NASA at a variety of education and outreach events at
    schools and universities to help inspire future students interested
    in science, engineering, mathematics and technology, or STEM,
    opportunities.

    The new ambassadors represent 31 states and 64 different universities.
    This third group of student ambassadors, known as Cohort III, joins
    189 other student ambassadors selected in 2009 and 2010. NASA
    managers and mentors nominated the ambassadors from hundreds of
    current interns and fellows who have participated in various NASA
    Education projects.

    “The ambassadors have demonstrated their ability to motivate students
    to enter the STEM workforce,” said Leland Melvin, associate
    administrator for education at NASA Headquarters in Washington. “They
    play an important role in our effort to develop the next generation
    of explorers, because they can engage fellow students in a meaningful
    peer-to-peer dialogue. That’s something that more traditional
    approaches cannot accomplish.”

    The new student ambassadors will join a virtual web-based community,
    which allows them to interact with NASA staff and other ambassadors
    to share information and make professional connections. Through the
    website, the ambassadors also will have access to the latest NASA
    news, cutting-edge research and career resources.

    FAA Safety Briefing Celebrates 50 Years

    The new issue of FAA Safety Briefing celebrates the publication’s 50th anniversary by looking back on the state of general aviation (GA) safety and highlighting a half century of safety focus and progress.

    The magazine, then called FAA Aviation News, was first published in January 1961, just three years after the creation of the FAA. Its purpose was “to acquaint readers with the policies and programs” of the FAA. While the look of the magazine has changed, the inaugural issue’s core message of safety awareness and education has remained constant.

    Building on the tremendous safety strides the FAA and GA community have made to reduce fatal accidents (see the article “The Evolving Art of Aviation Safety”), this issue of FAA Safety Briefing outlines the agency’s plan to further reduce the fatal accident rate by reaching out to and working with the GA community.

    This issue also helps airmen recognize that managing risk is the foundation for safe flying from both a theoretical and practical sense. In “Building Blocks and Safety Circles,” editor Susan Parson helps readers get their head around safety rules, safety realities, and the concept of safety risk management to build a barrier to accidents.     Letter to Chairmen Oberstar and Costello and Ranking Members Mica and Petri Regarding FAA’s Efforts to Implement RTCA Task Force Recommendations for NextGen

    Summary

    On December 21, we (DOT OIG) issued a letter to the Chairmen and Ranking Members of the House Transportation and Infrastructure Committee and Aviation Subcommittee regarding FAA’s efforts to implement the Next Generation Air Transportation System (NextGen). Last September, a RTCA task force recommended mid-term actions for advancing NextGen. The task force findings and recommendations are consistent with our work, covering areas such as maximizing the use of equipment already on aircraft and new procedures, enhancing information sharing among FAA and airspace users, and reducing delays. We are reporting our results thus far with respect to (1) FAA’s progress in responding to the task force report, (2) potential barriers to implementing the task force recommendations and realizing benefits, and (3) ongoing problems with a key modernization effort that could materially affect the pace of NextGen. In summary, FAA is incorporating RTCA’s recommendations in its NextGen plans but has not specified how it will execute key initiatives for addressing delays in major metropolitan areas. For example, FAA is still working to establish definitive milestones to integrate new airspace designs and procedures at metroplex locations. FAA also has yet to establish a mechanism for integrating metroplex initiatives with programs to better manage airport surface operations. At the same time, FAA faces several organizational, policy, logistical, and training challenges that could impede NextGen implementation in the midterm; these include working across diverse agency lines of business and establishing policies on data sharing. FAA must also resolve implementation problems with critical modernization projects, such as En Route Automation Modernization (ERAM)–a $2.1 billion NextGen tool for processing flight data–which has experienced software problems and delays at key sites.

    NASA AWARDS AGENCY CONSOLIDATED END-USER SERVICES (ACES) CONTRACT

    WASHINGTON — NASA awarded on Dec. 27 a 10-year contract to HP
    Enterprise Services of Herndon, Va., for Agency Consolidated End-user
    Services, or ACES.

    This firm-fixed-price, indefinite delivery/indefinite quantity
    contract has a maximum value of $2.5 billion and four-year base
    period with two three-year option periods. The contract will be
    managed at the NASA Shared Services Center (NSSC) in Mississippi.

    The ACES contract will develop a long-term outsourcing arrangement
    with the commercial sector to provide and manage most of NASA’s
    personal computing hardware, agency-standard software, mobile
    information technology (IT) services, peripherals and accessories,
    associated end-user services, and supporting infrastructure.

    NASA personnel use IT to support NASA’s core business, scientific,
    research and computational activities. HP Enterprise Services will
    provide, manage, secure and maintain these essential IT services for
    the agency.

    The NSSC is a partnership among NASA, Computer Sciences Corporation
    and the states of Mississippi and Louisiana. The NSSC performs
    selected business activities for all 10 NASA centers.

    Press Release – FAA Proposes $330,000 Civil Penalty Against American Eagle Airlines

    FORT WORTH – The Federal Aviation Administration (FAA) is proposing a $330,000 civil penalty against American Eagle Airlines Inc., of Fort Worth, for operating an Embraer 135 regional jet on 12 revenue passenger flights when it was not in compliance with Federal Aviation Regulations.

    The FAA alleges American Eagle mechanics failed to note broken passenger seats and armrests on two aircraft during a Dec. 18, 2008 inspection and did not follow the approved maintenance manual instructions during those inspections. FAA inspectors discovered seats on two aircraft that would not raise and stow into the upright and locked position for takeoffs and landings. FAA inspectors also found damaged center arm rests that would not stow in the upright and locked position.

    The FAA further alleges that American Eagle used one of the aircraft on 12 revenue passenger flights between the inspection and eventual repair of the seats and armrests. The other aircraft did not fly again until the airline completed the required work.

    American Eagle has 30 days from receipt of the FAA’s enforcement letter to respond to the agency.

    EASA proposes a new set of harmonised European rules to avoid crew fatigue

    EASA published today a Notice of Proposed Amendment (NPA 2010-14) on flight and duty time limitations and rest requirements (FTL) for commercial air transport by aeroplanes. FTL rules aim at avoiding crew fatigue by introducing limitations to the way crews can be scheduled by airlines. This NPA proposes a number of safety improvements and areas for European harmonisation.

    The European Parliament and the European Commission requested EASA to conduct a scientific and medical evaluation of the current regulation which allows national provisions in areas such as augmented flight crew, split duty, time zone crossing, reduced rest and standby, and to propose a set of fully harmonised rules. The new proposal is the result of the work of a rulemaking group that includes National Aviation Authorities, Airlines and Flight and Cabin Crew representatives.

    This proposal is the first step in a fully transparent public consultation process. Comments will be reviewed and a Comment Response Document (CRD) will be available for public consultation. At the end of the consultation process, EASA will present a final Opinion to the European Commission that will then launch the final process for adoption by the European Parliament and European Council in April 2012.

    Review of the Security and Controls over the Civil Aviation Registry Systems – Federal Aviation Administration

    The Federal Aviation Administration (FAA) is responsible for setting, overseeing, and enforcing safety standards in the aviation industry. FAA’s Flight Standards Service promotes aviation safety by managing systems for registration of civil aircraft and airman records. These registry systems contain FAA’s official records of civil aircraft registration and ownership, and airman certification, ratings and authorizations. DOT OIG has initiated an audit of the security of the registry systems’ information.

    Audit objectives are to determine whether: (1) personally identifiable information is secure from unauthorized use or access; (2) information in the registry systems is sufficient for managing aircraft registrations and airmen’s records; and (3) registry contingency planning ensures FAA’s continued ability to accomplish its mission of aviation safety.
