Press Release – FAA Proposes $530,250 Civil Penalty For Aviation Technical Services

SEATTLE – The Federal Aviation Administration (FAA) is proposing a $530,250 civil penalty against Aviation Technical Services, Inc. (ATS), an aviation repair station in Everett, Wash., for allegedly failing to follow approved procedures while maintaining 14 Southwest Airlines Boeing 737s.

Specifically, the FAA alleges ATS failed to follow Southwest’s Continuous Airworthiness Maintenance Program (CAMP) during work to accomplish five Airworthiness Directives to detect fuselage skin cracks. ATS used shortened “cradles” to support the aircraft at two of three specified points while they were off their wheels, a deviation from the Southwest CAMP.

ATS alsoallegedly failed to install and monitor load-measuring cells to ensure the maximum loads did not exceed limits for the engines, wings and horizontal stabilizer locations while the aircraft were suspended in the cradle. The alleged violations occurred between January 2007 and March 2008.

“We have the highest standards in place to ensure safety,” said FAA Administrator Randy Babbitt, “Maintenance work has to meet those standards wherever it is performed.”

Aviation Technical Services has 30 days from receipt of the FAA’s enforcement letter to respond to the agency.

Boeing also will provide media briefings on the C-17 Globemaster III and on two Boeing Rotorcraft products in current competitions — the CH-47F Chinook and AH-64D Apache. An Airborne Battle Management briefing will cover Airborne Early Warning and Control as well as the P-8I long-range maritime patrol and anti-submarine aircraft. India selected the P-8I for its navy last year; the first of eight aircraft is scheduled to enter the fleet in 2013.

  • NTSB Safety Recommendation

    The National Transportation Safety Board recommends that the
    Federal Aviation Administration:

    Provide pilots and maintenance personnel with information
    that (1) transport-category aircraft tires can lose up to 5
    percent pressure per day, (2) it may take only a few days
    for such tires to reach an underinflation level below what
    the aircraft maintenance manual specifies for tire
    replacement, and (3) the underinflation level that would
    require tire replacement is not visually detectable. (A-10-

    Press Release – FAA Proposes $585,725 Civil Penalty Against Corporate Air

    SEATTLE – The Federal Aviation Administration (FAA) is proposing a $585,725 civil penalty against Corporate Air of Billings, Mont., for allegedly operating a Shorts SD-3-30 twin-turboprop cargo aircraft when it was not in compliance with Federal Aviation Regulations.

    The FAA alleges Corporate Air failed to maintain the aircraft under the company’s general maintenance manual, which requires daily post-flight inspections that include examining the exterior skin for corrosion. In addition, the maintenance manual requires structural inspections on the basis of flight hours or flights.
    The FAA alleges that Corporate Air operated the aircraft in violation of regulations on at least 81 revenue flights between Dec. 21, 2009 and Feb. 4, 2010 with corrosion that had not been detected during the post-flight inspections. The FAA also alleges that structural inspections were not conducted at the required intervals, between Mar. 16, 2006 and Feb. 3, 2010, in violation of federal regulations.

    Corporate Air operates charter and air taxi service under Part 135 of the Federal Aviation Regulations and makes daily feeder cargo flights under contract to a major next-day air package airline.

    “Keeping aircraft well-maintained and in good condition must be a top priority for any operator,” said FAA Administrator Randy Babbitt. “All operators must comply with maintenance requirements.”

    Corporate Air has 30 days from the receipt of the FAA’s enforcement letter to respond to the agency.

    Boeing Donates ‘Legends of Flight’ Proceeds to Washington State LASER

    Washington State Leadership & Assistance for Science Education Reform (LASER) assists school districts with research-based science programs

    SEATTLE, Feb. 17, 2011 /PRNewswire/ — Boeing (NYSE: BA) on Wednesday made a surprise donation of $26,000 to Washington State Leadership & Assistance for Science Education Reform (LASER). Boeing’s donation comes from proceeds from its sponsorship of the IMAX film “Legends of Flight.” The presentation took place during the monthly executive board meeting at the Pacific Science Center in Seattle, Wash.
    “Boeing is delighted to be able to support this great organization in its effort to give teachers and principals the training and resources they need to improve science instruction statewide and beyond,” said Tim Copes, vice president of Manufacturing and Quality, Boeing Commercial Airplanes, and board member at the Pacific Science Center. “We expect this to be the first of many donations to educate, engage and motivate children in science as the film continues to open at theaters around the world.”

    Additional financial donations will be made to support science-related initiatives as “Legends of Flight” continues to play at theaters around the world. Boeing receives 10 cents for each ticket sold.
    The film highlights legendary 20th century airplanes, as well as the manufacturing, testing, rollout and first flight of the 787 Dreamliner, the first all-new airplane of the 21st century.

    PR: FAA Taps ITT Corp. and GE’s Naverus to Develop NextGen

    WASHINGTON – The Federal Aviation Administration (FAA) is awarding a contract to ITT Exelis and GE’s Naverus to help accelerate the development of satellite-based procedures that will allow aircraft to fly more directly to their destinations.

    “NextGen will help deliver an environmentally friendly, more efficient traveling experience for the flying public,” said U.S. Transportation Secretary Ray LaHood.

    Under the $2.77 million contract, ITT Exelis, the prime contractor, and GE’s Naverus, the sub-contractor, will develop Required Navigation Performance (RNP) approach procedures into five airports: Ted Stevens Anchorage International, James M. Cox Dayton International, Charles B. Wheeler Downtown Airport (Kansas City), General Mitchell International (Milwaukee) and Syracuse Hancock International. ITT Exelis and GE’s Naverus will be responsible for designing, implementing and maintaining a total of 10 procedures – two for each airport. The FAA will closely monitor the work to make sure all safety and environmental steps are conducted properly. This effort will supplement the FAA’s work to develop RNP procedures for airports across the country. The FAA has developed 305 RNP procedures.

    “If you imagine highways in the sky, then these are high-speed off ramps,” said Acting FAA Administrator Michael Huerta. “Aircraft using RNP approaches make a more direct and efficient approach into the airport, also decreasing fuel burn.”

    The FAA awarded the contract to ITT Exelis and GE’s Naverus through a competitive process under the System Engineering 2020 contract, a portfolio of work designed to help the agency roll out NextGen. Fiscal year 2012 appropriations included funding for a contractor to develop and deliver NextGen procedures, and the FAA reauthorization bill called for the agency to demonstrate the ability of a contractor to design, implement and maintain these procedures.

    News Brief: IATA e-freight is live in three more European countries

    Geneva – The International Air Transport Association (IATA) announced today the dawn of a new era for the air cargo supply chain in Romania, Slovenia and Malta. E-freight for imports and exports went live in Romania on November 9, in Slovenia on November 12 and in Malta on November 15.

    Facilitated by IATA, the project is an industry-wide initiative involving customs authorities, carriers, freight forwarders, ground handlers and shippers. E-freight effectively eliminates the need to send paper documents with air cargo shipments, hence streamlining processes, improving speed and reliability and cutting costs.

    In Romania, the e-freight implementation team was led by Air France/KLM, with freight forwarder Schenker. In Slovenia the team was led by Lufthansa in close cooperation with Slovenia Customs and DHL. In Malta the Emirates and Lufthansa were the lead airlines, working closely with in association with BAS Ltd, MAL Services, Servisair Globe Ground, Lufthansa Technik, MITA Technik and Malta Customs.

    Romania, Slovenia and Malta are the 33rd, 34th and 35th e-freight countries worldwide to deliver paper-free cargo. Europe now has 19 countries that are e-freight live. The latest list of live locations includes: Australia, Austria, Belgium, Canada, Chile, China, Chinese Taipei, Colombia, Czech Republic, Denmark, Dubai, Egypt, Finland, France, Germany, Hong Kong, Hungary, Iceland, Japan, Luxembourg, Malaysia, Mauritius, Netherlands, New Zealand, Norway, Singapore, South Korea, Spain, Sweden, Switzerland, United Kingdom and United States.
