UPS/Pilots Sign Agreements on Safety and Security

LOUISVILLE, Ky., Nov. 4, 2010 /PRNewswire-USNewswire/ — United Parcel Service and the Independent Pilots Association, the collective bargaining unit for its 2,800 pilots, today signed a memorandum of understanding that establishes joint UPS/IPA Safety and Security Task Forces. Both will be made up of six members, three named by each party.
“This agreement reaffirms our common objective of efficiently and effectively operating the UPS airline with safety and security as our twin priorities and guiding principles. We appreciate the company efforts in reaching this agreement,” said IPA President Captain Robert Thrush.

The Safety Task Force will address the following issues: Emergency Vision Assurance System (EVAS); full face oxygen masks; comprehensive fire mitigation and suppression systems; checklists procedures for smoke and fire; and the carriage of lithium batteries and other fire/smoke hazards.

“UPS and IPA acknowledge that the air cargo/express package industry faces unique threats in the era of global terrorism. We also recognize the key role our pilots can play in the mitigation and management of these threats both from the flight deck and by working together to improve cargo security and screening,” said Captain Thrush.

The Security Task Force will address the following issues: communication and coordination within/between UPS, affected crewmembers, and the IPA; air cargo security procedures; threat procedures; improved access to security directives; perimeter security; and background checks for those who have access to UPS aircraft.

Suspicious Packages on UPS and Fed Ex Cargo Flights

Why: A suspicious package on a UPS cargo flight (a toner cartridge with wires attached and a white powder) has raised the US Transportation Security Administration to order UPS flights searched for suspicious cargo. Officials indicate that tests on the device came back negative for explosives.

Yemen Shipment Embargo
In cooperation with the FBI, local authorities have confiscated a suspicious package at the FedEx facility in Dubai. The shipment originated in Yemen and as an additional safety measure, FedEx has embargoed all shipments originating from Yemen. The Company is cooperating fully with the authorities on this matter; any additional information regarding this matter must come from the FBI.

Dubai Investigation Continuing. Cargo Under Scrutiny

General Civil Aviation Authority released a report that the black boxes indicated smoke or fire on the main deck and “lower aft cargo compartment” towards the back of the doomed aircraft. The GCAA says investigators are still uncertain of the causes of the crash. Capt Doug Lampe and First Officer Matthew Bell, reported smoke in the cockpit 28 minutes after taking off. UPS Flight 6 was unable to change radio frequency and could not communicate with ATC. During their descent, pilots had difficulty seeing the flight instruments because of thick smoke.

The memorial service for captain Doug Lampe will be held at two o’clock on Monday at Southeast Christian Church, Louisville.

Dubai: UPS Boeing Black Boxes Sent to US


The NTSB has received the data and voice recorders from the UPS Boeing 747-400 that crashed in Dubai on Sept 3 2010.

Two crew members died in the cargo plane crash after an on board fire that made viewing flight gauges impossible.

What: United Parcel Service Boeing 747-400 cargo plane en route from Dubai to Cologne
Where: Dubai inside an Emirati air base between Dubai’s Emirates Highway and nearby Al-Ain Road 10 miles southeast of Dubai’s international airport
When: September 3 2010, noon New York time
Who: Two pilots
Why: After takeoff, the pilots declared an emergency over Bahrain airspace, with a cockpit fire. The pilots dumped fuel and immediately attempted to return to the airport, unable to see their instruments due to the smoke. The plane crashed, and both pilots were killed. The crew reported fire on board as they were approaching the airport. Witnesses report hearing a boom, and seeing fire and smoke.

A UPS cargo plane has been involved in an accident in Dubai.
Updated 6:30 PM EDT

At approximately noon EDT on Friday, Sept. 3, UPS received a report that one of its cargo aircraft had crashed in Dubai, United Arab Emirates. UPS can confirm that Flight 6, a 747-400, took off from Dubai at approximately 1500 Zulu, bound for Cologne, Germany. UPS records indicate that two UPS employees were aboard. There are no known survivors.

“This is a terrible tragedy and all of us at UPS extend our deepest sympathies to the families and friends of the victims,” said Scott Davis, UPS’s chairman and CEO. “We are doing our best to learn exactly what happened.”
UPS is aware of news reports concerning possible events that led to the incident, but we are unable to confirm these reports. UPS Airlines is cooperating with government authorities on the scene, and we have dispatched our own investigation team to the site to assist.

The safety and security of our employees and our customers and the public are our highest priorities. We will not rest until a determination has been made concerning the causes and implications of this tragedy.

Who: 2 crew
Why: After takeoff, multiple systems failed, and the crew decided to make a cautionary landing. No explanation has been provided any more explicit than generic “multiple system failures” but whatever the problem was, by Wednesday the plane was back in the air.
